Excerpt from Port Bering Bugle: “Early Thaw Hits Lowlands Hard With Flooding, Peninsula Responds and Prepares”



Hope Park, LWD, RoA. 25 February 2019

An unseasonably warm February has led to melting ice and snow all across Arktic, forcing the peninsula to scramble to prepare for the kind of massive flooding that has already slammed the flat Lowlands in the southeast of the Republic as the thaw inevitably spreads north.

The early, sudden melt drew from the near record snowfall in the mountains and across the country, dumping tens of millions of gallons into still half-frozen waterways that were unprepared. Most of the rivers in southern Arktic have been reported as “moderately to severely flooding.” The southern city of Hope Park was hit particularly hard, with five feet of water covering more than half the city, forcing all their schools to close shutting down their oil refinery and solar energy plant, although the wind farm is still operational. Fortunately, most of the city was able to evacuate, although rescue operations conducted by the Rangers, GDF, and local authorities continue. Damage to infrastructure is estimated to be in the tens of billions, not counting lost crops or productivity.
“The whole Park was flooded,” related Hiro Ryers, a thirty-seven year old refinery worker who lives and works in Hope Park. “There was water from the town hall all the way to the woods out east. They had us working at the refinery until we could literally see white caps in the parking lot. I’m lucky to have made it back to my family so quickly.”

As the February “heat wave” is expected to travel up the Arktic peninsula, cities from Evergreen to North Point have made preparations for a thaw and potentially a refreeze. Rivers that have yet to flood their banks have been lined with small scale earthworks and sandbanks, tests are being conducted of local drainage systems and building codes, and Rangers are preemptively closing off some areas of national forest that are vulnerable to flooding. Refugee settlement zones have been noted to be particularly vulnerable to flooding, and so a rush of civilian and government organizations are now attempting to fortify the settlements against rising water and to make plans for potential relocation.
“This flood has entirely upended our lives,” said Nebez Behwan, an 20 year old Azen refugee and community organizer living in Easter Settlement, north of Hope Park. “The support so far has been great, but we are still worried. The refugees here could lose everything, and if we don’t have any shelter all the young and old people here won’t be safe. We could all freeze out here once this heat wave goes away.”

In response to the growing flood crisis, President Keme Jones has declared the greater Hope Park metropolitan area to be in a state of emergency. The administration has also ordered the Army to be mobilized to assist the GDF in operations and logistics as rescues and emergency engineering projects get underway, and has had the Peninsular Meteorological Network issue a nationwide warning about the flooding. The liberal opposition has also taken this opportunity to criticize Jones’ conservative government, claiming that lagging infrastructure funding and a hesitancy to adopt new environmental policies have contributed to the disaster. In response to criticism, the Jones administration has offered to open up a climate conference in Arktic to hammer out both national and international agreements to help “guarantee the future of the solid foundations of nature on which this nation, and all peoples, stand.”

Navy to undergo mass reformative period

News from the Naval Command Center broke today, when the Chief of Naval Operations, Admiral Ørjan Berntsen announced that both the Anowan Navy and Marine Corps would be going under mass formative and training reforms in the following 6 months. Such goals and ideas came after both the Marshal Action Plan of 2019 was enacted, and following a speech by Prime Minister Brunhold requesting a "Naval force capable of maintaining international obligations in the form of military aid in times of war, and civil aid in times of strife."

For nearly 60 years, the Anowan navy has been seen both internally and internationally as a laughing stock. Of the 163 ships in service, only 48 are dedicated surface combatants, 3 are carrier type craft, and only 2 have been launched in the last 25 years: The RANV Garris III, a nuclear powered aircraft carrier the RANV 'Oleander II', a submersible carrier capable of SLBM launch. The latter of which has received criticism for being a waste of budget and needlessly underspecialized.

Recent developments indicate that a mass purchase of surface craft from the now defunct navies of GRCS states, as well as a mass reform to doctrine and Marine training all point to where the MAP failed to pull up. As it stands, shipmaking yards across the nation are retooling from merchant vessels to that of domestically made destroyers and frigates, with older craft slated for decommissioning are apparently being hauled to drydock for extensive rearming and repairs, including the conventional aircraft carrier, the RANV Outer Heaven.

No matter what's to come, it is clear that the way forward for the Anowan military is, it's going to be making waves.

National Congress, Council, Begin Discussion on Proposal for "Independent States Alliance"


The National Council and National Congress recently began a second series of talks behind closed doors regarding the potential formation of a new international organization, created for the purposes of ensuring continued individual sovereignty of nations, through defensive military action if necessary. These talks have arisen in the face of what some feel is an increasingly ability by certain powerhouse nations to exert undue pressure upon other nations, whether overtly or covertly. Rumours of invitations being extended to other nations, even at this early stage, remain unsubstantiated. Anti-Militarist members of Congress have expressed skepticism for the concept, pointing to the United Federation's sizable naval force. Supporters of the potential political developments cite the restrained manner in which the ADF has been deployed for much of modern history, with even saying it was borderline isolationist. Results of the first round of discussions remain unknown at this times, with even usual press sources remaining silent on the matter for the time being.

Urranese Forces Deploy to Arktic For Flood Relief Operations

The Urranese MoD announced the deployment of Urranese troops to the Arktic in responseto seveer flooding sweeping across the region.

C-17s carrying troops and supplies from Urran arrived in country earlier today. The Urranese contingent includes Army engineering teams, Coast Guard and Marine Corps disaster relief units, and Air Force search and rescue assets.

