Slavery in Your Nation | Updated Questionnaire

Postby The Land of the Ephyral » Mon Mar 18, 2019 5:14 am

Slavery, defined broadly as the use of other humans in forced labour, usually by means of legal but also illegal ownership to the state, private individuals, or corporations, has manifested throughout human societies worldwide for thousands upon thousands of years, perhaps originating within the Neolithic and the slow abandonment of hunter-gatherer lifestyles.

It provided the labour for great civilisations; the Sumerian states, Rome, China, and Egypt, and for many thousands of years was socially and culturally accepted as a means to contrast the value of being free, and economically beneficial.

In the modern world, slavery has declined per capita. All nations in the real world today prohibit it, although many may tolerate its presence if it brings in profit. The general Western attitude to slavery is one of abhorrence, yet it should always be the case of consider the necessity of our ancestors. Our morals today may have crippled their societies then, and to understand slavery is to understand the necessity of it, and why it happens.

These two surveys will therefore address your nation by whether:

You currently permit slavery as a matter of law.

You do not currently permit slavery as a matter of law.

I hope this questionnaire is enjoyable and can help shed some insight for others into the nature of forced labour within your nation.

Survey I - Slavery is permitted

By which law or constitutional amendment is the right to own people as slaves enshrined and protected? | The founding laws of the Senate and Freeborn Landholders of Ephyra, established by Valaemedes Anogarios Artalos in imitation of the Bronze Tablets of Ephyra over two thousand years prior, deal with the legal rights of the citizen and the slave and are taken therefore to enshrine their legality.

For how long in your nation (and / or nations you are descended from) has slavery existed as a legal process? | The Freehold has had slavery consistently since its founding in 479 CE, however, the political entites that were the free-city of Ephyra under the Roman Empire and Republic, as well as the preceding political authority of Ephyra under Arconian rule and prior self rule as a republic, tyranny, and palatial Bronze Age polity, have all permitted slavery. To this end, one can consider slavery as a legal institution to have begun as far back as at least the 15th century BCE, but likely far earlier as matter of tribal agreement.

By what legal process must a private citizen or registered company complete in order to obtain valid ownership of another human? | Citizens and companies are free to privately negotiate the sale of one or more slaves from any citizen with the legal documents of ownership and license of ownership and sale. They are also free to take part in public and private auctions of people into slavery performed by third parties for state and private interests.

Soldiers of Ephyra have historically always been free to keep as a slave any man, woman, or child distributed to them as part of a conquest for their service, with legal documents of ownership provided following the conquest.

The Sphere of Commerce and Trade also permits trading and negotiation with registered foreign parties.

Does the forfeit of this process and the use of another human for forced labour constitute a crime under your nation's law? | Yes. Involvement in slave trading without the proper licenses and documents constitutes an economic offence and the misleading of the public with whom sale was intended.

Approximately how many slaves are owned legally within the defined boundaries of your nation? How many for each free wo/man? | Of the total population of 265,000,000 within the Freehold, as of 2021, 10.2% of said number live as legally owned slaves, an estimate of 27,030,000, approximately 3x smaller than the number of full citizens.

Approximately how many slaves are owned illegally within the defined boundaries of your nation? How many for each free wo/man? | These figures are unknown, but those held in illegal slavery are expected to account for just 2% maximum of the total population, a little over 5,000,000.

What punishment (if any) is mandated for those who are involved with the business of illegal slavery? | Those charged, tried, and found guilty of involvement in the trade of persons held in illegal slavery have all of their property confiscated and are sold into slavery themselves. For men, this can see their children (legally property of the father), also enslaved.

For what tasks, jobs, and roles are slaves typically purchased for any by legal entity? | Slaves are purchased for a variety of enterprises. Whilst industrial development has made the process easier, slaves are sometimes used alongside the population holding Lykosian rights or foreign status for matters of farm-work or mining; slaves are highly coveted as domestic and personal retainers to both government staff and private households and individuals; whilst the largest individual enterprise seeking slaves are brothels and other establishments catering to pleasure.

Domestic slaves may perform any variety of work needed from cleaning, cooking, dressing, washing, gardening, sexual servitude, bathing, accounting, and so on.

Are there any occupations slaves are by law prohibited to hold? | Slaves cannot be 'employed' in any conventional sense, and when utilised are not placed into any positions of legality and are prohibited from doing so.

What are the rights of the master over the slave? Can s/he kill the slave at a whim? Is sexual abuse or exploitation of the slave permitted etc? | The rights of the master or mistress over the slave are absolute. Any legal owner of a slave is within their rights to kill the slave, subject them to whipping, branding, or other maiming, and utilise them sexually for their own pleasure or permit their use by another. There are however, exceptions to this.

Spousal property is not joint under Ephyral law. A woman, who legally remains part of her birth family when married, is not permitted to kill any slave owned in her husband's name except in self-defence. Doing so may lead to a charge of property damage. However, as both as his wife and a subject of his duty of care, she has all legal authority to inflict non-lethal punishment to maintain the integrity of the household in his absence. Wives are also permitted to offer sexual use of a slave to any guest, but are prohibited from any sexual relations with slaves themselves. This is considered adultery and subject to divorce and legal loss of rights.

On the flip-side, any slaves a woman brings to the house of her husband as either dowry or owned property remain fully under her authority to dispense with as she pleases (with again an exception to sexual use for the self), whilst her husband remains prohibited from killing them, with similar consequences in regard to a property damage suit. As head of the household however, he has full authority to dispense physical justice to ensure the integrity of the household, and may subject the slaves of his wife to such punishment. He may also utilise them directly, or offer them to others, for sexual use.

Conventionally however, citizen men and their wives regard the enforcement of slave behaviour as a joint enterprise and all one spouse needs from the other to kill a slave not owned by them is verbal consent, eliminating much of the legal obstacles entirely. In the case of divorce, the woman shall leave the house with her dowry and property including all slaves part of either, returning the dowry slaves to her parents and retaining her own. Any infliction of punishment upon a slave by a former spouse after this point is a crime of property, but no actions prior will count as illegal.

In accordance to or alongside this, what rights if any do slaves possess under law? | Slaves are recognised under law as property distinct from animals or inanimate property but this has little in the way of protection. If a slave is assaulted, raped, or killed by anyone whom has no legal ownership over them or authority to do so, then the man or woman who did so shall be punished but for damage of property, not a crime against a person.

Who is permitted by law to purchase a slave? | Any man or woman with the rights of commerce and property may own a slave. These include full citizens and those holding the Lykosian Rights. Foreign residents in Ephyra also have access to the right of commerce and property as they were vetted and accepted via immigration process. This consideration was made to allow foreign-born economic participation and also invite foreign businesses to establish themselves in the Freehold. Provincials, whilst not having the right to make contracts or hold property as a citizen, may still hold slaves under the treaty established with their provincial community.

Slaves cannot own slaves, although free slaves can.

How evenly are slaves distributed amongst the populace of your nation? Which class owns the most slaves etc. | Most slaves are certainly concentrated in the higher classes of the Freehold, the Senatorial class aristocracy and the families of the Old Blood. Many slaves are also held by enterprises like brothels, with citizens in general out of the total freeborn population owning the most slaves.

What type of slaves are in the highest demand? (Scribes, gladiators, sex slaves, personal retainers etc.) | Due to an often limited timeframe of use, and a wish to avoid the legal rights afforded to free prostitutes, sex slaves for brothels (known as bed slaves) in Ephyra are of high demand. These slaves are split into two categories, slaves for simple use, and slaves trained in pleasured arts. These latter slaves are vastly more expensive and in great demand.

However, domestic slaves are also a want for many private citizens, who view the obtaining of a slave for their house as a sign of success and wealth, especially when such a slave can assist or replace the wife's domestic obligations and place her into a position of higher comfort and provision.

By what methods are new slaves acquired by your nation for sale to the population? | Whilst not outright confirmed, it is very much believed that the Freehold sponsors or engages in slave raiding or trading agreements with neighbouring states of low stability and high internal conflict, with the Freehold paying either to abduct the people of a certain area, or is transported them discreetly for pay. The abduction of civilians from hostile states or secessionists has also occurred, with the 1940-1946 Great War seeing vast numbers of native Ukrainians behind Freehold lines rounded up and brought to the Freehold during Ephyra's withdrawal and leaving the territory to the administration of its ally. Many of these people were the survivors of the initial Ephyral invasion, during which widespread killings, rapes, and other acts were inflicted upon the population.

Slaves are also acquired via enslavement as a judicial process, sentencing for crimes etc. However, a final, longer, and more controversial way of obtaining slaves is slave breeding. This occurs almost entirely at the periphery of the Freehold's territories in isolated areas, and whilst not outright authorised by the government, is permitted. There, slaves are mated selectively to produce a variety of breeds and cross-breeds. Borderline human experimentation, the process does produce more slaves than it requires for the programme to exist, making it a net profit and ensuring its continued existence.

