Esteemed Lord Maxime van Bernier, Chancellor of the Kingdom of Candanadium,

We accept to sustain half the costs of building the carrier, and the HIMS Akai is preparing to leave for New Konigstadt, so the Grand Admiral won't have to leave. We assume that our ship's design may prove unfamiliar to the Candananadian engineers, and for that reason we are going to send two of the engineers who designed the Ahegao-class carriers, to provide explanations to any questions you may ask. We are looking forward towards this deal.

Oseanian Chancellery
Tensions were running high. The debate had been going on for weeks. The Military Reorganization Act had many things at stake. The funding for massive increases to the airforces capacity to fight outside of Oseanian airspace. The reconstruction of dilapidated military installations on Inselgott and Marfastung and finally the matter of debate. The Oath. Upon joining the Oseanian Royal Army. Each solider swears loyalty to the current monarch. Which currently was Prince Fischbach. The Act would hereby have soldiers swear loyalty to the Oseanian State. In theory this was just part of the modernization process of Oseania. But in action it took away the Royal Families last major power of all of Oseania. By technical law the entire military was loyal to the Prince over the actual recognized government of Oseania. Both liberal and Communist parties found this unacceptable. The Conservative party was quietly split on the matter but outwardly didn't oppose it as long as the military expansion was allowed to pass. Only the Oseanian Party of Unity was united in its approval of this deal as many of its members were military officers with a fondness of his lordship and a deep distrust of the liberal factions that would be given power over them if this Act passed. When Supreme Chancellor Schultz finally called the body to a final vote on the act. Around the nation the people held their breath.

Near Marfastung
The old stone star shaped structure stood watch over nothing but cornfields and the sea. At one time this fort was used as the headquarters of the Oseanian Royal Marine (navy) but had been reduced to a Arms depo and commutation hub for military personnel stationed on the island. It was a depressing post for a solider. Hard work and dozens of miles meant the usual drinking and whoring soldiers are prone to due near civilization. The fort only had a garrison of about 50 men. Most of which were just technicians and Engineer Corps workers. The Commandant had a group of about 15 regular infantry for security. Word had passed to him that once the Act passed (if the act passed) the fort would be seeing a massive overhaul with the addition of a new training field for pilots. This was mixed news as it meant finally having something to do besides barking at soldiers for slacking off. But he worried also about the possibility of him be removed and replaced by some air force commandant. As bored as he was he didn't like the idea of being stationed somewhere "too" busy for no extra pay. He sat in his office pondering what dreadful corner of Oseania he would be shipped off to. He was dreading of being stationed in the far north when three pale faced Radiomen stepped in with a piece of paper. When they presented it to him. He wasn't sure why they were so disturbed. The Act had passed. (Barely from the count of votes)"You boys ought to be excited! you'll be repositioned to Air Traffic Control." A short brown haired soldier no older than 19 spoke in a hushed voice. "Sir. The military is now in the hands of the state. His Highness's orders are to be ignored from henceforth." the shadow of a frown came across the commadant's face. "Yes so it would seem. Our duty has not changes Ensign. Anything else to report?" the boy went to speak but was cut off by shouting outside. The Commandant scowled and walked out into the hall and head the shouting grow louder. "Theres at least 30 of them out there sir. All armed. The guard needs backup" A solider standing guard near the door said. "Follow me then damn it" as they made their way to the front gate a few men gathered to their officer until a group of about 12 stood at the gate equipped with small arms. The Deep Blue of the OPU could be seen over the parapet. 3 military trucks were still running at the gate when one the men below shouted up
"We're here to reinforce you!! Let us in Herr Commandant"
"I will do no such thing! How dare you approach the gates of a military fortress outnumbered armed for war and demand to be entered! Are you men sick in the head??"
"No Herr Comandant. We are all that could be spared!"
"Spared from what?"
"The whole island is burning!! Marfastung is flying that red banner of labor on every factory and government building that can be found. Our brothers are containing them in the city for now but the whole of the countryside is in arms against us! Their were two more trucks with us before we got here."
Shock came across the commandants face but was replaced with quick suspicion.
"Ive heard of no such thing! No reports have come in the even suggest what you have been say...."
He was cut off by a solider sprinting up to him with another piece of paper. He didn't even glance at the thing when he barked
"Open the gates. You lot are going to help us get this place in shape."


A few days later.
Problems had arisen quickly. The fort luckily had its own well for water. But its food stores weren't meant to keep 80 men for more than a few weeks. The only thing the fort had plenty of was ammo and fear. The OPU men told ghost stories of screaming hordes of men in masks and hoods rushing their brothers with not much more than wooden boards and axes. Or the truly scary tale of their arrival at the fort.
"The very wheat fields wanted to be watered with our blood. Gunfire would come from nowhere and suddenly we were surrounded by mud covered farm hands! They shot Hans and Essen before we could even react. We just had to keep driving!"

Outside the fort the situation was bleak for the men. Upon hearing the news the city of Marfastung threw itself into chaos. It was a major industrial city that specialized in steel production and car manufacturing. The Unions had got a strike fired up not long after the Labor Massacre and the city had been he very heart of Union power. It also hosted the main WLF National HQ. The city fell quickly and the rebellion was declared to the world. Marfastung declared Independence from the rest of Oseania and became the Marfastung Commune. Or the Free State as it was called by those sympathetic to their cause. They asked all WLF and like minded Oseanians to join them. Quite a few took ships and planes in and came. But the military on the mainland and the navy shutdown the border and all flights were grounded. There was no getting off the mainland now. Inselgott (Home of the Royal Family and the De Facto of Oseania at this time) Eisenhau and Zwichmer all stood firm and put down any rebellions quickly. Kalterhafen was contested and Westhafen was under a brutal siege as Loyalist forces desperately tried to hold the South Road and North Bank. The Military had sided with the Loyalist forces made up primarily Right Wing groups and Liberals. Prince Fishbach assumed Emergency Powers and Abolished the Chancellery. He the top brass had full control of the government.

The men knew an attack had to come. The largest store of weapons on the island was under them in the Armory. Heavy weapons like Machine Guns and AT rockets and tonnes of ammo for them. The nearby fields had been stripped clean or burned. Bags of unthrushed grain laid next to rounds for bolt action rifles. The forts planned to use them to make crude grain if they needed to. Escape off the island wasn't realistic. What military presence besides them on the island was either dead, restationed or working for the enemy. They would have to stay and fight. Machine gun nests and AT bunkers lined the walls. They set up what defenses they could. But they were massively outnumbered, The city of Marfastung was one of several million. That meant thousands if not tens of thousands militiamen would be coming for them. Armed with the weapons seized from fallen police or OPU Stahlhelm troops. A cool night crept in and the sea wind spat on the troops on watch. The Moon gleamed above. The men were restless. A cry ran out from the watchman
"Truck! Truck! Truck!" an old farm truck laden with explosives was speeding down the road towards them. Only about 100 yards away. Men on guard opened fire on the windshield and peppered the truck with machine gun fire. But it didn't stop. It had no driver. Someone had locked the steering wheel in place and put a brick on the gas peddle. A rocket was fired but missed its target by several feet. The truck rammed the gate and exploded. Shrieks and the sound of stone cracking rose with the dust. As it settled on the horizon screaming and shouting could be heard. The Battle of Belok had begun.

The Right Honourable Lord Chancellor Maxime van Bernier, Lord of Polaris Hall, Master of Deepwood Hall, Chancellor of Candanadium, and Knight of the Order of the Maple did not feel knightly or lordly at all. He felt like an overworked bureaucrat on the lower levels of Parliament Hill, sorting through documents and drafting letters at three in the morning. The grounds of Deepwood Hall were silent, save for the occasional hoot of an owl or the chirp of a bird. In the distance, the lights of New Konigstadt blazed through the darkness. It was said that Chancellor Robert McKenzie preferred the peace and quiet of the deep woods to the hustle of the city, which is why he chose a small cottage in the middle of the woods surrounding New Konigstadt as his personal residence. Deepwood Hall was erected a year after his departure, a classic Oseanian keep with stout towers and strong walls. Maxime, however, had little time to appreciate the peace and quiet of the Chancellery grounds. The past year had been one of the busiest for the Candanadian government, with wars on the southern border and the handover of Farinsel looming ominously in the future.

The Amurrian Prime Minister, aboard an Ahegao-class carrier, was on her way to New Konigstadt, and the Rostokian envoys had grown impatient. It was the Minister of Foreign Affairs' brilliant idea to call a joint conference of the New Konigstadt Pact, seeing as how two of its six members were already in New Konigstadt.

"Maxime? What are you doing up at this ungodly hour? Have you slept at all?" Lady Selena van Bernier rubbed her eyes as she poured herself a cup of coffee.

"Letters to write, treaties to sign, campaigns to organize, the usual. I could ask the same of you." Maxime pressed his seal onto a glob of blue wax while looking up at his wife.

"Maxime Junior woke me up around half an hour ago. He's asleep now, thank god."

"Whew. Well, since you're here, how does breakfast sound?"

"I'll stick with coffee for now. Do you-" Lady Selena was interrupted by a knock on the door.

"Enter." Maxime spoke.

