Spokane Civil War[IC]

Postby The Federation of Spokane » Thu Apr 11, 2019 4:45 pm

Spokane is beginning to slip, with the assassination of Josepef Vermont and the Terror Attacks occurring in recent years. A Separatist group has risen up calling themselves the “Fallen Angels Order”. Their goal is to overthrow the Spokane government and replace it with a communist government. The Great Spokane War has begun...
OOC:
Hello,
This is a role-play set in the future in 2055. I will allow the use of MT,PMT, and some FT.
I also have a few rules we need to get into before we start.
1) OP word is law.
2) Please do not godmod. This makes it less fun for the other players.
3) OOC stays in the OOC.
4) If you have disagreements with other players, please settle them in the OOC. The OOC is:https://forum.nationstates.net/viewtopic.php?f=5&t=462804
Have fun!

Unknown Location in Spokane, 2055

Sardar Ali cracked open the window blinds, peering out to the streets with a mix of paranoia and excitement. How he had waited so long for today.

His birth name was Aldrich Wells. Before Aldrich Well's disappearance friends and family had noted his behavior had drastically changed. In conversation he had shown resentment to first world nations, claiming they were "neo-imperialist" in nature. To friends and family, Aldrich had just vanished, his increasingly secluded lifestyle had made him a hermit. In actuality though, Aldrich had left his home to join Al-Itihaad al-Islamiya. Upon joining the organization Aldrich had changed his name to Sardar Ali, signifying his offical support for the terror organization. He had spent the next several years fighting in Iraq, slowly climbing in rank to the cell he was attached to. Upon becoming a member of the "Fursan Allah", the organization had tasked him with the formation of a new terror cell abroad.

And so Sardar Ali infiltrated the nation of Spokane, slowly establishing a terror cell over the past year. Expansion of the cell had to be slowed drastically to avoid detection by the nation's counter-terrorism units. But today, today would be a new day.

Sardar peered out the window, watching the protesters clash with government forces. He smiled, closing the window blinds while turning back to the rest of his cell.

"Today is the day we shatter another imperialist nation brothers and sisters!" Sardar had exclaimed.

The cell was alive with activity, dozens of fighters prying off walls and floorboards to retrieve their contraband weapons. A massive map was laid out as members contacted other safe-houses, ensuring they were ready for the coming insurrection.

Sardar had grabbed a Mosin-Nagant with a mounted scope, examining the weapon for a minute before turning back to the map and coordinating with other safe-house leaders.

As this occurred inside the safe-houses, dozens of fighters would infiltrate civilian protest movements, providing pistols and handmade explosives to the protesters. The cell was still small, so the communists had to appear as the larger threat.

Officer 768901 Kevin Martin Ulfotsavtn stood at the front lines as he heard a shot. Next thing he knew, he felt a sickening pain go through his chest and fell back, dead. As he fell, the police drew their pistols and began to fire at the communists who had took the life of their own brother.
Unknown Location, 2055
Adam stormed into the small meeting room and slapped a newspaper in-front of the elderly king Harrison. He spoke “These Communist Rebels have killed! We need to stop them!” The rest of Team Delta filled in, shouting their own complaints before King Harrison rose his wrinkled hand and spoke “It’s all fine. I have a idea. This is the beginning of the End.”

Denys Gajsek glanced at the clock on his desk. It read 11:45. Groaning, the First Citizen rubbed his eyes and tried to concentrate on what he was doing. Then, he heard a knock at his door. Before Gajsek could answer, the door opened. It was Nadja Lukan, the head of Rhyssua's Foreign Intelligence Agency.
"What is it?" Gajsek asked, suppressing a yawn.
"It's Spokane," Lukan said, adding a fresh stack of papers to the ever-growing pile. "The rebels there have gotten out of hand."
"Out of hand how?" Gajsek asked, picking up the first of the papers and reading through them. As he read the paper, his eyes widened in shock. Without waiting for Lukan's response, Gajsek set the papers down and called his secretary.
"Call the cabinet," he said. "We're meeting immediately. Also, I want to speak with Spokane's ambassador as soon as possible."
"All right," his secretary said. "But get some sleep first."
Gajsek hung up without agreeing.

Official Statement of the People's Confederation of Rhyssua
The People's Confederation of Rhyssua sympathizes with the citizens caught in the crossfire between separatist and government forces within Spokane, and offer to send $10 million in food, clothing, and medical supplies to the country as soon as can be arranged. The supplies will be delivered via an airdrop into the capital city, to be distributed as the Spokane government sees fit. First Citizen Denis Gajsek also proposes to meet with the Spokane ambassador to discuss further measures, and expresses his willingness to work towards a compromise between the Spokane government and the separatist group calling themselves the "Fallen Angels".