Children born naturally to slave women are also enslaved by default.

Are slaves drawn from any particular racial or ethnic group? | No. Although in war against a specific state, local tribal allies will be spared enslavement and even be entreated to a share of spoils of the target hostile population when victory is won. Different ethnic groups and races may be seen as optimal for certain slave professions. Eastern women, ranging from Arab to Central Asian to Chinese, have always provoked a feeling of exotic attraction, and such slaves present in a brothel often cost more to use for their rarity. African slaves are regarded as physically fitter for heavier labour. Various European slaves as better for domestic work. However there is no formal system and a slave's future is determined by who buys them.

Who, if anyone, is protected by law from being enslaved by any process? | No one. All people are protected by law from illegal enslavement, but no one is exempt from the legal process of enslavement such as criminal punishment. Indeed, the strong familial and communal nature of Ephyra can lead to the errors of one becoming a punishment for all. If a man of Ephyra builds debts, and is taken to court and enslaved by his creditors for sale alongside his property for the purpose of compensation, yet this does not meet the debt he has built; then the law permits all of his sons and daughters to be divorced from any spouse they have and similarly enslaved. This has no generational limit, and the infamous collapse of the Rahgyreon bank and its head family saw three whole generations of the family enslaved for the debts incurred by one man.

By what process can a slave be freed? | Any master can free any slave at choice, simply by signing a document of manumission identifying the slave, and giving it to them. A slave may also be freed in a master's will, but voided if the master is killed by any of his slaves for which the guilty slave is executed and all others sold.

For what crimes, if any, can a citizen of your nation be stripped of legal rights and sold into slavery? How does this impact his or her property or family? | Financial crimes primarily. Debts, tax evasion, fraud, terrorist financing, and various others. Non-financial crimes that would often see life sentences in other countries might see enslavement in Ephyra, although if particularly violent, they may be deemed too dangerous.

What sociocultural impact on values, ethics, and philosophy has the legal presence of slavery had upon your population? | For the Ephyral, slavery is the counter-example to the idea of freedom, and the concept of freedom of body, movement, and life, is held highly in Ephyra because alongside them in society and in their homes is the living, breathing opposite. Slavery, lack of self-ownership, subjugation to another's whims. This could be the fate of any Ephyral for the wrong act, and as a result, perhaps ironically, this slave-holding society holds freedom as one of its highest values.

Do any movements exist within your nation arguing and agitating for the abolition of slavery, or its replacement with indentured servitude? How popular are they? | There are some political movements that wish to see slavery removed, although none with an agenda of total abolition. However these movements are not popular due to both the Classicalist and Modernist (two most prominent philosophical groups in Ephyra) upholding the right to slavery enshrined by the founding of Ephyra.

Has slavery as a social and moral issue been the cause of internal or external conflict with separatists / rebels or foreign powers? | Yes. Two major wars have been fought, one with the Russian Empire and one with the Republic of Washington, both regarding slavery against their populations. Both wars saw a loss for Ephyra but not a capitulation; with Ephyra continuing the trade but at a reduced rate.

Has your nation had a history of slave rebellions? Which ones were the most prominent? | Ephyra has seen six Great Slave Revolts as they've been called, defined primarily by the large-scale nature of their rebellion. The largest of these was the last, where 30,000 armed slaves and over 100,000 unarmed men, women, and children rose up in revolt across two of the eastern provinces, sacked whole cities and destroyed towns, killing and raping Ephyral citizens as a target, but conquered populations as a by-product. Over 60,000 Ephyral citizens were killed, and the war ended after approximately half a year with the defeat and capture of the rebellion's leaders, their execution along with thousands of slaves, and the transportation of the rest into the mines to work to death.

Has your nation had a point in history where slavery was abolished, but then re-instated? How did this happen? | No. Slavery has never been abolished in the Freehold.

Are there any facts, details, or information about legal or illegal slavery in your nation not covered by this questionnaire which you wish to share? | N/A

Survey II - Slavery is not permitted

By which law or constitutional amendment is slavery prohibited in your nation?

The Anti-Slavery Clause of the Second Constitution prohibits slavery, as well as Imperial Edict #000001 and numerous other laws.

How long has slavery been prohibited in your nation?

Since 1861.

How common is the presence of human trafficking / illegal slavery within the defined boundaries of your nation?

Virtually unheard of.

How many people are owned and exploited illegally in your nation? How many for each free wo/man?

Approximately 1,000 out of a population of 430,000,000, or one out of every 430,000.

What punishment is mandated for those who are involved with the business of illegal slavery?

Life in prison. It was punishable by death up until the death penalty was abolished in 1970.

If an illegal slave trade is present, which demographics are most at risk of falling victim to it?

No demographics are at risk.

Is indentured servitude, prison labour, or other forms of correctional or legal debt servitude permitted by your nation's laws?

It's prohibited and punishable by life imprisonment in the same prison the slavers tried to enslave. (An Imperial edict during WWII made it legal to force captured Nazi Party members to do prison labor, but it was repealed in 1970.)

From what forms of labour or use, if any, are indentured servants and prisoners protected by law from being subjected to by their creditors or prison authorities?

All prison labor. (None for captured Nazis between 1941-1970.)

What forms of labour or use, if any, are indentured servants and prisoners typically subjected to by their creditors or prison authorities?

None. (Rebuilding structures destroyed during WWII for captured Nazis between 1941-1970.)

Is the killing, sexual abuse, or exploitation of a person held by force as an illegal slave considered a worse crime or otherwise scaled to existing homicide and sexual abuse laws?

Slavery is already punishable by life in prison. All the slaver's property is given to their victims, and additional compensation may be given to victims of these crimes.

What sociocultural impact on values, ethics, and philosophy has the prohibition of slavery had upon your population?

It gave a big boost in popularity to the new monarchy for banning slavery when the former democratic government could not. All members of the slaveholding elite in the South were also executed.

Do any movements exist within your nation arguing and agitating for the reintroduction of slavery, or the introduction of indentured servitude (if not present)? How popular are they?

There are a few hate groups that want to introduce it. All of them are banned, and most have become terrorist organizations. The most notorious of these is the Ku Klux Klan, which is the deadliest terrorist group in our history.

Has slavery as a social and moral issue been the cause of internal or external conflict with separatists / rebels or foreign powers?

The South rebelled over slavery. They lost.

How did slavery in your nation end? Were any movements arguing and agitating for the abolition of slavery or its replacement with indentured servitude play a role in this? How popular was the abolition?

In 1866, during the American Civil War, Emperor Norton I was elected president and held a Second Constitutional Convention to make himself an absolute monarch. His first action as Emperor was to outlaw slavery.
The American Empire is a socially progressive absolute monarchy run by the heirs of Emperor Norton. It started off at MT but has rapidly advanced to PMT through interdimensional travel. All NSstats are used, except for tax rate and population. Factbooks are currently under reconstruction.

Survey II - Slavery is not permitted

By which law or constitutional amendment is slavery prohibited in your nation?
The First Amendment to the Old Constitution of TurtleShroom outlawed slavery.

How long has slavery been prohibited in your nation?
The ban on slavery predates TurtleShroom itself. Until the mid-sixteenth century, the non-human population was enslaved. After breaking free, they too prohibited enslavement. This was incorporated into TurtleShroom's founding documents in 1796 AD.

How common is the presence of human trafficking / illegal slavery within the defined boundaries of your nation?
Human trafficking (or trafficking of any other sentient creature with human-level intelligence) is a capital crime in TurtleShroom.

How many people are owned and exploited illegally in your nation? How many for each freeman?
The numbers are estimated to be somewhere between nine hundred thousand to one million six hundred thousand creatures.

What punishment is mandated for those who are involved with the business of illegal slavery?
Death or life in prison.

If an illegal slave trade is present, which demographics are most at risk of falling victim to it?
Chimeras (creatures possessing body parts and DNA of different animals, such as Nekomimis/catgirls) were and are the largest demographic bound in illegal slavery for labor. However, it is the sentient turtle and mushroom populations that are most often kidnapped or sold. Most traffickers of turtles or mushrooms use them for food.

Is indentured servitude, prison labour, or other forms of correctional or legal debt servitude permitted by your nation's laws?
Prison labor is used extensively in TurtleShroom.

From what forms of labour or use, if any, are indentured servants and prisoners protected by law from being subjected to by their creditors or prison authorities?
Prison laborers may not be used for sex (prostitution and other sexual exploits are banned in TS law anyway) or domestic servitude (e.g. maids, etc.) outside of the prison. Prison laborers cannot be used to perform white-collar jobs that do not involve manual labor.

