REPUBLIC OF BOHEMORAVIA

The recent concerns voiced by Uan aa Boa's own Revolutionary Workers' Council with Responsibility for Foreign Affairs are not to be taken lightly. From the perspective of the Republic of Bohemoravia the situation in Posteastan appears to be very complicated. We have a bunch of terrorist and criminal organisations which are almost exclusively relying on terrorism and don't use much political rhetoric to hide their murderous intentions. Additionally, we have political groups which apparently have a more or less legitimate agenda and the backing of parts of the general population. These groups have several highly criminal members and frequently use terrorism. From our perspective they are closer to their own domestic terrorist groups than to legitimate political parties elsewhere. We favour neither of these groups and we want to make it clear that entering negotiations with these people will not lead to impunity. The crimes brought to light by Uan aa Boa must be addressed in the peace talks. At the moment direct talk with some of the actors in this conflict seem to be the most cost efficient way to deal with the crisis. For Bohemoravia an all-out military intervention to remove all involved factions from power does not seem advisable at the moment. Likewise, doing nothing and abandoning the citizens of Posteastan to their fate seems unwise. As stated before, the conflict is very likely to spread to other nations. Some parts of Posteastan notably Leozina and Orikson are already under control of criminal groups which make no moves to hide their terrorist nature. Talking to the other groups will not be a pleasant undertaking. Neither for them, nor for us but the only alternative I can see here is the complete blockading of Posteastan through naval patrols and a firmly enforced no-fly zone but even that would sooner or later force the international community to deal with the winners of the conflict. Or the survivors.

The strange communique issued lately by Jonathan Fletcherson also gives us reason to worry. We would very much like to see Kenmoria participate in the construction of a new and secure Posteastan. This will not be possible if there is continued support for terrorism. If there is support for the criminal actions of Construction Enterprises and the IDS responsibility is accepted through implied conduct. Stating that 'any action taken that may cause the deaths or injuries of these employees will be viewed as an act of war.' allows no other interpretation than acceptance of the full political and legal responsibility and liability for each and every action undertaken by CE/IDS and the full compensation of each and every victim of said actions.

Subject: Clarifications on Kenmorian Accountability
To: Bohemovaria, Forest, Uan aa Boa, Keilersmoor, Kjalåra, Balagan
From: Kenmorian ministry of Foreign Affairs
Encryption: Low
Dear all,

It appears some clarification may be needed on the accountability of the Kenmorian government, more specifically the ministry of Foreign Affairs, as to the actions of corporations originating from this nation. If any business performs any action, it is the responsibility of that company as to the repercussions resulting from that. This is because a legal person, as distinguished from a natural person, has no actual life. On the other hand, any natural persons do have lives, and it is the responsibility of this government to protect them. That is why dissolving a company does not count as murder.

To use the Posteastani situation as an example, IDS are a company and its workers are natural persons. IDS is not within the control of the Kenmorian government, and is a completely separate legal entity that happens to have its headquarters based here. Therefore, any action may be undertaken against them, provided no people are harmed. However, its workers are natural persons with citizenship from the nation represented by this ministry. As such, they do fall under full Kenmorian protection, and may not be killed except as part of a fair trial fitting the constraints of the World Assembly law, Preventing the Execution of Innocents.

I hope this has cleared up any confusion, and I would like to further add that the Kenmorian government is happy to help in the reconstruction of Posteastan, but not when this involves labelling legitimate foreign interests as terrorists, and supporting the arbitrary killings of innocent citizens.

Yours sincerely,
Jonathan Fletcherson, Minister of Foreign Affairs

Dear Friends, dear Enemies,

As always I fist would like to express my unconditional support of our friends in Kenmoria. I sincerely hope that is enough to discourage any form of further aggression against them. I would also like to use this opportunity to advise the official government of Posteastan to participate in the talks and the formation of a government of national accord. I don't intent to occupy Posteastan forever.

Great Øhiton has now reached its quota of refugees from Posteastan. So far, no other nation has contacted us to fly refugees to them. As there are no other safe processing facilities in Posteastan than those run by us this is the effective end of migration from Posteastan. If no one else is interested in the refugees we will close our facilities and focus on combating terrorism.

To help Posteastan to recover from the various bombings and acts of war and terrorism in the past we have begun to rebuild the Telinburg international airport to make flights into and out of the nation possible again.

Your Excellency!

I am extremely happy to see your proposals, which are one of the better ideas to come out of this Posteastan mess so far. Let me assure you that I've already requested that the Ministry of Justice reclassify IDS/Construction Enterprise as a Known Slaver Entity, and add the Royalist faction to the Prohibited Entities List, due to its involvement in a range of atrocities.

I wish to add here that it's also very unclear what the international community's actions towards the 'government' of Posteastan should be, given its cooperation with the terrorist entities. That said, your actions so far have shown that your nation knows what it is doing, and I am willing to offer assistance in your efforts.

Yours,
Peter Nizhinsky.

The Koskat Border Incident

Koskat is an underpopulated land-locked nation on Posteastan's western border. The ruling coalition of the Socialist Worker's Alliance, Koskat Labour Party and Green Koskat have, for most of the nation's recent history, been in charge in one way or another. The nation's mixed economy is largely powered by a strong biomedical engineering sector. It maintains a small defence force in addition to a small air force largely comprised of Caracasusian PD-24 T jet trainers used predominantly to combat forest fires. Koskat has pursued a strict international policy of neutrality for the last few decades. In recent months, tensions on the border to the Kolvce province have led to the deployment of a large section of the nation's armed forces – however these efforts to stop the conflict spilling over into Koskat have not always been successful...

Captain Nilsson looked out across the rooftops of the squat concrete building and feared for her life, and the lives of everyone in it. Just twelve hours ago they had arrived, about sixty or so refugees. Mostly on foot, a few pushing carts laden with personal belongings. The few who carried rifles and shotguns had surrendered them at the border proper, and all had been escorted to her command for further processing.
And then this... A terrified, garbled radio call from the checkpoint followed by nothing...

She'd swallowed her sheer terror and ordered that the refugees were taken downstairs. The jail cells were built into the basement, and were the safest place in the building. She'd ordered the civilian workers down too, cramming into cells and filling the corridors and office.

The ten soldiers under her command had broken out rifles and grenades from the armoury, most had barely been fired in training – oil still slick on them, that “new gun” smell filling their nostrils. They'd made their way too the rooftop, with some occupying the ground floor. She waited, listened as the sounds of engines came closer and closer. They'd radioed for backup, however the nearest units were still some way away.

The trucks, motorcycles and pickups were painted black. The insignia of the Confederacy of Posteastan painted onto each door. Her heart sank – the fascists had arrived. The news had been abuzz with reports of the latest atrocity or terror inflicted by Balan's henchmen, the refugees were likely fleeing from these very soldiers.

The cars and motorcycles pulled left and right respectively, enclosing the building in a rough semicircle. Nilsson counted perhaps eighty or so soldiers all told, all dressed in black. She tried to calm herself. Tried to focus on the scent of pine sap in spring that she could just make out over the stench of deasil exhaust.

“Hey, you!”

One strode out of the throng and approached the building. A cluster of silvered insignia pins no doubt indicated his status as commander of the group. He cupped his hands around his mouth and shouted up again.

“Hey! You! You've got some prisoners of ours. Wanted terrorists! Would you care to turn them over?”