"Forgive me, Mr. Chancellor, my lady, but this is an urgent report from Supreme Land Command." A soldier in dress uniform opened the door.

"Very well. Thank you, private." Maxime opened the envelope and drew out the report as the soldier saluted him and turned on his heels.

Civil war has broken out in the Oseanian Confederation, after the passing of a controversial bill, the Military Reorganization Act, 
which effectively removed Prnce Fischebach as commander of the armed forces.

The city of Marfastung has fallen, and there is heavy fighting in Kalterhaven. Westhafen is under siege by rebel forces, but the capital city,
Inselgott, alongside Eisenhau and Zwichmer still stand. The carrier, RCNS Aurora Borealis, has a scheduled port call in Kalterhaven,
which will be cancelled. The Aurora will instead resupply at Uusi Mannerheim.

We have yet to receive a request for aid or intervention from the Oseanian government.

The NKP must be informed. Immediately.


"What is it?" Maxime buried his face in his hands.

"More work, is what it is. I can't tell you what it is, but this news won't stay secret for long. The NKP must be informed, immediately."

My deepest apologies if this will place a strain on your resources, but if I am to be present at your conference, you will have to secure the transport of the Prime Minister, unless of course you have nothing against her participating in my stead.

Now, as for the civil war in Oseania, I agree with your call for us to band together, and, as there is also the rising threat of a war with the Power Five, I propose the building of a canal through the Jua Region, which will ease our access towards the Sea of Ryvern. More shall be discussed at the conference.

As you already are en route to the capital, and depending on the response of Lord of C, you may or may not have to participate at the ARKSLA, hosted because of the start of a civil war in Oseania. If you do end up participating, you will begin talks about the canal, and, if asked, tell them we are ready to begin. 17 hours since the first attack.
The screams echoed off the shuddering stone walls. The Marfastung Republican Army had shattered the outer defenses. The defense was on the verge of collapse. There was no escape for the handful of defenders that remained. The choice was surrender or death. Elsewhere the war hadn't shifted in the fronts. Kalterhafen was still a locked maze of brutal street to street fighting. Westhafen's Loyalist defenders had managed to hold on to the South Road but had to give up the North Bank. The City was almost completely surrounded by communist forces. Naval battles on the coast of Marfastung had sunk most of the Red Fleet but the MRA troops had dug in and set up hard to crack defenses. Shore guns and machine gun nests dotted the Port. The Island had almost completely liberated from loyalist forces. All that remained was the handful of stragglers in Fort Belok. Whos arms could ensure the sovereignty of this new state who was by now calling upon the international socialist movement to come to their aid.Despite Prince Fischbachs technical control over the military. The true power behind the throne was Adolfuss Siegfried. The Great Lion of Inselgott. At his urging the Royal Marine focused its power on keeping Marfastung from aiding the rebellion on the mainland. Thus making the situation for the rebels much more desperate. If they didn't capture Westhafen or Kalterhafen quickly they may lose steam and be pushed southeast. That being said if the Seigfried Plan failed the Oseanian Royal Army may find itself trapped on the mainland with not way to retreat. A major military instillation was being constructed on the Hiejk Penesuala on the central mainland to act as an HQ for loyalist forces on the mainland. The Communists had a secret base somewhere in the northeastern mountains.

The city of Hoffnung, by the edge of Lake Adler, was basking in the mid-afternoon sun as Lieutenant Wilhelm von Magnar's tank rolled past the town square. The maple leaves of Candanadium flew from the top of every building while Marines and Soldiers in polished Stahlhelms patrolled the streets, clutching their rifles tightly as they glanced at everybody that passed by. By Candanadian standards, Hoffnung was no more than a town, but to Belkhomir, this "city" of 40 000 was home to almost 10% of their population. Wilhelm opened up the hatch of the Mirskai-class tank and emerged from the insides of the tank. He unscrewed the cap of his canteen and took a swig of cool water. Five eagles were painted on the side of the tank's turret, one for each of the ancient Belkhomirian tanks they had destroyed. On the other side of the street, a man was strumming up a lively tune on the guitar, in front of a small store. A cluster of locals gathered around him, singing along.

"Panzer, halt!" Wilhelm called to his driver. They had been on patrol all morning, and his men deserved a break. The tank driver stepped on the brakes.

"Herr Leutnant? What is it?" The gunner asked as he looked up at Wilhelm in the hatch.

"We'll take a break here. Drinks are on me, but no alcohol while on duty."

"Jawohl!" The gunner replied cheerfully, taking off his headset. Wilhelm adjusted his beret and made sure his cap badge was straight before climbing down the side of his tank onto the curb. He looked around, then crossed the street. The gunner, driver, loader, and engineer soon joined him. Wilhelm fished out a packet of cigarettes from his breast pocket and lit one, offering one to each of his crew, who all joined him in a smoke, except the engineer.

"Nein, danke. I'll go get us some drinks. Vanta-Kola, Herr Leutnant?" Vanta-Kola was the most popular brand of soda in Candanadium, combining the refreshing taste of cola and the tangy sensation of citrus.

"Sounds good. Do you have any ducats?"

"Nein, mein Herr. I'll see if they take marks." The engineer disappeared inside the shop as Wilhelm finished his cigarette and stomped it out on the curb. The rag-tag group of musicians had finished a song, and the crowd was laughing and clapping as people tossed them coins.

"Ein Lied auf Letuskian, für unserer Kandanadiumisches freunden?" The guitarist asked, grinning, looking at Wilhelm and his tankists. The man had a thick Belkhomirian accent, though Wilhelm could still understand him.

"Vielen dank. Boys, what do you say?" Wilhelm turned back to his men.

"Jawohl, Herr Leutnant!" The gunner dropped a five-cent coin into their guitar case as Wilhelm nodded at the guitarist. The man tipped his hat, and strummed up another song as the crowd clapped along rhythmically.

"I was born on a Hoffnung street, where the loyal drums did beat,
And those Candanadian feet they walked all over us.
And every single night, when my da would come home tight,
He'd invite the neighbours out with this chorus:"

"Alles mit!" He called. His smile had turned to a sneer as Wilhelm tried to make sense of what was happening. His driver placed a hand on his holster as the crowd joined the singer and belted out the chorus.

"Come out you Royal Marines, come out and fight me for your King,
Show your wife how you won medals down in Ryvern.
Tell her how, the BIA,
Made you run like hell away,
O'er the green and lovely hills of the Mirskai."

The mob was slowly advancing towards Wilhelm's small group of soldiers as the engineer emerged, holding a tray with five Vanta-Kolas. He dropped the tray and drew his sidearm, as Wilhelm did the same. Some in the crowd had brandished knives, others armed with makeshift clubs and empty bottles. Wilhelm fired a shot into the air.

"Come no further, or we'll open fire!" He yelled uncertainly. "Halt, sofort!" The mob paid him no attention as they broke into a run. Wilhelm fired off two shots into the crowd before making a beeline for the tank.

"Get on the MG! Now!" He yelled to his gunner, firing at the advancing mob with his sidearm. Wilhelm emptied his magazine, dropped it, and scrambled on to the hatch of the Mirskai and slapped in a fresh magazine.

"Herr Leutnant! We need to get out of here!" The gunner yanked him down the hatch as he racked the slide. The BIA, what the hell is the BIA? Wilhelm thought as his head banged against the side of the tank. He heard the jarring sound of the mounted CMG-39 belching out rounds of 8mm Oseanian, and was vaguely aware of somebody shaking him by the shoulders.

In the end, that shop on the street did take marks.

"Yes... Yes... Thank you very much." She said as she bowed down, before the soldier left. She then went back inside the Royal Residence, where the Minister of Foreign Affairs waited.

"Did something happen?" He asked. In the end she was to represent the Empire at the conference, which is yet to be held, but they were kept at current with the recent military events.

"It seems trouble is brewing in Belkhomir. One patrol came under attack from a local mob. It seems they do not take too kind to being conquered." She said as she sat down.

"Reminds me of Koria in the early 1900s, those guys almost lynched our soldiers there, and then of course we paid them in kind. I say if anything we should support Candanadium."

"Agreed, we need our allies to be in a state of peace, rather than warfare. I am sure the Emperor agrees, plus, he must've learned about it by now. If only we'd start that damned conference already."

"It'll start soon, but I'm more worried about the HIMS Akai. If we have no deal, I at least hope they don't damage a working carrier."

Okasa, Okasa Prefecture, Kingdom of Koria, Empire of Amurria, 12th May 1940

"Will you join in our crusade?
Who will be strong and stand with me?
Somewhere beyond the barricade
Is there a world you long to see?"

The few remaining holdouts of the city of Okasa managed to set up speakers and kept playing their "Revolutionary Song" for days on end.

"When will it ever end. All they do is just piss us off." Said one soldier, as a group of five were patrolling the streets in a 1934 "Poporumashin", a fancy name for the Tomaya's military vehicle branch. They were driving through the center of the city of Okasa, where a few blacks were waving red flags, shouting: "Death to Amurria!".

"Hey, stop the car, and make sure to aim the MG at them, who knows what they may do." Said their commander, Suzaku.

"Aye aye sir." The driver said as he stopped the car at around ten meters from the group. They were climbing on a statue of King Wilson of Koria, who ruled from 1875 to 1914, when he was killed during the Southern Rebellion.