What forms of labour or use, if any, are indentured servants and prisoners typically subjected to by their creditors or prison authorities?
Prisoners are normally forced to perform heavy manual labor. The most common punishment in a prison is breaking large rocks into smaller rocks or farm work on agricultural prisons. However, they can be contracted out to any private company, industry or farm that requires physical labor and is willing to pay the state.

Is the killing, sexual abuse, or exploitation of a person held by force as an illegal slave considered a worse crime or otherwise scaled to existing homicide and sexual abuse laws?
Yes in culture and opinion, but the punishment remains death or life in prison.

What societal and cultural impact on values, ethics, and philosophy has the prohibition of slavery had upon your population?
Other than a detestment of slavery and domestic law protecting everyone from slavery (including foreigners bringing slaves into TurtleShroom), TurtleShroom does not actively intervene in the slavery of other nations or attempt to stop it. TurtleShroom even recognizes the institution of slavery in other countries unless and until masters bring their slaves into TurtleShroom.

Do any movements exist within your nation arguing and agitating for the reintroduction of slavery, or the introduction of indentured servitude (if not present)? How popular are they?
There are some borderline anarcho-capitalists and Darussalem lobbying firms advocating for indentured servitude. This is largely ignored because prison labor provides more than enough contracting. ALso, almost every worker in TurtleShroom are freemen.

Has slavery as a social and moral issue been the cause of internal or external conflict with separatists / rebels or foreign powers?
No. TurtleShroom has never intervened to affect a slave state.

Survey I - Slavery is permitted

By which law or constitutional amendment is the right to own people as slaves enshrined and protected?

There are a few major underlying principles: One is the doctrine that the Strong shall rule, and the Weak shall serve. Any peoples we conquer are obviously the Weak, or else we wouldn't have been able to conquer them. Therefore, their place is as our slaves.

The other main principle is that everything in any conquered land becomes our property. This includes the population present on that land, and by extension, the descendants thereof.

Also, humans are not legally considered "people." Only Decepticons are people. All other species are property, unless granted special status by the government (diplomats and heads-of-state are the only ones who have a good chance of obtaining protection of this sort).

Finally, Leader Megatron made an official decree stating that the enslavement of non-Decepticons is legal only within the last 20 years or so, purely in response to pesky foreigners trying to tell us that it wasn't.

For how long in your nation (and / or nations you are descended from) has slavery existed as a legal process? Slavery has always been legal, simply due to the fact that it wasn't explicitly banned. The Decree Reaffirming the Privilege of Decepticons to Own Their Lessers was announced 20 years ago.

By what legal process must a private citizen or registered company complete in order to obtain valid ownership of another human? There's no "process." You have a few ways of gaining ownership of a human (not "another" human, since none of us are mere humans):

- Go find one that no one else has claimed ownership of, and shanghai him.
- Raid another planet and take LOTS of them, whether for resale or to staff your industrial installation.
- Buy them from the Slave Market. Slaves bought here are usually products of our Cloning Center, and therefore, have passed stringent quality control measures. These will usually also be "fresh," so they're still nice and strong and not debilitated.
- Buy one from a private owner.
- Steal one from a private owner. Note that the owner may open fire on you if he catches you sneaking away with his livestock!

Does the forfeit of this process and the use of another human for forced labour constitute a crime under your nation's law? No. Humans have zero rights. However you can get ahold of one is legally fine. Do note that theft-style methods typically will result in some sort of armed attempt at stopping you, whether by the slaves' current owners, or if raiding another planet, by the defending military of the relevant area.

Approximately how many slaves are owned legally within the defined boundaries of your nation? How many for each free wo/man? Oh, wow...let us look at our books...

Currently, the Human Livestock Count stands at approximately 100 million, spread across several planets and even a few domed asteroid-based work sites.

We also have many slaves of other species.

We do not calculate the slave/free on a per-person basis since our slaves are almost entirely owned by companies or the government, as well as by slave-procurement and/or provision organizations.

This does not count slaves currently in production at the Cloning Centers or who are in the Education System that is designed for them.

Approximately how many slaves are owned illegally within the defined boundaries of your nation? How many for each free wo/man? The very concept of illegal ownership has no legal basis here. If a slave is stolen, it is up to the old owner to go get it back.

What punishment (if any) is mandated for those who are involved with the business of illegal slavery? None are mandated. However, someone caught stealing a slave can look forward to a live-fire battle.

Also, capturing another Decepticon for slavery will lead to vigilante action if you are discovered.

For what tasks, jobs, and roles are slaves typically purchased for any by legal entity? Mining, petroleum industry grunt work, and other forms of hard labor.

Are there any occupations slaves are by law prohibited to hold? Any occupation where they could seriously screw things up through sabotage is off-limits to them. They are basically limited to jobs where their potential for intentional damage amounts to spilling a wheelbarrow's worth of material on purpose.

What are the rights of the master over the slave? Can s/he kill the slave at a whim? Is sexual abuse or exploitation of the slave permitted etc? The master has ALL rights over the slave, and the slave has none. Slaves are nothing but property. The livestock is simply lucky that we robots are non-sexual beings.

In accordance to or alongside this, what rights if any do slaves possess under law? Absolute zero.

Who is permitted by law to purchase a slave? Any Decepticon may own a slave. However, slaves are not permitted to be on Planet Cybertron, both because the Planet is inhospitable to bio-life and because Decepticon slaves would be security risks if they managed to free themselves. This greatly limits interest from individuals who would otherwise want a personal servant.

How evenly are slaves distributed amongst the populace of your nation? Which class owns the most slaves etc. Most slaves are owned by corporations, rather than any particular class of people. Of course, slavers (the people who capture and sell slaves) are the exception. These are rather coarse folks, but they are more well-off financially than their lack of social polish implies.

What type of slaves are in the highest demand? (Scribes, gladiators, sex slaves, personal retainers etc.) Laborers.

By what methods are new slaves acquired by your nation for sale to the population? We produce most of them in the Cloning Centers, but if we fight a war or do a big government-sponsored raid, a large batch of captured foreigners (always from some other planet) will bubble through the market. Independent raiders also take a minimal amount from other planets, though the costs of transport (and the need for biolife-sustaining transportation) through space usually makes it not profitable for this type of activity.

Are slaves drawn from any particular racial or ethnic group? No. Cloning Center slaves are highly genetically engineered, and use DNA bits from all sorts of races and even a few other species. Non-cloned slaves are just from whatever group was in the way when we raided their planet.

Who, if anyone, is protected by law from being enslaved by any process? Nobody. That includes other Decepticons, though as you might imagine, it's a lot harder to capture a giant sapient war robot than some puny human you can grab in one hand.

By what process can be a slave be freed?

The slave has two main choices to become de-facto free:
- Escape.
- Impress its master enough to get a recommendation for Decepticon citizenship.

It is easier to hit the hardest Lotto, than to accomplish either of these.

Note that LEGAL freedom is only obtainable by not just getting a recommendation, but actually gaining Decepticon citizenship complete with mind-transfer to a proper, robotic, Decepticon body. Without this (and the massive defensive power it brings), the person can be re-enslaved by whoever manages to grab him.

For what crimes, if any, can a citizen of your nation be stripped of legal rights and sold into slavery? How does this impact his or her property or family? Decepticons who are stripped of citizenship are melted down, not sold into slavery.

What sociocultural impact on values, ethics, and philosophy has the legal presence of slavery had upon your population? It reinforces the fact that we are the Ultimate Lifeform, that all other types are far beneath us, and that the purpose of these other species is to serve us.

Do any movements exist within your nation arguing and agitating for the abolition of slavery, or its replacement with indentured servitude? How popular are they? The only philosophy with enough adherents to approach being a "movement" claims that the slaves are too inferior to even be allowed to live.

Has slavery as a social and moral issue been the cause of internal or external conflict with separatists / rebels or foreign powers? We did fight a war over slavery against some foreign cattle rustlers several years ago. Megatron ended up flagrantly violating the treaty, after which we powered up a huge I.G.N.O.R.E. cannon array to prevent any further meddling on our way of life. We ended up losing one full run of cloned slaves before the Array was activated.

Internally, there have been no conflicts over this. Only a complete glitchwagon would argue that we are NOT the Ultimate Lifeform or that aliens should have any of our Privileges of Citizenship (rights). He would be examined by Debugging for a failed self-esteem subroutine, a buggy traits-comparison routine, or problems with some other such critical system. If any errors were found, he would be immediately patched. On the very unlikely chance that no errors were found, he would be melted down as a traitor to the Decepticon People for daring to say that we were mere equals to such obvious inferiors.

Has your nation had a history of slave rebellions? Which ones were the most prominent? No. Any disobedient slaves are declared defective and rendered down into fertilizer long before the others get such futile and silly thoughts. Of course, this is done in front of the others, so as to inoculate them against getting any desire to die quickly and gruesomely rebel against us.

