Universal Basic Income in YN

Postby Zhouran » Thu Apr 18, 2019 6:25 am

Does your nation implement any forms of universal basic income? If so, is it full UBI or partial UBI? How does it work? If not, does your nation have an alternative in the form of negative income tax?

The National Universal Income System is the publicly-funded universal basic income system of the People's Republic of Zhouran, created and maintained by the Ministry of Social Security on May 17, 1983. A nation-wide form of periodic cash payment that delivers a certain amount of money to any individual citizen aged 19 and over without any work requirement, each individual receives a universal basic income service from the National Universal Income System, provided by the Ministry of Social Security.

National Universal Income Service

Under the state-financed National Universal Income System, each citizen aged 19-65 receives a set of guaranteed payments every month from the National Universal Income Service, regardless of employment status or individual income.

As of 2020, under the National Universal Income Service, universal basic income in Zhouran for each citizen is ZN¥2,500.00 per month since January 18, 2014. From May 17, 1983 to February 20, 1986, the universal basic income was ZN¥400.5 per month; from February 20, 1986 to July 15, 1990, the universal basic income was ZN¥875.3 per month; from July 15, 1990 to August 12, 1995, the universal basic income was ZN¥1,200.00 per month; from August 12, 1995 to March 22, 2001, the universal basic income was ZN¥1,800.4 per month; and from March 22, 2001 to January 18, 2014, the universal basic income was ZN¥2,100.00 per month.

Efficiency

Zhouran's form of universal basic income plays a highly-important role in the nation's highly-robust social security system, which itself is ranked as the most effective in Asia and a rival to the Scandinavian models of national welfare. Ever since the implementation of the National Universal Income System, Zhouran became the first country in the world to implement UBI at a national level rather than at a smaller scale as is the case for the Alaska Permanent Fund UBI for Alaska, US. At the time when Zhouran first implemented UBI, workplace automation was not a large concern, but with technology rapidly advancing at a rate in which there are not enough new available jobs to fill in for the unemployed, the conversation on universal basic income begins to grow around the world, especially in places such as the United States.

In Zhouran, a country that highly prizes workers' rights and social mobility, many employed individuals, not just those who are blue-collar but even white-collar workers such as accountants, are concerned about losing their jobs due to automation. Luckily, the government maintains strong regulations over automation, and losing a job is not too much of a concern for the average Zhouranese citizen thanks to the nation's UBI and highly-vibrant job market. Universal basic income in Zhouran has also prevented any increase of economic inequality and has strongly contributed to the continued stabilization of the Zhouranese labor market. Zhouran's National Universal Income System strongly encourages people, including the younger-generation, to enter the workforce, thereby playing an important role in social mobility. Not only that, because workers' rights is highly-important in Zhouranese politics & economics, universal basic income provides workers with a large bargaining power and massive leverages against workplace exploitation and abuses against workers. As the growth of Internet usage continues to skyrocket especially among younger people, this means that there is a growth of entrepreneurship in Zhouran and thanks to the National Universal Income System any small business can take risks for the sake of growing and learning since universal basic income acts as a safety net for any individual striving to become an entrepreneur.

We don't have a Universal Basic Income on Jaiana, as there are no class differences in our society. Most goods are not scarce, thanks to our effectively limitless supplies of energy and advanced energy-to-matter conversion & fabrication technologies. Goods which are scarce, such as land and living space, for example, are rationed out according to need. Essentially, this makes UBI redundant for our society

As all industry is state-owned under an almost completely communist society, in effect what happens in Ghost Land is that the government hands out $160,000 per person per year, but then asks for about 90% of it back in taxes. Average disposable income is in the realm of $15K, so in the way of being able to buy everything they want or need, they're actually quite poor.

UBI is illegal under the National Welfare Act of 2013. This act prohibits the use of UBI on the National level but not the federal level, republics and commonwealths are still able to have a UBI system. However all but one Republic, the Republic of Krâthístan, have acceded to the National Welfare Act of 2013 and banned UBI.

In Krâthístan each resident receives T700, or 1,400 USD a month for a total of T8,400 or 16,800 USD a year. The system which is run by the Ministry of Welfare is reviled as majorly inefficient and bloated.

We don't have a universal basic income, but we do have a guaranteed minimum income of $3000 per month. The difference is that any income you earn is subtracted from our GMI.

In Oryok, there is no direct equivalent to universal basic income or negative income tax. Absolutely not! There are several reasons this is a bad idea in general, and a few that would make it an extra-bad idea in Victorious Decepticons:

1. It is the hard-coded nature of lifeforms - including robots - to conserve their own energy when possible, in the absence of a sufficient reward for bothering to spend it. Working is one of the biggest causes of energy expenditure, and its biggest reward is almost always some form of payment. Most jobs have insufficient non-monetary reward to do them, rather than something more fun, without that financial reward. Therefore, if someone can get enough of a payment without doing it, they will stop doing it!

1a. Propaganda about it being "lazy" to not work is nonsense, and the person's Machine Language or DNA will not be fooled by this baloney. In any any being that is not coded out of glitches, working of the type done only (or mostly) for financial gain will stop ASAP whenever possible. Their "reasoning" for this will vary by personality or culture, but the fact is, this is a hardcoded response.