"Hey!" The commander said as he drew his weapon. "That is a national hero you know, you're disgracing him!" He shouted.

"Death to you, imperialist!" One of the younger blacks said, as he waved the red flag faster.

"You're not true communists." Suzaku said as he got closer. "Now get off that statue. I don't want to spill any blood today." He stopped at two meters away from the statue. "And aren't you supposed to, like, like the guy whose statue you're on? He did abolish slavery, and made you all free."

"We were never free!" Began shouting another one. As he said that, more people began approaching from behind the statue. The commander shot two shots in the air.

"Halt!" He shouted but they did not stop, he turned around and made a signal to the gunner to open fire. He barely managed to take cover by the side of the jeep before the gunner began opening fire into the crowd. The commander got into the car and took the radio.

"We are in Wilson Square, under attack from rebels, send another patrol here just in case we cannot beat them." Soon another jeep approached the area and too began opening fire. After three whole minutes of continuous fire from both MGs, the attackers were all almost dead. The statue of King Wilson was almost destroyed, riddled with bullet holes, and covered in blood. The commander then got out of the car, and ordered everyone else besides the gunners. They all took their side arms, and their standard issue Type-98 rifles, and began checking the remains of the rioters, when they found one whose leg was bleeding, but who managed to crawl, through the remains of his comrades, he was singing:

"Do you hear the people sing?
Singing the songs of angry men?
It is the music of the people"

Before he was turned around by the soldiers.

"Guys, we've got a live one." Suzaku said as he called to the others, who soon formed a perimeter around.

"Death to you, imperialists..." The person said almost silently.

"What did you say?" Suzaku placed him against the statue's base then grabbed him by his collar. "Say it again, louder!"

"Death to you, imperialists." He managed to say.

"Louder!"

"Death to you imperialists!" He shouted.

"Better." Suzaku aimed his pistol at the rebel's head and pulled the trigger, before realizing. "Damn, and now I've got blood on my newly cleaned SD uniform." He then stood up and ordered everyone to return to the cars, but not before setting fire to one of the dead men. "It'll clean itself." He thought as he put the lighter back in his pocket, and got back in the passenger seat, then took the radio.

"Anything of notice happened?" Asked the operator.

"All quiet on the Northern Front." Suzaku said as he sighed. "Though you might want to send a clean up crew and establish more checkpoints around Wilson Square."

"Roger that."

Suzaku put the radio back, as he said:

"Back to base, everyone. We've seen enough action for a week."

"I hope they give us a patrol down south next week, I heard it's peaceful and there's barely any resistance." said the driver.

"Yea, us too." Said the others.

"I'll try to get us that then, it'll be a nice break."

The rebel's loudspeakers could still be heard in the background, shouting their useless propaganda, their last string of hope in the fight against a superior enemy.

The New Konigstadt Pact

  1. The New Konigstadt Pact, henceforth referred to as the NKP, is a joint military alliance, aimed at developing mutual military cooperation, standardization, and mutual defence among its members.
  2. The founding member nation of the NKP is the Kingdom of Candanadium. At the time of writing, the members of the NKP include the Empire of Amurria, the Federal Republic of Rostokia, the Federation of Adryia, the Margravate of Slane, and the Kamchan Empire.
  3. All member nations of the NKP have the right to request NKP aid, be it military or civilian, in times of war, domestic conflict, insurgency, emergency, or whenever it is deemed necessary. When aid is requested, all member nations have the obligation to take up arms.
  4. The NKP High Council is the ruling body of the NKP, to be chaired by a representative of the Kingdom of Candanadium. Every member nation has the right to send one permanent representative to the NKP High Council, no more, no less. The headquarters of the NKP High Council is New Konigstadt.
  5. The NKP High Council will have the power to declare war against foreign nations/alliances through unanimous vote. Minor decisions, such as the adoption of a standardized helmet within the alliance, will only require a majority vote in order to pass.
  6. Any nation may be removed from the NKP if a vote of no confidence is passed unanimously (with the exception of the offending nation) in the NKP High Council. Votes of no confidence may only be called on the basis of treason, espionage, or collaboration with the enemy.
  7. NKP members have the right to host NKP military bases on their sovereign territory, be it joint bases or individual foreign bases. Such bases will only be established following a decision from the member state’s legislative body or head of government/state.
  8. In the unlikely event of armed conflict between two NKP nations, the aggressor will be immediately expelled from the NKP. Though member nations have no obligation to take up arms against the aggressor, should they join the side of the aggressor they will also be removed, as such an act will constitute as collaboration with the enemy. The NKP High Council will do everything in its power to prevent such conflicts from breaking out, including hosting joint talks and negotiating in behalf of other nations.
  9. NKP Protectorates are hereby defined as defeated enemy territory in times of war under the joint administration of whichever NKP forces are present in the area.
  10. The NKP High Council may choose to extend an invitation to join the NKP to any sovereign state after a vote of majority. One-party states, dictatorships, absolute monarchies, and other forms of totalitarian states will not be permitted to join the NKP.
  11. Should the government of any NKP state collapse, whether from revolution, civil war, or coup d’etat, they will be permitted to set up governments-in-exile in fellow NKP member states, and will retain the same rights as a full member of the NKP, save for a permanent seat on the NKP High Council.
  12. All NKP nations are recommended to allocate at least 2% of its yearly GDP to defence.

The Great Hall was lit by three crystal chandeliers, a gift from one long-dead Prince of Oseania,
glimmering and refracting sharp rays of light to all the corners of the hall. A long table was placed in the centre of the hall, with the eagle and sun of the NKP hanging above the blazing hearth. A flag-holder containing six flags sat at the centre of the table. The Prime Minister of Amurria, usually talkative and direct, fiddled with her pen as Chancellor Bernier cleared his throat. The Margrave of Slane shifted in his seat uncomfortably as the Lord Presider whispered something to him in Slanean. President Cuomo of Adryia was reading something that had been handed to him by a guard, his brows furrowed in confusion. President Wellington of Rostokia was drumming his fingers on the table impatiently. He had been in the capital for weeks, but the Chancellor had never found the time to meet with him, with Privy Council sessions and military conferences over the issue of Belkhomir, and Empress Mariko of Kamcha was plainly bored. She rolled her eyes at Chancellor Bernier as she said something to her advisor. Maxime thought of breaking the silence, but was unsure whether he should address the group in Letuskian or Kanadiaans. The Margrave of Slane and the President of Rostokia would understand him well enough if he spoke in Kanadiaans, but he doubted the young Kamchan Empress spoke either tongue, and the last time he had met with Prime Minister Isuzu they had conversed through a translator. He sighed.

“Your majesties, your excellencies, and fellow members of the NKP, I would like to thank you for joining me at the first Joint NKP Conference. Today, we make history. Shall we begin?” He grabbed his copies of the NKP constitution and rose. Margrave Alexander nodded in approval.

“By all means, proceed, Chancellor.” President Wellington of Rostokia spoke Letuskian fluently, with only a trace of a Rostokian accent that was only noticeable on words like “proceed”, where he would roll his Rs. Maxime looked around the room to see the reaction of his fellow heads of state. The Kamchan Empress didn’t seem to understand the Chancellor’s brief speech, and gestured to her translator, who was standing by the door. President Cuomo finished reading what he was holding and looked up.

“Very well. I have here six copies of the Constitution of the NKP, titled ‘The New Konigstadt Pact’, for obvious reasons.” Maxime passed the stack of papers to Prime Minister Isuzu, on his right, who took one and passed it on. “I would ask that each and every one of you ratify this document. If you have anything to add, we will be putting it to majority vote.” There was a pause as the gathered delegates looked over the constitution. The Prime Minister of Amurria was the first to finish reading and begin speaking.

“Chancellor Bernier, I’m not sure whether you have received the Emperor’s telegram or not, but His Majesty did inform you of our plan to construct a canal through Chijema. We are all aware that the Ryvernian menace holds a dominating presence over the waters in Jua and Chijema, having control of the only passage which links north and south, east and west. By constructing this canal, we are asserting the dominance of the NKP in the south. This canal would sever Great Letuskia and Chijema, through three control zones, to be jointly administered by all NKP states. I have taken the liberty of drawing up a diagram of our plans for the canal.” The Prime Minister drew into her bag and pulled out a map, and spread it out across the table.

“The Santa Clara control zone would be administered by Amurria and Rostokia. The Santa Maria region will be solely held by Amurria, and the Santa Europa region would be under Candanadian administration. On the subject of the NKP constitution, Amurria is willing to approve it under the condition that work on the canal begin immediately.” She finished her speech, and the Chancellor breathed a sigh of relief.

“I have been made aware of the canal plan, however, the magnitude of the project is immense. What is the estimated cost and completion date of this project? As I’m sure you’re aware, the Candanadium Defence Forces’ budget has already been stretched thin this year.” The Chancellor asked, not unkindly. This canal project was ambitious and a bold move on the Amurrian’s part. Maxime knew that the Amurrians hated the tribes of Ryvern for holding on to the most precious passageway in the world, and this canal would serve as a slap in the face to Kituo. Maxime took another look at the map, and saw three planned cities. “Will we also need to construct new cities out of nothing, on the other side of the world?”