Has your nation had a point in history where slavery was abolished, but then re-instated? How did this happen? Not in reality, though we did say some crap to this effect to that foreign alliance in order to get them to go away.

Are there any facts, details, or information about legal or illegal slavery in your nation not covered by this questionnaire which you wish to share? Yes. Unlike humans, who are quick to enslave each other, it is rare that we will enslave one of our own. Humans - and all biologicals, for that matter - are other species than us and are therefore literally like animals to us (the same as how humans see non-human biologicals). This makes it so that there is a "separation" not seen in human slaving societies. There is no "but they're [our species] too" argument to be made, because they factually are very different.

That said, Decepticons are capable of over 1000x more work than puny little humans. Our 100-foot-tall, hydraulically powered bodies can plow through big jobs like they're nothing. This makes Decepticons the most sought-after species for slavery, with just one costing 100,000 Cubes of Energon Supreme.

Getting a Decepticon slave is not just a matter of jumping him in an alley. A Decepticon who cannot escape will actually delete himself rather than be subject to being treated like a mere human! Needless to say, he will prefer to fight to the death - the death of whoever's trying to capture him - instead of using the suicide option. Therefore, those who target Decepticons do so with malware. Once infected by an Enslavement Virus or Trojan, the target is rendered unable to either fight or delete himself. Instead, he must obey all orders of either the malware operator or his assignee.

Malware is typically found in illicit software, which the most idiotic of our population will run through their mind-boards without thoroughly checking it with several anti-viruses first. The fact that only a stupe will be this careless makes it so that Decepticon slaves get no sympathy as individuals. HOWEVER, almost everyone (except the hackers) is highly insulted at the very idea of one of our own being reduced to being a "glorified human" - and is also concerned that the hacker may hide his malware in something less-obviously shady - so vigilante action against discovered hackers is swift, brutal, and inevitably fatal.

It is legal to hack a Decepticon into slavery. This is precisely because Leader Megatron wants to give everyone a strong reason to practice good mind-data security. Good security practices are essential for national security; they prevent foreigners from being able to infect us with viruses en masse or cause other data-based destruction. Megatron believes that it's better for a few idiots to end up in the mines (and motivate everyone else to be careful about what they install, as well as to keep their AV up to date), than for outside forces to be able to get a strong foothold through hacking.

Edit: 100 Million humans, not billion. Typo. It has always been our policy to ensure that we outnumber our livestock!

Survey II - Slavery is not permitted

By which law or constitutional amendment is slavery prohibited in your nation?
Generally speaking, there only 'law' that serves to outlaw slavery is moreso a documentation which states the rights of each individual Draan or foreigner within the territories of Ruskarkand, which was ratified when the Draconic League collectively came to be. The technicalities of the documentation play the part of this ruling, stating that it would violate the rights of the individual if they were to be taken as a slave.

How long has slavery been prohibited in your nation?
Since the documentation of personal rights was ultimately drafted into effect when the Draconic League became a thing, it could be argued that slavery has been prohibited from the very start.

How common is the presence of human trafficking / illegal slavery within the defined boundaries of your nation?
Rather common, actually - a fact attributed to the lack of regulation as far as Ruskarkand's stellar borders are concerned. Many uninhabited bodies within Ruskarkand's space play host to clandestine enclaves of Pirates plying their trade. Of the many forms of black markets operated by them, slavery and trafficking are both rather lucrative pursuits. A number of foreign Pirates place high value on the Draan for their exotic qualities, so this demand only bolsters the trade further.

How many people are owned and exploited illegally in your nation? How many for each free wo/man?
As a rough estimation, it'd be easy to say that the actual numbers are rather finite since most of the trades need to retain a low profile in order to stay underneath the radar. Failing that, they need to pay up extortionate bribes to authorities so that they turn a blind eye to the business conducted - with larger 'enterprises' ending up paying inordinate shares of their income just to continue operations. It's for this reason that there are actually so few slaves - because no Pirate faction wishes to invoke the ire of the law's wrath by going out into the spotlight.

What punishment is mandated for those who are involved with the business of illegal slavery?
Fines, typically. Although these usually come in the form of bribes so that illegal slave-traders can continue their business unopposed by the law. Otherwise, offenders are typically locked up after having their enterprise rigorously dismantled, either by opposition forces or by mercenary peacekeepers contracted by the Draconic League. Further resistance is, of course, met with arguably undue force so that whatever remains can be appropriated by interested parties.

If an illegal slave trade is present, which demographics are most at risk of falling victim to it?
As formerly mentioned, the Draan of Ruskarkand are considered worthy prizes by most of the Pirates inhabiting Ruskarkand's terriories. The probable reason for this may vary, whether it's because of their unusual traits, their usefulness or their value for ransom if they come from nobility. There are probably other reasons, but those are considered to be the main ones. Other than that, the other demographics of Ruskarkand pale in comparison when it comes to relative value and the associated risk.

Is indentured servitude, prison labour, or other forms of correctional or legal debt servitude permitted by your nation's laws?
For the most part? Yes, yes, and yes - oftentimes, these can be seen as loopholes where-by an individual chooses to willingly surrender their freedoms to another individual or organisation, either due to an action performed on their behalf or because of their rights being stripped by the law. Usually, most clauses will outline a period through which this can be considered applicable. Only absolute madmen resign their freedoms away permanently.

From what forms of labour or use, if any, are indentured servants and prisoners protected by law from being subjected to by their creditors or prison authorities?
As far as individuals willingly giving up their freedoms are concerned, the limits of what they can do/are expected to do are ultimately defined in the clause they consent to between them and their master. Without explicitly stating that they will not do something, there's no figurative protection that can be put into place for the individual should they find they wind up having to do something they don't want to.
And as far as prisoners are concerned, that's a different can of worms. Penal workers are generally expected to adhere to the words of authorities, but the authorities themselves are bound by guidelines for conduct, ensuring that nothing outlandish is ever performed per-sae as a result.

What forms of labour or use, if any, are indentured servants and prisoners typically subjected to by their creditors or prison authorities?
Indentured servants generally see a wide variety of uses since they are figuratively only limited by what their clause says they won't do. That's best left to your imagination, although the majority of servants are usually relegated to simple domicile service so they can avoid the rigors of life as an Ignoble. Prisoners, on the other hand, generally get a regimen of hard labor, or are forced into penal battalions in order to atone for their crimes. Atonement usually comes through death, but that's because it takes a lot to have one's freedom stripped in such a manner in the first place.

Is the killing, sexual abuse, or exploitation of a person held by force as an illegal slave considered a worse crime or otherwise scaled to existing homicide and sexual abuse laws?
Breaching another individual's rights is one thing. Murder, sexual abuse or whatever is another. The two do not go together to make a worse crime, but they compound with one-another as seperate charges for whoever is indeed charged as a perpetrator for these crimes.

What sociocultural impact on values, ethics, and philosophy has the prohibition of slavery had upon your population?
Given that the Draanic League's population has never really been able to truly appreciate what it's like to practise slavery in full, it's hard to determine whether or not there's been an impact at all. To date, the continuing status-quo where slavery is illegal just seems to be the norm', with no negative connotations to speak of. At most, you may be looking at a few seedier officials happily capitalising upon the slave trade among Pirates by taking bribes for their blind eye - but that's about it.

Do any movements exist within your nation arguing and agitating for the reintroduction of slavery, or the introduction of indentured servitude (if not present)? How popular are they?
No such movements exist. Most people are perfectly content with their current freedoms, as per the documentation which outlines them.

Has slavery as a social and moral issue been the cause of internal or external conflict with separatists / rebels or foreign powers?
Again, no. The relatively low-key nature of the existing slave trades are as such since they lack the funding to disrupt any potential peacekeeping operation from the government, while also warding off the dangers of competitors. The fragmented nature of the system ensures that there's no real threat derived from slave traders, apart from random abductions here and there. At most, Ruskarkand has garnered criticism over its inaction in some cases.

Are there any facts, details, or information about legal or illegal slavery in your nation not covered by this questionnaire which you wish to share?

Survey II - Slavery is (basically) not permitted

By which law or constitutional amendment is slavery prohibited in your nation?
Penal Code, s25(1): No person or entity is entitled to assert property rights over another person.

How long has slavery been prohibited in your nation?
Since its formation.

How common is the presence of human trafficking / illegal slavery within the defined boundaries of your nation?
Almost nonexistent. The ubiquity of police makes it hard to get away with things like that.

How many people are owned and exploited illegally in your nation? How many for each free wo/man?
Basically none, at least none that is known, so you can imagine an appropriate ratio.

What punishment is mandated for those who are involved with the business of illegal slavery?
Technically merely saying you owe a slave is not a crime, but acting like it will invariably make you run afoul of a raft of laws, from false imprisonment to assault and battery to coercion to forced labour to unlawful use of force. Totalled together, prolific slave-owners and sellers can rack up over a hundred years of prison sentences, trillions of dollars in fines, and/or simple capital punishment.