"Gentlemen, I have called you here to discuss a matter of grave importance," General Anderson said looking at his officers. "I trust you are aware of the situation in Spokane."
"You mean the civil war, Sir?" asked Major Scot.
"Correct, Major. What was once a small terror cell, the Fallen Angels, has grown into a full blown revolution that threatens to topple the legitimate government and install a communist regime, which is something that we cannot allow to happen, which is why you are all here. The King has ordered us to deploy to Medical Lake within 48 hours. Your orders will be on your desks at 0600. Until then, I suggest you go back to your quarters and get some sleep. That is all."

"Foreign imperialists...no matter" muttered Sardar Ali as he stood over the map of Spokane, coordinating with other safe-house leaders.

Each safe-house would focus on the distribution of weapons and munitions to nearby protest movements. By order of Sardar Ali, the militants were ordered to distribute as many pistols and grenades they had available. In the event a safe-house had surplus assault rifles they were to be distributed to the protesters as well, much to the confusion of the militants.

Sardar Ali ordered the other safe-houses to begin the process of centers and relocating to the command center. While some of the fighters focused on distributing weapons, the rest would be tasked with moving heavier ordnance to the command center and destroying anything that could not be moved. The presence of foreign powers had put Sardar on the back foot and a new strategy had to be enacted to maintain momentum.

"The people want a revolution...they just need a little push" said Sardar Ali as he nodded towards several men armed with Mosin-Nagants. "When we are done, the people will cry for blood" continued Sardar as the men left the safe-house and headed towards the adjacent rooftops.

Denis Gajsek nursed his coffee as he glanced at those seated around him. The secretaries present included Foreign Intelligence, Domestic Intelligence, generals from all branches of the armed forces, the State Department, and a few others that Gajsek couldn't name at the moment.
At a gesture from Gajsek, Lukan passed around her briefing to everyone seated at the table. Meanwhile, the Secretary of State, Jonatan Straus, began speaking.
"Ladies and gentlemen, the situation in Spokane has escalated considerably since we last spoke. The "Fallen Angels", as they've called themselves, have seized the northern part of the country, and are beginning to advance southward. In addition, the situation's attracted foreign involvement from the Huron Imperium and Blueflarst. We've already committed to sending relief supplies to civilians; now we have to decide what to do next."
"What did their ambassador say?" General Sirk asked, rubbing his chin.
"We haven't gotten the chance to speak with them yet, or any representative from the separatist group," Straus replied. "Our most pressing concern at the moment is deciding which side to support, if any."
"The Fallen Angels are Communists," Lukan pointed out. "Overthrowing a monarchy. We were in a similar situation ourselves once."
"And what did that get us?" Sirk countered. "It just replaced one police state with another. No, we need to work towards stability."
"We'll send more aid," Gajsek said. His voice was quiet, but all heads turned towards him and all side conversations stopped. "Along with some FIA agents and diplomats. The agents will attempt to infiltrate both the Spokane government and the Fallen Angels, so we can stay informed as the situation develops. The diplomats will try to establish a dialogue between the two sides. We need this to end as quickly and as painlessly as possible."

Official Statement of the People's Confederation of Rhyssua
The People's Confederation pledges another $10 million in food, clothing, and medical supplies. This time, however, the supplies will be airdropped in the contested areas between the two sides, so that the civilians trapped between them can get much-needed relief. Also, the People's Confederation shall send diplomats to the capital of Spokane, and encourages the separatist group known as the "Fallen Angels" to do likewise to prove their legitimacy as a civilized nation.

Several militants positioned themselves along various rooftops, all of them armed with Mosin-Nagants. The militants would sporadically fir at the Fallen Angels as well civilians alike before retreating away. Their primary purpose was to kill civilians that came too close to the supply drops. Their aim wasn't too kill as many as possible but rather kill only a handful of civilians. They were hoping to incite not fear but hate among the protesters.

Meanwhile, Sardar ordered 100 militants, armed with assault rifles and RPG's, to join any nearby protest movements or Fallen Angel movements. By direct order of Sardar, these militants were ordered to actively attack peacekeeping forces as well as municipal buildings.

"And you" commented Sardar as he turned to face the ten militants standing before him. "You will be the key to this revolution. You will be the greatest among us. You will be our martyrs," continued Sardar as he eyed a pile of IED's stashed in the safe-house.

"Just a few more steps" thought Sakina Abdi to herself as she stumbled towards peace-keeping forces.

Sakina Abdi was relatively new to the cell, the revolution in Spokane starting before she could leave the country and fight in one of the myriad wars Al-Itihaad al-Islamiya was involved in.

"HELP!" screamed Sakina as loud as she could, blood trickling down her arms as she continued shambling forward, clutching her side.