“The project is expected to be finished in ten years, and while the CDF’s budget may be stretched, the Imperial Armed Forces agree to fund the work on the canal. We are ready to begin work on it, and our budget has been planned accordingly. The cities are at the moment small villages, which we will expand into being able to house the workers on the canal. We will use a local labour force for the construction.”

They are eager, Maxime thought. They’ve been planning this move for a while. The Narrow Passage has always been a pain. “Very well.” He nodded. “I will confer with His Majesty and the Privy Council.”

“Regarding the canal, Rostokia will be willing to cooperate in any form possible on this project, seeing as we are the closest to the planned location of the canal.” President Wellington also took a look at the map. “The constitution seems to be in order.” He added, looking at Maxime. That’s two down, he thought.

“Your majesties? What are your thoughts on the proposal, and on the constitution?” Maxime gestured to the Margrave and the Empress. The Empress said something to her translator as the Margrave took off his reading glasses.

“Slane is not bothered by waterways on the other side of the world. The threat of the Zephyrian, however, is a concern most pressing to Slane. It is why we are here at this conference. Regarding the constitution, Slane is with you, however, we will not be joining in the construction of the canal.” The Prime Minister seemed unfazed. Her plan had not included Slane, an insightful move.

“I understand completely. Zepheros is a very real threat to all of our North Dimonian nations, and it is partially why we have come up with the very idea for the NKP. I promise you, sir, that should the Zephyrian come back again, we will make Agros Miseriae look like a training exercise. They are no match for our joint strength.”

“That is most reassuring to hear.” The Margrave signed his name at the bottom of the constitution. President Cuomo signed his as well.

“Adryia is with you. For too long we have been without allies. The Zephyrian is a threat to us as well, and the Ryvernian Narrow Passage disrupts trade on all sides of the Tai’hei.” The Kamchan interpreter finally spoke up.

“Her Majesty is pleased with the constitution. She wishes that Candanadium and Kamcha should be united, as the growing threat of Zepheros looms over us all. About the canal, Her Majesty does not object, however, Kamcha will not be providing funds or labour for the canal. For now, we must focus on domestic issues.” The Kamchan Empress also signed her name.

“All NKP nations will be permitted to use the canal, free of fees or taxes. However, we ask that all member nations provide naval security for the canal on a rotational basis.” The Prime Minister announced.

“Very well. Seeing as the constitution has been ratified by all members, we shall break for lunch. Prime Minister Isuzu, will you join me? The Grand Admiral would like to meet the engineers of the Akai, and I have yet to raise the question of the canal with him.” Maxime asked.

“Certainly.”

“If that is all, this meeting is hereby adjourned.” Maxime announced. “Feel free to explore the Chancellery grounds. His Majesty will be joining us this afternoon.”

The Rear Hall, a dining room usually reserved for the Chancellor’s family, was one of the more private spaces in Deepwood Hall. It was decorated in the traditional Oseanian style, with a moose’s head hanging above the brazier. A larger portrait of Chancellor Robert C. McKenzie standing outside the Royal Residence adorned the wall, High summer in New Konigstadt was sweltering for the locals, with temperatures of up to twenty degrees Celsius. Prime Minister Isuzu, however, found it relaxingly cool, compared to the heat of Amuru. The same could not be said for the Chancellor, who dabbed at his forehead with a napkin. The Chancellor sat at the head of the table, the Prime Minister opposite him. The Grand Admiral and the Prince of Summerhall sat to the Chancellor’s right, and the Captain of the HIMS Akai and the Amurrian Minister of Foreign Affairs was on Maxime’s left. The appetizer had been a traditional Candanadian Kartoffelnsalat, rich with mayonnaise and potatoes. As the servants cleared away the remnants of the appetizer, the Grand Admiral reached for a piece of rye bread and buttered it while the Prime Minister started speaking.

“Amurria is willing to ratify the constitution, provided we do begin work on the canal. We already have a fleet on stand-by at the location of “Cape Amurria”, and work can begin at a moment’s notice.” She explained, wiping her mouth.

“The closest Candanadian fleet would be the 3rd Southern, stationed near Maple Bay, but they are without their Admiral and flagship. There is also the question of labour for the project. In Candanadium, we do not put our prisoners to work.” The Grand Admiral put down his knife and took a bite of his bread. There was an icy edge to his voice, and the Chancellor gave him a glare.

“What the good Admiral meant to say was that we do not have many human resources to spare.” Maxime glared at the Grand Admiral again. “Forced labour is indeed a sentence under the Military Code of Justice of Candanadium, however, I fear our misbehaving soldiers and Marines will not be enough for the construction of the Chijema Canal.”

“Our plans include the use of a local work-force, or prisoners from Koria. As for the fleet, we already have one stationed at the location.” The Prime Minister pretended not to notice the Grand Admiral’s remark. “Speaking of prisoners, wouldn’t this be a good time to put the Belkhomirian dissenters to work?” Maxime sighed mentally. He had dreaded the topic of Belkhomir. The situation was as complicated as it could get, and putting the Belkhomirians to work would only stir the boiling pot of interracial tensions.

“It is true that there are, indeed, certain troubles plaguing Belkhomir at the moment. However, there is no such thing as ‘dissent’ in Candanadium. The concept of a ‘political prisoner’ does not exist. The Belkhomir Independence Army, if it can even be called that, is nothing but a group of domestic terrorists and will be prosecuted accordingly., and we prefer to keep our domestic terrorists locked up in high-security prisons.” Maxime finished with a small smile. “My colleagues in the Conservative Party have made their disdain for our current state of affairs quite clear and there are many who agree with them, so perhaps this time next year you’ll be dealing with a different man.”

“While it is true that our legal systems differ, and that law-breakers in Candanadium receive different punishments than those in Amurria, the captured Belkhomirian prisoners would serve as a great workforce, with little to no maintenance. Of course, if His Majesty King William disagrees, we may use the locals as a workforce, too.”

“Regarding the question of the use of the local population, would they be paid fair wages, or would they be turned into another source of forced labour?” The Prince of Summerhall suddenly spoke up. “My royal father is not exactly a proponent of the concept of slavery. The Oseanians kept slaves, and it is partially why we are here today. Most of the men in this hall were descended from escaped Oseanian slaves, myself included, if the rumours can be believed.”

“Slavery in Amurria was outlawed in 1919, as King Wilson of Koria’s last wish. The locals will receive enough money to be able to live in the cities we will build, but if we expect to finish this canal in time, their working conditions may need to be overlooked.”

“His Majesty will be glad to hear of it. Speaking of cities, how would the administration of the canal regions operate? You have granted us a control zone, correct? Would the control zones be under joint NKP administration?” Maxime asked.

“The whole area of the Chijema Canal will be administered by the NKP Council, but each control will be administered by the nation to which it belongs, as they see fit, as long as they do not compromise the operation of the canal.”

“I had a thought that we could operate Santa Europa like a third Special Administrative Region. The system has worked in Farinsel for the past hundred years, and if we do promise the natives self-governance, it only serves to promote harmony between the NKP and the Chijemans. Of course, there is still the question of a currency, flag, and Chief Executive, but that will be addressed once construction begins.”

“The operation of the control zones is up to the nation to which it belongs. For example, Santa Maria will become an ’overseas territory’ of the Empire, with its capital in Cape Amurria. It will be treated just like a state within the Empire, subject to the same laws, and its inhabitants given the same freedoms.”

“Has Amurria sent envoys to the region to discuss the construction of the canal yet?” The Grand Admiral asked.

“I can assure you that our fleet in Cape Amurria had already settled the issues regarding the construction of the canal, and, as we speak, the workers who were brought with the fleet are working on building a harbour, to house the transport ships.”

“If all is in order, then I shall convene the Privy Council in full. The advice of the Chief Executives of Farinsel and Belkhomir will be immensely beneficial. We will be seeking to establish a permanent military base in Santa Europa, and a presence of the Royal Candanadian Navy is definitely in order.” Maxime finished. “Ah, here comes the entree.”




“Ladies and gentlemen, may I present His Majesty, King William of House Magnar, Third of His Name, King of Candanadium, Defender of the Dominion, Light of Farinsel, Defender of Belkhomir, and Shield of the True North.” Maxime announced, as the King hobbled in, leaning on a cane. The Margrave of Slane rose to shake his hand.

Ach, Alexander, keine Notwendigkeit für die Formalität. Wie ist kleine Otto?” The King and the Margrave chuckled.

Laut und unhöflich, wie immer. Wo ist Henry? Ich habe Herman gesehen.” The King took a seat, and the Margrave followed.

Henry, er ist im Neuschlosshafen. Eine Marineparade. Wir sollten sie nicht warten lassen.” The King concluded. “I do apologize for the delay, Your Majesties, Your Excellencies. Please, let us begin. I understand that the constitution has been approved, and we are now on the topic of a canal through Chijema?” The King asked.

“Indeed, sire. Prime Minister Isuzu has proposed the building of a canal through Chijema, to create a second waterway through the continent. The Ryvernians have been guarding on to the Narrow Passage like a rabid dog guards a bone. It’s about time that we asserted our dominance on the seas.” President Wellington of Rostokia was one of the canal’s most fervent supporters, and for good reason. The Power Five were all located in Rostokia’s backyard, and every time a Rostokian ship tried to sail the Narrow Passage, more often were not they were held up for weeks at a time.

