In San Lumen the King/Queen's formal title is His/Her Royal and Imperial Majesty though using the term Your Majesty is often considered acceptable

The Prime Minister is simply called Prime Minister. There is no formal title.

The King is addressed properly as 'Your Majesty', and thereafter, 'Sire'. Members of the Royal Family with the title or rank of 'Prince' or equivalent are permitted to address him as 'My Seigneur'.

The Prime Minister is addressed 'Your Grace'. Social equals (such as senior peers) would address him as 'Mr Prime Minister', or 'Limmes'. 'My Lord Treasurer' is also used in Parliament.

The sovereign is usually addressed by their title, most commonly 'Empress' (though this can occasionally vary; the sovereign is entitled to modify their official title). 'My Empress' is the formal address for citizens, but obviously foreigners aren't expected to refer to her as their sovereign.

There are no hard and fast rules, though, and basically anything goes where a clear attempt at showing respect is made, and where the address is not inconsistent with a royal title. "Majesty', 'Grace', 'Highness' etc all work. In any case, most sovereigns haven't really cared that much about it, and would probably let a mistake go unless it's obviously meant to be an insult.

The President of the State Presidium is generally addressed by their military rank since Zhouran is a Yuhukekang-style stratocracy in which the national leadership is military-ruled with the civilian majority government being civilian. Other than that, the President of the State Presidium can be simply addressed as president instead for convenience.

In formal situations, the Lehendakari is addressed as The Most Honourable NAME, Lehendakari of the Republic of Brilliania. In foreign languages, the term "President" and its variants are accepted as well.
In informal situations, just Lehendakari NAME is used.