2. Decepticons are generally raucous and violent. It is best for these traits to be directed in ways that do not cause excess harm within our borders. Getting people to go raid other planets is the best way to do this, for it allows our culture to persist unchanged while minimizing the destruction here. Con games are also common, and while they're not great for the "mark's" economy, they're find for the national one, and they aren't violent (...until the mark figures out what's up and opens fire, anyway...). Those who fail at either of the main outlets get jobs.

3. We as a people think that WORK is someone else's job as it is. Employment, in the standard sense, is for losers. A Decepticon will tell you that foreigners embrace it so much because...their entire populations are losers!

Our employers have to pay ridiculously high wages to get anyone to do anything for money other than raiding, running con games, or at LEAST some form of more-traditional self-employment or entrepreneurship - especially for "crap" jobs like assembler, waiter, and janitor. There's no way in blue blazes they'd find workers if all of the cowards and losers had some way to make Energon without accepting a job. The production of everything from new parts to desktop computers would slam to a halt.

4. The idea that a Decepticon would do work just to feel productive is preposterous. There are infinite ways to fill one's time that do not involve boring and aggravating working. The whole idea of having some kind of weird cultural promotion of "personal productivity" is made of glitches. It's good for teaching to slave populations, but it's something a master species like ourselves should never believe in.

We have a country fund for long term management of natural resources. Certain natural resources like oil, forests, minerals are considered owned in common. Companies pay a fee for access which goes into a common fund which pays a dividend to citizens. This is for long term forestry management, ocean fisheries, and other resources that require long term management. This fund also buys land for long term management in other countries-- tree farms, fish farms, and other similar things. It is not a Universal Basic Income, but something more akin to a tax or an access fee to natural resources on public lands or lands owned in common.

This is closer to Norway where there is a fund for oil, or Alaska where there is a similar fund.

UBI keeps being experimented with, and the results in foreign countries are also closely monitored. The national government remains hesitant to make the programme nationwide, while regional governments are happier to provide UBI - but mostly only in areas that are depopulated and could use an influx of people.

Despite the actal government is a coalition of Socialists and Progressivists, where are no intention to issue a UBI. Teh government prefer to do great works (building of dams, palaces, bridges nd other infrastructures), to employ unemployed poor people, with a salary that permit to live and to get some non-essential goods for satisfation fot itself or his family.

But, in all cantons are present a subsidy fo disoccupation, the amount of this depends from canton legislation (essentally depends from cost of living in that canton).

The Alaska Permanent Fund is technically a kind of UBI albeit at a state-scale rather than nation-scale.

Hamidiye wrote:Such a thing encourages lazyness.

Actually, it's the opposite. Because the money received from UBI isn't a lot compared to a work income from a steady job, it means that having a job is still needed since UBI isn't fully enough to pay for all the taxes, rent, utilities, basic necessities, and leisurely goods.

Alinghi Federal-Democratic Republic wrote:Teh government prefer to do great works (building of dams, palaces, bridges nd other infrastructures), to employ unemployed poor people, with a salary that permit to live and to get some non-essential goods for satisfation fot itself or his family.

Zhouran spends trillions of dollars on various utilities ranging from universal healthcare to education to public utilities and various infrastructures such as high-speed rail, nuclear power, highways, and airports, but there is still enough money to fund UBI in the form of tax-paid money. Not only that, if a nation was to spend on UBI then that means they can save billions of dollars worth of money as people would be inclined to avoid ending up in an emergency room for drug overdose or in a prison cell for committing a crime. Also, you can't employ unemployed lower-income individuals without training them first.

There is no universal basic income. Any person who is able to work is easily able to find work in Great Nortend. Poorhouses operate across the country, where those unemployed and homeless persons, who by nature have no direct feudal duties, may, in return for payment, labour for the benefit of the community in return for a wage.

Vedastia does not have Universal Basic Income, and support for it among the political class is low. The National Movement and Pur tei Vetaxtunerii, who form HM Government, are firmly against UBI because of Vedastia's historic opposition to large social safety nets. The United Left is uniformly opposed to UBI because they see it as a way of perpetuating the capitalist system. Some members of the Social Democratic Party and the Christian Democratic Coalition have been warm to the idea of UBI, and a smaller proportion of members of the People's Party have expressed interest in it, but most Tories (members of the People's Party) oppose UBI for the same reasons as NM and PtV.

There is a monthly universal basic income of Ð100 zegs ($502) per person 21 and above. The Confederate States Military has a mandatory service of four years, minimum, with a yearly payout of around $40,000 Denars. Considering the housing, food, and all other necessities of the mandatory recruit is paid, this is technically a form of universal income for every citizen upon service. This service can start as early as 16 years old as a volunteer and to a maximum of 24 years old. After four years of service, should the mandatory recruit choose to continue in the service, their stipend would increase. It is also possible for immigrants to become full-fledged citizens after six years of service, receiving half the payment of actual citizens for the first four years, and actual pay the last two. After service, citizenship is open to these immigrants should they choose.

With the exception of mandatory military service, there is no other form of universal income.

TurtleShroom finds it hilarious and beneath the dignity of its citizenry to pay a citizen for breathing.

However, TurtleShroom also notes that, for nations with mixed economies and social safety nets, Universal Basic Income is cheaper than almost all forms of welfare, and consider its implementation in exchange for all other welfare programs being abolished.

TurtleShroom does not recognize or enforce a minimum wage, "living wage", or any other enforced price or salary floor.
