Rail ownership is divided 3 ways in Ibica
- National Rail: Owned and Maintained by Rail Ibica, consists of track connecting all major cities that any railroad company may use for a small trackage fee.
- State/Local rail: Track owned by state or local governments. An area with state/local owned track likely also has state/local run services. The primary examples of this are the Angola Brightline high speed rail service that links major cities in Angola. These tracks also allow for any railroad to use them, though typically with a higher trackage fee.
- Private Rail: Track owned by a private company. Most private rail is owned by the "Big 3" freight rail companies, (Albion Southern & Cartier, United Western, and Hamilton International). Some of these private companies are considering starting passenger service of their own, and will charge very high trackage fees to other Passenger railroads to use their lines.
