Earlier he said it was under PR, but given that he also said that if we allowcate no money to a region, that means we aren’t running there so I’d assume that each region is an electoral district and they each send people to parliament proporational to their popular vote, but I would like a more detailed explanation from the OP too, especially seeing as a few of the regions, at least according to my maths, would send less than 10 people to the Parliament.

Yes, it is basically proportional representation and each region is basically an electoral district. More or less the population there will determine how many seats are up for grabs in the 500 seat parliament. I will be working on exactly how many seats are in each region. Some regions such as Oceania will send much less representatives however, although if needed their proportion will be upped. Ethiopia according to lore will most likely not be upped, however.
