Aurea-Veraguay border closed amid security concerns

After weeks of civil unrest, Prime Minister Marco Basurto has ordered the temporary closing of the border between Aurea and Veraguay amid fears that tensions in the country overflow.

The border between Aurea and Veraguay crosses many terrains from deserts and swamps to urban areas. To guard the frontier, Mr. Basurto has ordered the 17th Border Battalion to allocate extra personnel and resources, including more air patrols.

A complication of the decision will be the jointly operated hydroelectric power plant which crosses the river between the two countries. However, a government and power plant officials have said they do not see any immediate problems.

Rio Cana takes the lead in diplomacy

The Rio Cana secretary of State today criticized the Aurean government for closing its border with Veraguay. He said

the Aurean leadership is always talking about the need to help neighboring nations but in this very counter-productive move of closing off there border with Veraguay they are showing there true colors. And where are the other so called major democratic nations of South America. Why are they not using there diplomatic skills to try to defuse this tense situation. Luckily, we are not Aurea or those other unmentioned nations. With the few connections we have in Veraguay, I have ordered our diplomats in Veraguay to get both the government and opposition to sit down and reach an agreement amicable to all sides before it all spirals out of control. We urge the nations of South America to help in this very important diplomatic mission.

Police crack down on protests

President Valezquez Vows to Stay on as Protests Mount

President Valezquez has remained defiant in the face of mounting opposition and today issued a proclamation denouncing the Supreme Court ruling stripping him of the Presidency and vowing to 'fight on'. He also controversially pardoned over 20 high ranking Colorado Party officials and government allies in a move which has sparked even more outrage and which the Supreme Court have ruled are illegitimate.

Large parts of the capital Santa Cruz have been shut down for over a week due to rapidly spreading street protests which security forces are cracking down harshly on with numerous deaths being reported due to heavy handed police action.

The opposition leader Guillermo Sánchez of the newly formed Progressive Democratic Party called for calm but maintained that street protests would continue until Valezquez stepped down and fresh elections held. He also called on the Armed Forces to step in and 'enforce the Constitution' by removing Valezquez but so far the military remains in barracks. The coalition of opposition parties appears to be remaining united for now.

Sanchez also called on regional neighbors and allies to freeze Veraguyan government assets and to begin the arrest and extradition of numerous South American nationals who are wanted on corruption charges.

The events of the past month were unimaginable only a few weeks ago but mounting anger at corruption and economic stagnation have built up and are now exploding in response to the Petrover Scandal.

Rioters are arrested in the Province of México

In a sweeping police/military surprise raid, around 5000 rioters who were destroying public property and looting private businesses have been arrested in the eastern province of México. The leadership of these rioters, who proclaim to be a new political group in the making, have been found to have connections to certain SA regional governments. In the meantime, while further investigations continue, military law will be decreed in the province. No one is to be on the streets from 6 am to 7 pm. Until further notice, no one is permitted to leave or enter the province without a special permit.

ForBan Issue Promulgates Cabinet Downsizing
The February ForBan coding glitch resulted in masses of hearing summons, both foreign and domestic. CERCIF/CARCA's top figures are feeling the pressure as the Senate is now considering the dissolution of it The most popular plans have floated the idea to split its roles among the Tax and Revenue Service and directly to the Treasury. Other plans have involve stripping it of a cabinet level position, and to place it fully under the auspices of the Treasury. Currently it holds a cabinet level position for some of its more independent functions but some its operations already fall under the management of the Treasury. The Federalist Party, the current majority party, while keeping normally to the center-right has seen a sweeping wave of more right leaning policy shifts since the start of the Vijashayant administration. Some have seen this as another excuse for the centralization of power.

In a show of good faith the President has issued Executive Proclamations removing a freeze on Riocanan assets as well as to temporarily suspend ForBan restrictions on foreign banks. The President is considering using executive discretion to override the legislation used to create the system and to replace it by a proxy method of banks holding extra reserves within Amwestheim to cover transfers of money while any money flowing into the country is vetted.