Nilsson tried to muster confidence she did not have.

“You and your soldiers need to turn around now. You're in Koskat, not Posteastan. You have no authority here and if you do not leave we will be forced to defend ourselves.”

Silence. The man gestured to two footsoldiers who dissapeared round the back of one of the heavy trucks. They came back, dragging two people. Nilsson could make out their uniforms – guards from the checkpoint.

There were eight at the checkpoint. Where are the others?

Their faces bruised and bloody, they slumped to their knees.

“Listen lady, you've got one minute to turn over those terrorists or I start hurting your people. Understand?”

Seconds passed. A minute passed. The man reached into his jacket and pulled out a long, serrated knife in one hand and a pair of pliers in the other. Another soldier worked to hold down one of the prisoners, his knee on the man's neck, pushing his head up to the sky. Nilsson could hear the screams, but could not see what the fascist was doing until he turned back to her, holding something red and meaty in his gloved hand. He threw it into the dust – the prisoner burbled incoherently, choking on blood rising in his mouth.

His tongue. They'd cut out his tongue.

A second soldier drew his gun and shot the prisoner dead.

“One more lady. One more left and we're comi.....”

The leader's head exploded like a ripe melon. One moment he was speaking, the next his head simply ended above the jawline. Slowly he collapsed, sagging to his knees before sprawling onto the tarmac. The next three seconds passed like an eternity, then bullets filled the air.

The fascists that were following the refugees were apparently being followed themselves. From her vantage point she could see them – Kolvce Free State fighters by the looks of their uniforms – patchwork camouflage from a dozen different nations. They'd set up snipers in the treeline and somehow had found the time to assemble a z-fire line that crisscrossed the low hill – maximising the impact of their light weaponry.

The fascists in front of the building started to drop like flies, a few span about, firing wildly into the enemy position before being cut down by rifle fire. Bullets stabbed and cut into the vehicles, plinking off metal plating and tearing through flesh. A group of ten or so fascists found cover behind one of their heavy trucks and returned fire – their guns targeting the assaulting figures.

An early sortie by the Kolvce Free State fighters was pushed back into the treeline and for a few more minutes the opposing forces exchanged fire as the dead and dying bled out onto the road.
Nilsson peered out from safety and saw movement in the treeline. A single Free State fighter lifting something to their shoulder...

It was only after the rocket was in the air she registered it for what it was. A bazooka.

The rocket propelled grenade hit the truck the fascist contingent were sheltering behind, lifting it up and over in a cloud of burning fragments. Nilsson did not see any movement from beneath the vehicle.
In a few minutes the battle was over. Free State fighters dragged or marched the seven survivors from the fascist contingent towards the front of the building. Some busied themselves looting the dead, piling weapons and ammunition into the backs of the three least damaged pickups. One approached the building.

“Hey, listen – we've got your soldier here. I'm really sorry we couldn't save the first.”

The Kolvce Free State fighters left, some walking and some driving captured pickup trucks, a good ten minutes before Koskat's soldiers arrived on the scene. The Free State, after some discussion, had agreed not to shoot the fascists but instead had turned them over. The Koskatian soldiers had arranged for them to be transported back to the city where they would likely face trial as commanders began the unenviable task of writing up a report on the border incident.

Corney Island
The king read the letter of humble requests, agreeing on virtually all of them, except maybe the third stipulation. "These are quite the 'humble requests' from 'His Holiness'. But I personally don't mind it, a lot of this mirrors my country. Church and state as one, defender of faith, illegal divorce, homosexuality illegal, etc. Wow, your bishop seems like a well rounded man. Though I must break it to you, the third one struck me a bit. Some of the clergy assigned to my Posteastan detachment have already converted several civilians to Rome. They've actually been waiting at the airport for refuge back in Lux Pulchrae, but we wanted your okay on it, they will be returned should you ask however. But I think we can all agree, the backing of the Church will give the Royalist a popular edge. And at the moment we are alone, practically the Militia and my men, to which I suggest again: we need to find common ground with one of the factions. I was always interested in the Patriotic Block, but they now seem to be backing Tavitian, who I am very disapproving of. Never liked dictators who used the guise of 'democracy', it always seemed underhanded and slimy. However, Valaska is no good since his regime is what allowed this mess. But, I'm at the behest of you Sir Alexander." he switched attention from Alexander to the Rivienlander "And to you Sir Edourard, you are right about my troops, some have reported to be exhausted. Just before my flight here I approved for the arrival of seven-hundred more men, the wounded and dead are should be heading back once that transport arrives. They should be on their way by now. The conflicts are escalating and we need more men, and so far it's been me and the people of Posteastan, we can't be the only ones sacrificing people here. The increasingly dangerous conflict also justified the delivery of even heavier artillery and machinery, I've got at the 4th Avante Mechanized Infantry included in the transport. At least eight tanks will be rolling down the streets of Posteastan by tomorrow. I also dispatched the navy to the international waters, hopefully there's nothing too drastic happening there. Do you guys have a live report of the conflict on hand by any chance?"

“On the topic of tradition, the Bishop of Leozina has made some interesting demands. Without a doubt, the clergy seek to hold power within the legislator, regardless of which side is victorious. My only one worry is that, with the Bishop of Leozina becoming the head of the Orthodox Church through political backing, this might lead to a possible schism if other clergy across the country disagree with this move. A few of their demands are quite radical, but I would advise that we agree to their terms. While the clergy ask for much, the support of the clergy will only push the agenda of the Royalists throughout Posteastan.”

Sir Edourard, pausing for a moment, turned away from the claimant, and refocused on the map of Posteastan layout on the large oak table. “Still, to be practical, I believe some other issues must be addressed. First, we must decide on if we wish to employ the Cossack Legion, and how we would even fund them. While we cannot aggressively expand in any direction without risking too much, an influx of more troops would always go along way.” Glancing over his shoulder, he commented to King Cleone, “I am sure that your troops, while quite formidable, have gone through a lot. At some point, they must be reinforced.”

ISLE OF CORNEY—Albert read the list of demands or 'humble requests' made by the Bishop. They did not seem to him to be too onerous. Indeed, he agreed with all of them essentially, and they mostly were in-line with the laws of Great Nortend.

“It seems to me that these humble requests made by His Holiness are quite easily met. I should not hesitate in writing back in full agreement, provided that I can obtain the sincere and sworn allegiance to our cause from the Bishop.”

Sir Endersby considered Edourard's concerns. It was true that Lux Cleone's men were beginning to tire, as were they all [OOC: and me] in this conflict. Fresh blood, vim and vigour were needed. He simply questioned whether the Cossack Legion was the right way forwards.

OFFICIAL TELEGRAM FROM THE CHURCH

Greetings my dear Brother,

In Posteastan there will never again be a government without God. Your help is much appreciated and much needed. Right now I am in very promising negotiations with the People's Chamber and with our dear friends in the Royalist circles.

I think that the Royalists will get our support in the future because I am confident that they will answer our humble requests for a future Posteastan positively. We are in a very difficult situation at the moment. Our nation is in a state of civil war and partial occupation. If we want to secure the future for our nation, we need to work with intelligence and strategy rather than with brute force. It is impossible to archive a military victory at the moment just as it was impossible to defeat the Northern Alliance. Through my various contacts I have learned that peace talks are prepared at the moment. If the Royalists are barred from the participation in these talks our only chance of staying relevant lies with the People's Chamber.