If an illegal slave trade is present, which demographics are most at risk of falling victim to it?
N/A

Is indentured servitude, prison labour, or other forms of correctional or legal debt servitude permitted by your nation's laws?
Correctional servitude is to some extent permitted by the state, in the form of community service and other manufacturing labour. An out from debt servitude is provided by way of bankruptcy, and creditors are legally obliged to inform debtors of this.

From what forms of labour or use, if any, are indentured servants and prisoners protected by law from being subjected to by their creditors or prison authorities?
No labour may threaten the health and safety, both physical and mental, of correctional servants.

What forms of labour or use, if any, are indentured servants and prisoners typically subjected to by their creditors or prison authorities?
Generally low-tier manufacturing jobs, though more skilled prisoners (for instance, lawyers) can ply their trade under a government watch in return for the possibility of reduced sentence.

Is the killing, sexual abuse, or exploitation of a person held by force as an illegal slave considered a worse crime or otherwise scaled to existing homicide and sexual abuse laws?
Both situations are evaluated the same way.

What sociocultural impact on values, ethics, and philosophy has the prohibition of slavery had upon your population?
Equality of persons is presumed.

Do any movements exist within your nation arguing and agitating for the reintroduction of slavery, or the introduction of indentured servitude (if not present)? How popular are they?
No movement that is taken seriously.

Has slavery as a social and moral issue been the cause of internal or external conflict with separatists / rebels or foreign powers?
Once, in a multifaceted conflict, but it was a minor issue mostly subjugated to concerns of sovereignty.

Are there any facts, details, or information about legal or illegal slavery in your nation not covered by this questionnaire which you wish to share?

Did your nation have a history of slave rebellions? Which ones were most prominent? There were numerous recorded slave rebellions in history, most notably the Raedburg Slave Revolt of 1819. During this revolt, 70 slaves working in a factory attempted to overpower their supervisors and escape. They almost succeeded, killing many of the factory guards in the process, but were eventually quelled when almost 20 were killed by the police. This caused the owner of the murdered slaves to demand compensation from the government.

Survey II - Slavery is not permitted

By which law or constitutional amendment is slavery prohibited in your nation?
There are two prohibitions on slavery in Gandoorese law:
The Declaration of the Prohibition on Slavery
Article X, Section 7 of the Constitution of the Democratic Republic of Gandoor

How long has slavery been prohibited in your nation?
Slavery has been prohibited since 1783, a total of 241 years.

How common is the presence of human trafficking / illegal slavery within the defined boundaries of your nation?
Extremely rare, human trafficking in Gandoorese territories has been all-but eliminated.

How many people are owned and exploited illegally in your nation? How many for each free wo/man?
It is estimated that there may be up to 15,000 people in Gandoor held in illegal bondage.

What punishment is mandated for those who are involved with the business of illegal slavery?
Being involved with the illegal slave trade in Gandoor carries a minimum sentence of 25 years imprisonment with a maximum sentence of 75 years, the maximum sentence overall that can be given in Gandoor.

If an illegal slave trade is present, which demographics are most at risk of falling victim to it?
N/A

Is indentured servitude, prison labour, or other forms of correctional or legal debt servitude permitted by your nation's laws?
Penal labour is permitted by law, although it all must be done under the auspices of prison authorities, contracting prisoners to private companies or individuals is prohibited by law.

From what forms of labour or use, if any, are indentured servants and prisoners protected by law from being subjected to by their creditors or prison authorities?
By law, prisoners may not be subject to labour which could cause 'major and undue harm' to their physical or mental well-being.

What forms of labour or use, if any, are indentured servants and prisoners typically subjected to by their creditors or prison authorities?
Penal labour in Gandoor predominantly consists of light manufacturing work, with products produced via penal labour only being sold to the Gandoorese government, release of these products into the private market is strictly illegal by law.

Prisoners may also be required to serve as cooks in the prison kitchen, librarians in the prison library, or other various 'odd-jobs' around the prison facilities, if no prisoners volunteer for this work. (Under Gandoorese law, prisoners who volunteer for the non-manufacturing prison labour do earn wages for their work, as it is not considered coerced or otherwise non-voluntary labour, and therefore can earn additional income for their prison savings account in addition to the already established 300 GDY all prisoners receive monthly in order to spend on personal items in the prison commissary)

Is the killing, sexual abuse, or exploitation of a person held by force as an illegal slave considered a worse crime or otherwise scaled to existing homicide and sexual abuse laws?
An individual being held as an illegal slave does not alter the punishments for murder, sexual abuse, or other abuse of an individual. However, if an illegal slaveholder were to commit such an act against an individual they illegally held in slavery, they would also be punished for the crime of illegal slaveholding in addition to the crime of whatever they did to the individual.

What sociocultural impact on values, ethics, and philosophy has the prohibition of slavery had upon your population?
Gandoorese people are, as a whole, one of the most vehemently anti-slavery nations to exist and the prohibition on slavery is considered one of the reasons why modern Gandoor stresses the rights and freedoms of the individual as among the utmost of liberties.

Do any movements exist within your nation arguing and agitating for the reintroduction of slavery, or the introduction of indentured servitude (if not present)? How popular are they?
No.

Has slavery as a social and moral issue been the cause of internal or external conflict with separatists / rebels or foreign powers?
No.

Are there any facts, details, or information about legal or illegal slavery in your nation not covered by this questionnaire which you wish to share?
The government of Gandoor does not recognize any claims of ownership over another person and if any enslaved individual enters Gandoorese territory, then they are automatically considered freed from their illegal bondage and placed under government protection. We also reserve the right to arrest and punish foreign slaveholders in our territory under the same laws by which we would punish native slaveholders.

This half of the survey deals with slavery as an institution in your nation's past - if slavery has never been permitted, feel free to delete this section.

What legal process in the past did a private citizen or registered company have to go through in order to obtain valid ownership of another human?
During the period where slavery was permitted, all transfers of ownership of someone (whether via buying and selling a slave or even trading them) had to be done under government supervision and required the transfer of a document of ownership for the individual(s) in question.

Did the forfeit of this process and the use of another human for forced labour constitute a crime under your nation's law at this period in time?
Yes.

How many slaves on average over the period of legal enslavement were there in relation to free wo/men?
At the height of slavery in Gandoor, there were an estimated 19,000 people held in slavery compared to a free population of 3.2 million.

What punishment was mandated for those who were involved with the business of illegal slavery?
Punishment for the illegal transfer of slaves was the forfeiture of all enslaved individuals (including those who may have been acquired under legal means) by the government and up to 15 years imprisonment.

For what tasks, jobs, and roles were slaves typically purchased for by any legal entity?
Slaves were generally purchased for usage as farm labour, with some also being used for household help as servants, butlers, nannies, etc.

Were there any occupations slaves were by law prohibited to hold?
Slaves could not hold any governmental jobs nor jobs which required a formal education to hold.

What were the rights of the master over the slave? Could s/he kill the slave at a whim? Was sexual abuse or exploitation of the slave permitted etc?
The murder and sexual abuse of a slave was made illegal in 1637, following an incident where twenty-two female Chinese slaves were raped and murdered by their master and several of his friends and family members. Other than this, a slave owner had the full right to treat and punish their slaves as they saw fit, although most avoided 'harsh' physical punishment as an injured slave, especially one with a permanent disability, was worth much less than one in peak condition.

In accordance to or alongside this, what rights if any did slaves possess under law?
The only rights held by slaves were those conferred upon them via the prohibition on their murder and rape.

Who was permitted to purchase a slave?
Any male citizen aged 25 or older who owned property could purchase a slave. (The actual ownership of a slave could be granted to their wife, so long as she was also at least 25 years of age)

How evenly were slaves distributed amongst the populace of your nation? Which class owned the most slaves etc?
The vast majority of slaves were held by the Gandoorese nobility and upper-classes.

What type of slaves were in the highest demand? (Scribes, gladiators, sex slaves, personal retainers etc.)
Almost all slaves in Gandoor were either farmhands or personal retainers.

By what methods were new slaves acquired by your nation for sale to the population?
Slaves were purchased or traded from neighbouring nations and brought to Gandoor.

Were slaves drawn from any particular racial or ethnic group?
All slaves were either from Indonesia, the Philippines, or China.

Who, if anyone, was protected by law from being enslaved by any process?
No citizen or member of any of the indigenous peoples of Gandoor could be enslaved.

By what process could a slave be freed?
Excepting as punishment for the holding of slaves held illegally, a slave could only be freed by action of their current master, who would have to declare and sign an official document in front of an authorized government official that they fully consent to the liberation of their slave from bondage. The now-freed slave would receive a document certifying their status as a freed resident of Gandoor, which they would be required to carry with them at all times.

