If the current political parties are temporarily unable to lead, there is a possibility it'll all be over.

The executive branch is led by the Empress, whose second in command and personal advisor is the Chancellor. If she is temporarily unable to lead, the Chancellor is implicitly vested with most of her authority barring a few exceptions: The Chancellor cannot make permanent appointments to the Imperial Council, nor can she issue permanent executive orders (they must be confirmed by the Empress once back in office, or by her successor).

There is no definite limit on how long the Chancellor can remain in power, as long as the Empress is alive and expected to be able to return. Should the Empress die or her outlook change, the Chancellor must declare the reign to be ended, and allow the Interregnal Council to crown the successor (and choose one, if no successor exists). In ambiguous cases the Chancellor could technically stall this, but the Assembly (legislative) can force the decision with a 2/3 majority. Neither the Chancellor nor any of her line (nor the members of the Interregnal Council) are eligible as successors.

Edit 2021-01-25: The Empress can remove such an ineligibility, but only after first accepting the Chancellor's (or Council member's) resignation.

If for whatever reason both the President and Vice-President are unable to lead, the Council of State will converge to select a temporary replacement from within their ranks to act on their behalf. And in extreme circumstances when the Council of State is unable to converge, the Congress of People's Deputies will hold an emergency vote to select a temporary President, although this is considered to be unlikely unless the nation has descended into a catastrophic crisis.

This monarch shall reign until his/her death, resignation, incapacitation, impeachment, or special royal recall election. The Bisi Constitution, linked here, mandates that the People's Monarch must designate a regent to serve in their stead should they be unable to. Such a regent will rule until such a time as Parliament can organize a special royal election, or until the People's Monarch is able to serve again.

The current regent is Minister for Foreign Affairs, Rem Subaru, though due to her already heavy work load, a new regent is expected to be announced within a matter of weeks.

Under the constitution, if the Prime Minister is temporarily unable to perform their duties, then the Deputy Prime Minister (presently Nathan Monteil of the Social Democratic Party) will serve as acting-Prime Minister until they can return to their duties.

In event of the monarch being incapacitated, a regent will be appointed to serve as Lord Protector of the Kingdom until the monarch is capable of fulfilling their duties again. Under the Regency Act (created following a power battle over who would act as regent when James IV was bedridden for the last fifteen years of his life), this position cannot be given to a member of the Royal family, and since then has always been transferred to the monarch's highest ranking minister, which for all effects and purposes is the Prime Minister.

Should the Prime Minister be incapacitated, the power in what happens next transfers to the monarch. This has only happened once in recent history, when Prime Minister Richard Sugden, in 1977, was incapacitated following an accident. In that case, Elizabeth IV appointed Interior Secretary Buddy Harrison as acting Prime Minister until Sugden's death later that year. Since Harrison was deputy party leader at that time, the assumption is that if a situation like this were to happen again, the monarch will appoint either the Deputy Prime Minister or the deputy party leader as acting PM.