I would like you to use your influence to secure a place for the Royalists at the coming talks. Internationally many nations have already listed them as terrorist organization. I want you to contact these nations and find out what their prerequisites to lift their declaration of the Royalists as terrorists are. If we can secure a seat for the Royalists at the negotiating table, they will be even more likely to support us.

I had long talks with representatives of the People's Chamber to find out what the chances of an alliance with the Royalists are but they no longer have interest in them. They are strong enough to withstand all sides and they already have tremendous popular support. We should never forget that the UGF came to power in largely free and fair elections! If we do it right, we could be the uniting force between the Royalists and the People's Chamber. Therefor you need to find out what the People's Chamber want to enter talks with the Royalists.

I will gladly participate in talks with all sides and all nations that are willing to work towards peace in Posteastan. I hope that President Valaska will return soon because he is a much better negotiator. I hope that your troops will be reinforced soon and that you will stay a bit longer in Posteastan.

Right now it is only our friends in the IDS and you who are protecting our people against foreign aggression. I hope that your soldiers will participate in the offensive against the terrorists in the Telin province and help us to liberate Leozina.

Peace to all.

Telinburg

In the early hours of the morning General Neascu addressed her soldiers and the People of Posteastan as well as her IDS and Kjalåran allies. Her speech was short but very clear. Now there was war and Telinburg would no longer wait and do nothing.

"Today, we stop the ground under the feet of the oppressors in Leozina. Today, you heroes, enter Telin Province - conquerors with peace using peace with those who tot no arms against you and using war against those who do. Your orders are clear. Advance on the Leozina and liberate it peacefully, keeping intact the civilians, state institutions, public properties and personal properties.

I urgently ask you not to fight any party in the province unless they do first, I'm asking you not to target those in their houses, or those who raise the white flag - a sign of surrender. But make no mistakes. We will not leave Leozian as a hotbed of terrorists and the country will not rest until Leozina returns to the homeland. The orders in Leozina are clear: Don’t shoot civilians if they are waving a white flag. It is now the time for the great victory. March forward!"

The orders were quickly executed. The National Guard had waited for this for quite some time. The positions the focused on where those previously targeted by Forestanian missile strikes. Requests were issued to the southern group of the IDS forces to participate in the liberation of the Telin Province and exterminate the Royalist forces with extreme prejudice.

The northern group of the IDS already had more than enough to do. The Renegades had secured large parts of Posteastan's pre-war arsenal. Weapons from a time when the small nation was still allowed to buy and use military hardware. When the artillery strikes began, the renegades retreated, giving some ground to the IDS, ground that later turned out to be heavily mined. And then their own artillery strikes began, with rocket artillery from mobile launching sites. The rockets were mass produced weapons in most cases but occasionally barrages of homemade rockets were used and those turned out to be just as deadly as the mass-produced ones.

Syndicate Front

There was another problem beside the war and the killing. The refugee quota for Oehiton had been reached. Queen Tove would no longer fly people out of the country and it was only a matter of time before she would close the air fields and withdraw her troops. There were no other extraction points besides those guarded by the northmen. In Leozina people had to forswear god and make their families vulnerable to retaliations and in other parts of the country the syndicate was still strong enough to attack the waiting crowds so that nobody dared to visit these centers.

We thank the Republic of Bohemoravia and their friends for their intervention in Posteastan. Their worst fears have already become true. The war is spreading across our borders. No more illicit trade and no more deployment of terrorists in this conflict zone.

If you don't act we are afraid that our neighboring nations like Koskat might take things into their own hands.

Heavy Fighting in Telin Province

The situation was continually declining. Rasvan Luca did not see it as his duty to inform the crazy apostate that he was bellowing his empty threats into a voice box that nobody would ever listen to. The Nationalist forces where highly suspicious of communist super-tech enabling surgical satellite strikes on the positions of their phones. The frequently changed them, and they absolutely would do so after the Royalists had declared war on them through that specific phone. He was genuinely surprised by what had happened but the things that unfolded on him were a bit too much.

The Watchmen never made a secret about their participation in the executions of communists and hence were easy to find out. Their murder and humiliation by the apostates was not without echo. There is an ages old tradition in the military forces of the western world. The ancient and honorable tradition of Fragging. At lunch time a grenade was lobbed right into the officers' mess of Lux Pulchrae. Soldiers from that god forsaken country what wandered alone or in small groups through Leozina were shot dead, tortured and left in a ditch with card boards reading 'rapist' or 'sodomite' and other things. Pictures of the dead and their documents were made public online showing the relatives of the executed criminals what their sons were doing in this beautiful country.

Outside the city the Watchmen had to fight a much tougher enemy that was on constant alert. The air and missile strikes had taken a considerable toll on the moral of the men but the betrayal of the apostates form Lux Pulchrae was even worse. Their former allies were now murdering their friends and comrades on behalf of the communists. Whole units went over to the Patriotic Block, taking their weapons and equipment with them. Luca had no interest in addressing these problems and spend most of his time drinking. The fighting against the Renegades was not going too well either. Rumors had it that the men who were selected to go fighting in the norther were chosen because of their patriotic views and their anti-communism. As a punishment for their participation in the purges. The officers from Lux Pulchrea were hoping that they die in combat and if not Giornada had them tortured, humiliated and executed on their return. The men first refused to return south and later completely ignored all calls from the Lux Pulchrean apostates and instead engaged them in fire fights if they tried to reach them personally. The situation up north was soon one of total chaos.

In the middle of that chaos the National Guard launched its attack on the Royalist forces that had already suffered from missile strikes and the collapse of cohesion. Again Rasvan Luca had no intention to deal with the situation. He was last seen boarding a vehicle and driving north, out of Leozina. Leaving Giornada to deal with the problems. Problems that became even more severe as there was not a single Posteasanian soldier left in the base who was capable of speaking his language.

Pijord was something different. There was no second attack in the next day and not at night and the men where quite comfortable around the soldiers from Lux Pulchrae. The men discussed the cowardly and treacherous murders of their comrades at the hands of Giornada and his decision to declare war on the patriots but their minds were focused on the task ahead. They knew the next attack would come and it would be better prepared than the last time. Now that the news of missiles and helicopters were all around they were not particularly keen to discover what the attackers would bring with them next time.

It appeared that the Renegades were more prepared than was initially thought, and had a great deal more power than intelligence had suggested. Although the first artillery round fired by the IDS was successful, gaining territory of not insignificant strategic importance, the land was filled with mines, which would take an annoyingly long amount of time to clear, in an operation lasting weeks. Furthermore, the faction had apparently gained access to mass production techniques and had the ability to fire in return, though not as powerfully, and had a large complement of homemade weaponry in addition. This meant that new procedures would have to be implemented.

Of course, they would not come at the expense of traditional war. Fighting fire with fire was the aim, only with the fire being contained within a metal casing and launched in the direction from which the Renegade strikes arrived. It was hoped that the sheer quantity of weapons, multiple every half-hour, would mean that the enemy would experience heavy losses. That said, there were also casualties on the IDS side, numbering many tens of troops, so impressed labour would be used to the fullest extent allowed by Posteastani law, and probably far beyond that. Any nearby villages would have been sent a message to the local authorities instructing all the able-bodied men and women to join the fight. Failure to comply would have very dire consequences.