Urran has deployed helicopters, small boats, high water vehicles, and military grade earth movers and construction equipment to help stem the flood waters and rescue those in distress.

Relief also comes in the form of thousands of pounds of aid supplies being flown in by the Urranese military.

Today is the 8th of March, 2018. A day of which it would be remembered as the day that the world has taken a major step into stablizing itself, A new era that would see the Children grow out of poverty and be given the Education they deserve: Or so it will be intended to be.


As a citizen of Loistava, You might be out working, sleeping or simply sitting at your couch with loved one, Or having a lonely night with you and your thought to occupy that void inside your hallow self, But your problems aside, A flash is briefly seen in the television screen infront of you, With an unfamiliar beep accompanying it that would catch anyone's attention even in a thunder storm, You're confused, Whats wrong with chunk of steel, But then all of your worries secede as you read a short sentence, An announcement, You remember now that the President is giving a speech today, How careless of you to forget but nevertheless you wait patiently for the broadcast to begin, With your joe in hand, You're about to witness history in the making, Rejoice!


In the TV screen, It simply a blue screen with a couple of writings, Mainly apologizing for interrupting the usual programs and the announcement to the Conference that the President will be holding, And then it finally cuts to a simple room, A pedestal with the Loistavaan known Eagle emblem engraved into the front of said Pedestalm Two Loistavaan Flags decorate in their black steel and golden poles the background, Behind the Pedestal is a simple blue curtain, You watch silently, Waiting for the President to show up and finish it all, Who knows what you have to do, A schedule to fulfill, You can clearly hear chatter from the TV, Journalists and Officials not shown in the frame but clearly behind the camera, Facing the President.


Alas, Your prayers are answered as the President walks into frame, Silence dominates the environment while the President fixes his mic, This is President Alyasa Barthulmawus, Current Leader of the Loistavaan Federal Republic, Short swept back black hair, with a lean and thin build, As for his face, It could be described as sharp with an average nose, dull blue eyes and thin eyebrows. For a second you question your analysis of the President, But that doesn’t matter as you see him get ready to start.

“Imagine a World of Peace” A voice spoke, That voice belongs to Alyasa, A soft and accentuated sound, Full of knowledge and experience, “A world where problems aren’t solved by violence and bloodshed, A world where everyone is your friend and enemies don’t exist. Well that world doesn’t exist, And it won’t exist if we don’t strive for such high goals” A pause, the President looks around as if inspecting every reaction, But you can’t exactly see for yourself. “You might think it would redundant to dream of such an impossible world, But if every great man ever thought that way, We wouldn’t have great men!” As his voice is being raised gradually it is apparent that this is only the beginning for a big announcement.

“For centuries the world battled constantly without shackles for resources and land, Petty squabbles and useless feuds, And in the sidelines civilians always take the blow, Either intentionally or not. We are not going to ignore some nation’s efforts to mend the broken families and lost blood, but we know deep down its never enough. Never enough unless we all band together and organize ourselves not for the betterment of finite national disputes, But something far greater, Something that defines us and the generations that come before and after us. The children” Alyasa pauses dramatically, “While I am no idealist, I know that humans are more than capable to change the world, Whether by small acts of kindness or Even something as big as a country sending aid to the needy. We are no strangers to tragedy, As recently the collapse of Azenyinstan and the rise of the Federation, The Terrorists that strike fear in the hearts of defenseless civilians, The constant airstrikes that continue to displace thousands of people. All of this could be prevented.”
There is silence for a minute, While people are contemplating the word of the President. It is true that many tragedies ravage our world at the moment, Recent ones that ended with a lot of suffering, But what of it? What is the motive of such speech, Is the President opening up an aid program or something?

“I have come this day to talk with you on the greatest issues of our time – That is the preservation of human freedom. My cabinet and I have decided to invite willing governments to Loistava to sign the recognition of an organization that’ll promote those freedoms, The United Nations. A declaration that’ll be remembered around the globe to be the first serious movement to preserve our peace, Our freedom and most importantly Our Liberty”
“The main purpose of this movement will be thus recognized as the first article, Unchangeable nor discussed against is, To achieve international cooperation in solving international problems of economic, social, cultural, or humanitarian character, and in promoting and encouraging respect for human rights and for fundamental freedoms for all without distinction as to race, sex, language or religion” A pause again while the president looks around the room

“And with this I ask my fellow world leaders to come here, To Loistava, And finally start the process of which we can help the world in its path to peace and safety, And to not be dissuaded by the opposition! The issue around us are vast in numbers. But I believe completely that together, Hand in hand, We can do it! In the end we must not be confused about what freedom is. Basic human rights are simple and easily understood: freedom of speech and a free press; freedom of religion and worship; freedom of assembly and the right of petition; the right of men to be secure in their homes and free from unreasonable search and seizure and from arbitrary arrest and punishment.
We must not be deluded by the efforts of the forces of reaction to prostitute the great words of our free tradition and thereby to confuse the struggle. Democracy, freedom, human rights have come to have a definite meaning to the people of the world which we must not allow any nation to so change that they are made synonymous with suppression and dictatorship.” And with this final message the President concludes his short speech, Promising a more detailed and informative conference after the talks with most world leaders willing to join..

And with speech done, You turn off your TV once journalists start barraging the President with several questions, Not keen on hearing them now and hopefully do so later, Once the President announces the organization atleast.

7 dead after 3-way Shootout in Dockyard

T he usually quiet dockyard of Hanigoro had turned into a gruesome crime scene following a shootout between local authorities, and two warring crime organizations during the early hours of the morning, leaving 7 dead, including a police officer, and injuring 14 others from what was allegedly an arms deal gone wrong.