That being said, Sakina had always been passionate for the cause, volunteering herself for any mission Sardar had presented. In her world view, global powers had exploited the rest of the world for far too long. In her world view, it was necessary to violently break the shackles that kept the world oppressed.

"HELP!" she screamed again, straining her voice in the process. She clutched her side tighter, the detonator in her hand hidden behind the coat she was wearing.

Sakina had jumped at the opportunity when Sardar had presented "a special assignment". An opportunity to fully bring about the revolution. An opportunity to be a part of something greater.

"Just a few...more...steps" she thought to herself as continued to stumble forward, resisting the urge to smile as she closed on the peace-keeping forces. The blood continued to roll down her side, the knife wound she had inflicted upon herself was taking its toll. She clutched the detonator tighter, flicking up the safety cap with her thumb trembling as it hovered over the switch. Sakina experienced a mix of excitement and fear, largely for the fact that she was carrying a backpack full of homemade explosives.

"Please...I..I just..wanted..supplies..." Sakina muttered as she closed on the peace-keeping forces. When she got close enough, she would mutter "Inshallah" before detonating the backpack full of explosives.

Sardar had ordered similar terror attacks across Spokane. He had hoped the world powers would believe the revolutionaries were behind the attacks and would escalate the conflict against them. It was risky though as it risked exposing the cell. Still though, a gambit needed to be made and momentum needed to be maintained.

Anna Fekonja glanced around, then stepped out of the cafe and onto the main road. She wove through the massive crowds, doubling back and looking behind her every few minutes. When she was satisfied that nobody was following her, she ducked into a side street. The war had sent refugees fleeing in all directions, which made it easy to hide but difficult to get around.
She pulled out a burner phone, flipped it open, and called a public telephone about a hundred yards away.
"Hello," a male voice said, his voice friendly. "This the Ferian Investment Agency, how may I help you?"
"Oh," Anna said, feigning mild embarrassment. "I think I have a wrong number."
The voice grew more serious.
"A wrong number? Well, that's unfortunate. Goodbye."
The line went dead.

"A suicide bombing?" Lukan asked, her left eyebrow raised in surprise. "Are you sure?"
Her secretary gave her a sealed envelope in response. The envelope carried the royal seal of Spokane, and had the words TOP SECRET on the top in big block letters. Carefully, Lukan opened the envelope and read the letter inside. When she finished, she put the letter back in the envelope and sealed it shut, taking great care to make the letter appear undisturbed. Once she finished resealing the envelope, she looked up.
"Thank you," she said, handing her secretary the envelope. "Either destroy it or put it back where you found it, I don't care."
This can't be the Fallen Angels, she thought. Communists wouldn't use suicide bombers. That's more in line with Islamic extremism. Could there be another group?
Lukan looked out her window, at the sprawling city below.
No, she decided. Who else would have any stake in this? Maybe there's a splinter faction of the Fallen Angels. Or maybe they've just thought that it's an effective use of resources. Or maybe we've just got them all wrong, and that they are Islamic extremists. Fits with the name, at least. Can't tell Gajsek about this; not yet anyway. If the Fallen Angels are responsible, support for the revolution will disappear overnight. I'll wait and see if anyone claims responsibility and go from there.
Lukan stared out her office window for a few more hours before packing up her things and heading home.
Yooooo!

Think of me as a mix of Austria-Hungary and Yugoslavia (democratic, of course). How you get the name "Rhyssua" out of that, you ask? Shhhh....

The Fallen Angels have organized a peaceful sit-in across the country in government buildings.
While cops and military were dealing with them, the Fallen Angels began to host violent uprisings across Spokane. Two cities were lost, and rumors have it that they hijacked the Spokanite Air’s fleet of airplanes located in Kendall Yards. They have not yet taken responsibility for the bombings in Airway Heights, where most of the fighting is happening.

Sardar blankly stared at a wall, incessantly tapping his fingers against the arms of the chair he was sitting in. There were many courses of action he could take, and every one of them had a flaw of some sort. The finger tapping quickened in pace as he grew aggravated at not being able to form a "perfect plan."

"Had I been outplayed? Had I made my move too soon?" thought Sardar as he continued to stare at the wall before him, overwhelmed in thought.

"Should we claim responsibility? Or remain silent? Perhaps if we claim to be anarchists?" muttered Sardar as he tried to massage his head.

"Commander!" shouted one militant, instinctively stepping back out of fear after getting Sardar's attention. "The martyrs have carried out their attacks..what shall we do next?" asked the militant, much more meekly now that Sardar's full attention was on him.

Sardar turned back to the wall, massaging his head for a few minutes before calmly stating "It is still too early to reveal our true nature. That being said, someone must claim responsibility for the attacks before we are found out." "We shall claim to be anarchists and take responsibility for the attack, "Sardar continued. "In the meantime let us try and connect with the Fallen Angels. A joint-coordination might prove useful against the imperialists."