Detention Centers Disrupt Organized Narcotics; Intercepts 19 Criminals from Entry
Amwestheim's use of extraterritorial detention centers has prevented 19 criminals, with a combined total of 28 warrants outstanding from a total of three countries, from entering Amwestheim soil. The Attorney-General has called this a victory for the current immigration policy. "Providing for the best defense against criminals was the intended goals of this policy. This interception only proves why it is necessary to legally prevent potential criminal invasion from reaching and piercing into our immigration system.", a spokesperson for the Attorney-General's office released. Due to the ARAGON Treaty, 7 of these criminals will be issued official denials of entry and will be placed into custody for transport to the ARAGON Tribunal of the Eastern Amazonian Operations District in Belem, Rio Cana. The Tribunal is composed of 3 Rio Canan Judges and 3 Amwestheimer Magistrates, Amwestheim will be paying for the costs of trial and for the joint bailiffs to serve on this case. The prosecutor will be from Rio Cana as the warrants were issued from Rio Cana and not Amwestheim.

A Plan to Process Detained Migrants Faster
The Ministry of Health and Welfare in conjunction with the Attorney-General's Office have decided to clear out two Emergency Housing Centers and seek to have the Supreme Court vacate jurisdiction over the properties. The Johan Berne EHC in Sprotsen, which can hold 1,200 people, and the Techapei EHC in Manaus, which can hold 3,000 people, will be the centers cleared out. Critics have said this will put a toll on emergency housing systems across the country.

Ten dead after gang shoot-out; president promises action

LA PAZ — President Jorge Santiago Solís has promised to take action after another night of violence between rival gangs left ten dead.

Last night's shoot-out took place in the Colina Sur district of La Paz and lasted approximately 15 minutes according to local police. It is unconfirmed at this stage which gangs were involved but the gangs "Los Pacificadores" and "Los Vagos" are both active locally.

This marks the latest in a series of escalating "gang wars" as the rival groups grapple for control of drug supplies, protection money and other criminal enterprises.

President Santiago attributed the rise in gang violence to "outsider money", saying money from richer South American countries was causing the drug industry to become increasingly lucrative.

The president ended saying he would begin consulting local leaders to see what the best course of action would be but promised a solution by the end of the month.

Monteverde: Drug Warzone
A shoot out in the capital of Monteverde, La Paz, left ten dead and many more injured. This is just the most recent in a series of gang battle gripping that nation. The Foreign Ministry has issued travel advisories against traveling to Monteverde, "Citizens should limit travel to Monteverde in the light of recent gang conflict. Please limit time to only necessary or emergency travel."

Travelers arriving in Amwestheim from Monteverde have experienced increased customs and law enforcement presence through processing at airports.

President Vijashayant has informed President Jorge Santiago Solís that Amwestheim does offer annual aid packages of ƒ700 million that the country has always offered to fight gang activity. The last recipient of which was Costa Fiero, although their government has yet to cash all of the aid payments. President Vijashayant also talked to the Moneteverdean President about ascension to the ARAGON Treaty.

Opposition Leader Denounces South American Inaction

Guillermo Sánchez at a rally in central Santa Cruz has denounced what he says as inaction by Veraguay's neighbouring nations to support his posistion and to remove support for the government. He repeated his call for Veraguayan government assets to be frozen and for sanctions to be placed on the leading Colorado Party officials. "Even today, vast reserves of capital that belongs to the Veraguayan people is being used to suppress peaceful and democratic protests."

As Veraguay is the regions smallest economy and has for many years been seen as politically unimportant in regional politics it has become used to being sidelined but Sanchez has made it part of his mission to increase regional cooperation and to integrate Veraguay into regional government structures.

It appears though that neighbours are reluctant to act against their nationals and companies caught up in the ever growing Veraguayan corruption scandal, dubbed the Petrover Scandal. Valezquez also held a rally in which he announced that the protests and riots would be brought to an end which the opposition replied with "One cannot close Pandora's Box once it is open."

Blackout sweeps through Veraguay and Aurea

The entirety of Veraguay and vast areas of Aurea have reportedly lost all power due to a shutdown of the jointly run Prenco dam which provides the vast amount of power for both nations. A Veraguayan government spokesman said that "heavy rains and strong winds have caused three transformers on a key high-voltage transmission line to short circuit and we are working as fast as possible to restore power."

The outage has caused chaos in Veraguay with thousands of passengers stranded as metro trains have come to a halt and there were widespread reports of road accidents as street lighting and traffic lights have failed.

Aurea takes control at Prenco as chaos spreads in Veraguay

Thousands of Aureans and Veraguayans have had their electricity restored after the Aurean government assumed full control of the Joint Energy Project "Prenco" Dam on the border with Veraguay.