The incident occurred at around 3AM after an anonymous tip informed Police about a trade of high-powered firearms between members of Resavesi-12, a newfound crime organization allegedly started by members of an organized crime group in Azenyanistan and former servicemen whom had fled the country following the civil war, and specialize in drug manufacturing and trade, illegal arms dealing, and car boosting, and the Church of Kasai's Wrath, a known cult with a long-history of gruesome crimes involving kidnapping of local politicians and social elites, torture, money laundering, and murder in the past 2 decades.

According to the police report gathered by our sources, just before the shootout, police overheard a heated argument between the two factions resulting in one of the Resavesi members shooting the other, leaving him wounded. Police then stormed the area to which both factions began shooting at the police and at each other, resulting in a 10-minute shootout that left many dead and wounded. Included in the list of the dead was Officer Nagai Kugesake, 32, and Algeira Hasseumi, a high-ranking member of the Resavesi and allegedly the dealbroker between their faction and the cult. 14 others from both factions have also been arrested following the firefight, including a high priest of the cult.

After a thorough investigation of the crime scene, several crates of firearms, including machine pistols and fully-automatic rifles were collected from the Resavesi inside their vehicle, as well as a sum of 400,000 Flk. inside briefcases located in the high priest's car. This also included documents and photos that could help authorities in future operations against the two factions.

As of now, the authorities have locked down areas of the dockyard for further investigation by police and have advised workers to avoid the areas for the next 24 hours.

Tensions begin in South East Helsa. Liberated states Ostir, Rukh, Kresnia and Velmira feud over Ethnic Boundries and Territorial Claims.

In the South East of Helsa, just on the border or within Ashai, four states take the place in a pass between the Mountains of Donner Land and the Sea to their south. These four states were formed after the Erebonian War, which had wreaked havoc over most of southern Helsa and by extension, Southern Donner Land, the effects of which on some counties are still being felt today, such as depopulation, making some towns on the border effectively wastelands. After the War ended and Donnish Troops pulled out after the 2-year occupation of Erebonia ended in 2002, these four Nations in the southeast were also formed in its aftermath. Rukh, Ostir, Kresnia, and Velmira.

Velmira is on the coast and prevents the three other states from gaining access to the sea. Leaving Ostir in the far north and Rukh and Kresnia in central area fending for themselves economically, landlocked. Adding to this are unsolved Ethnic Tensions, which due to the local geography, population density and spread, as well as lack of documentation were poorly covered in the treaties that formed. This combined with Border Disputes, primarily due to vague and conflictive wording in the treaties has now made itself noticeable recently as talks between the countries begin to solve these problems, but have turned for the worst in a series of tragedies and accidents.

Firstly, the President of Velmira was killed in a car bombing. Which after some investigation has showed signs of being orchestrated by a Ostir Ultra-Nationalist group named "The Sons of Ostir". Their manifesto was mailed to a Velmiran Police Department hours after the bombing was first reported demanding that Ostir is given access to the sea and that their "Brothers and Sisters in your nations" are released.

Secondly, Rukh has been suffering from an economic slump due to a lack of workers and high emigration from its country. Blaming this problem on the other states around it and the Erebonian War, by which most of their population had been killed in the Conflict. Because of this, they have refused time and time again to participate in talks and have made what little Military it has left on alert on its borders, recently aligning with Velmira due to backroom deals.

Thirdly, Velmira has established it's support for Rukh and signed a Military Alliance in recent years, their militaries also together dwarf the two other states in the region. Donnish Military Contacts have informed us that they are likely to use force if they do not get their way diplomatically in the coming weeks during the talks about the recent Assassination, Border Disputes, and Minority Mistreatment, which are already at a bad start.

As for Donner Land, the Civilian and Military Council are convening on what to do should this turned into an armed conflict and have cleared the activation of 3 Battalions of the 5th Mechanized Ranger Division to be stationed on the South Eastern Border. A Division that in 2018 had proved themselves in the Liverpool-Modena War.

Argarita to assist Sukhothaian Counter Insurgency task force

Ever since the failed putsch attempted by the Sukhothaian 'Generals' in 1969, Sukhothai has not only had an insurrection issue, but also a piracy and crime issue as a result of general breakdown of military and law enforcement cohesion. Due to the Anowan and Sukhothaian alliance struck in the mid 1800s, Anowa stepped in to help with such an issue.

Anowan Forces have been on continual deployment into the state for nearly 40 years. Seen by many as an economical and martial waste, an estimated 180 billion Drachma in funding has gone to the conflict, and nearly 20,000 Anowan lives. There have been a number of public polls and political talks over ending Sukhothaian support to relieve the Anowan economy, but no ending has been in sight. Even with the Patagon War and Kubatian Civil War, Anowan troops have been deployed to the country in an attempt to combat the rogue paramilitaries of the jungle nation.

Though relief came in the form of ironic tragedy. On December 29th of last year, an Argaritan Cruise ship was struck by a Sukhothaian gunboat, apparently itself taken by one of the many pirates gangs occupying Sukhothai's southern peninsula, and had most of it's crew killed, and it's occupants robbed. Including former Argaritan Prime Minister Sílvio Couto.

As a result, and after many hours spent in boardrooms and embassies, the Argaritan armed forces are now on their way to assist in anti-piracy and COIN operations. The Third Infantry Division, 2nd Regiment is expected to arrive in the following weeks, while The Argaritan Special Forces Group has already deployed to assist with training and direct action.