“I see.” The King remarked. “And Candanadium has been granted administration of a control zone?”

“Yes. The canal will be built in a joint effort by the NKP, with the help of the local populations.”

The Kamchan Empress said something to her interpreter again.

“Her Majesty wishes to remind the NKP High Council that not all NKP nations will necessarily be partaking in the construction of the canal. Kamcha has decided to opt out, and so has Slane, for that matter.”

“Perfectly understandable.” The King nodded to the Margrave. “Now, I do believe that we must address the question of sending permanent representatives to the NKP High Council. Seeing as all of your nations have embassies in New Konigstadt, we are willing to aid with embassy expansion efforts in order to accomodate a permanent representative. There is also a question of headquarters for the NKP. A section of Parliament Hill can be reallocated for the NKP conference chamber in the future. The Privy Council will be convened to discuss the governance of Santa Europa, and we expect the same will be done for the two other control-” The King suddenly stopped talking, and clutched his chest in agony.

“Your Majesty?” Prime Minister Isuzu asked.

“He’s having a heart attack!” Maxime realized. He grabbed the telephone on the table. “Call an ambulance, now! The King is having a heart attack!” Maxime turned back towards the gathered heads of state. “Meeting adjourned. President Wellington, President Cuomo, would you please aid me in helping the King to the door?”

“i can't believe this, God. Everything is going to hell. WHAT IS HAPPENING! Why is it that one day, everything is going fine, then the next our allies are crippling.”

“This is bad, really bad. I had just made massive reforms in building new factories and such, yet i still do not have any of the tractors promised to my by Ryvern! we will go into crisis as our allies have! I need those tractors for my reforms to succeed. Send a few cargo ships and 3 company’s of troops to Ryvern to just take those tractors. Since their government has gone to its knees no one should be able to stop the troops. I don't want any excuses, i will not be remembered as a president that did nothing for his country.”

“The whole fate of Osarkia could depend on these reforms, some people are still using old manual methods of farming, increasing the production will allow for economic success for Osarkia. If the Tractor's are not acquired we will not be able to pay off the massive debt that accumulated for the building of all the new factories and infrastructure. I want the troops and cargo ships sent out as soon as possible, if there is any trouble in Ryvern, tell the troops to handle the situation appropriately. I am going to leave to my office now, you all discuss and formulate a plan to put my thoughts into actions.”

"Your Majesty, we have received news from our fleet in Chijema." A general said. "It seems the United Tribes of Ryvern fell into anarchy, as each tribe fell into conflict with each other, effectively destroying any form of centralized government."

"These are wonderful news, and this means we can direct our attention towards Zepheros. But we will still need to maintain a presence in there." Jax said.

There were certain times, not many times, but some times when Maxime missed good old Polaris Hall. August in New Konigstadt was a boiling 25 degrees, and he was thoroughly soaked, in his signature navy blue suit. The Chancellery gardens were thriving in the August heat, with tulips, roses, chrysanthemums, and trilliums in full bloom. Among this sea of reds, oranges, pinks, and greens, Maxime stood out like a sore thumb. He took a sip of his iced tea, then continued down the footpath back to his office, through the old walls and into the manor. The sickeningly sweet and sour scent of rotting apples hung over the garden, and Maxime kicked one of them out of his way as he opened the back door of Deepwood Hall, reemerging into his office. The NKP Constitution had been ratified, and the Margrave of Slane decided to extend his visit. This time of year was slow, and Maxime was somewhat grateful for it. The King's condition was relatively stable now, and he was conscious enough to talk.

"Admiral Michael Steiner, sir, of the 3rd Southern Fleet. He comes bearing news about Ryvern." His secretary greeted him. The Admiral in question stood behind her, his hat in hand. The Admiral snapped a salute, and Maxime returned it. This visit had been a surprise. He knew that the Aurora Borealis had docked in Nordport a few months ago, wildly off schedule. The Grand Admiral had demanded an explanation, and now it seems the situation had escalated beyond his authority. Maxime opened the door to his office, gesturing for the Admiral to enter.

"Please, have a seat." Maxime said as he walked around his desk and sat down in his own chair. "I understand that the Aurora has recently returned from a patrol in the Sea of Ryvern?"

"Indeed, sir." The Admiral nodded. "I flew over from Nordport yesterday. Our original orders included instructions to sail the Narrow Passage, and meet with the Ryvernian government if need be. We were docked in Canborat for two weeks, with no reply from the Ryvernians." Maxime furrowed his brows in confusion.

"That is most irregular. What was the cause of this delay?"

"You haven't heard, sir?" The Admiral seemed surprised. "The Ryvernian government recently collapsed into anarchy, after infighting between local tribes. The whole country is ablaze, Kituo is bombed out, and there was nobody to stop us from sailing the Passage. The Coastal Defence Fleet was all but destroyed, by one tribe or another." The Admiral shook his head. "I feel I must agree with our Amurrian friends. The Ryvernians are indeed savages."

Maxime was too shocked to say anything, his mouth slightly agape in surprise. A bee buzzed in through the open window of his office, and was blown away by a sudden gust of wind. His secretary knocked on the door, then came in with two glasses of iced water.

"Thank you, Alice." Maxime said, snapping out of his trance and taking the water from her. "Saint Ryvern is no more. How were we not informed of this immediately? You do have functioning telegram equipment aboard, do you not, Admiral?"

"That was our predicament, sir. Our radio and telegram equipment broke down after leaving Canborat. Since Oseania is in civil war, we had to resupply at Uusi Mannerheim, where we sent a message to Naval High Command. The Grand Admiral thought you were already informed."

"What about the rest of the Power Five? Yetkia, Osarkia, Vincere Terrae, Spayya, what of them?" The Chancellor demanded.

"Vincere Terrae is silent and hostile, as usual. Yetkia has fallen into chaos as well, and there is no word from the Spayyans. The Osarkians panicked as soon as they found out. They rely on the Ryvernians on everything from towels to tractors." The Admiral explained. This was good news for the NKP. Instead of building a costly canal through Chijema, the NKP could now seize the Narrow Passage for its own use.

"Thank you, Admiral. May R'hllor guide us through these times of darkness."

"And you, Mr. Chancellor."

The Privy Council and the NKP need to be informed now. We need to figure out what to do with this power vacuum. Maxime thought, as he took a sip of his water.

It was the day after the signing of The Konigstadt Pact that Margrave Alexander decided to walk around in New Konigstadt, the capital of the Kingdom of Candanadium. He walked around the city looking at shops that sold rare wares, at a market that sold solely goods found from this region, and perused through several book stores to see books only to be found in Candanadium, he also bought a toy for Otto, and a doll for Margarete. Along with the Margrave was his aide Joakim, a friend of the Margrave since they were in middle school. Joakim was a quiet and stern personality, but he could also be the loudest in the room if with the right company. The two sat down at a local restaurant and ordered what they wanted.

"I'll have the Currywurst mit Pommes und Salat, along with a glass of water please.'" said the Margrave.

"I will take a Fleischplatte please, and a glass of water as well." said Joakim.

"Milord." Joakim asked after the waiter left. "Why did you want to eat out here when you could've eaten at the residence provided here?"

"Interesting question Joakim. You see, I wanted to see how much our people are alike, that despite living on separate islands and landmasses, that we are still brothers and sisters united by culture, language, and blood. And it's interesting to see that they treat us so well, we may more or less be considered outsiders, or our culture inferior to theirs, but they treat us like brothers and sisters. And for this, I have to hope that us Slaneans will be too."

"I'm sure we will milord, after all, we have you to look up to. You've been a beacon of kindness and generosity to all of us." Joakim responded as he took a piece of his flatbread.

"That's what I'm hoping for." Alexander replied looking around and seeing the beautiful park they were eating in front of.

As the night went on, Alexander and Joakim stayed for a few more hours at the restaurant They were talking as friends, not as Margrave and aide. But as they stood up, a man pounced on the Margrave and attempted to thrust a dagger through his neck, but Joakim was quick enough to wrestle the man away and knock him out with a chair. On the body were two letters. one with a face of the Margrave and text underneath saying "Target", and another addressed to the Margrave from an unknown sender. How did it get here? Who gave? Millions of questions ran through the Margrave's head. And slowly, Alexander opened it, it wasn't one of those letters that had a trap when you opened it. But it did contain something menacing. A death threat targeting the Margrave himself.

"Quickly! We must leave this country. Make haste for the royal residence, we need to tell the Crown Prince of this." The Margrave said dropping everything but his sword and pistol. Joakim running by his side.

Upon arriving at the royal palace, Margrave Alexander sought the attention of the Crown Prince, but before continuing, he turned to Joakim

"That man looked like a Belkhomirian... but why would they target you?" Joakim said panicking.

"It might be because we allied with Candanadium, that man must've been sent by the Belkhomir Independence Army. We need a way out soon" Alexander said trying to calm down Joakim.

"Take this cloak and book us a way out of here, make sure nobody sees you and knows you're affiliated with me. And take this," Alexander said handing him a pistol. "Be careful Joakim." Alexander said putting a hand on his shoulder.

