We wish to inform you that while the Lusophone government has at this time held back from proceeding with DEU membership, they do seek to create a partnership with Europe. For this reason, we propose the following Periphery Partnership to lay the groundwork for future interactions and cooperation with our neighbor on the Iberian Peninsula. Following its passing, we would also invite President Palveiro to speak at this Assembly."

DEU-Lusophone Periphery Partnership

I. The DEU Assembly and Lusophone Government will agree to a Memorandum of Understanding which will establish the guiding principles of the political relationship; respect of sovereignty, national interests, DEU ideals of the union, and shared concerns surrounding the security and prosperity of Europe.
II. While so long as Lusophone remains a non-member they may not participate in DEU opt-in projects, this Periphery Partnership will allow them to assign vetted official personal to act as observers in specific opt-in projects with prior approval by this Assembly. Such restrictions are necessary to prevent the leaking of important information to nations with ill-intent towards the European Continent. Lusophone has extended these same rights of observation to the DEU.
III. A Lusophone Mission to the DEU (LM-DEU) will be welcome at the Lusophone embassy in France, to be established in Strasbourg, with a dedicated Ambassador to the DEU available to facilitate communication or speak before the Assembly if invited by the DEU and accepted by their government. The Ambassador would have no voting rights, but similarly no obligations to the Assembly.
IV. DEU MDSF bases may operate from Lusophone islands in the Euro Sea/Atlantic, so long as the French Confederation maintains a reciprocal open-base policy to their government. This does not extend to the rest of the DEU.
V. The DEU Assembly expresses its support for the possibility of a trade agreement with Lusophone once this political relationship and Periphery Partnership has matured, or for Lusophone membership were they to make such a decision in the future.

After the passing of the DEU-Lusophone Periphery Partnership, President Sara Palveiro of the Lusophone Republic took to the stage after her visit to Germany. In her first major address to Strasbourg, the first female president of Lusophone doubled down on her 'Lusophone First' agenda and echoed her 'Three Pillars' of foreign policy.

Palveiro, made it clear to the assembly what her business was and what a Lusophine-DEU relationship would look like, saying:

We reject the ideology of globalism. The Lusophone Republic will always choose sovereignty and cooperation over interdependence. We embrace the doctrine of patriotism.

This rhetoric is not surprising--it's what you'd expect to hear from Frente Nacional rallies. The DEU Assembly however, was not that setting. It's a massive world stage where at the heart of it is an idea of globalism to work toward the same goals. Palveiro assured the Assembly that she is "committed to cooperating with the DEU."

Palveiro's speech also doubled down on her brand of universalism:

I hope you join me in the belief that we must defend a multicultural conception of the world, and that nations must be entitled to be uni-cultural. We must enhance the concept of human rights with the rights of peoples, nations and guarantee fundamental rights to any country that it is their right to decide how to deal with critical issues like religion, political systems, and border control. All peoples and nations are unique and we should not seek to erase that. Human rights have to be defined — and will be limited — within national contexts, and those definitions cannot be questioned from the outside.

She added:

It is every nation's right to organize their domestic life, not international institutions.I respect all of you and your nations but all international architectures must change if they seek to do good. Strong nations practice diplomacy, but also order, which not only depends on a strong national defense, but also on protecting itself from foreign influences. The international order now, must embrace a new multipolar world order based on dialogue and respect among nations...

Palveiro also revealed new details from her international tour:

...which is why three large warships of the Lusophine Navy are in the FSR (Orostan) as we speak, for a five-day goodwill visit. They will engage in confidence-building activities between our navies, including live firing demonstrations and a visit, board, search and seizure exercise will be held over the next five days, a manifestation of my government's commitment in promoting military diplomacy, camaraderie and fostering goodwill.

I look forward to crossing the North Atlantic into San Martinia and then to Puertollano to further emphasize the power of dialogue and diplomacy and to disprove the current international and political order. It must be our mission, as major world leaders and powers to establish this crucial multipolar world order--this is how we foster peace. No more proxy wars. No more cold wars.