Sardar stood from his chair, slowly walking to a window as he continued to give orders. "We must also expand our numbers. It will be difficult to not our have our cell revealed while attempting to recruit. But these are imperfect times," Sardar continued.

With that, the terror cell in Spokane would claim to be "The Black Flag", an anarchist movement that would claim responsibility for the bombings. Sardar was hoping the illusion would throw both the imperialists and communists off the scent of their true nature, though it was a risky gambit. The cell would also attempt to coordinate with the Fallen Angels while pretending to be the anarchists. Several members would begin the process of looking for potential recruits at the risk of revealing the true nature of the terror cell.

Elizabeth Curzon.
New Windsor, Viceroy's House:

The Viceroy stood facing the window, the full moon in the sky was casting an eerie light across the seemingly lifeless city, virtually everyone was off the streets as curfew had long since begun. The large and ornate study was completely silent except for the ticking of the clock as she watched the changing of the guard in the courtyard at the front of the house. Behind her sat her defence staff, representing all the branches of the Raj armed forces and the Foreign secretary. General Alan McDonald, commander of the reserves walks up to the Viceroy, "Your Grace, we must make a decision. Do we help the separatists or the Spokane government?" The Viceroy still stands motionless at the window watching her city. After contemplating her choice of words very carefully she speaks in a calm tone in a very feminine upper-class British accent. "General, do you know what my predecessor did to separatists in the Raj thirty years ago?" The General shakes his head "No, your grace." the Viceroy turns from the window and faces the General. "He had them strapped to artillery pieces and executed in the way that the perpetrators of the rebellion of 1857 were dealt with.” The Viceroy then walks up to the General standing only a few inches away from him. “There is only one way to deal with sedition and that is with an example, and I believe that the people of our nation need another set of examples.”

The general is silent as the Viceroy makes her declaration. "My decision is this. The Raj will formerly request from the Spokane Government access to its territory to begin a swift and decisive campaign to wipe out this Fallen Angel movement and its allies from Spokane. Have a communique sent to their government detailing that we are prepared to assist them, immediately Foreign Secretary." The Foreign Secretary gives a swift bow and then leaves the room to send the communique. The Viceroy takes a seat at a small table in the room with a hot cup of tea sitting on it. "In the meantime, I want a scouting unit full of military police and intelligence personnel to be the first boots on the ground and an aerial presence established. You may leave now.”

The Generals bow and bellow. "Yes! Your Grace!" before rising and leaving the room, murmuring to each other about how to proceed.

OOC:
I have changed the Viceroy of the Raj from the one in my factbook and description (Duke Vincent Mountbatten) for the purposes of this RP. This Viceroy is Elizabeth Curzon, Duchess of Clarence. She is the successor of the Duke Mountbatten and has changed multiple aspects of the Raj from his reign. (Please relate to her factbook entry for more information about herself and the Raj as a whole in this alternate version.)

King Harrison glared at his commander and began telling him off “Why didn’t you keep a armed Forces presence in Cheney and Chattaroy? And why didn’t you watch out for other rebellions, like this new “Black Flag” movement? Move Team Delta out of the Middle East and get them back home, pronto. Send Team Alpha into the Middle East after Team Delta is moved.” The General responded “B-But Sir...” as the Secretary of Foreign Relations walked into the room and announced “Raj is showing a interest into this war.” King Harrison looked up and asked “Is the Viceroy still Vincent?” The Secretary responded “No. The Viceroy is a young woman named Elizabeth Curzon.” King Harrison spoke “Right because Vincent is king of England(drawing that from the America RP. Raj, if you want that changed, tell me in the OOC).” King Harrison spoke “Introduce us to them through a letter from the Prime Minister.” The Secretary nodded and left as King Harrison began to berate the commander again.

11:54 AM, Spokane, near a city in the North

He piled out of his helicopter, looking around as several cargo helicopters unloaded some of the heavier equipment, or gingerly set down some of the heavier equipment. Once this FOB was set up, and then civilian quarters were made, some troops would move into the town to post notices of the fact that civilians wishing to avoid any fighting could make their way their. Meanwhile, they kept a keen eye out for Communist or Government forces, after all they may not be exactly welcome.
Throughout the front line similar actions were being preformed. Of course, Semparian forces were aware of the recent suicide attacks, and, wherever they came from, everyone entering the protected areas and FOBs were quite well checked for explosives with mine detectors and other methods. In the meantime, the Semparian high command attempted to gather communication with other forces in the area, be it government, rebel, or foreign nations, to coordinate a hunting of this so called "Black-Flag" movement, since they are blatantly terrorists, and are a threat to the civilian population and possibly everyone involved.
It has literally been 2 years since I last played this game. Hopefully now I RP better.