However, despite the rather controversial nature of the recruitment practice, which would not doubt cause a furor were it to be revealed, it was not the new procedure that was going to win the war. Instead, a much more covert plan was put forth. Of the people brought from local communities into the IDS army, most would be fighting on the front lines, but some would not. It was known widely that almost nowhere in Posteastan had access to first-world, Kenmorian technology, which included a new brand of camera almost invisible due to its size. Measuring just a few centimetres, and buried into the skin of villagers, some small monitoring devices were crucial to the ploy. All that was involved was a patrol of a few villagers, who were sent by improvised boat to the Renegades. They would pretend to want to join, but would be live-feeding images direct to the Kenmorians.

With this information, it was hoped that the hourly missile strikes could be more targeted, and take out crucial infrastructure. If it didn’t work, and the plan was detected, it wasn’t a particularly grevious loss. Only a few people were a small statistic compared to the vast army that could be pooled into the situation, and the information that could be gained was so much greater than a tiny number of lives, who could be replaced at any minute by the sources of human resources nearby. Furthermore, the cameras would still work no matter how much the hosts were killed. Only a direct blow, extreme heat, an electrical overload, or various other physical harms to the device itself would stop the recording, something the Renegades hopefully wouldn’t know.

My dear friend,

I wish to express my extreme gratitude for your words of praise but I am not sure if I deserve them yet. To be honest, I do not know what I am doing but similar to you I know exactly what I am not doing and that is a start.

Personally, I think the military government of Posteastan is deeply linked to crimes against humanity and various war crimes. Bohemoravia will not officially recognise any group as legitimate government, we only accept them as negotiation partners.

There is no faction that is free of crime or guilt and it is my sincere hope that the international community will be able to dismember terrorist groups and persecute terrorist individuals. I think the guns need to be silent if we want to see any kind of progress in Posteastan. If the killing stops there is room for reconciliation and if reconciliation is wished for the persecution of criminals will be absolutely necessary.

In my opinion, there is not much difference between the warlords in Telinburg and those in Tabolov or the Renegades. All sides need to talk to each other and enter a ceasefire. This is our approach towards them. We accept them as de facto powers but we will not add to their political legitimation. Therefore, we only refer to the 'government' as 'military government' if you would prefer another term we are not opposed to calling them 'Junta' instead.

For me there can be no doubt about the fact that we will try bring those members of the Junta to justice who were involved in slave trade and crimes against humanity. It is not going to be easy but I hope that a stick and carrot approach will erode the cohesion of the groups that we will talk to and that terrorists and slavers will be isolated and discarded by their own followers.

The following is the official transcript of a speech given by Tsar Alexei Feodorovich II of Arseny-Sazikov that was broadcasted live, for an international audience, on 4/17/2019 at 19:45 local time, Pecherskystadt.

The Holy Empire of Arseny-Sazikov - Священная Империя Арсения-Сазикова

From the Desk of His Majesty, Tsar Alexei Feodorovich II
Seliger Palace, Pecherskystadt
OFFICIAL IMPERIAL COMMUNIQUE

To the International Community at Large; especially those involved in the Posteastani Conflict:

For several months now, the world has watched Posteastan with great concern and trepidation as the status of the country has rapidly devolved into a state of chaos and violence. Long had I personally hoped that the instability of the nation could gradually even out, with cooler heads prevailing over those who wished to take advantage of the vulnerability of the Posteastani people. My fears however, would come to be realized in the form of internal violence, and an overwhelmingly clumsy and destructive interventionist stance that was rapidly and wantonly adopted by agitators on the international stage. While the country of Posteastan has suffered under the yolk of what amounts to a civil war, outsider nations have swarmed her borders, hoping to either profit from her misery, assert themselves as “peacekeepers,” or outright seek to strip the sovereignty of the Posteastani people by propping up factions that confirm their particular biases.

I am disappointed, but not surprised. It seems to have been forgotten, that the opus of democracy is a marriage of inclusion, and the peaceful determination of representatives, unburdened by outside force. It seems to be a great irony, that it requires a Monarch to remind so-called ‘Republics’ and ‘Democracies’ of this fact. As for those other nations who have eschewed these titles, but have chosen to intervene; it brings me great sadness to see my fellow autocracies stoop to such internationalism for the mere sake of it, but alas, I repeat myself: I am not surprised.

Still, I have not come here to admonish. To criticize, without offering any sort of solution is the epitome of vanity; my intention here is not to hear myself speak. I will make the intention of my nation clear; The Holy Empire of Arseny-Sazikov intends to ensure that the upcoming peace talks, and any elections that may follow, will be impartial and fair. This means the inclusion of all political bodies, currently active and internationally recognized within the confines of Posteastan. Explicitly, this is to include the Royalists who hope for the establishment of the Kingdom of Posteastan. The intentional attempts to exclude them from expressing their political beliefs, is tantamount to political oppression. The attempts to color them as terrorists, ethnic-nationalists, and genocide provocateurs is nothing less than the weaponization of foreign political aspirations for their nation. If indeed, democracy is the end-all-be-all that it is espoused to be, why would allowing the Royalists to say their piece be considered unacceptable?

I wish to make a humble request to all nations, involved in the conflict. Please, allow me to attempt to reframe your understanding of the Royalists. Allow me to mediate, and help those affected come to an understanding. If in doing so, we allow ourselves to prevent the shedding of more precious blood, is that not our imperative? Will history not look fondly upon those who attempted to foster understanding, rather than resulting to their basal desire to commit atrocities? I call upon the People’s Chamber to contact me, personally. I call upon the the Republic of Bohemoravia’s Prime Minister, Ivo Vlach, to contact me personally. I call upon any nation with desire to see peace in Posteastan, to contact me personally. Let us focus our attention on the true terrorists; and even more importantly, let us make a serious attempt to reconcile the people of Posteastan and foster unity. Yes, true unity. This should be the end goal, regardless of creed or affiliation. Let no one ask themselves any question here, except, “how can we bring lasting peace to Posteastan?"

To God be the Glory, now and ever, and unto ages of ages.

Sincerely,

Tsar Alexei Feodorovich II of Arseny-Sazikov

Seliger Palace, Pecherskystad, that same evening.

Tsar Alexei II sat at his desk, dozens of dossiers and papers strewn before him in seemingly no order; the thirty-four year old looked visibly tired, as he often did after giving public speeches. He had not been gifted with the gift of public oration as his father had, and each attempt left him feeling rather grumpy. Still, he had been assured by those closest to him that his attempt to importune the international community had been a strong one. Only time would tell if their assessment of the situation was an accurate one. Regardless, this would not be the end of his responsibilities regarding the Posteastan conflict. It was not a conflict that Arseny-Sazikov needed, but for better or for worse, the Church had chosen it. To this extent, Alexei’s hands were tied. His very own spiritual father and father confessor, Patriarch John, had already pledged their support to Posteastan; leaving Alexei, very much scrambling to react to the situation which quite frankly, he had been paying very little attention to before a week prior.

Before him, on the other side of the desk, sat one of Alexei’s most trusted advisors and one of the few childhood friends he had retained into adulthood. Director of Foreign Affairs Nadejda Maximillianovna Belsky; a lion of a woman, as clever as she was uncompromising. As soon as the need to take the Posteastani conflict more seriously had been realized, she had been a flurry of activity and motion. In a few short days, she had gathered more information on Posteastan than some historians could have managed in a lifetime. She had looked at the nation from every angle, analyzed every eventuality, and possibility. Very little escaped her, and this was a very good thing if they were to hope to make anything even resembling an informed decision regarding what to do next.