With this in mind the Anowan military now seeks to take a slight step back from their 40 years of enduring planning, giving a much needed break to the economy and the Anowan war machine.

Anti-Anowa Protests Turn Violent! Dozens injured!

Protests ensued tonight at the Aabbati Trade Square following the most recent government announcements concerning arms and economic deals. Following the hurling of several rocks at President al-Kharam's vehicle and the non-fatal shooting of two protesters. angry citizens formed together in a mob outside of his hotel. Rock throwing commenced again at around 9 PM. An attempted storming into the lobby of the hotel was met with police and security retaliation. The crowd dispersed at around 4 in the morning, with eleven dead due to the chaos. President al-Kharam's advisor announced that the President would make a speech after the flight back to Oran. al-Kharam announced his condolences by the state's social media outlets.

On the account of angry citizens trouble is reported to be brewing between pro-Anowan and anti-western traditionalists within the government. Riots have been recorded around the coalition.

Upper House Passes Legislation Regulating Treatment of Workers in Foreign Nations


Earlier this morning the parliamentary Upper House passed a bill outlining new laws that will regulate the treatment of foreign workers employed by Urranese companies abroad.

This comes after an international human rights watchdog found evidence of mistreatment of workers in developing nations by first world companies in factories and storefronts.

The bi-partisan bill passed with all votes in favor and only five abstained. The names of the abstaining senators have yet to be released.

Under the new guidelines, Urranese businesses that operate factories, offices, or storefronts in foreign nations or territories will have to provide the same benefits and equivalent wages as an employee working the same or equivalent job in Urran.

It is hoped that this will not only improve living, working, and economic conditions on local and national levels abroad, but also work to protect the Urranese job market by keeping higher paying positions within Urran while still continuing to export Urranese brands and allow the Urranese economy to become a global power.

Tensions in Helsa "Not Our Problem" Says Urranese PM


SAKURA CITY

Prime Minister Saki Hanajima delivered a speech early this morning regarding the reported rising tensions in southern Helsa.

The PMs speech comes as the diplomatic and military situations in Helsa continue to deteriorate around Sicilonia and the former Erebonia.

"Urran condemns the violent actions taking place in Siliconia." Hanajima said at a press conference in the Rotunda. However, the PM stopped short of declaring any action against either side in the recent conflict, stating that "foreign religious squabbles do not concern Urran unless they come to our door."

Hanajima towed a taughter line with relations to southern Helsa. "We are monitoring the situation closely" said Hanajima. "The former Erebonian nations border Donner Land, a key ally in the region. We will join in whatever sanctions Donner Land wishes to implement."

When asked if a military response would be considered possible if things began to deteriorate in either theater, Hanajima replied "no" on both accords. "Sicilonia is inconsequential. Urran has labeled the governing bodies of both groups to be religious terrorists on account of past atrocities. We will not get involved if they are so inclined to destroy each other."

The PM went on to say of Erebonia, "No, I do not foresee any Urranese involvement. This is a Donnish issue and is quite frankly, not our problem to solve."

The PM declined to say if this meant that Urran would not fulfill any obligations to PACT or the Unnion if asked to do so.

This marks a striking pivot for the current administration, that has recently been involved in multiple wars in Sishai and an ongoing bombing campaign in the Federation.

This has pleased many anti-war advocates in Parliament, as well as many isolationists. However, some members, including some in Hanajima's own Urran First Party, believe that such a move could be disastrous.

"Urran first does not mean Urran only." stated Urran First Party MP Hitokiri Jine. "I feel that a move like this will only alienate our allies further. This administration's foreign policy does not align with her party's views. She is getting us involved in imperialistic wars, while leaving our allies out to dry. This change is in the wrong direction."

Urranese Prime Minister Saki Hanajima preemptively denies assistance to Donner Land for Sarrukh Vale tensions. President Arlehg Rurts blasts back in press conference.

"While I and the rest of our administration respect our Urranese peers, we are disappointed to hear that they refuse to offer or give any assistance in this tense and dangerous situation on our South Eastern Border," is what President Arlehg Rurts said in the first moments of this press conference, called only a day after Prime Minister Saki Hanajima made their declaration that they will not support Donnish military forces in the Sarrukh Vale should armed conflict break out.

"We have around twenty thousand Donnish servicemen and woman deployed to the Sarrukh Vale region, five battalions of which have been deployed since 2016 in service of the state and military council. The Military Councils estimates of losses in a likely armed conflict with Ostir and Sarukh is between one and three thousand casualties. This is, they have assured, accounting for Urranese support in a theatre. However, without Urranese support, projected casualties increase three to five percent and the conflict is extended by one to two months," President Rurts continued to say. We do not have confirmation if the estimates he spoke of are entirely accurate, and can only report that they have come from the Donnish Homeland Defense Ministration.

The Sarrukh Vale tensions are unlikely to end in peace and numerous other nations are already formulating their own responses to the situation at hand. The main relevant players in this situation appear to be the Valaran Empire, GRCS and the Union.

The Valaran Empire in this scenario has relations with the State of Velmira, who since the Erebonian War, have been on fine standings with each other, the Valaran Empire specifically assisting Velmira in its naval modernization and since they are in such close proximity, likely has security and economic concerns for a conventional conflict breaking out in the Vale Region.

The GRCS has shown interest in expanding their international influence, and our geopolitical theorists feel that it is likely that the GRCS will be intervening somehow on the side of Ostir and Rukh, likely out of National Goals in the region and empathy for the perceived plight in the Central Sarrukh Vale.