The dam which crosses the river and connects the countries is jointly operated in normal conditions. But on Monday morning the Aurean government invoked the article in the treaty that allows it to take temporary full control. As the majority funder for the construction costs, the Aurean government of the 1970's had the clause put in fearing future instability in the Veraguay, a fear now come true.

The Minister for Mines and Energy, Marcela Pereira Ribeiro, said: "This is necessary to preserve the order not just here in Aurea but to help in Veraguay. Joint control will be established again when the conditions are met, those being stability and the return of the rule of law."

The center-right Social Democratic Party of Aurean prime minister Marco Basurto has not supported the Colorado Party of President Velazquez but it has also not opposed it. But as 2019 is an election year, it is expected that the prime minister will begin more actively speaking out against the situation in Veraguay.

PRESIDENT URGES VELÁZQUEZ TO GO

President Sofia Mas i Fabregas has urged her opposite in Verguay to resign in order to restore order to the country. She is the latest leader of South America to say that President Velázquez should leave office.

Velázquez has been under pressure since a corruption scandal blew up last year with implications across the continent. A handful of business leaders in New Catalonia who were implicated were arrested and questioned and some will face trial later in the year.

The most prominent New Catalan caught up in the investigation was Bernat Moles i Rey, the President's former campaign manager, who had investments through a shell company in Petrover.

Now President Mas, in a move her opponents say is designed to distance herself from the scandals, is issuing the call for the President of Veraguay to she says "serve his country by leaving the office of president".

Regional destabilization

The government has issued a "friendly" warning to the nations of the region to immediately re-think there foreign policy when it comes to getting directly or indirectly involved in the internal affairs of the sister nation of Veraguay. That continued interference in the internal affairs of Veraguay or any other nation in the region would only result in the region becoming more polarized then it currently seems to be. A greater polarization that would further destabilize the region. This regional destabilization could result in a war which is something this government would rather not have happen. This current problem in Veraguay is for the leadership of Veraguay and its citizens to solve among themselves. No solution can be imposed on them from the outside.

Leaders Sign "Historic" SACOM Treaty

In what they are hailing as an "historic" step in regional integration, Prime Minister Dean Smith of Neragua and President Nicolás Roldán of Calimera have signed the South American Community – or SACOM – Treaty.

The signing ceremony took place in a restored customs house in the Neraguan border town of Stone House/Casa de Piedra and was accompanied with pomp and pageantry, including a symbolic walk by the leaders across the open border between the two countries.

That frictionless border for labour, goods, services and capital, and the rules governing it, is just one of the many agreements and accords that the SACOM Treaty supersedes and brings together under the jurisdiction of a single organisation.

Speaking of the occasion, Prime Minister Smith said, "This is an historic day, an historic moment. Today, our two nations – long allies – become ever closer as we seek to work together to strengthen one another and to strengthen all of South America."

The date is also not a coincidence, marking 25 years since Neragua and Calimera signed the Comprehensive Trade Agreement which created the single market between them. The SACOM Treaty expands on the commits in the CTA, and adds the aim of progressive reduction and eventual elimination of customs duties between the two countries.

The Treaty creates no political bodies, such as a parliament, but establishes a joint administration. It also leaves the door open to other South American nations joining, although reserves veto powers to both the current members to be. The treaty enters into force on 1 January 2020 so long as it is ratified by both nations before that date.

President to "lean on" legislature for SACOM push

CASABLANCA - Less than twenty-four hours after the leaders of Calimera and Neragua signed it, President Carlos Vega has announced he will "lean on" the General Court (legislature) to push for membership of SACOM. In a press briefing delivered from Casa Blanca (the presidential residence), the President welcomed the formation of the South American Community and said it was "the next step in securing a peaceful and prosperous future" for the continent.

The creation of SACOM has been generally welcomed within Entre Ríos with one straw poll showing around half of voters think membership would be beneficial for the country. But not everyone is convinced as the same poll shows around 1 in 3 voters think it would be bad for ER. Many of those who need convincing sit in the Chamber of Representatives, the lower house of the General Court, which President Vega's Conservative Party lost control of last November. The Liberal Party is firmly divided on economic integration with the rest of South America, but the President will be wagering he can rely on the more centrist Liberal members in order to bring the Chamber on side. It's expected the Senate, which Vega's Conservatives retained control of, could introduce a resolution calling for exploration of SACOM membership by the end of the week and certainly no later than next week.

