When there's practically a brand new RP a day with newer players RPing the former types in II, it is hard to keep that line. There's never been enforcement unless some type of transgression of the site rules happens or OOC arguments bring in moderation. Even then, moderation doesn't really care if the players are RPing as RL nations in N&I because they have bigger fish to fry, as the saying goes. They are primarily concerned with if site rules are being broken and players are being nasty to each other.
Also, New Aeyariss slipped up and used the words 'RL-inspired' instead of 'RPing as actual RL nations'. Maybe some clarification was in order before jumping down throats. Just a suggestion.

You can. As stated above, there's no firm, fast rule. However, it adds to the clutter of II and you miss out on the opportunity of bringing in great P2TM players who are drawn like magnets to those type of RPs. Just keep that in mind.