The Union has economic interests in the region due to it being a major land trade route, as it bypasses the Donnish-Vanquarian Mountain Border. Though we find it unlikely that they will send any military support due to their overall neutrality and pacifism since the 2nd Helsan War and even before. It is likely that they will sit out the conflict should it occur and ride out any economic repercussions.

President Rurts had this to say as parting words after answering questions. "We are prepared to invoke Article One of PACT should the situation escalate to something we cannot handle alone, then it will be up to the Urranese to decide if they will assist us or not once more."

Foreign Affairs Committee Talks Helsa


Sparks flew in the Lower House Foreign Affairs Committee as House members clashed with generals and one another after Prime Minister Hanajima's statement that Urran would refuse to get involved in any potential war in Helsa.

Members of the FAC sought to discover if a Prime Minister's executive decision would supersede Urran's signature to a foreign treaty, and, if so, the legislative or judicial branch have the power to overrule the decision of the Commander in Chief of the Armed Forces.

Urran First party member Chiam Lee put it, "Urran First does not mean Urran only. We need to support any PACT initiative in order to maintain positive international relationships. Anything less will make Urran appear untrustworthy and potentially endanger future or current partnerships on a global scale. The honorable Prime Minister's statement is out of touch with the rest of her party. I would advise the PM to change course and maintain Urranese commitment to aiding our allies in accordance with current Urranese treaties and commitments."

The Conservative Coalition seemed primed to draft an official diet condemnation of the Prime Minister, but were brought to a stalemate by a coalition calling itself the New Urran Left headed by Green Party member Kasumi Sasanome.

In an emotionally charged statement Sasanome said, "While the Green Party views the Prime Minister's policies as fundamentally harmful to Urran and the world, the New Urran Left supports the Prime Minister's decision to deny any military aid to any nation. It is the goal of this union and my personal goal to ensure that Urran is never again involved in senseless bloodshed abroad. There are other ways to support our allies."

The session ended in a shouting match between both sides with little ground gained on either side.

Near the close of the session, Army General Himura Chiyoda was asked to give his take on the situation, including potential casualties. The General was blunt in his assessment of the current situation. "Quite frankly, I disagree with the Prime Minister. Our signature in PACT is vital to our national security. Not playing by the rules set forth in it set a precedent that our allies don't have to come to our aid either. However, at this point, I do not believe that anything in Helsa is beyond the point of no return. I do not think the parties involved are foolish enough to risk a conflict with PACT. As for casualties, I am not comfortable providing an answer for that without a proper meeting with our intelligence staff."

The Prime Minister has so far remained silent on the issue. It is unknown if she will stay the course or if the possibility of Donnish enactment of Article 1 of PACT will force the Prime Minister to deploy troops despite her wishes.

SORSOKINA - While the Vacifan government has worked closely with the ISCF in the past in Modeno, and Grunalia, membership with the international aid organization had never been applied for. Foreign Affairs Vacif had released a statement earlier today that they'd officially be applying for membership with the organization to help coordinate and support future international assistance. The Vacifan government had mostly relied on the military to provide rapid foreign assistance in the past. However while this option has always yielded quick and tangible results, this option is often costly. Even with good intentions, nations are often apprehensive about the deployment of foreign soldiers to their shores. The use of NGO support has been a long standing alternative to an army deployment however with no unified disaster aide organizations active in Vacif, such cooperation and coordination between organizations is difficult.

Last year's Grunalia incident has shown the nation's shortcomings in disaster assistance. With no standing government to receive aid, acting in the nation without international backing like the ISCF puts aid workers at risk. Assistance sent by individual governments often did not arrive where they were supposed to, or at all, and aid workers deployed to conflict zones were found to be at incredibly heightened risk without recognized humanitarian symbols. Ports of entry for individual nations were restricted, throttling international support. Thus the Vacifan government has formally formed for admission into the ISCF. The future is uncertain, though what is known is that Vacif must act with the international community instead of on its own accord.

An unseasonably warm February has led to melting ice and snow all across Arktic, forcing the peninsula to scramble to prepare for the kind of massive flooding that has already slammed the flat Lowlands in the southeast of the Republic as the thaw inevitably spreads north.

The early, sudden melt drew from the near record snowfall in the mountains and across the country, dumping tens of millions of gallons into still half-frozen waterways that were unprepared. Most of the rivers in southern Arktic have been reported as “moderately to severely flooding.” The southern city of Hope Park was hit particularly hard, with five feet of water covering more than half the city, forcing all their schools to close shutting down their oil refinery and solar energy plant, although the wind farm is still operational. Fortunately, most of the city was able to evacuate, although rescue operations conducted by the Rangers, GDF, and local authorities continue. Damage to infrastructure is estimated to be in the tens of billions, not counting lost crops or productivity.
“The whole Park was flooded,” related Hiro Ryers, a thirty-seven year old refinery worker who lives and works in Hope Park. “There was water from the town hall all the way to the woods out east. They had us working at the refinery until we could literally see white caps in the parking lot. I’m lucky to have made it back to my family so quickly.”

As the February “heat wave” is expected to travel up the Arktic peninsula, cities from Evergreen to North Point have made preparations for a thaw and potentially a refreeze. Rivers that have yet to flood their banks have been lined with small scale earthworks and sandbanks, tests are being conducted of local drainage systems and building codes, and Rangers are preemptively closing off some areas of national forest that are vulnerable to flooding. Refugee settlement zones have been noted to be particularly vulnerable to flooding, and so a rush of civilian and government organizations are now attempting to fortify the settlements against rising water and to make plans for potential relocation.
“This flood has entirely upended our lives,” said Nebez Behwan, an 20 year old Azen refugee and community organizer living in Easter Settlement, north of Hope Park. “The support so far has been great, but we are still worried. The refugees here could lose everything, and if we don’t have any shelter all the young and old people here won’t be safe. We could all freeze out here once this heat wave goes away.”