Vega will not only face a challenge at home but across the Southern Cone: previous Neraguan governments have proven infamously hesitant to welcome new members to South America's largest trading bloc; whilst the Treaty of Masoller between ER and northern neighbor New Catalonia could prove incompatible with SACOM membership, despite previous ministerial statements to the contrary. As well as announcing his intentions to pressure the General Court to begin the debate, Vega announced he would be speaking with Prime Minister Smith of Neragua to gauge support with what is a relatively new government.

Crisis in Veraguay
Veraquay continues its political civil war with the removed President Velazquez refusing to accept his removal by their courts. The opposition leader in the country, Guillermo Sánchez, has been calling upon the regional governments to become active in the situation. Aurea has taken over the direction of shared utility facilities. Earlier this week the President had announced plans to support the opposition; however, more pressing developments in the region and domestically have delayed implementation of any actions. The AP, while not able to confirm, has the inclination to point to a possible future armed intervention if the situation escalates. Veraguay lies strategically between the Southern Cone nations and the Northern Bloc nations. It may be a race to see what side can influence the outcome.

SACOM: The future of Regional Unity or Reaffirmation of Southern Cone Integration?
The three traditional Southern Cone nations signed the SACOM treaty earlier this week. While the intent may be for a CARICOM-like regional system, this treaty has no political organs and is set up to run in line with the CTA and SCEZ. Amwestheim has conducted itself into these early treaties via promotion of joint investiture between Calimera and Amwestheim. Joint-Ventures mainly operate in Calimera to reap the benefits of treaties while the government can maintain its status as the economic powerhouse of the north. The President's office has been pushing for Parliament to resolve to let him sign the treaty if the other nations would allow for Amwestheim to 1) become an associate member [like its role in CARICOM] and 2) Enter a reservation that allows the former processes for Joint-Venturship to be continued for 4-years. Unfortunately, Pre Viszlë, the current Prime Minister is set to replace Margrit Henled in just a few days. Henled is a staunch Federalist who will attempt to do her best as leader of the Senate to push the President's agenda; however, Viszlë is a Democratic party member and disagrees about SACOM along with many of the other Democrats in the Senate. The Federalists, while being a majority party by just a couple of votes, will require the support of the Democratic party members to pass any resolution.

A House Divided: Partisanship at the Breaking Point
For the last 35 years, there has been a shift from the era of Friendship among rival to fracturing at the fundamentals of the national parties. It started in the 90s when conservative Republican Party members abandoned the party for the Federalists out of spite. The defectors, usually anti-federalist and pro-centralization of politics, joined the opposition as payback. The problem with this scheme, that was said to be foolish in the media, was that it empowered the hardliners more than any other political group in the nation's history. The last three Presidents were members of these Anti-Federalist Federalists and the President before was a hardliner Democrat who forged a strategic alliance. But why are we writing this piece?.....Because the ruling coalition is imploding on itself leaving the future of Amwestheim politics and the constitution in jeopardy. Haute Bernale, a professor of Political Science at The State University of Kayenne, has asserted in recent articles that if Parliament becomes insolvent in their duties, as fracturing would prevent any majority coalition, then the President can call upon the Supreme Court to dissolve it. During the following special elections, the President would be within his rights to call for a constitutional convention using the partisan gridlock as his reasoning.

Congress approves new powers for Pres.

PUERTO VIEJO — Congress has approved new powers for the president to crackdown on gangs and suspected drug traffickers after months of increasing violence across the country.

The bill was passed by the National Popular Party-dominated Congress on Thursday evening and authorizes President Jorge Santiago Solís to form specialist police units which will have greater powers to "stop, search and seize" but also considerable legal immunity from prosecution.

Opponents have claimed that the new powers violate constitutional rights and have described the new units as "paramilitary death squads" but supporters of the president and many who have lost family members to the cartels have dismissed the claims.

The president will sign the bill Friday morning and has invited the high profile pressure group Mothers For The Missing to attend. The group has protested outside the congress building every Tuesday since January 1.

