Given you're only permitted to send one telegram out per proposal, that's it, $1.35 is the final cost. I don't really see how there's varying levels of funding in campaigns that cost pennies to run.

Let's be honest, does anyone actually think this has any remote chance of successfully passing, even if they weren't being annoying about it? The well has been so thoroughly poisoned by their previous conduct that I suspect we need to look at geological timescales before this Assembly would be remotely willing to seriously consider any proposal brought forward by representatives of said region.