For what crimes, if any, could a citizen of your nation be stripped of legal rights and sold into slavery? How did this impact his or her property and family?
None, citizens of Gandoor were not permitted to be enslaved.

What sociocultural impact on values, ethics, and philosophy did the legal presence of slavery have on your population?
The existence of slavery is considered one of the reasons for the, what are now often referred to as, white supremacist policies held by the Nzardom of Gandoor. Even with the abolishment of slavery, former slaves and their descendants were not granted Gandoorese citizenship but were instead given status as 'free residents of Gandoor' and faced widespread discrimination due to both their status as former slaves/their descendants and from being non-white races. (The discrimination in regards non-white persons also applied to native Gandoorese, the majority of whom also lacked citizenship, and the growing Japanese population starting in the late 1850s, including their children who were officially granted Gandoorese citizenship)

How did slavery in your nation end? Were any movements arguing and agitating for the abolition of slavery or its replacement with indentured servitude play a role in this? How popular was the abolition?
Slavery was formally abolished on 20 November 1783, when the Declaration on the Prohibition of the Practice of Slavery was decreed by Nzarina Rebecca I.

The text of the declaration is as follows:
BY THE ORDER OF REBECCA, BY THE GRACE OF GOD, MONARCH OF GANDOOR AND DEFENDER OF THE FAITH
Under the authority granted to me by my status as Monarch and Supreme Governing Authority of the Nzardom of Gandoor, I formally declare that the holdings of any individuals in bondage by any citizen of the Realm is henceforth to be considered abolished and an illegal institution under the laws of this land.

All citizens of the Realm who currently hold any individuals in bondage will be required to bring them to an official Government Authority wherein they will formally receive documentation certifying their status as Freed Residents of Gandoor. The status of Freed Resident of Gandoor shall signify their right to reside and work within the Realm and will be passed upon to their children and other descendants for as long as the status continues to exist under legal terms.

SIGNED
REBECCA, BY THE GRACE OF GOD, MONARCH OF GANDOOR AND DEFENDER OF THE FAITH
The Twentieth of November, in the Year of the Lord, 1783

In addition to the 1783 abolishment of slavery (which is still in-force under modern Gandoorese law, despite Gandoor having become a republic in 1904, as all laws of the previous monarchy continued under the new republic, so long as they were still enforceable under the government of the new republic [meaning that laws specifically pertaining to the monarchy are no longer enforced, but ones which aren't still are, unless they were repealed via later law or statute]), the Constitution of the Democratic Republic of Gandoor also contains wording prohibiting slavery, specifically in Section 7 of Article X, the Inalienable Rights.

The wording of this section of the Constitution is as follows:
The government of the Democratic Republic of Gandoor declares the right of all individuals within Gandoorese territory to be free and protected from illegal bondage and therefore does not recognize any declarations or claims of ownership of an individual or individuals by any persons located within Gandoorese territory for any reason whatsoever.

Did your nation have a history of slave rebellions? Which ones were most prominent?
No

Did your nation abolish slavery before, but re-instate it? How did this happen?
No

Do any movements exist within your nation arguing and agitating for the reintroduction of slavery, or the introduction of indentured servitude (if not present)? How popular are they? The Galton Foundation constantly wants to appeal Article 8, while the Sei Dorianos dread its legalization as it would be destructive to its business.

Has slavery as a social and moral issue been the cause of internal or external conflict with separatists / rebels or foreign powers? Certain foreign powers hate the persecution of the Galton Foundation, but wish for a public image of disavowing the process.

Are there any facts, details, or information about legal or illegal slavery in your nation not covered by this questionnaire which you wish to share? The Federation rose from the ashes of the United States of America, so slavery technically was never used by the Federation, although the land saw the legal practice centuries ago.

Survey I - Slavery is permitted

By which law or constitutional amendment is the right to own people as slaves enshrined and protected? By the common law of property and contract, the Mu'amalat, as ordained by nature or nature's God, enshrined by the Peacock Throne, and enforced by courts of law.

For how long in your nation (and / or nations you are descended from) has slavery existed as a legal process? Slavery has existed in Darussalam for thousands of years, although its present form is known only during the latter three centuries.

By what legal process must a private citizen or registered company complete in order to obtain valid ownership of another human? They must obtain consent from the person to forfeit certain or all their rights for a given time, or they must demonstrate the debt the aforementioned person owes so that they could be involuntarily enserfed by the debtors, depending on the contract's specifications.

Does the forfeit of this process and the use of another human for forced labour constitute a crime under your nation's law? Yes, it is the crime of theft, punishable by compensation in kind plus whatever ordained by legal institutions involved.

Approximately how many slaves are owned legally within the defined boundaries of your nation? How many for each free wo/man? Considering the hierarchical nature of Darussalami society with its intricate multilayered concept of servitude, by default almost everyone except the Emperor on the Peacock Throne himself are, technically, dependents. However, in the conventional sense, it is estimated that around four to five percent of Darussalami adult population are bondsmen to individuals, corporations, or other institutions, in that their property rights are under authority of their patrons.

Approximately how many slaves are owned illegally within the defined boundaries of your nation? How many for each free wo/man? Estimations wildly vary, of all bondsmen it is estimated that around 1-15% are trafficked, an overwhelming majority of whom was taken advantage by exploiting the enserfed individual's illiteracy or vulnerability.

What punishment (if any) is mandated for those who are involved with the business of illegal slavery? As with most other violations of the law in Darussalam: monetary compensation to the claimant, fine to the authorities, whichever other punishment ordained by legal bailsmen most Darussalamis contract themselves with - generally entail either more fine, corporal punishment, or even execution.

For what tasks, jobs, and roles are slaves typically purchased for any by legal entity? Domestic labor, status display, sexual gratification and reproduction, education, menial labor.

Are there any occupations slaves are by law prohibited to hold? Technically, no.

What are the rights of the master over the slave? Can s/he kill the slave at a whim? Is sexual abuse or exploitation of the slave permitted etc? Much of the details depend on individual contracts every dependent bound themselves into. Generally, it can be said that labor rights are far more loosely interpreted for dependents than regular laborers - while Darussalami contracts often exist in gradations of free labor and servitude, it is said that one of primary distinctions between them is that while free laborers could generally quit their work at any given time, bondsmen are contractually obliged to fulfill their contract until a given time limit if not indefinitely, and their superiors might compel them to continue if they do so desire.

In accordance to or alongside this, what rights if any do slaves possess under law? They could dispute violations of contract before the court, such as to claim compensation over injury.

Who is permitted by law to purchase a slave? Everyone, including the bondsmen themselves.

How evenly are slaves distributed amongst the populace of your nation? Which class owns the most slaves etc. For obvious reasons, the upper class have the largest concentration of bondsmen. On the other hand, their traditions are also quite peculiar - it's not uncommon for wealthy families to transfer their offspring into dependence under other wealthy families, and they utilized dependence status to avoid religious condemnation of illicit sexual practices by simply hiring free, voluntary individuals into enslaved concubines. This naturally inflated their count of enslaved individuals. Other institutions with large ownership of individuals are municipal corporations, which often enslave their criminals for forced labor for a given time, and banks, often controlled by aforementioned upper class families.

What type of slaves are in the highest demand? (Scribes, gladiators, sex slaves, personal retainers etc.) Individuals employed as retinues and concubines for wealthy households account for the largest type of slaves, followed by menial-labor servants comprised of criminals and foreign immigrants unable to sustain themselves without considerable wage depression.

By what methods are new slaves acquired by your nation for sale to the population? Individuals who wish to forfeit their sovereignty could advertise by themselves, or seek auction companies that will find willing employers for them.

Are slaves drawn from any particular racial or ethnic group? In theory Darussalami servitude is color-blind, but in practice it disproportionately draws from lower-earning ethnic groups and first-generation foreign-born individuals.

Who, if anyone, is protected by law from being enslaved by any process? No one. While theoretically the Emperor on the Peacock Throne is immune from enslavement, this is easily circumvented by the fact that the immunity is granted by the Peacock Throne's authority, and an emperor could be deposed on the basis of indebtedness and thenceforth enslaved. Considering that the Emperor relies on the loyalty of banker-aristocratic class, this incentivizes financial prudence on his part.

By what process can be a slave be freed? When the contract is finished, when the debt is fulfilled (per terms determined before the court of law), when the contract is violated, or with the patron's consent (as long as it does not violate their contract). When any given obligation that enslaved them has been completed, then a bondsman is a sovereign individual once more, at least relative to their patron.

For what crimes, if any, can a citizen of your nation be stripped of legal rights and sold into slavery? How does this impact his or her property or family? In short, bankruptcy. By default, an individual forcibly enslaved is an individual completely devoid of property to fulfill their obligations. Depending on the specifics, their families are generally still considered sovereign, free individuals, although sometimes they might also get compelled into servitude if they're determined to be liable.

