Also, out of curiosity, who was the 'Organizer' for Pacifica prior to Cormac since the Delegate of that region wasn't deemed suitable (leak risk? flight risk?) until very recently.

The New Pacific Order has concluded elections for our newly established Senate position "Vox Populi". While in the past we have previously operated some low key elected offices, such as the members of the defunct Patrician's Assembly, this is the first time the New Pacific Order has had an elected official serving on its Senate. The full legislation defining the mechanics and functions of this new senatorial office are attached at the bottom of this statement.

Please join us in congratulating Roquentin of T-ara as the first Vox Populi after a close vote between four solid candidates.

Vox Populi
Senator of the People

The Emperor has designated that the Body Republic shall elect a speaker, entitled Vox Populi, to serve in intervals of six months.

I. Duties of the Vox Populi

1. To maintain a roster of member nations of the Body Republic.

2. To maintain the internal debate and voting rules of the Body Republic.

3. To schedule votes within the Body Republic and inform the region of the results of said votes.

4. To act as liaison between the Body Republic and the Senate of the Pacific, acting as a member of the latter.

II. Qualifications for the position of Vox Populi

1. To have maintained citizenship in the New Pacific Order for a minimum of one year immediately prior to the vote.

2. To have actively participated in one or more official departments for a minimum of one year immediately prior to the vote.

3. To have served as an officer, deputy, or head of an official department for a minimum of six months immediately prior to the vote.

III. Election of the Vox Populi

1. The Emperor, Consul, or incumbent Vox Populi will open nominations for the position on the 1st day of the third and ninth months.

2. Nominations will remain open for 72 hours, self-nominations are allowed. Only those that meet the requirements in Article II will be designated as candidates.

3. Candidates are expected to publish campaign platforms for their term as Vox Populi as new threads within the Body Republic following the conclusion of the nomination period.

4. Member nations of the Body Republic can question candidates in their respective platform threads until the 10th day of the third and ninth months.

5. The Emperor, Consul, or incumbent Vox Populi will open a voting thread on the 11th day of the third and ninth months. Nations wishing to vote are required to post their individual vote publicly within the voting thread. Each nation may only vote for one candidate. A plurality system will be used and the winner is the nation with the most votes. Elections will remain open for 72 hours.

6. There are no term limits for the Vox Populi but the holder will have to stand for re-election at every cycle.

IV. Membership in the Pacific Senate

1. The Vox Populi will be designated Senator of the People within the Pacific Senate and have all rights and privileges associated with this office.

2. The Senator of the People will have the same default access as all other members of the Senate.

3. The Senator of the People will be granted Regional Officer status in the Pacific with access to Appearance, Communications, Embassies, and Polls. If the nation has served in the leadership of the Praetorian Guard it will also be given Border Control.

V. Imperial Oversight

1. The Emperor, or in their absence, the Consul, has the right to veto the vote of the Body Republic if information becomes available implicating one or more of the candidates as a threat to the Pacific. Details of this evidence will be provided to the Body Republic within 72 hours of the veto.

2. If the Vox Populi goes inactive or otherwise has to resign during the course of their six month term, the Emperor or Consul will hold a special election in order to elect a new Vox Populi to serve out the initial term. In the instance of a special election, the replacement Vox Populi will not be granted Senator status for the shortened in-office period, but will still be eligible to stand in future standard elections and gain that status if victorious.

While this was an unanticipated turn of events, I am happy to be able to serve the Pacific in this capacity. I wish to promote stronger community bonds within the citizenry and region. In spite of the fact that I have not been very loud on here, I have observed events for the past few years and hope to be able to contribute more now. Being the first to serve in this position means precedents will be set and I hope to make them good precedents.