In response to the growing flood crisis, President Keme Jones has declared the greater Hope Park metropolitan area to be in a state of emergency. The administration has also ordered the Army to be mobilized to assist the GDF in operations and logistics as rescues and emergency engineering projects get underway, and has had the Peninsular Meteorological Network issue a nationwide warning about the flooding. The liberal opposition has also taken this opportunity to criticize Jones’ conservative government, claiming that lagging infrastructure funding and a hesitancy to adopt new environmental policies have contributed to the disaster. In response to criticism, the Jones administration has offered to open up a climate conference in Arktic to hammer out both national and international agreements to help “guarantee the future of the solid foundations of nature on which this nation, and all peoples, stand.”

As the flood waters have receded from most of the country and life returns to normal in the effected areas, a new event is causing politicians in Evergreen City to get swamped: a massive proposal for Donner Land workers and money to make a mass overhaul of Arktic’s flood and hydraulic control infrastructure, supposedly with no strings attached.

This offer is the latest and most attractive in the midst of a veritable flood of foreign aid coming to Arktic in the wake of the flooding.
“It really was an immense help,” says Fawzia Haidar, 37, a caretaker and organizer for one of Arktic’s many Azen refugee facilities. “The Arktic government has always been good to us, but sometimes even the Army and Rescue Forces get overwhelmed. I saw the budget print-outs, I know how much donated foreign capital helped.”
As thanks pours out to the world for repairing the damage, outrage and concern over how the damage was able to happen in the first place continues, particularly in the national capital of Evergreen. Exacerbating the already bad flooding was the fact that a significant number of current Arktic flood control systems failed, including ramparts that were supposed to protect Hope Park.
“It’s a national embarrassment,” says Logan Porter, 26, a lumberjack from Black Forest. “We’re, like, supposed to be a nuclear-powered, space-capable nation and everything, right? And some heavy rainfall does this to us? It’s a really bad look, bro.”

Despite objections from more than one national security advisory council, who advise shutting out foreign intervention from national disaster infrastructure except for cash, a version of the proposed deal is expected to move forward. Under this deal, Arktic would match whatever capital and labor Donner Land offered, and the water works would be build under the supervision and control of Arktic engineers with Donnish advisors on standby. The version of the deal as it stands is expected to pass the National Assembly, but it is unclear how Donner Land (not to mention the rest of the nation, including the as of now silent public and private construction companies of Arktic) will respond.

Urranese March to Protest Donnish/Valaran Involvement in Vale



At least 3,000 protestors took to the streets from the Urranese capital today, marching from the Presidential Palace to Embassy Row, holding demonstrations in front of the Donnish and Valaran embassies.

The march was organized by loosely affiliated groups of the Conservative Coalition and the United Isolationist Front to show opposition to PACT involvement in the current tensions arising and Vale, particularly their support for Velmira, which many Urranese see as the primary aggressor in the current crisis.

The march also moved passed the capitol building instead of taking a more direct route to Embassy Row. March leaders said that both the starting point of the event and the detour to the Capitol was planned to show the Urranese leadership that the Urranese people are "vehemently opposed" to any action taken in Vale by Urranese Armed Forces.

"It is unfair" said one protestor in an interview with UCN reporters during the march. "If we look at things from a historical perspective, it is really the Donnish and Valarans that caused the current crisis by cutting corners in negotiations. Borders were drawn based on politics and not ethnicity, religion, or historical ownership. As a result,many people were robbed and disadvantaged. The major powers are to blame. Why should Urranese soldiers have to die to pay for their mistakes?"

The majority of protestors our reporters spoke to had similar view points, though many believed Urran could be useful in assisting in negotiations to simply redrar national borders to avoid outright warfare.

Police report that the march was peaceful. Protestors marched, chanted, held signs, waved flags, and beat drums. Police ensured that federal property and foreign embassies were respected, though protestors had to be moved away from the Donnish embassy after a group of masked individuals tied a Donnish flag soaked in pigs blood to the main gate.

Protests of similar size and scope occured in other major cities, including a rally outside of an AGSON base in Tainan. Protestors there blocked the main gate until moved to either side of the main roadway by police. Protestors held up signs that said "Valaran Mobsters Out" and similar slogans. At least one military vehicle had a bag of fish guts thrown at it. No arrests were made.

The government is continuing to debate an official response to Article 1 of PACT should it be used, though talks are still at a stalemate.

Global Community Accuses Urran

Tensions were high in the Diet Building this morning as several world organizations came forward to accuse the Urranese military of war crimes committed in the latest conflict in Sishai in which Urran and members of the international community saw the end of the Azen State and a new order form in the region.

A contingent of survivors of the former Azenyanistan addressed the international community and accused the Urranese military of using chemical weapons against Azen soldiers in what is now Guangdong Province, formerly New Azenyanistan. The Azen veterans assert that, during the war, Urranese artillery attacked an Azeni FOB with what is believed to be Sulfur Mustard. Claims were made that as many as 50 Azen soldiers were killed in the attack, though the group has provided little evidence to prove their assertions.