What sociocultural impact on values, ethics, and philosophy has the legal presence of slavery had upon your population? Servitude is generally defended on the basis of cost internalization: every individual is responsible for the cost they themselves incur to others, and liable for compensation by any means possible. The lack of wage flooring is taken to logical extreme, along with recognition of contracts that allow you to forfeit rights as long as you agree beforehand - the basis of modern corporations. As the result, the hierarchical status quo is perceived as the emergent order of the market, which ordains individuals into their respective stations of life. Darussalami values are also considerably much more inegalitarian.

Do any movements exist within your nation arguing and agitating for the abolition of slavery, or its replacement with indentured servitude? How popular are they? Historically, certain movements reject rights-abrogating contracts in favor of title-transfer theory where individuals might arbitrarily abrogate past contracts if they so desire. A civil war was literally waged against them and the syndicalists, and the present day reactionaries emerged victorious. Presently, some third party organizations called for abolishing servitude in favor of conventional bankruptcy, while also supervising over many bondservants for contract violations and advocating compulsory guilds-membership for bondservants to advance their rights. The authorities are wary of their activities, although they have promised to act within the bounds of law. They aren't very popular because most Darussalamis don't really care about so-called "unearned rights", especially the unearned rights of peoples not their own.

Has slavery as a social and moral issue been the cause of internal or external conflict with separatists / rebels or foreign powers? Not yet for now, although that is likely to change anytime soon.

Has your nation had a history of slave rebellions? Which ones were the most prominent? June 1987 Riots in Valakhshkert were instigated by migrant construction workers dependent to Azatyan Bank, ended with death of over 200 construction workers and dozens of militias and the watch of Valakhshkert. It was the most infamous modern-era "slave rebellion", causing considerable damages, hundreds assaulted or killed, and massive investment loss for the Bank as it was held responsible for damages inflicted by the workers. Nearly driven into bankruptcy, the Azatyan clan merged with the Akhdar conglomeration and only recovered much of their wealth a decade later.

Has your nation had a point in history where slavery was abolished, but then re-instated? How did this happen? The older system of slavery itself used to exist in Darussalam until 17th century when it was phased out in favor of present-era finance-based slavery. Later on during the Fitna in early 20th century, the syndicalists unilaterally abrogated contracts that held indebted individuals into servitude within cities they occupied, thereby being de facto abolitionists until the law was reenacted by the triumphant Restorationist faction.

Are there any facts, details, or information about legal or illegal slavery in your nation not covered by this questionnaire which you wish to share? N/A

How evenly were slaves distributed amongst the populace of your nation? Which class owned the most slaves etc? Only noble families were allowed to own slaves

What type of slaves were in the highest demand? (Scribes, gladiators, sex slaves, personal retainers etc.) Most personal slaves were either sexual or retainers. The government also held hundreds of thousands of slaves for giant forced labour programs.

By what methods were new slaves acquired by your nation for sale to the population? Chattel slavery was applied for three generations, whereas new slaves were obtained by raiding the Philippines and Indonesia as well as the internal desert tribes.

Were slaves drawn from any particular racial or ethnic group? Anyone who wasn't Victoresian could be enslaved, but in practice wealthy foreigners were immune from this threat.

Who, if anyone, was protected by law from being enslaved by any process? All Victoresians were immune to slavery, slavery of Victoresians was a punishable crime.

By what process could a slave be freed? Slaves were freed after three generations, or by their masters.

For what crimes, if any, could a citizen of your nation be stripped of legal rights and sold into slavery? How did this impact his or her property and family? No, citizens were legally protected.

What sociocultural impact on values, ethics, and philosophy did the legal presence of slavery have on your population? Slavery and especially serfdom led to hatred of the upper classes and contributed to several armed rebellions.

Survey II - Slavery is not permitted

By which law or constitutional amendment is slavery prohibited in your nation? The current Constitution (enacted in 2002) formally bans slavery. The Penal Code establishes the corresponding punishments for human trafficking and subjecting someone to slavery-like conditions.

How long has slavery been prohibited in your nation? Slavery has never been explicitly legal in Plaetopia, though there were few laws on the issue prior to and during the colonial rule, which ended in 1952. A Constitution drafted in 1954 formally banned slavery, however it was never in force until the end of a military dictatorship (1956-1970) and a civil war (1967-1970). In 1971, the Constitution was heavily revised and finally implemented, in practice banning slavery for the first time in Plaetopia. This Constitution was replaced by the current 2002 one.

How common is the presence of human trafficking / illegal slavery within the defined boundaries of your nation? Transnational trafficking is almost non-existant, because Plaetopia is an archipelago in a relatively remote location. Internal trafficking is not common but it does exist. A police crackdown on trafficking and forced labor is currently taking place.

How many people are owned and exploited illegally in your nation? How many for each free wo/man? 30,310 (estimated), or 0.07% of the total population - roughly 1 for every 1428 free people if the math was done right.

What punishment is mandated for those who are involved with the business of illegal slavery? 5-20 years of imprisonment, depending on the level of involvement and the scale of the abuses.

If an illegal slave trade is present, which demographics are most at risk of falling victim to it? Most trafficking cases involve the luring of poor youths from the least developed areas of Plaetopia (or more rarely the neighbouring Athik Archipelago) into informal labor in the cities.

Is indentured servitude, prison labour, or other forms of correctional or legal debt servitude permitted by your nation's laws? No (only community service can be imposed for mild offenses, instead of a short prison sentence of <1 year).

From what forms of labour or use, if any, are indentured servants and prisoners protected by law from being subjected to by their creditors or prison authorities? Limited forms of labor in prison are available, but they are only permitted if the work is voluntary and remunerated (salaries are extremely low though).

What forms of labour or use, if any, are indentured servants and prisoners typically subjected to by their creditors or prison authorities? None, it is a crime if it is not voluntary and remunerated.

Is the killing, sexual abuse, or exploitation of a person held by force as an illegal slave considered a worse crime or otherwise scaled to existing homicide and sexual abuse laws? It is scaled to existing homicide and sexual abuse laws, then a count of the appropiate slavery-related offense is applied as well, adding an aforementioned 5-20 years of imprisonment if found guilty.

What sociocultural impact on values, ethics, and philosophy has the prohibition of slavery had upon your population? It is seen as a fundamental part of the transition to a functioning democracy after more than a century of colonial rule and 20 years of post-independence turbulence.

Do any movements exist within your nation arguing and agitating for the reintroduction of slavery, or the introduction of indentured servitude (if not present)? No, not really. How popular are they? -

Has slavery as a social and moral issue been the cause of internal or external conflict with separatists / rebels or foreign powers? No.

Are there any facts, details, or information about legal or illegal slavery in your nation not covered by this questionnaire which you wish to share? Not particularly.

Survey II - Slavery is not permitted

By which law or constitutional amendment is slavery prohibited in your nation?
The autonomy act of 1704.

How long has slavery been prohibited in your nation?
315 years.

How common is the presence of human trafficking / illegal slavery within the defined boundaries of your nation?
Slim to non-existant. The idea of slavery harks back to notions of royalty and autocracy, which is abhorrent within the Quaegian zeitgeist.

How many people are owned and exploited illegally in your nation? How many for each free wo/man?
An incredibly small percentage. Any instances of human ownership or illegal exploitation discovered are dealt with immediately.

What punishment is mandated for those who are involved with the business of illegal slavery?
People who perpetuate slavery are given a life sentence of community service. Some argue that this is punishment is slavery in and of itself, but proponents of the punishment justify its use by claiming that owning slaves is an action whose root cause is wilful cruelty and that selfless service to the country is the most effective form of rehabilitation.

If an illegal slave trade is present, which demographics are most at risk of falling victim to it?
People in rural communities (most commonly immigrants) which are furthest from the capital. When instances of slavery have occurred, it has always been in isolated homesteads where there are no communities to step in and decry the actions.

Is indentured servitude, prison labour, or other forms of correctional or legal debt servitude permitted by your nation's laws?
Only in the extreme cases. If someone is found guilty of perpetuating slavery they will be given a life sentence of community service. This was put in place as a rehabilitative measure due to the reasoning that the cause for someone to own slaves is the disregard for another persons' wellbeing and the laws of Quaeg. Is it argued that this punishment would be a countermeasure to that mindset. Similarly, any correctional or legal debt servitude would only be handed out as a punishment if it was predicted to positively affect a guilty party.

From what forms of labour or use, if any, are indentured servants and prisoners protected by law from being subjected to by their creditors or prison authorities?
Any for which the prisoner is not fairly compensated, are lethally dangerous in nature or which require specialist expertise which the prisoner does not possess.

What forms of labour or use, if any, are indentured servants and prisoners typically subjected to by their creditors or prison authorities?
Manual labour, basic administration and civil service.