Joakim, now teary eyed, looks up and says. "You too Alexander, may God be with you."

The Margrave waits to meet with the Crown Prince, and 5 minutes later Joakim leaves out another door hidden enough from peering eyes. Minutes later, the Joakim is sprinting through narrow streets avoiding anyone at all costs, but a massive fireball consumes the dark blue sky. The restaurant where the Margrave was residing was torched by whoever sent the man and the threat. Time is of the essence. The Margrave must make it to safety at all costs, lest the future of Slane be in peril.

Greetings to the mighty Amurrian Empire. This telegram was sent to inform you that in the recent events of many country's in Osarkia's political power sphere imploding, we need new economic connections. Osarkia is ripe for industry to prosper, she just doesn't have the industrial base to do so. Seeing as Amurria has a sizable Industrial base,I, President Ulbrich personally invites these company's to set up Osarkian Departments.

Osarkia is Ripe with opportunity. For example, recent economic reforms were put into place that built infrastructure to handle a great agriculture yield, yet we don't have tractors/equipment to produce the said agricultural goods.It would be great for both of our nations if a corporation set up here to build tractors for one example. We have many more needs, which many corporations could fulfill.

Lastly, our policy's would welcome Amurrian corporations, as Osarkia has a low industrial tax in respect to other nations. Osarkia also has a lower minimum wage in respect to other nations. If corporations of the Amurrian government itself would like to set up negotiations, Osarkia is ready.

"Mr. Speaker, it is with a grave heart that I announce the permanent deployment of troops to Belkhomir. The Royal Belkhomir Regiment will be hereby dissolved, and replaced with the CDF Belkhomir Task Force. Foot patrols with increase in urban areas, and the Royal Belkhomir Constabulary will be bolstered with Military Police from the Army and Marine Corps. His Royal Highness the Crown Prince has doubled the amount of guardsmen in the Royal Residence, and the Margrave of Slane will be protected at all times by a squadron of Royal Guardsmen." Maxime took his seat. The applause from his party was modest, and all eyes were on the leader of the opposition. The Honourable Andrey Schultz was a native of Neuschlosshafen, holding the seat for the riding of Neuschlosshafen-Port Town, a long-time Conservative riding. New Oseania had always been a Conservative province, unlike the Northern Isles or Fischerstaat, which were always Constitution strongholds. Maxime's own seat was Polaris Hall, the riding that was named for his family's ancestral home. Over the years, three Lord Berniers had sat in the House of Commons as Member for Polaris Hall, though only two were members of the Constitution Party.

The Speaker of the House was trying, in vain, to quench the hecklers on the other side of the House.

"Order. The Honourable Member for Williamsburg Bay will come to order, or he will be removed from the House." The MP in question shouted something obscene at the Speaker, and two security guards approached him and escorted him out of the hall. The Speaker sat back down and gestured to Schultz. "The Honourable Leader of the Opposition has the floor."

"Mr. Speaker, just weeks ago the Right Honourable Chancellor was lecturing the House about the Treaty of Schwannburg, and how it was meant to bring 'peace for our time.' Now, Mr. Speaker, we witness the peace that it has brought to our time. The streets of Schwannburg and Hoffnung scream obscenities at our men in uniform as they pass, the Belkhomirian prowls our cities, attacking our guests and our people. The Constitution Party has failed us, once again. That is all, Mr. Speaker." Maxime's heart sank as the House broke into applause. His own side tried to hush out the applause with heckling and shouting, but Maxime waves them down.

I've been a hell of a Chancellor. He thought, as he picked up his briefcase and left the room.

Traditionally, Constitution Day was the last big hurrah of the year as Candanadium braced for the coming winter months. Floats, parades, music, speeches, and festivals were common throughout the country, but in Belkhomir, the streets were silent as the Kingdom of Candanadium celebrated its 157th birthday. The white ensign of Belkhomir flew below the crowned maples over the solemn town as a small crowd gathered to watch the Marine Corps band play Waltzing Matilda as they marched down the street. All was calm in Schwannburg, a calm that was unusual for the city.

Across the street was a Mirskai-class tank, parked against the curb. Its commander poked his head out of the hatch and watched the parade with a distant gaze. There was a small stand selling fries and Vanta-Kola, and another stand selling Currywurst, but otherwise the square was as quiet as it usually was. The statue of a long-dead Belkhomirian king had been destroyed in August by loyalist counter-protesters, and it was now replaced by King William III, hand on his sword. In his other hand was the royal sceptre, topped with the Belkhomirian eagle. Graffiti covered the base, no matter how many times it was painted over. A group of children scrambled to get out of the way as a squad of fully armed Marines made their way down the other road. The Chancellor's order of permanent deployment was plastered everywhere, on black and white posters. Some had been defiled with the Belkhomirian colours, but they were soon replaced by yet another. With elections looming close next year, nobody knew what would happen to the government, nor what would happen to Belkhomir.

The Troubles of Belkhomir, some called it, but little did they know, the real troubles were just beginning.

It was an oddly warm late-autumn twilight with a sky studded with stars that hung over the long-standing citadel at Arce. Nestled atop the mountain, the walled-in tiers of the city jutted out over the promontory cliffs that the city rested on, a proud spire that illuminated the mountainside.
The metropolis was still bustling with life at this hour, even more so in the paved city square. A man stood at a podium, giving his words to a thousand at least, all huddled around the riser at the center that obscured the fountain in the plaza from their view.

"--Do you remember faith as it was from the past? The kind from those years ago that brought us to prosperity across the continent?"

The spruced and gleaming middle-aged figure of Narvik Devon stood at the podium with the pedestal microphone hanging dutifully on its post within inches from him as he examined the faces in the plaza.

"That same profession led us to our destruction, with the false god Atreo and sparring of his sons, all claiming their divine right. But alas, our oaths of faith today have been taken under our Emperor's control."

A calm breeze blew through.

"But say, aren't our freedoms what keep us content as a nation? What stabilizes us?"

There's a small collective murmur.

"The Emperor seeks to strengthen our ties to the old faith, and with what? He takes away your right to worship who you want. Two curses, to your own people!"

The crowd's voices rose in cries of protest, following his words, against the legislation that had passed not even the week prior.

"LC-112340-1 is an act of tyranny, one that strips away our right to follow whatever gods or moral code. Above all, it singles us to our old faith that, despite the unity it brings, will only bring future strife! Join me, and we'll fight this together, as a people!"

The crowd erupted into a flurry of applause. But a background sound pierced the air from perhaps a block away from the city square.

A rumble rattled the stones, and the cheers died to nothing in an instant. Narvik's grip on the podium tightened as a cold breeze tore across the clearing. It was... a large diesel engine.

His entourage looked at each other uneasily.

A shout emerges from the expressway.

"Nemo movere! Manere tranquillitas!"

"What? What's going on?"

"Nolite expavescere!"
"Impetro tergum!"
A horde of policemen, Imperial Sentinels, and Terra Exercitus personnel advance, forcing themselves ahead and compressing the mass of the crowd into the walled-off clearing, the center of which sported the fountain and podium alongside. The horde is squeezed into the plaza as the six-pronged crests on the turrets of a pair of EMA-90M medium tanks.

An old man reaches up to Narvik from the crowd, holding out his hands.
"They're here for you, Mr. Devon. We can get you out! Let's go, I implore you!"
"I don't see any other options!"

Narvik drops down from the podium as another figure with a hooded sweatshirt slinks by him, and he swore he caught the flash of something silver...

But in a moment's breath, he's gone.

The two tanks and military personnel were joined by a jeep with a mounted machine gun and an EMA-37/20H, a heavy IFV.

"What, are they ready for war now?"

Narvik, with the bearded elder in front, slinks between the bodies of the crowd, eyes fixed on an alleyway on the far side of the plaza, well away from the road.

Citizens of Arce were being sandwiched into the walls as the mass of steel and the figures of the soldiers pushing on them.

Narvik and the old man reach the opening to the alley, where Narvik turned back for not more than an instant to see what was happening.

A single cry pierces the still air, one that overcame all other noise.

Narvik's blood ran cold.

Somebody yells, "GUN!"

Four booming thumps of shots erupt from the front of the square, in a rapid exchange.

And all hell breaks loose.

With the sudden panic of a startled stampede, bodies barge over one another to escape the chaos, and as civilians surge toward the militia's line, the soldiers panic.

The once-calm sound of the breeze is shattered with a bloody ensemble of gunfire, shell casings, the panicked screams of horror and howls of agony. The bullets cut through the masses mercilessly, tearing through man, woman, and child alike.

Narvik rips his eyes from the sight and follows the fortunate souls at the back who had time to flee to the alley.

Within minutes, the square was desolate, littered with the lifeless, cold corpses of over a thousand innocent people and the casings of the bullets that had killed them.

The once white cobblestones now rested awash with a bloody red glaze.

This would not go unavenged...

Zepheros had been keeping the entire massacre under wraps for the last two months, and from the outside, it seemed that tension was still in the air, but... nothing too serious. That was the country's nature. Something was always brewing, but yet again it was largely ignored by the world. Zepheros was still rather docile. They'd keep to themselves, right?