”Be honest with me. By your metric, what are the chances that we convince the international community to recognize the Royalists? Even if they’re just paying us lip service, at that point,” the Tsar asked, incredulously.

Her response was characteristically detached, if not still pleasant, “Forty percent. That’s being generous. If they do go along with it, the Royalists will still have an unwinnable battle on their hands. When was the last time someone saw a so called ‘democratic’ nation reinstate a monarch? I just don’t see it happening.”

The Tsar leaned back in his chair, a frown crossing his features.

“And what do you think about the possibility for reprisals against the church, and the faithful, should a less agreeable form of government come to rule Posteastan?”

She considered this for a moment before answering, ”Moderate, certainly. Especially if there becomes an association in the mind of the public, between the Church and the ‘undesirable elements’ within their society. It really all depends on how radical of a socialist government they end up with. That is what we should expect however; a socialist government.”

”Socialism is all anyone wants these days,” he paused, sighed, and shook his head, ”get director Tshaikovskaya on the phone for me, Nadejda. I’m going to have her send some of her field agents to go make contact with this Alexandru Bàrdi and Rasvan Luca. We’re going to see if we can’t train and arm their forces to buy us all some more time.”

Telin Province - Local Time

Crossing the border into a war torn country, without official travel documentation? Check.
Smuggling firearms into that very country, without due regard to the laws of that nation? Check.
Escaping and evading various agitators, bribing guards, and traveling to Telin province all while trying to avoid being shot, hung, or otherwise accosted? Check.

Director Maryiha Adamovna Tshaikovskaya of the Intelligence Ministry of Arseny-Sazikov had been given next to no notice by the Tsar, regarding what it was that her men were being tasked with. These situations arose from time to time, although generally she had the foresight to anticipate them. The Posteastan affair hadn’t afforded her as much. Even she had been surprised by The Holy Empire’s involvement. Still, these were the cards that they had all been dealt, and these were the cards that she would play with. To that extent, she had a contingency plan. Within MIRAZ, were a handful of special agents whom the Director could trust to do anything that was required of them, with an absolute minimum of warning and preparation. This unofficial fraternity had taken to calling themselves the ”Vsadniki,” or “horsemen.”

Special Agent Adrik Ivanovich, and Special Agent Antón Sedýkh were two such horsemen; and with four hours notice, had undergone an exodus that had them sneaking into the country of Postestan after hopping several international flights, in the hopes that they would be able to track down one Rasvan Luca. Doing so had not been easy, either. He had left Leozina almost as soon as they had reached the city. Finding transportation out of Leozina had been...incredulous at best, too. The word ‘requisitioning’ had been liberally thrown around in the last few hours, but eventually they did manage to catch up to the man and his escorts. Or at least the nearest checkpoint. When stopped by the Royalist soldiers, the two Arseny-Sazikovians, exited the vehicles, hands on their heads, and identity papers and badges in their palms.

”We think that Mister Luca will be interested in speaking with us."

SalemGate, Capital of the Kaystinian Federation

The Divine Palace is a sprawling building that serves as the heart of the Federation, both the office and home of the Federation's four kings and other leaders. Press vans and paparazzi is a common and near continuous presence around the gated grounds and pristine gardens, always giving the Royal Guards something to do. Despite the best attempts of some, areas of the palace have been closed off to the public, only accessible to a privileged few.

In one of these areas, a set of large ornate double-doors opens into a hallway. figure in a dark-blue suit walks out amidst groups of other politicians, lobbyists, and other privileged. The middle-aged man in it runs a hand over his ginger hair tinged grey, thankful to be done with another marathon session. It had gone well for him for the most part. He'd secured much of the necessary federal funding his home state needed for various issues, and he'd even managed to snag a few grants for some of his backers.

He'd come up short on one big thing though.

"Costel" he muttered. "Almost.."

The Kaystinian, a citizen from his own territory, had become something viral celebrity. His actions in Posteaston was still a trending topic on social media from his countrymen. Many constituents called for an intervention, akin to a rescue mission to bring him home, along with other kaystinians currently trapped in that clusterfuck of a country.

He sympathized with them. He really did. He donated his own money toward several online campaigns, made a rally for the guy, and brought all the petitions he could gather to the meeting. He'd done what he could, hoping it would be enough.

Yet again he was reminded why hoping for anything in politics is a bad idea, as that hope was dashed against the sharp rocks of reality. Sure, it was expected of his opponents to argue it away. Too many actors in a theater the Federation didn't have a good enough reason to intervene in and too many things that could go wrong if they did anyway. It was hard to argue against the real cost of a military incursion into a small country that could provoke a full-scale war with several other powerful ones, all for little more than the lives of a few people and war crimes committed somewhere Kaystein had no ties too.

The pure apathy behind such logic made him visibly wince when the final vote was called. He'd at least thought the warhawks of Irida would support his proposal, and he hinged his proposal on the fact they were a war-loving people. Yet even they hesitated, and when the concordians applied pressure on them gave in, and any chance of rescuing Costel and the other kaystinian trapped there crumbled with their choice.

Where was the compassion for suffering peoples? The tradition of honorable duty in his fellow leaders that he felt when he saw the images of people in need of help, that they could provide? He felt helpless.

He was a politician. He wasn't supposed to feel powerless!

A deep voice broke the man out of his depressing internal monologue. "Governor James" the voice attached to a younger man called. James glanced over the person, eyes widening as he recognized the distinctive crystalline-like armor set lined with small clear gems. An inquisitor? "Hello, Holy servant" James turned and gave a short bow.

"I watched your impassioned speech at the end of the meeting. Impressive." the inquisitor approached and stood in front of James with perfect posture.

He had? Oh yeah, I thought I saw an unusual character in the corner of the room. "What can I do for you?"

"The guardian has sensed darkness in the area you were talking about. Posteaston."

James flinched at the frank response. "Really? What's so special about Posteaston?" Now he was feeling bad about failing in the meeting. Maybe he should try again?

"Unknown" the inquisitor continued matter-of-factly, walking primly alongside James as he made his way down the corridor. "But the guardian is convinced it warrants investigation. Costel may be a potential, and agents of the darkness may be targeting him."

James piqued an eyebrow. "If you were in that meeting why didn't you speak up? I could have used that to convince the others" he deadpanned.

"It's to be handled with subtlety. As explained to you before, full-scale war against other great powers is unfavorable" the inquisitor replied.

"Then what do you need of me?"

"I'm requesting you gather several hundred of the best fighters your territory can produce on short notice. I've already made preparations and I'm leading an expedition there. Your men will bring Costel home."

Greetings to The Republic of Bohemoravia. My name is Markus Richton. I'm writing to as a representative of a group of concerned citizens from my country. We're a large influential society, and naturally, we receive many rumors and offers from international parties. Recently we've received some word of potential weapons of mass destruction within the country of Posteaston. This is only a rumor, but it concerns us as several children of prominent familes are located somewhere in country.

We feel compelled to act within Posteaston, and request your assistance. We've gathered a large force and we will be attempting an armed expedition into the country, to locate our children and potentially deal with the WMDs ourselves. But the international naval blockade poses a problem as they'd likely stop any attempts we make to enter by ship.