Is the killing, sexual abuse, or exploitation of a person held by force as an illegal slave considered a worse crime or otherwise scaled to existing homicide and sexual abuse laws?
The charge of slavery would be held as a separate and parallel crime to homicide or sexual abuse. If either the murder or abuse of a slave by their owner took place, the owner would be charged both with slavery and the murder or abuse of a person under their duty of care.

What sociocultural impact on values, ethics, and philosophy has the prohibition of slavery had upon your population?
It is more that the values, ethics and philosophy of the population had an impact upon slavery. Slavery was abolished after the Quaegian civil war of 1701, but was not the specific cause of the war, simply a part of the larger problem of autocracy and oligarchy. Slavery was not a widespread phenomenon. Slaves were only permitted to be owned by the king, as well as noble families who were specifically given permission to own slaves by the king. After the civil war, slavery was a symbol of tyranny and therefore abolished.

Do any movements exist within your nation arguing and agitating for the reintroduction of slavery, or the introduction of indentured servitude (if not present)? How popular are they?
No movement argues for slavery as one of its core values but the Restoration Movement and the Royalist Party both hold the position that slavery and indentured servitude respectively would be within the rights of a monarch, which both parties seek to bring back. Both parties are deeply unpopular and are considered fringe parties and extremists.

Has slavery as a social and moral issue been the cause of internal or external conflict with separatists / rebels or foreign powers?
Slavery was one of many arguments which caused the civil war on 1701. The idea of owning other human beings was morally reprehensible to the wider public and was part of the argument used against the royalty to incite rebellion in the outset of the civil war.

Are there any facts, details, or information about legal or illegal slavery in your nation not covered by this questionnaire which you wish to share?
N/A

This half of the survey deals with slavery as an institution in your nation's past - if slavery has never been permitted, feel free to delete this section.

What legal process in the past did a private citizen or registered company have to go through in order to obtain valid ownership of another human?
None. Slaves were taken by the king by royal proclamation at the king's leisure, usually from the poorest neighbourhoods.

Did the forfeit of this process and the use of another human for forced labour constitute a crime under your nation's law at this period in time?
No. The nation was hierarchical and the authority of the law was relative to a person's position within the hierarchy. The king was above the law.

How many slaves on average over the period of legal enslavement were there in relation to free wo/men?
Very few. Only royalty and the heights of aristocracy were deemed fit to own the life of another.

What punishment was mandated for those who were involved with the business of illegal slavery?
The punishment was at the king's discretion. Usually compensation payed to the slave along with their freedom. There was one instance in which a yeoman was executed for the practise because the king saw his use of slave labour by a lowly citizen as an attempt to emulate the divine rights of a king. The yeoman's land and wealth was then given to his former head slave and the yeoman's family was plunged into destitution.

For what tasks, jobs, and roles were slaves typically purchased for by any legal entity?
Slaves were taken for general labour and personal servitude. Slaves were generally used at the discretion of their owners, there was no specific role or purpose.

Were there any occupations slaves were by law prohibited to hold?
Slaves could hold any position was within their master's power to grant them, but they had no personal rights.

What were the rights of the master over the slave? Could s/he kill the slave at a whim? Was sexual abuse or exploitation of the slave permitted etc?
The rights of a master over a slave were granted by the king and were therefore absolute. There were many instances of casual murder and abuse.

In accordance to or alongside this, what rights if any did slaves possess under law?
Slaves had no personal rights but within legal context they were treated as property if they sustained damage from someone other than their owner.

Who was permitted to purchase a slave?
People who the king allowed to.

How evenly were slaves distributed amongst the populace of your nation? Which class owned the most slaves etc?
Only the king and select aristocratic families.

What type of slaves were in the highest demand? (Scribes, gladiators, sex slaves, personal retainers etc.)
Generally speaking, slaves were given as personal servants and house workers, though their purpose was flexible to their owner's will. A practise of many kings, who had carte blanche to take slaves as they chose to, was to take slaves who would fight in gladiatorial style combat for entertainment.

By what methods were new slaves acquired by your nation for sale to the population?
Slaves were taken from the general populace, usually from amongst the poor or from rural areas.

Were slaves drawn from any particular racial or ethnic group?
No, that wasn't a factor in taking the slaves.

Who, if anyone, was protected by law from being enslaved by any process?
Theoretically nobody. However, kings never attempted to take slaves from amongst factions who had any great influence due to the obvious danger those actions could entail.

By what process could a slave be freed?
Only by the will of the king.

For what crimes, if any, could a citizen of your nation be stripped of legal rights and sold into slavery? How did this impact his or her property and family?
Courts of law had no power to do these things.

What sociocultural impact on values, ethics, and philosophy did the legal presence of slavery have on your population?
During the time in which slavery was practised, it had a galvanising effect on an already increasingly discontent population which led to the Quaeg civil war and the overthrow of royalty and, by extension, slavery.

How did slavery in your nation end? Were any movements arguing and agitating for the abolition of slavery or its replacement with indentured servitude play a role in this? How popular was the abolition?
Slavery ended as a result of revolution. Most people within Quaeg were discontent with the increasingly corrupt royal family and it was a matter of public knowledge that the rebels would abolish many of the corrupt practises of the royal family, including slavery.

Did your nation have a history of slave rebellions? Which ones were most prominent?
No. The small number of slaves within the country meant that any attempt to resist would be futile. Some slaves took part in the revolution, specifically the ones whom the aristocracy freed after the noble families joined the revolutionary cause. When the conflict in the civil war first began, many slaves in the posession of the royalty and royalist families were culled over suspicions of espionage.

Did your nation abolish slavery before, but re-instate it? How did this happen?
There has only been one instance of history in which slavery was present in Quaeg. It arose over time in conjunction with increasingly authoritarian and tyrannical rule by the royal families who, in response to increasing quality of public education and calls for greater dissemination of power to people, had become crueller and more corrupt in order to solidify their rule over Quaeg in uncertain times.
So, this is where I write a signature. I'll replace this with something else later.
Quaeg's just a nation trying to make its way in the world. We're out-of-the-way, pleasant and overthrew the king in a violent revolt. Come and visit, everyone's welcome!
Copy and paste this in your sig if you passed biology and know it's completely irrelevent to your opinions on gender and sex
Overview. Just FYI, The flag's a sunset, not a sunrise, and the Quaeg is pronounced Kw-ay-g.

Survey II - Slavery is not permitted

By which law or constitutional amendment is slavery prohibited in your nation?
Amendment 1 of the Constitution of the Greater Realm.

How long has slavery been prohibited in your nation?
~30 years.

How common is the presence of human trafficking / illegal slavery within the defined boundaries of your nation?
It is not very common at all. The military of Seikokka stalks the borders and waterways of the nation constantly, and thus human trafficking is an extremely risky and deadly business.

How many people are owned and exploited illegally in your nation? How many for each free wo/man?
A tiny percentage. The number is incredibly small, and human ownership is an extremely serious crime.

What punishment is mandated for those who are involved with the business of illegal slavery?
Death via hanging.

If an illegal slave trade is present, which demographics are most at risk of falling victim to it?
Far away, remote areas in the Dark Hills, where young kemono girls are at a small risk of being targeted.

Is indentured servitude, prison labour, or other forms of correctional or legal debt servitude permitted by your nation's laws?
Labor camps do exist and are used for political dissidents.

From what forms of labour or use, if any, are indentured servants and prisoners protected by law from being subjected to by their creditors or prison authorities?
Prisoners may not be allowed to be used as personal servants.

What forms of labour or use, if any, are indentured servants and prisoners typically subjected to by their creditors or prison authorities?
Infrastructure and construction projects, or light manufacturing.

Is the killing, sexual abuse, or exploitation of a person held by force as an illegal slave considered a worse crime or otherwise scaled to existing homicide and sexual abuse laws?
The crime of human ownership and the crime of murder would be tacked on separately to a criminal's case and punishment.

What sociocultural impact on values, ethics, and philosophy has the prohibition of slavery had upon your population?
Well, it's more the other way around. The constituent states of Seikokka once were independent, and slavery was either barely practiced at all or was formally or informally prohibited. Furthermore, slavery was seen as a "degenerate institution" once Seikokka was formed, with the "degenerate institution" held as something only foreigners participate in.

Do any movements exist within your nation arguing and agitating for the reintroduction of slavery, or the introduction of indentured servitude (if not present)? How popular are they?
No movement exists that seeks to institute slavery in Seikokka.

Has slavery as a social and moral issue been the cause of internal or external conflict with separatists / rebels or foreign powers?
It hasn't caused conflict, but it has severely harmed relations with neighboring countries, all of which practice slavery.

Are there any facts, details, or information about legal or illegal slavery in your nation not covered by this questionnaire which you wish to share?

NS stats aren't used because they're dumb.
I'm a left nationalist. The closest thing you could probably pin me to is the unironic juche gang.