Breaking: Supreme Court rules SACOM 'Senate-only' business

LA PLATA - The Supreme Court of Entre Rios has handed President Carlos Vega a considerable victory after it unanimously ruled that membership of the South American Community (SACOM) is constitutionally "the business of the Senate alone." Delivering the opinion of the Court, President of the Supreme Court Ramon Diaz Garcia wrote, "The Constitution clearly states that the Senate approves and disapproves international treaties. As SACOM is an international association with an agreement between all of its parties present and future, it is the unanimously ruling of this Court that the remit to approve or disapprove membership is the business of the Senate alone."

Canvassing Congress earlier in the month, Vega came up against surprisingly strong opposition from the left-wing Liberal Party which currently controls the Chamber of Representatives. After a fraught meeting with the party's leadership in his presidential residence nearly 3 weeks ago, he made an offhanded statement to a press conference that he "may not need to consult [the Chamber] anyway," suggesting doing so was more a formality than requirement. Angry Liberal Party lawmakers launched a legal challenge in an attempt to force any SACOM membership proposal to be presented to the Chamber too. This morning's ruling will doubtless prove a blow to them, although it is unlikely to stop their attempts to thwart President Vega's ambitions.

Congress reconvenes after the fall recess on Monday April 29 when the Senate, which is narrowly controlled by Vega's right-wing Conservative Party, will likely overwhelmingly approve SACOM membership. Opinion polls show the public is mostly on the side of the President but that it is also increasingly polarized: 51% of respondents to the question "Do you favor ER membership of SACOM?" answered favorably, with 40% opposed and the rest unsure.

Neither side has yet commented on the ruling but it is expected that statements will be made at some point today.

Demonstrators Set Fire to Congress


Mounted police charged through the streets during the chaos

SANTA CRUZ -

The Veraguayan Congress building has suffered significant damage after being set alight by anti-Valezquez demonstrators. A huge demonstration protest organised by Guillermo Sánchez through central Santa Cruz on Easter Sunday began peacefully but descended into violence in the evening following a heavy police crackdown including the use of rubber bullets, tear gas, mounted units and water cannons in an attempt to disperse the crowd.

Protesters arrived at the Congress building and managed to break through the police cordon outside leading to several hundred storming inside. Protesters were then photographed smashing windows of the congress as well as ransacking offices before a fire was lit which quickly engulfed the building.

Numerous injuries have been suffered by both police and protesters as well as the death of one activist who was killed by a blow to the head which the opposition has blamed on a rubber bullet fired by police.

President Velazquez appealed for calm and denounced the violence referring to those involved in the protests as thugs.

Basurto names June 9 as Election Day.

Prime Minister Marco Basurto of Aurea has announced that the day of the 2019 elections will be on June 9. Mr. Basurto will hold an audience with the Emperor tomorrow to request the formal dissolution of parliament. With more than 85 million voters, it is the largest democratic exercise in South America.

Basurto became Prime Minister in 2015, when his center-right Social Democratic Party won a surprise absolute majority in the lower house of parliament, the Chamber of Representatives. This gave him plenty of room to begin his sweeping economic and welfare reforms after more than 10 years of socialist-led government. If Basurto wins re-election, it will be the first time in 20 years that a right-wing prime minister will do so. And although he hopes to keep the absolute majority won in 2015, the reality is that no party has won the absolute majority consecutively.

The Socialist Party, led by Florinda Castelo, hopes to gain enough seats to form a center-left coalition with partners or win an absolute majority for itself - a feat that opinion polls say to be unlikely. However, other leftist parties, such as the Green Party, are likely to increase their number of seats.

Foreign relations, increasing tensions and joining the South American Community are likely to be central issues in the elections with the government's economic reforms also prominent on the agenda. The opposition Socialist Party says the economic reforms have increased poverty and damaged the environment but the prime minister says they have grown the economy and created more jobs. They also oppose joining "SACOM" believing that this will lead to the exploitation of Aurean labor and resources by foreign companies.

Recent opinion polls show that Basurto and the Social Democratic Party are on course to win most seats, but say they will probably fall short of the majority and require support from smaller, possibly more extreme right parties.

Senate Cons talk SACOM, Chamber Libs seek slowdown

LA PLATA - The Senate today begins debating Entre Rios' proposed membership of the South American Community. The move comes after a Supreme Court ruling on April 22 that confirmed the power to join SACOM lies exclusively with the Senate. It's expected that the Senate, which is narrowly controlled by the right-wing Conservative Party of President Carlos Vega, is likely to pass a bill no later than midweek that would authorize the President to admit Entre Rios to SACOM when the opportunity arises.

