Can you run out of issues?

I assume that eventually I'll run out of issues that I qualify for. Do I just stop getting issues, and therefore stop being able to develop my country? Or do issues just start looping?

You'll get the same at one point. Only a few are not repeatable. If you want to add more to the issue pool, you should pop in the Got Issues?forums ^^

They go back into the pool of random possibilities as soon you answer them (with a few exceptions such as 'Easter Eggs', chains, and ones that unlock customisable fields), unless your chosen option actually removed your eligibility for that issue, without waiting until you've answered every issue for which you're eligible.

But you do stop getting notices when you receive issues when you've been at it a while. It's great :D

To add a note to the repeating bit, there are now over a thousand issues, so you will go awhile without seeing too many repeats

You can switch off getting notifications for issues that the nation hasn't had before, anyway...
