Idea: Add a step before submitting a WA proposal

Seeing as how many illegal proposals that weren't drafted on the forums are submitted to the WA, I think a warning should be added after clicking the "submit a proposal" button and before you can choose which council you want to submit, that says in big bold, maybe red letters, something to the effect of:
"A World Assembly proposal has to follow many rules to be deemed legal. Make sure you understand what makes a legal proposal first. Writing a successful World Assembly proposal almost always requires a drafting process. If you are submitting a proposal without any feedback, we strongly suggest you to go to the General Assembly forums to post your draft and seek feedback."
And then maybe add a button underneath saying "I understand" to proceed to the next part.

We've had some experience with warnings. The problem with warning notices is that people need to read them for them to be effective. We already include that information in the Submission page, and people either don't read it or just don't care. Making them click past it 3-4 more times won't change the number of illegal proposals.

Well, I had a look at the current page, and I think the reason it's not working is because it's just in a normal font and people assume it doesn't say anything useful (that's what I thought when I first looked at it). So if you put a box, and use colour, maybe people will start actually reading it. Just my 2 cents.

Both my pet view of "human nature" in general and my experience on this site lead me to believe that this won't dissuade the majority of illegal proposals.