A separate claim was set forth by citizens of the Village of Sarasenia in what was once Urranese Azenyanistan that Urranese military and Federal Police forces opened fire on and beat refugees fleeing Sornian violence during the war. Urran has since relinquished the territory back to the Sishai Federation and maintains that any action carried out by Urranese forces was defensive and falls within perfectly legal boundaries.

The Urranese Foreign Ministry, Ministry of Defense, and Prime Minister's Office were quick to release statements to the press denying the use of chemical weapons by the Urranese military in Sishai. The MoD stated that, "Urran has never and will never use lethal chemical weapons and condemns nations that do." The press release called the accusations against the military "unfounded" and "hardly credible".

Nevertheless, the international community has been quick to take action with the United Nations, PACT, and the Union all forming investigative committees.

In the UN, the majority of nations voted in favor of forming a committee to investigate the alleged incidents. Close ally Valaran chose to abstain. Only Urran voted against the decision, though the Foreign Ministry claims that this vote may have been made by the Urranese representative without consulting the government.

Urran's decision to vote against allowing an investigative committee to enter the country sent a shock wave through the world. Many in the government and populous are calling it a blemish on Urran's public appearance, some even going so far as to say that it could be proof that the accusations are fact.

Prime Minister Saki Hanajima said that Urran would be open to receiving investigative units if the international bodies to which Urran belongs voted to do so. However, she stressed Urran's displeasure at both the accusations and the international response to them. Hanajima claimed that the campaign to investigate what many in her party are calling "false war crimes" is a conspiracy by follow PACT members, particularly Donnerland, to get back at Urran for its stance on events unfolding in Vale.

This sentiment has been echoed members on both sides of Urran's political aisle, as well as by pundits, who claim that PACT is attempting to punish Urran or force it to side with them in Vale, should tensions turn into open conflict.

These recent events have already begun to have effects on the economy. The stock market took a slight dip today, but is projected to fall even further as events unfold. Economists have voiced their uncertainty for the situation.

CPD Goes Global

After rumors of a recent deal between prominent citizens of Esgonia and Remnant private security company, Contracted Personnel Division, CPD executives have announced a massive reorganization of their corporate structure in order to accommodate future growth into what they expect is a global market ripe for expansion.

Several divisions have been created and separated, with their chief operating officers identified. Most importantly, however, is the creation of a board of regional presidents, who will be presiding over CPD operations in several areas, such as Luscios, Ophir, Ashai, Sishai, and the GRCS. From this point, the regional president will have supporting national managers who cover separate nations, like Esgonia, as well as divisional chief operating officers.

The Esgonian manager projects that almost twenty-five hundred jobs across the personal security and technical support sectors will be opening in the first quarter of business. Ashai regional president Guram Osadze says that CPD projections hope for Esgonia to only be the first stepping stone of permanent business, not only in Ashai, but globally, as the only previous business outside of the GRCS has been with temporary and narrow-objective operations.

Currently CPD public relations spokesmen have only gave vague statements that the CPD is looking to expand permanent business relationships with nations in Ophir and Sishai, but no substance has been given to these claims.

Tyr Automotive, Henschel & Porsche Gruppe to pull out of current WRC Championship

Following two fatal crashes on the Tsavo Parkway on the same corner, Tyr Automotive has announced that they will be pulling out of the event. This announcement stems from the advice of team driver Gøran Mikkelsen, a well renowned rally driver who over a 33 year career has obtained nearly 1,000 stage wins.

The driver has outright stated that these fatal crashes, in combination with 10 prior crashes in the championship, and the rampant failure of event provided oxygen equipment on Mount Olympus has resulted in him outright abandoning any pretense that the races have maintained safety.

"It's shameful. It's the organizer's responsibility to ensure that the tracks are safe by putting up barricades and maintaining working equipment." said the 56 year old driver, "There was no barricade on that corner, no tree or anything between the road and a rushing river. There should have been a barricade."
Following the outrage from the driver soon after the news of the first car going into the river, Mikkelsen expected the race's events to stop pending a rectfification, "But no, they just sent the next car out, we'd already run our course but we'd heard the news. I was livid, I really still am. The organizer's really had no respect for human life."

Following the death of Sylvia Wandesleben, 24, and Edmund Spanner, 43, Henschel & Porsche Gruppe GmbH has stated that they no longer plan to participate or sponser the event, citing similar claims. "We no longer believe that the event is as safe as advertised. There is an expectation of not only safety but of oversight and readiness. If there is an issue with the track or route, it should be fixed, and if it cannot be fixed it should be removed from the lineup. Two individuals are dead following such lax procedures and we will not stand for such." came the head of HPG's racing group Terzo Abramo.

Regardless of how the two teams respond, the championship still goes on, despite how hazardous or poorly equipped it may be.

Satellite Islands for Alliance “against Roman aggression”


Iziz, Onderon – Delegates from Onderon, Romulia, Lupanus, and Tiryns have come out of a closed-door meeting in the capital of Onderon, Iziz, to announce the birth of a joint alliance between them. The talks began when the NIR intervened in the Gileanian War. The delegates claim this alliance is to strengthen ties between them, with provisions in the released agreement that it allows a mutual defense agreement, in addition to free trade agreements.

The Ministry of Defense called this alliance “an affront to the unity of Roman heritage”. This alliance stated soon after announcement that the NIR is a “tyrannical power” whose aggression and war crimes were “a threat to all”. They also called on other nations to investigate the NIR’s use of bioweapons on POWs.

Other nations also condemned the new alliance. Chief among them were Remun and the Achaean Confederation. Ambassadors from both countries are slated to meet with the Caesar later today.

