Yeah totally agree with the OP, the EU is in no way the same as the German Reich (if such a hyperbolic comparison is even worth taking seriously). Whatever economic clout Germany has doesn't change the fact that they only have so many seats in the European Parliament and they are only one Member on the Council of Ministers. The former votes by simple majority and the latter by qualified majority, and all the most important EU legal acts are enacted by both, so by definition, the EU is structured in a fashion that is very different from a hegemonic empire (where it's one suzerain arbitrarily and unilaterally dictating what everyone else gets to do).
