The year Anno Domini is irrelevant, only that it is the near future. It is Year 1 of the Survival Calendar. A nominal nuclear winter, as described here, occurs after a major conflict went nuclear. Now the governments south of the equator, ecologically separate yet inferior to their northern counterparts in nearly every way, suddenly find themselves catapulted to the status of "world power." They have no weapons at all of mass destruction, nothing to stop each other from tearing each other apart, save the honor of dictators and half-baked politicians.
The United Nations is dead. The West and Communism both are dead. Long live [insert your nation's name].

Obviously time and total war shake things up a little, but deviations too far outside the links above will be rejected or modified. tl;dr: No, Malawi is not going to take over the world.
Simultaneously, only make actions that are within your nation's capabilities. Don't play for an opponent or an ally without their permission. tl;dr: You can't just have nukes as Paraguay, and you can't force Brazil to surrender after three days of fighting.