This is where we hope your government may come in. We've established several bank accounts with an accrued wealth of $250 million, deposited into several offshore bank accounts. We'd like to gain entry to Posteaston by water (using your country's flag) or land through your shared border with the country. Second, we'd ask you to close the border tou share with Posteaston and assign more security to patrol the area. We think smugglers could carry out WMDs through the border city of tamo.

We'd like to hire your forces to assist us. We'll buy out your current contracts and pay you 2x your standard rate.

If you agree, travel north of telinburg and secure what areas you can against soldiers of either the national guard, renegades, or other belligerent units. One of our party will meet with your group there with a forward payment and supplies. Do this and we'll get your legion OUT of posteaaton afterward as well.

To help, we've arranged for delivery of supplies and currency equal to $150 million to both parties. We hope to establish a coalition with agreement from both Koskat and Kolvce.

Schwarzenfels helicopter brought down by Royalist gunfire

War is never without causalities. The pilots of Schwarzenfels knew the risks in advance when they boarded their machines to engage the enemy. Some would win a couple of medals and some would not return. Firing missiles at Royalist convoys from several miles away was great fun but being hosed off the air by thousands of high-explosive rounds was not. Tactics changed when the first helicopters were shot down. The pilots resorted to more traditional tactics, letting the Patriotic forces engage the anti-air assets in ground combat before closing in and destroying the now vulnerable rest of the Royalist groups. Or they simply kept out of range of the anti-aircraft guns and instead engaged the cannons with missiles or laser guided bombs. The Pilots never crossed the Milia river, not even to pursue retreating Royalist forces.

In combat, the soldiers gave everything just as their country expected them to do. In the barracks, the moral was at an all-time low. Fighting fascists in a country that they did not even understand and where blood feuds were more important than politics and people were loyal to their clans and not to their nation was strange and it did not feel right. Their job was to destroy the Royalists north of the river and that they would do. Most of the men would much rather participate in the IDS campaign against the Renegades but no orders were given to support their advance.

The losses at the western front forced the expeditionary forces to undertake rescue and recovery missions to prevent pilots and material from falling into enemy hands. These missions had to be carried out with the same number of helicopters and pilots, leading to a slight reduction of search and destroy missions.

As the Deslav operation came to an end, less soldiers were needed in the north. Only a few men were left behind to guard the conscripts who in return would guard the border preventing or stopping an eventual Renegade counter offensive. The Penal Battalions were reassigned to the Royalist front to help the Government's advance on Leozina. Modern weaponry left behind by the IDS was redistributed to Government forces in the area.

On a larger scale it was time to follow the strategic lead of Construction Enterprises. For most of the Kjalårans it was time to return home. The naval groups were slowly prepared for the journey back and land leaves were canceled gradually. At the same time the training of new volunteers was stepped up to provide the Government with a capable force to replace the Kjalårans. The new volunteers were overseen by the Kingdom and paid in hard, foreign currencies.

The ruthlessness and the efficiency of both the IDS and Construction Enterprises was held in high regards by the Kjalåran soldiers. Many officers and members of the noble houses had the feeling that Construction Enterprises could be very helpful for the Kingdom in the future.

Dear Friends,

I am glad to see that your operations in Posteastan have helped to secure peace and prosperity. I have seen many wars, some of them first hand, the comradeship experienced by our soldiers and yours should not go to waste.

There will be a monument, probably in the form of a park, in Thorsheim to those soldiers from Kjalåran how had lost their lives defending freedom in Posteastan. The names of the brave volunteers of the IDS who died in the conflict will also be placed on this monument.

I would like to offer the contract to build this to your company and I would be glad if you could provide some plans and ideas for the monument.

The Principality of
SCHWARZENFELS

To: Ambassador of Great Nortend in Posteastan

Your Excellency,

I have contacted you before to enlist your help in solving the situation caused by Mister Giornada. Unfortunately, you have chosen to ignore me. Now the situation went from bad to worse. Our mutual friends in Kjalåra have decided to use this opportunity to increase their influence and are now advancing westward at breakneck speed.

As a soldier I was afraid that Mister Giornada's actions would lead to exactly the very situation you are now in. Unfortunately, I was right about that. Even though it is now of much less use for you and the Royalists my offer still stands. If you agree I'll see what I can do for you and if I can safe at least some of your men or convince the Kjalårans to allow your wounded to be evacuated.

Without your help there is nothing I can do for you. I hope that you will agree to my proposal and at least explain to me what the actions of your subordinates are supposed to mean and why you have sanctioned them. Our sides have both taken causalities and the only ones profiting from Mister Giornada's action seem to be Kjalåra and the Telinburg government.

Sincerely

Wright Drug Facility, Syndicate Coast
"Business is going great, isn't it boss?" asked a Posteastani thug. The question was referred to the Wright Commanding Officer, who returned to use his actual name, George Kohen.
And business was going great indeed, the facility imported tons of cannabis every day and manufactured enough methamphetamine to serve the whole district. For a short while, the facility even exported the drugs and imported weaponry to sell on the local black market - with great revenue of course. And the rogue Wrights also had it great, all wearing bespoke suits and wielding top-of-the-line firearms.
And as the manager of such a successful business, George Kohen wasn't surprised when someone decided to pay him a visit. But he was very surprised when he saw who visits him. "Missed me?" asked the woman standing in the front porch.
"Who the fuck let you in?" asked Kohen. Rozen stepped forward, "Oh, I just said I was an old business partner. Wouldn't that be half a truth?".
Kohen leaped forward with a punch thrown in the air, swiftly drawing his knife out of his sleeve, but Rozen just dodged him and grabbed him in the arm. "You little shit, who do you think wrote your combat guides?" she punched him in the gut. Twenty Libertariatropolisian soldiers stormed the facility, shooting all of the guards. "Get the other deserters, and get them alive" commanded Rozen.
In a short while, all five rogue agents were lined up in front of Rozen and tied with their hands behind their backs. "Hello gentlemen. You have succeeded in whatever you were doing here and I can admire that, but sadly enough I have to let you go, you know, somewhere you can't be a threat". Rozen picked up Kohen's knife. It was the Wright Administration's standard combat knife, a beautiful triple-edged blade from stainless steel and a carbon fiber handle. She stabbed Kohen in the stomach. "Don't worry everyone, he is only going to be unconscious from the blood loss, nothing fatal. He will wake up soon enough". She proceeded to shove a block of c4 into his mouth. The Libertariatropolisian soldiers placed some more explosives around the facility. Rozen and the soldiers left the facility and went back into their vehicles outside. "When should I detonate?" asked a soldier who held a remote detonator in his hand. "Wait a moment", said Rozen, looking at her watch. At this time, Kohen woke up, discovering he has explosives shoved into his mouth. "Now," said Rozen.
The facility blew up in a blinding explosion. Rozen took a deep breath through her nose, admiring the smell of plastic explosives in the air. "Go" told Rozen the driver.

The time for talking had passed and the time for action was here. But as the 1st Naval Reserve Squadron, the amphibious assault ship CHUS White Cat, and a convoy of transport ships carrying troops and munitions reached the maritime border of Posteastan, a few more words had to be said.

