Finding the cards of CTE'd nations

Greetings,

Understanding it can be quite difficult to find the card page for a nation which has Ceased To Exist (CTE), the nation ID has been added to the Boneyard.

So, random example, one could go to the Boneyard and ask about South Yorkshire:
https://www.nationstates.net/page=boney ... _yorkshire
Then use the displayed ID (91879) in a card URL, like this:
https://www.nationstates.net/page=deck/card=91879

Out of curiosity, what determines whether a long-dead nation has an ID number? Just typing in random names, it seems that some nations that ceased to exist as early as 2009-2011 and earlier have ID numbers, but others don't. There's even ID #69844 (for the nation "Penis", four-day wonder from the first few days of the name release). And what determines what a nation's ID number is? Is it purely random, or is there some algorithm or logic behind it?