Coast Guard Gets New Vessel, Tightens Control in Sishai

The Republic of Urran Coast Guard (RUCG) has recently launched the first of a class of 6 large patrol cutters, the RUCGC Shikishima.

The vessel is among the largest coast guard cutters in the world weighing in at 12,000 tons. It is armed with a 76mm super rapid main gun, two 30mm cannons, and various small guns, long range acoustic devices, and water cannons. It carries two MH-65E helicopters and drones.

Missions include maritime security, law enforcement, defense, border patrol, and search and rescue.

The new class of cutter was designed and built over a five year period in response to deteriorating situations around Urran's territories in Sishai. It is likely that this vessel, which is designed for long deployments, was built for sheer intimidation factor, being much larger than some destroyers. Sending a coast guard vessel is much less inflammatory that sending a true warship.

Urran has been on a path of military expansionism over the past decade. It is likely that these vessels are an attempt to further assault Urranese military dominance, especially in regards to its influence in Sishai and growing influence in Helsa.

Grunalian Transitional Gov't votes to remain an Anowan Protectorate

The Grunalian Transitional Government, put into place in March of this year, has voted to remain an Anowan protectorate state for the foreseeable future. Though the acting President Hoshack has stated that "There will be a number of stipulations, as we seek to end the deal on functional terms, but as of current we have no real way of attaining such levels of autonomy."

The Anowan Government has responded in a much more hesitant tone, Prime Minister Brunhold stating "As of current, Grunalia is still in a distinct state of civil unrest. While I am glad the Transitional government is making attempt to solve the underlying situations, it is a bit early to make these sorts of calls. [...] There has been no proper election for representatives, and as such, it could be seen that such a decision does not reflect the wills of the Grunalian people."

Members of the Anowan Joint Chiefs also seem to agree with such a statement, with Chairman Herrman stating, "Grunalia is currently still too volatile a situation to reliably pass any legislation. Anything passed in this period is very likely to have dire consequences down the road. It would be better to wait for a general election followed by a referendum to dictate what avenue to approach, before we hit another avoidable flashpoint."

While the Grunalian Transitional Government is almost wholly members of the previously radical Free Grunalian Army, from a glance it appears they've taken a 180 in terms of alignment, previously wishing against such a deal. However due to the mass amount of infrastructural damage and civil unrest, it's clear to see that they no longer have their own legs to stand on if they did attain a independence from the Anowan Protectorate treaty. We will have to see where the future takes the small nation.

Government Announces Nansha Special Economic Zone


At a press conference in Haifeng, capital of Guangdong Province, Vice Minister Noburo Kaneko announced the creation of a special economic zone, the first of its kind in an Urranese territory.

The newly created Nansha Special Economic Zone will tie together the tri city area of Haifeng, Zhujang, and Lanhe, three post Azenyanistan cities newly linked by high speed rail and traditional highways.

The district houses Haifeng Airport, a regional hub, and the port of Zhujang, one of the largest shipping ports in Sishai and a gateway to the open ocean and the world beyond.

The SEZ was created in response to increasing instability in the region brought on by the Azen collapse and the rise of terrorism.

"It is our hope that this special district will bring a rise of economic prosperity and cooperation." stated the Vice Minister. "We look forward to working with regional partners to build a better tomorrow."

The Nansha District is unique in that it was now the only place in Urranese territory that does not require a visa for extended stays. In addition, it has been announced that businesses operating within the zone will be immune from sanctions. Residence living within the reason, Urranese or not, will be subject to a flat tax of just 10% and there will be no taxes on traded goods.

Urran is hoping to attract more foreign investment within the district. It already boasts a booming electronics market, along with numerous oil and gas plants, now fully recovered from the previous conflict.

The government has announced housing stipends for a year for those looking to settle permanently in the region.

Anowan Gov't to assist Sishaian Reconstruction

The Anowan minister of Foreign Affairs, Aikaterini Kalliadi, announced this morning that the Anowan Governmen and several corporations were moving to assist the Federation of Sishai in rebuilding after their destructive civil war. This comes not too long after the announcement that Grunalia would remain an Anowan protectorate, leaving many in parliament concerned over where the current government is leading the Anowan state. The head of the Anowa First Party, Oskar Reich, is quoted saying, "It is not our business to intervene in another nations affairs. If they become a failed state there is a reason it has happened, and we have no place to try and uphold dissolving nations with no real positive outcome for our own. It's rather despicable that our Prime Minister is attempting to create an imperialist expanse in such a way, bankrupting our people to funnel money into useless projects."

While most of the parliament remains somewhat curious as to what the end goal is for such an event, similar programs with the Coalition of Ophir have already bore fruit to the Anowan economy, leaving some more pleased with such a deal. The public however seems less enthused, we polled a number of people in an around the capital buildings, and it seems that a good majority of the residential populace fear potential reprisal by Pakiranistani or Azenyanistani insurgent groups, fearing that any assistance in the region would draw their ire, and a potential for hightened terrorist activity in Anowa.

Regardless of any potential rivalries flaring up, the Anowan gov't has a laundry list of experience in reformed damaged infrastructure after wartime. The past 46 years have been spent with the Anowan private and federal sectors shoveling money into repairing or building ports, refineries, electrical grids and every other vital facet to a nation in Sukhothai, Grunalia, Patagon, and Kubati. Leading to an incredibly experienced and efficient work force in such a matter. It's expected that such an endeavour to help repair the Sishaian state will be hardly noticable in the grand scale.