But then a single newspaper article begins to surface in other countries on the continent. It's the November 27th issue of Caesarea Nuntius, The Imperial Messenger, the most prominent media distributor in the country.

Dissidents from Zepheros, having fled their country in light of tightening religious persecution, see the news as an opportunity, and sneak back into Zepheros to obtain copies of the story, knowing how under-wraps it is. With them, they traveled far and wide across the continent, spreading these clippings around. They use it as proof as to why they left their country in the first place. Copies travel by any means they find themselves on, air, land, and sea.

It was only a matter of time now.

Aboard the HIMAS "Southern Sun", Osarkian Federation, January 1941

"Their infrastructure is non-existent, and their transport system is from the other century. Reminds me of southern Koria a few years ago." Takashi thought. He was the head of the Tsubashi Zaibatsu, the main corporate conglomerate in southern Amurria. He was ordered to go to the Osarkian Federation to discuss the industrialization of the nation. "Poor guys are giving up their own nation to modernize, oh how sad." He mumbled, almost sarcastically. He was aboard the HIMAS "Southern Sun", the zaibatsu's own aeroshi. While there were not many landing spots for such big airships, there were a few, and luckily close to the capital, Canborat.

"Excuse me, sir?" Asked his secretary. A 20 something woman. Most likely took this job as a way to gain fortunes quickly, but unfortunately it did not work. Although she did become Takashi's secretary, accompanying him in his travels.

"Yes, Ekaterina?" He looked to her, away from the window.

"Are you sure we should invest in this..." After a moment of silence, she found her words "poor nation?"

"This is the Emperor's order, and the labour here is pretty cheap, combined with access to local resources, many of which the Empire is lacking, especially in oil reserves. After all, we need oil to keep our grand navy afloat, and the workforce to produce weaponry."

"But what do they want in exchange?" She asked, leaning against the room's wall.

Takashi looked out the window and with a smile, said: "Tractors."

Ekaterina chuckled. "Really? That's what they want? You sure?"

"Yeah, apparently they are in need of tractors, and an industry." He said as the aeroshi passed over a farm.

"What's the catch?" She asked.

"No catch, we just pay them taxes, like we do back in the Empire. The Empire had found it that the entirety of Osarkia will be given to us as a market, meaning the only competition are local companies, which aren't much of a competitor." He smiled, as Canborat came into view, and the aeroshi began slowing down. "Looks like we arrived."

"Mark? Are you sure this is safe?" Emilia called to him, teetering by the edge of the ice. Every January, the waters of Maple Bay near New Konigstadt would freeze over, and the locals would bring their skates and hockey sticks for a game on the water. Of course, there was no shortage of couples out for a pleasant skate around. There was talk of setting up a designated skating area, or banning access to the bay entirely, since every year there were bound to be some who fell through the ice or broke a hip or tailbone. To Mark, it was all nonsense, but this was Emilia's first time on the ice.

"Absolutely. Look at all those people out there! It'll be fun, come on!" He took Emilia by the hand and led her out onto the ice. The snow was falling steadily, flurries of white drifting across New Konigstadt. Once more, winter was upon the land. This time last year, I just met Emilia. Mark suddenly realized. Damn it, I'm forgetting something.



House of Commons, Parliament Hill

This latest session of Parliament has been unproductive so far, Maxime felt. The Opposition had relentlessly criticized Maxime's government again, just in time for the elections in a few months. There were no questions of importance, and the few bills that were being drafted were not getting enough signatures. Maxime took a drink of water and played with his pen as the Speaker called upon another Member to speak.

"The Right Honourable Member for Nordport-Old Harbour." This made Maxime sit up in surprise. The Member for Nordport-Old Harbour was one Aerys Vincentius, one of Candanadium's most controversial MPs. Vincentius had been born in Arce, the ancient Zephyrian stronghold, and lived there for most of his life, even serving briefly in the Zephyrian armed forces. At the age of 35 he had defected to Candanadium, after his name was put on a list for being seen with a three-year old copy of the Konigstadt Chronicle, illegally smuggled into the country. He had naturalized as a Candanadian in 1930 and joined the Constitution Party, winning the riding of Nordport-Old Harbour in the 1933 General Election. Vincentius was perhaps the most outspoken critic of Zepheros in the Candanadian government, having had insider knowledge of the ins and outs of the nation. He was also one of the first naturalized Candanadians to hold political office in recent memory, with some still doubting his allegiances even after almost 16 years in Candanadium. As he stood to speak, the few Kanadiaans Zuerst and True North First MPs booed him down, alongside the ten Democratic MPs. At fifty-one years of age, Vincentius still had the posture of a soldier, standing straight in the face of all the hecklers. He adjusted his glasses and addressed the house.

"Mr. Speaker, these past weeks have been a time of peace and calm in Candanadium. However, to the east, our greatest adversary looms as menacingly as ever." His accent was foreign to Maxime's ears, his speech sharp and pronounced. "The Zephyrian madman has, once again, stripped away the little remaining rights of the people. I have here a copy of the November 17th issue of the Caesarea Nuntius, or the Imperial Messenger, as it is known in Letuskian."

He held up a yellowing newspaper and displayed it to the house. "This newspaper, if it can even be called that, is the mouthpiece and propaganda machine of the Zephyrian regime of terror. It reports that just two months ago, five hundred innocent protesters were gunned down by the Imperial Sentinels, for protesting the passing of LC-112340-1, a law that poses more religious restrictions on the Zephyrian populace than there is already. This law would effectively strip Zephyrians of the freedom of thought, yet the regime defends its actions as 'defending public harmony'. An interview with an Imperial Sentinel reveals that they have no guilt about firing upon this group of unarmed protesters, citing that 'orders are orders'. Mr. Speaker, we, as Candanadians, must retaliate immediately. We must impose sanctions on the Zephyrian regime, and meet with the NKP to discuss the possibility of a naval blockade. Candanadium is a nation built upon the ashes of the Zephyrian slavers of old. We must not sit idly as innocents are slaughtered for salvaging their few remaining rights and freedoms. I urge the house to take action, Mr. Speaker, and to take action immediately."

A murmur was going through the house as Vincentius took his seat. Maxime felt inclined to agree with what Vincentius was saying, but a blockade? Military action? Perhaps it was time to let the man retire. He raised his own placard.

"The Right Honourable Chancellor."

"Mr. Speaker, our thoughts and prayers are with the dead and wounded of this brutal attack on the civilian populace. These actions are truly intolerable and inexcusable, however, we cannot risk provoking the monster to the east. With internal strife in Belkhomir, it is simply unfeasible for us to divert our resources and manpower to a conflict on the other side of the continent. This is not to say that we will not take action. The Honourable Member for Nordport-Old Harbour's concerns will be addressed, but we must consider our own risks and priorities before intervening." The Chancellor sat down and gave Vincentius a nod before going back to his notes about tax reform and campaign platforms.

"You sure about it?" Jack asked. "Did Otome's parents agree?"

"Yup, don't worry about it. They said that as long as we make no loud noises we're good." Takeru replied, as they climbed the ladders of the villa. Helena and Otome were hanging out in the latter's room, on the floor the boys were going to, their activities best left unknown.

"Why are you afraid, Jack?" Takeru stopped on the stairs and looked down, towards his classmate.

"I mean, isn't this illegal or something?" Jack shrugged.

"Just, follow me."



Meanwhile in the village of Cape Amurria, Chijema Canal Construction Site

"Sir, we still haven't received an order from the Candanadians to begin work on the canal." A lieutenant said.

"So it is as we expected, they will refuse to fund this project." The Admiral said sighing. "We have orders from His Majesty to begin work." He said as he pulled out a letter with the Imperial Seal. "We are already prepared to begin work, but it will take a long while for us to finish it." He sat down on a chair.

"Now that the Tsubashi Zaibatsu is beginning to establish itself in Osarkia, we'll get resources from there too, and may begin work on the other side of the land, too, seeing as they are in need of jobs."

"Good idea. What's Amuru's opinion on this?" The Admiral asked.

"They told us that as long as we finish the canal with the financial resources allocated to us, we're free to do as we wish." The lieutenant replied.

"Great. Give the order to begin work on the canal."



At the Kagami Residence, some time later

"Hey, Takeru, why are we all here?" Otome asked, as she got up in the attic of the house.

"I want to show you something." He said as he turned on a radio. "You know those Candanadians have some great musical pieces, right? I remember you all told me a while ago you'd like to dance to some of their waltzes, so I tried finding some. And we're in luck." He tuned the radio to another frequency, catching a Candanadian radio station, Inselndorf Classical Radio, on 97.3 FM. It was in the middle of a news broadcast, in Letuskian, which was barely understandable. After it ended, a song began, said to have been composed by Walter von Wagner. "Now's your chance." He said as he walked to Jack, whispering "Go and dance, your chance is here." He then walked towards Otome, hugging her.

"Ah, forgot to tell you guys." She began. "We're together now." She said smiling, as she began leading the dance.

Canborat, Amurian delegation, January 1941

Citizens were preforming normal day to day activity's, while all of the sudden, everyone halts as a strange noise emanates from the horizon. Something strange slowly descended onto Derry field on the southwest side of Canborat. Many citizens had never seen such a magnificent machine. A massive zeppelin landed down, with the Amurian delegation coming out.