The following proposal establishes the European Air Pollution Agency (EAPA) to be headquartered in Strasbourg. The EAPA will be a DEU agency that will act as a watchdog over levels of air pollution in DEU-countries that have opted into membership of the agency and will have the power to penalise local and national governments that do not act on air pollution in their jurisdiction or attempt to breach EAPA air pollution regulation. As well as a watchdog, the EAPA will set air pollution limits tailored to different nations and different environments within nations and set out regulations on air pollution reduction in order to ensure that nations who are members of the agency take action to reduce air pollution and make Europe a cleaner, healthier and more sustainable continent while balancing the needs of industry to ensure that economic growth is not adversely affected by new regulations and limits.

The need for Europe-wide air pollution regulation is more crucial than ever. Air pollution causes approximately 400,000 early deaths annually across the DEU, a serious number that shows the gravity of the situation that the EAPA is being formed to deal with. The country with most premature deaths due to air pollution is Germany, closely followed by Italy, which is followed by Poland, the ADE and France. It is clear that air pollution is striking the most at the economic and population core of Europe, making it great threat to the health and quality of life of most European citizens. Air pollution is a man-made disaster in the DEU and it is up to actions of this great assembly to rid Europe of its "biggest environmental risk to public health."

Segentaea Applies to Become a Member of the DEU

Reasons for Segentaea to join the DEU.

1: Locations - Although not in Europe, Segentaea’s control of part of the Mediterranean inhibits European location.

2: Sentiment - Segentaea’s European style government and western values inhibit European values.

3: Mentality - Segentaea is strictly anti-communist and anti-socialist. We shut down communist revolutionaries (such as the Libyan Revolutionaries) and will push that sentiment to the future.

4: Allies - Segentaea is allied with Italy (Grandes Terres) and allows them to conduct military exercises and experiments in southern parts of Segentaea and we conduct joint exercises. We find this to be a time-honored tradition by Muammar Gaddafi and we will extend this opportunity to any nation in the DEU wanting to have a location to have military exercises.

5: Military - Segentaea is rapidly increasing it’s military size in order to compete with socialist and other nations.

If accepted, we will send a representative immediately.

Hello fellow leaders and delegates. I am pleased and honored to speak here at the DEU Assembly. I cannot say enough how humbling it is to speak to this hall of leaders and visionaries, and that never in my wildest dreams of youth did I think myself here. But again, here I am. As Prime Minister of the Greater Persian Republic, and as the leader of the Middle East's largest Democracy I proudly speak to you assembled today. This is a time where the DEU's leadership on the world stage is critical. Where we have some turning away from global cooperation, democracy, human liberty, and free expression, the DEU remains a bastion of hope for a more free and democratic world.

(Pause for applause)

Persia has made great strides since the days when an autocrat and his secret police ruled through fear and violence. We have build for our people a robust democracy, and we have fought to protect it, by will of the people every time. The DEU is our ally in the fight for democracy and freedom. But I am here to discuss more than the virtues and values of the DEU and Persia. Though the importance of these cannot be understated. I want to praise the EIM Visa Program. Free movement, emigration and immigration, as well as the spread of capital, ideas, and trade is crucial to a free society. Persia requests to be upgraded to same level as our friends in the North American Federation, as an expression of the DEU's support for a strong movement and trade relationship with Persia. And we must praise the Persia-DEU Periphery Partnership, which has brought down the specter of tariffs and trade barriers and encouraged economic growth and interconnectedness rather than division. The priority of the DEU and Persian relationship has a lot to do with interconnectedness. Our Inter-Continental Railroad has laid down high speed rail that can take cargo, people, and ideas from a sleep exurb of Mashhad to Paris within days. We have built bridges that conquer the great islands and fjords of the north, and we have connected track in Wallonia to track in Azerbaijan. This is an immense accomplishment for all time.

But we must protect this. The oil pipeline from Persia to all of Europe, the same that has created such tremendous employment and powered so much of Europe. Is still under threat from terrorists, Turkic nationalists and Islamists extremists. Together, and with a combined strategy, we can beat them in the Caucasus and in the north of Persia. And we can protect this link of connection. So I urge us to work together for the protection of that link.

So thank you fellow leaders, and delegates to the DEU. Together, we can preserve and elevate this interconnectedness. Thank you, God Bless, and Good day everyone.