First, an assortment of the relatives and cronies of the leaders of the Republic of Posteastan received lucrative job offers from Cat-Herders United corporations that would mostly consist of getting paid to do nothing much. Others received all-expenses paid vacations in Cat-Herders United resorts. Valaska and Neascu themselves were each gifted pieces of art by dead and famous painters.

With all offers made and gifts given, the government sent their message:

To the Republic of Posteastan
From the Office of the President

Please be advised that an armed convoy will be sailing up the Telin to safeguard the free navigation thereof. We hereby request permission to pass through the lands under your control for the purposes of this expedition.

And in case the bribes failed to accomplish their goal, the cruiser and the three frigates stood ready, having been freshly resupplied for another missile strike...

REPUBLIC OF BOHEMORAVIA

I am proud to announce that our tireless efforts to bring Posteastan to peace and destroy the royalist terrorists has caught the interest of Tsar Alexei Feodorovich II. A great man and great thinker. His plans are to turn the royalist murder-gangs in central Posteastan into a group that obeys to the maxim of democracy as a marriage of inclusion, and the peaceful determination of representatives, unburdened by outside force. I hope that he will work day and night for the release of the so-called communists held hostage by the murder-gangs, for the complete handover of all terrorist weapons to the personnel of Allanea and for the extradition of the war criminals liked to the fascists. These trust-building measures are very good first steps to bring the international community closer together.

The Koskat Border Incident has shown that the time to act is now. The war is already affecting the neighbouring countries. We support the humanitarian intervention of the Cat-Herders United. If nessesary we will send our own troops to help them deal with the terrorists but we would prefer if Tsar Alexei Feodorovich II succeeds with his plan to disarm the local terrorists and arrest the international terrorists and hand them over for persecution.

The military actions of Kjalåra, the IDS and lately Schwarzenfels are reason for great concern. I hope that these nations will swiftly order their soldiers back to base and make sure that they stay there. I ask the international community to come forward with some modus to begin the peace talks. They should probably not take place in Posteastan as the nation is unsafe. If you have any ideas, please submit them instantly.

I have been approached by informants warning me about the possible production or use of homemade weapons of mass destruction most likely by the fascists. The situation in Posteastan is urgent and I hope to see a stronger commitment soon.

The man on the phone spoke with a slight accent and a friendly but committed voice. "The easiest way for you to get things done is to register your company in Bohemoravia. Your local branch has to pay regular taxes and your men are required to follow Bohemoravian laws while within our borders. I would like you to come to Lundenburg to discuss these matters in person. I can assure you that I have the necessary contacts to equip your men and to have them safely arrive in Posteastan. I hope that you can make it to Lundenburg as fast as possible. I have taken the liberty to arrange for an emergency visa for you. I'll leave you my contact details so you can call me on your arrival."

Contract

I am at the pleasure to inform you that we don't have a going contract anymore. At the moment we are for hire. The perspective of securing a passage out of Posteastan is an opportunity I would like to take.

The payment for the entire unit would be 25 million Syndicated Yen per month in advance. It is pricy but you will realize that it is worth the money. Upon payment of the first month to the Iron Bank in Parsoh we will begin operations and engaged the forces around Telinburg.

The troops from Kjalåra that were sent were gratefully received by the IDS soldiers, for the numbers were further dwindling with the continual armed struggle. Though not of a significant enough size to give a numerical advantage, indeed the Renegades were the ones with strength in numbers, the reinforcements did add to morale, as well as being helpful for mine clearance. A frontal assault would be costly, but a flanking manoeuvre was previously unthinkable due to the number of unexplored ordnance dotted around the landscape. Now, there were specialist skills present in the army, and the Kjalårans were put to work passing these on in preparation for a pincer movement.

As this was a war of costs, the plan was to use any POWs that surrendered or were captured for labour work back in Roztechko. The IDS soldiers were expensive for Constructin Enterprises to purchase, and it would be a negative investment if there weren’t serious territorial gains. The prior help with law and order was good, but not enough to justify the many Euros spent on hiring. Taking prisoners and giving them to the more mundane operations would certainly be useful in maintaining a positive cash flow for the undertaking. At the end of the day, profit was all that mattered for the corporation.

However, there was some discontent in the upper echelons of the corporation’s society about whether now was the time to withdraw. The Bohemovarian peace plan apparently required the removal of troops, which could be good for publicity purposes, and the Kenmorian government appeared somewhat uneasy about the whole business. On the other hand, the Parliament didn’t have any control of any activities of corporations at all, so nothing concrete could happen, but having the minister of Foreign Affairs be irritated at a company was a sure fire way to drop a few points off the share price. Maybe a removal of military operations could be good news. A few more weeks, to see if any new developments happened, then a conclusion to the incident could occur.

From Grand Ambassador Peter Nizhinsky, Plenipotentiary Appointee for the Posteastan Crisis
To: The relevant authorities in Koskat
Re: The ongoing situation

Dear friends!
I cannot help but notice that there is a serious problem in your nation with refugees from Posteastan. Now, I observe that the refugees are causing pressure on your social services, while simultaneously fascist operatives have been causing you a bit of trouble. I propose an arrangement that will at once assist your nation, allow you to respond humanely to the refugee issue, and perhaps also protect you somewhat from the fascist hordes.

I propose that the Free Kingdom (or, if you don't trust us, which is frankly understandable, a Forest nation of your choosing) be allowed to set up refugee camps near the border with Kolvce/Posteastan (it is not clear to us from the existing records whether your nation recognizes the sovereignty of Kolvce, and in any event I do not meet you any offense). These refugees can then be given emergency medical care, food, etc., and appropriately screened before being flown to a nation of their choice.

In exchange for this we can organize a modest but reasonable payment in terms of international aid to your nation, as well as perhaps some trucks, munitions, or training for your armed forces, as well as some intelligence information about the fascists and their operations.

Yours, Peter Nizhinsky

Their signals glowing in the night, music playing loudly from loudspeakers on board, the Allanean fast cargo ships steamed into Roztechko's harbour. Their bodies were narrower than most cargo ships, just so as to allow them to sprint alongside warships, to arrive on the scene when men in the trenches most needed ammunition or disaster victims most needed food. Even now their engines strained against the load, pushing the boats forward.

As the first of the ships was approaching the pier, the cranes arrayed along its deck were already beginning to spin, preparing to grab the first of thousands of shipping containers placed aboard the ship.

– "This is the FKS Diamond, docking procedures complete, preparing to offload cargo."

From the distances, the ship looked like a child's playset, the cranes moving with seeming ease. Here one of them raised a small, yellow box, and moved it was if it was a toy. But the box was in fact only 'small' in comparison to the ship. It was a shipping container, filled to the brim with canned, high-calorie dry milk. Another crane was grabbing onto a white container, marked with a red cross. This one – a refrigerated container, holding thousands of vials of flu vaccine in protective crates. Another box – dark-blue – filled with children's clothing.

The ship's ramps began to open as well, and soon enough, dozens of trucks, excavators, and tractors poured free. Those would be gifted directly to city agencies and small businesses the Allaneans deemed 'vital' – plumbers, builders, medical suppliers, and so forth.

Food, clothing, basic supplies were given away to whoever cared to take them. It was of course well-known some of it would get stolen or resold, but in the long run, that didn't matter. The important thing would be that food prices would decline, and the most dire emergency would subside, at least a bit.

The principle of combating an emergency was the same as in war: an imperfect plan executed decisively today is better than a perfect plan deployed in a week.