As the delegation walked out the Army band played the Amurian national anthem as a show of respect for the nation. Adisha Conway walked out with her secretary to greet the delegation after the anthem finished. Mrs. Conway went into her office to her files ready for the conference, while her secretary led the delegation to their rooms where they would be staying.

The delegation was left to settle down for the day and become familiar with their surroundings. After the night was over and day break came, the delegation was given a continental breakfast, then given 1 hour to get ready for the conference. soon everyone was in the conference room, silent, Adisha spoke, "So gentleman, where should we start?"

Near the Imperial Velit Dominium

Zephyrian Empire


"Wake up."
Marcus Septrionalis stirs in the confined backseat of the black car. It was still dark as the vehicle gently eased down the dirt road on the mountainside.
"Marcus!"
"--Yeah, yeah, I'm up."
He sits up in the seat, gazing out of the rear cab window on the driver's side.
"Stop's up here. You know what to do."

Marcus looks to Narvik's eyes for a moment's breath, before he bends down to the floor of the car, cracking his knuckles as his hands fell around the rifle tagging along with them.

It wasn't much more than a .308 hunting rifle with a simple duplex scope bolted on top, but it would only take one shot.

Anything could be deadly in the right hands.

"Remember the plan, Marcus?"
"Aye."

The automobile eased to rest, the car hidden from sight, with the bright exterior lighting of the residence up shining over the hill in front of them.

"Council favor you, brother. Don't fail me."
Marcus opens the door.
"Wait."
Narvik stares him dead in the eyes and clenches a fist over his heart.
"Don't fail me, Marcus. Don't fail us. We are all watching."
Marcus gives a minuscule nod and exits the car with the rifle in tow.

The car purred to life and accelerated away, leaving Marcus on the hillside, armed with a single .308 rifle and twenty rounds of ammunition.

He inspected the rifle as he crept up onto the slope.

Narvik had told him of Tacitus' tyranny, but Marcus knew personally already. He had been present at Arce on November 26th, 1940, there at the massacre. He lost one of his close friends from childhood in the chaos.

Now here he was, setting himself up to make history. The bloody way.

What flowed through his veins wasn't support for Narvik's cause. It wasn't greed. It was revenge.

He lays down in the frostbitten grass. The mountain's snow squalls were frequent this time of the year. He needed to be careful, and time his shot perfectly.

With a pair of binoculars, he scanned the area around the Emperor's vacation residence.

Two guys at the gate, a sniper on the roof, one there in the driveway... and a clear shot to the front door...

He didn't like the proximity he had to the target.

Too close. I'll get made in an instant.

A forest further up the hill perked his interest.

I can move there while it's still dark. The shot will be harder, but the cover will save me a lot of trouble...

He brushed the snow off his jacket as he got to his feet, scanning the front of the complex as he moved his position, another hundred meters back from the house.

The sun was starting to come up. The hillside was to the east, so any problems with glare were not to be of trouble. After some digging, he found his shooting hide; between a snowy evergreen tree and a half-dead shrub that curled over his resting point. It would mask his breath in the cold.

But the dusting of snow would kick up as soon as he pulled the trigger, and that wasn't even taking the muzzle flash into account.

He just had to hold his breath. Literally too.

As the snow fell on him, he waited. The sun rose higher, and the crisp winter air lost its bite. Marcus raised his rifle, giving a half-second glance of his watch.

7:44AM.

The motorcade would arrive at 8:00. At least, that was if the information was up to snuff.

He waited.

And he waited.

Snow began to fall at 7:58. A storm was rolling in.

"Fuck me..."

Visibility dropped until the house wasn't anything but a blur in the distance.

7:59.

The wind kicked up in his face, the chill stinging exposed skin. He inspected his scope again, wiping the condensation from his breath off the lenses so that it wouldn't freeze.

Another glance at his watch. Still 7:59.

The gales lessened as the sun rose higher and the heat warmed the ground. He could see the road clearly, but anywhere beyond that was an uncertain shot.

There it is...

The motorcade emerged from the south to his left. An intercom system within the residence blared, notifying everyone on site of their arrival.

The Imperial Guards scurried around in front of the residence. Their usual formality was gone.

Something was up.

Marcus glances at his watch and a portrait photograph of Tacitus Devon, emblazing the face in his mind.

8:00.

He wipes his scope lenses again, slowing his breathing as he stuffed a lump of snow in his mouth to hide his breath.

The motorcade had a single coupe in the middle with two jeeps on either side, flying their decor and sporting mounted machine guns. He didn't want to tangle with those.

The left passenger door opened, and out stepped a man in a neatly cropped suit.

C'mon, show me your face...

The man turned back to the security detail behind him.

It wasn't him.

"Shit..."

Another frigid gale kicked up a blast of snow in Marcus' face, blinding him for five eternal seconds. He quickly adjusted his aim towards the front door as the man came back into view at the back of the driveway.

The suited man knocked on the door.

Marcus fixed his duplex on the man's back as snow floated in front of the scope. He could barely see what he was firing at, but he had no other chances. The thought coursed through his mind;

You ready to make history, Marcus?

The door opened. Marcus' finger tightened around the trigger.

The Emperor stood right there in the front door, but his visitor obscured a body-shot.

It was either snap for a headshot or wait until he moved.

Marcus had waited long enough.

He had another second or less to adjust his angle in the blinding gale. He makes one final shift to his shot.

His heartbeat was the only thing he could hear. No wind, no cracking of branches against one another. Just the beating, like a drum of war.

Thump-thump.

Thump-thump.

Thump-thump.

Easy...

Breathe in...

Breathe out...

He fires.

With an earth-rattling boom, the 175-grain .308 bullet streaks over the hillside. The fractions of a second tick by.

C'mon, baby...

The Emperor's head snaps back in an exploding cloud of red mist as the round strikes flesh at over 2,500 feet per second.

Marcus lowers the scope from his eye with a smirk on his face. He opens his mouth as if he's about to deliver a one-liner.

"--Oh, forget it."

As chaos ensued down below, he slinked back into the brush, got to his feet, with the rifle in tow, and made his escape. Narvik told him that a car would be waiting at the road three miles east of the residence. He had a ways to go.

With the sun over the mountains and shining down on his face, he slung the rifle over his shoulder, lifted up the scarf around his neck, and pressed on further up the mountain as a blizzard shrouded him in white.

And when the gale passed, he was gone.

It's said that the Oseanian Hall was an exact replica of the Great Hall in Westhafen, built by the first Oseanian lords to settle New Konigstadt. A stage had been erected at one end of the hall, the royal standard hanging above it. Two podiums bearing the royal seal stood side by side as the doors behind the stage opened.

"Ladies and gentlemen, the King." A herald announced as the King slowly hobbled his way into the door, the two Princes by his side. The gathered crowd of reporters, lords, ladies, and other guests rose as the Royal Guardsmen posted near the door saluted. The King made his way up the steps to the podium, then raised his hand in return.

"My lords, my ladies, and gentlemen of the viewing gallery, I fear I come bearing troubling news." The King's voice was trembling as he put on his reading glasses. "In the past few months, my health has been rapidly deteriorating. At the New Konigstadt High Council conference, I suffered a heart attack and went into a coma for two weeks." There was a collective gasp among the audience. "After careful deliberation and conferring with some of the finhest doctors in New Konigstadt, I fear that I must announce my abdication as King of Candanadium, High King of Belkhomir, Defender of the Dominion, Light of Farinsel, and Shield of the True North." Reporters whispered to each other, frantically taking notes as cameras went off. "Effective on the 15th of February, I will be stepping down from the throne. The crown will pass to my eldest son, the Crown Prince-" The King was suddenly cut off by the Crown Prince himself, who stepped up to the podium beside his father's. The King gave him a glare, but Prince Henry did not seem to notice.

"Pardon me, but I must correct my royal father. The throne will be passing to my younger brother, the Prince of Summerhall. I, Crown Prince Henry von Magnar, hereby abandon all claims to the Maple Throne of Candanadium, effective immediately." The Prince of Summerhall looked just as surprised as his father as confused voices filled the room. "I do not want the crown, and I have never wanted it. The Constitution prevents the King from participating in domestic politics or running for office. It is simply not my calling, to serve as your King. This is not to say that I will be severing ties with my family. I will, to the best of my ability, see that my royal father's abdication process is carried out as smoothly as possible, and be on standby whenever my new King has need of me." He gestured to Prince Herman, now the Crown Prince.

"Please, gentlemen, we will take questions at the end." The King tried to placate the excited reporters, to no avail. He cleared his throat and continued with his speech. "Following my abdication, I will be retiring to the city of Inselndorf, a guest of Lord Jonathan von Farinsel. I have every hope that King Herman the Second will serve our country just as well as our kings of old." The King finished his speech, and turned away, slowly making his way out of the hall. The Royal Guardsmen, in their impeccable navy blue uniforms, saluted and opened the doors as the King passed, light glinting off of their polished grey Stahlhelms.

His Majesty, King Herman von Magnar, Second of His Name, King of Candanadium, High King of Belkhomir, Defender of the Dominion, Light of Farinsel, and Shield of the True North. Herman thought to himself. I could get used to that.