Despite this, the left-wing Liberal Party, which controls the Chamber of Representatives, has announced it will launch a fresh legal bid to prevent the President unilaterally declaring Entre Rios' membership of SACOM. Speaking briefly to reporters this morning, President Vega welcomed the developments from the General Court (legislature) saying that Entre Rios had backed SACOM membership when he was reelected in November and added he was confident the latest Liberal Party attempts would fail to stop SACOM membership.

Having previously exhausted their constitutional means to slow or even stop joining SACOM, the Liberals are now seeking other legislative means to slowdown or even stop membership. The Chamber is now considering ways to flip the process as it is currently progressing. This would mean the President would have to lead ER into SACOM and then the Senate would be required to ratify; by which time the Liberal will have hoped to persuade some Conservative lawmakers away from favoring it. Presently, the Senate have agreed to work this process the other way round intending to shorten the amount of time it is expected to coordinate ER's entry into SACOM.

Speaking Sunday, the Speaker of the Chamber of Representatives, Roberto Alonso de Leon, said the Chamber "reserves the right to put this to the people" inferring that an initiative petition could take place to approve any proposed SACOM membership. This route is generally unpopular with his Liberal Party, however, as opinion polling indicates voters are increasingly favoring ER membership of SACOM.

Defense makes a purchase of 50 Russian T-80 BVM

A spokesman for the Rio Cana Defense department has confirmed the purchase of 50 Russian T-80 BVM main battle tanks. The purchase came with the option of buying 150 more tanks at a reduced price. The agreement includes technical personnel to train Rio Cana military mechanics in the maintenance of these tanks. Also, the future possibility of Rio Cana getting a license to manufacture these tanks. Some in the government have emphasized that this purchase was necessary. That it would bring much needed stability to the region. A region which is becoming more unstable due to the actions of certain nations in South America.

Rio Cana to send humanitarian supplies to Veraguay

Today, the government has confirmed that four Rio Cana medium sized cargo ships carrying much needed humanitarian supplies, special personnel plus other essential items have set off for Verguay. Medium sized ships were picked for the journey since they are able to sail up the Parana/Veraguay river without any problems. The ships, which will be sailing through international waters the whole time, are expected to arrive in Veraguay in eight days.

Basurto opens lead but may not be enough

The Social Democratic Party of Prime Minister Marco Basurto opens a dominant majority in opinion polls for the 2019 Aurean general election, scheduled for June 9. The center-right party has a 15-point lead in the latest polls published today, being on a projected 36% of the votes. However, their possible right-wing allies have seen their projected voting shares fall dramatically, which means that together they may find it difficult to form a majority in the Chamber of Deputies.

The main rivals of the PSDA, the Socialist Party, are projected with 21% of the votes. While this is an almost historic low level of support, its potential leftist coalition partners have seen a significant increase in vote projections and, along with the Socialist Party, they could deny any right-wing coalition of a victory.

The opinion polls published today suggest that the center parties will be the decision makers on who will be the next government, although the same poll says that voters are also moving away from those parties. PARLIAMENT CAPITULATES
After being faced with falling public support and a Presidency willing to exercise the bulk of his constitutional powers; Parliament has passed a joint resolution empowering the President to call for a constitutional convention. This move is thought to be interpreted as a plea against the dissolution of Parliament by the President and Supreme Court. Prime Minister Pre Viszlë addressed the Provincial Representatives to inform the membership of how a period of constitutional reform has functioned according to past precedence, "During times of constitutional reformation, all three branches operate within their powers as specified with limitations. The government shall be effectively barred from amending, commenting on, or publically advocating on or about constitutionality. The Supreme Court is still responsible for upholding the law as it exists, and the executive remains responsible for the functioning of government. Parliament's job is now the coordination of ensuring the government has the policy backing to ensure that it functions during this process all while maintaining the procedural framework I have earlier mentioned. This process is, in fact, harder on all of us as legislators, but we owe it as our duty to perform these duties with honor, dignity, and fraternity..."

Following the arrival of the joint resolution to the President, it took no more than five minutes for two executive proclamations to be announced. Firstly, the executive branch is censuring the cabinet officer for CERCIF/CARCA; and secondly permanently disbanding ForBan. Because the Supreme Court cannot rule on the constitutionality of these proclamations during periods of constitutional reformation, they will only be able to attempt to block its implementation.
