Sender The Republic of Bohemoravia Recipient Nations of Forest, Balagan, Kenmoria and Kjalaara REPUBLIC OF BOHEMORAVIA The recent concerns voiced by Uan aa Boa's own Revolutionary Workers' Council with Responsibility for Foreign Affairs are not to be taken lightly. From the perspective of the Republic of Bohemoravia the situation in Posteastan appears to be very complicated. We have a bunch of terrorist and criminal organisations which are almost exclusively relying on terrorism and don't use much political rhetoric to hide their murderous intentions. Additionally, we have political groups which apparently have a more or less legitimate agenda and the backing of parts of the general population. These groups have several highly criminal members and frequently use terrorism. From our perspective they are closer to their own domestic terrorist groups than to legitimate political parties elsewhere. We favour neither of these groups and we want to make it clear that entering negotiations with these people will not lead to impunity. The crimes brought to light by Uan aa Boa must be addressed in the peace talks. At the moment direct talk with some of the actors in this conflict seem to be the most cost efficient way to deal with the crisis. For Bohemoravia an all-out military intervention to remove all involved factions from power does not seem advisable at the moment. Likewise, doing nothing and abandoning the citizens of Posteastan to their fate seems unwise. As stated before, the conflict is very likely to spread to other nations. Some parts of Posteastan notably Leozina and Orikson are already under control of criminal groups which make no moves to hide their terrorist nature. Talking to the other groups will not be a pleasant undertaking. Neither for them, nor for us but the only alternative I can see here is the complete blockading of Posteastan through naval patrols and a firmly enforced no-fly zone but even that would sooner or later force the international community to deal with the winners of the conflict. Or the survivors. The strange communique issued lately by Jonathan Fletcherson also gives us reason to worry. We would very much like to see Kenmoria participate in the construction of a new and secure Posteastan. This will not be possible if there is continued support for terrorism. If there is support for the criminal actions of Construction Enterprises and the IDS responsibility is accepted through implied conduct. Stating that 'any action taken that may cause the deaths or injuries of these employees will be viewed as an act of war.' allows no other interpretation than acceptance of the full political and legal responsibility and liability for each and every action undertaken by CE/IDS and the full compensation of each and every victim of said actions.