Thus, thousands of tons of supplies began to flow into the harbors, even as the distribution of small sums of cash and ID cards continued at the small airports inland. The doctors continued to work with local hospitals, vaccinating thousands every day. Refugees continued to mount airplanes and fly out of Posteastan.

The great aid machine was gradually getting into gear.

Topic: Withdrawal of Danlinian Forces from Posteastan

from: The Danlina Ambassadori Branch

To whom it may concern,
Now that the Kross-Hanokh Foreign Policy has been fully activated, all military forces belonging to Danlina will be withdrawn from Posteastani soil, waters and air as soon as this telegram is broadcasted. This will include the Peacemaker Alpha task force and the Hoopoe Dalet squadron. After a discussion at the Ambassadori Branch Committee, we have elected to cut the flow of humanitarian aid to Kolvce. This will include medicine and consumable goods.

Best Regards,
Orli Hanokh, Minister Of The Danlina Ambassadori Branch.

Topic: Withdrawal of Danlinian Aid from Kolvce

from: The Danlinian Embassy at Cat Herders United

To President Catniss Mesteñero of Cat-Herders United,
I hope the withdrawal of humanitarian aid from Kolvce won’t hurt the relations between CHU and Danlina. As you see, the recent elections brought up the issue of people not wanting their tax money to be put into an off-homeland war, so politicians had to promise to cut the funding of aid in order to get elected. Besides, other than being hell upon earth, war is a bureaucratic nightmare and the Posteastani conflict doesn't have enough political and military importance for Danlina to justify it.

Hope this telegram cleared up our intentions,
Maxim Orlev, Danlinian Ambassador at CHU

The bombings were contuing, unabated, from both sides, without any hope of stopping. Minor gains had been made and acceptable losses had been taken, but nothing concrete and nothing that would result in any change of the situation. Although the generals were being slightly more careful with avoidance of casualties, for any not used up in the fighting could still be useful, the villages behind the Renegades-Government line were almost completely depopulated. This was not from any tactic of the enemy, but due to the constant replenishment of the IDS soldiers with Posteastani villagers. Slowly, the quiet and green fields that had juxtaposed the missiles and barrages flying overhead had turned to a brown, desolate mud.

All of these consequences were increasingly worrying to the generals of the IDS troops, particularly as the Kjalårans too were being used, and angering the newfound ally of Queen Tove was not wise. The spies that had been sent to hopefully turn the tides of the conflict and bring back useful information were extremely disappointing. Some of the photographs could be sold to newspapers or used in press releases, but nothing had any strategic value other than mere intimidation, which was probably already at its zenith. Likewise, the technological advantages were good for increasing defence, but usefulness of offence, and therefore did nothing to end the conflict.

In roughly the same time frame, the Kenmorians and Kjalårans down South were having a slightly easier time, but also were struggling to do much. Although few losses were being taken and little territory lost, nothing was being done for the profit margins of Construction Enterprises; that was what really mattered. The Government forces were good to take the bullets and serve as meatshields, being mostly overlooked by the international community, but weren’t sufficiently motivated nor well-enough equipped to really make any gains. The Posteastan situation was not improving from the perspective of the corporation in a military aspect.

In addition, the economics were looking increasing flawed. The original aim was to make a profit, and that had been achieved. Several million Euros had been generated for the company via: increased product buying due to the ongoing controversy, for which Allanea and Uan aa Boa were owed a lot of credit; the creation of a huge monopoly in the Posteastan area which resulted in almost all of the residents of Roztechko and Pibtsy being forced to use the corporate services and goods; the blatant theft of some people’s money in the branded penitentiary establishments as fines and confiscation; as well as the generation of sales through the positive humanitarian campaign.

However, the controversy also had bad points, such as boycotts in areas such as Keilersmoor and the aforementioned Communist nations. Furthermore, the rates of money-making were slowing down. Although the investment of the IDS hiring did ultimately return some money, it was barely a few hundred thousand, and not at all the vast sums expected. Therefore, the decision was finally given by the head office back in Kenmoria to retreat the Construction Enterprises operation in Posteastan, and end the nightmare. Aerial planes and naval ships were sent to the area in order to retrieve the workers, both originals and ones that had been forcefully recruited, for work back in the homeland.

First, it was the Renegade-fighting soldiers that had to go back, ordered to lay down their weapons and move away from the border and into Pibtsy. The missile silos were set to fire automatically for a few days, which would hopefully prevent an attack. If there was one, it would at least be delayed until all of the IDS soldiers had left. The Kjalårans were also stationed there, having been told not to leave unless instructed to do so by one of their leaders, so would hold the position until reinforcements arrived. Or maybe none would come, and the villages would be overrun. Aside from the destruction of corporate infrastructure, that wouldn’t be such as bad thing.

Second, the Southern fighters working with the Government were ordered to make a reverse-direction advance, back to Roztechko. Unlike the situation in the North, the IDS were only a small part of the operation there, a mere propogande effort and morale booster, with little actual purpose. It was thus hoped that their presence wouldn’t be missed all too much. They marched in formation back to the city where it had all began, to be picked up by a combination of air and sea, where they would be redeployed. Possible the Middle East could be the next target, maybe Africa, and now they had the help of some Posteastan workers.

Lastly, the actual employees, direct of Construction Enterprises, were sent home. They were a long-lived lot, having survived terrorist attacks and an excessive amount of criticism, most of it legitimate, so would possibly receive a ten cent bonus back in Kenmoria. Along with the actual employees originating on boats in the beginning, the number was swelled with Posteastani citizens forcible employed under contracts written in the strange language of corporations. The unique wording of the documents had the effect of extending the deadline until they were free to at least twenty years in the future, provided they could afford the extortionate leaving fee. They were flown back, under the orange light of the Posteastan sun. Finally, the operations were over.

Dear Whomever this concerns in Bohemovaria,

As is commonly known, there has been a small measure of controversy over the involvement of the IDS in Posteastan, due to their employment by our company. Due to this corporation’s ongoing dedication towards peace and wellbeing for all peoples, we have decided to withdraw all of our subcontracted forces in the area. They are currently flying and sailing back to Kenmoria for nourishments and recuperation. Hopefully this will allow your plans to go ahead.

Kind regards,
Construction Enterprises plc.

The Republic of Koskat

Emergency

Dear Grand Ambassador Peter Nizhinsky,

We have no issues with trust. Generally we trust all nations that have not given us a reason to act otherwise. Your suggestions are very helpful and promising. We are not going to make a profit on the back of suffering refugees. We don't need any payment to do our humanitarian duty but it would be very helpful if you could send us humanitarian aid like mobile homes, generators and medical supplies.

The sharing of information of movement of troops in Posteastan would be very helpful. We have no objection to troops from the Free Kingdom being deployed to Koskat but we follow a very strict policy of non-intervention and neutrality. For now, your troops need to be unarmed and to follow local laws and be subject to local laws at any given time. That would include raids into Posteastan territory. If the situation worsens, especially if attacks on our territory continue these terms might change. We might be forced to ask you to deploy an armed peace keeping force at both sides of the border.

We have not recognized Kolvce as independent state but we are on good terms with the local authorities. We are looking forward to your volunteers arriving in Koskat and helping us dealing with the crisis. Once the camps are prepared it would be good to reach out to the authorities in Kolvce to have them arrange save passage for refugees from all over Posteastan to Koskat.
