Bengal ERA

In recognition for cooperation alongside Task Force Europa in the Mauritanian War, the French Seventh Republic hereby proposes this ERA for our new partner Bengal. We believe that this is a balanced trade agreement, and also significant due to it being the only case other than NAF where all forms of tariff (rather than only the common external tariff) are removed, and this is worthy of a close DEU ally.

1. Bengal will remove all tariffs on imports of food, machinery, and manufactured goods from the DEU EIM.
2. Countries of the DEU EIM will remove all tariffs, including the common external tariff, on imports of Bengali cars, electronics and IT goods.
3. In order to avoid unintended market failures, both the DEU EIM and Bengal reserve the right to impose import/export quotas.

The URT would also like to establish import quotas on motor vehicles as well as machinery imports to protect the essential European automobile and general manufacturing industries that provide so many jobs, particularly in Italy and Germany.

With the support of our Russian partner, France proposes the first step towards securing the foundations of Generation Europe.

DEU SECS

The DEU Social Entitlements Collection Scheme (SECS) is an opt-in project available only to signatories of the EIM. The SECS is an area of EIM countries whose social welfare sectors would provide citizens of other EIM member-states (specifically those who also opt-in to the SECS) with the ability to access their own payments from their country of origin while in another EIM member. This would be paid for entirely by the foreign citizen's country of origin social welfare budget. For example, an individual who is a citizen of another EIM SECS member-state and is a pension recipient, but is residing in the Seventh Republic would be able to access their pension in the Seventh Republic.

Requirements:

1. Must be a DEU EIM signatory.
2. Must be meeting their specific EIM commitments unless otherwise authorized.
3. Social welfare entitlements would only be provided in the foreign country if the individual is eligible in their country of origin.
5. Countries who opt-in to the SECS may suspend their obligations should their own social welfare providers fall under immense strain - the goal of the SECS is social welfare and protection across the continent, not at the disadvantage of citizens in their own country.
6. Should any country withdraw from or violate the conditions of the DEU and the EIM then their SECS access would similarly be revoked.

DEU EIM 'Competition and Externality Watchdog'

The DEU Competition and Externality Watchdog (CEW) would be a new body created to oversee the EIM, and would be binding upon all companies which operate within the EIM. The CEW would be charged with;

1. Ensuring that all firms operate competitively.
2. That trans-national corporations are unable to form EIM-wide monopolies.
3. Monitoring the DEU EIM economies and reporting any potential market failures.
4. Making non-binding recommendations to this Assembly and national governments within the EIM regarding means of reducing negative externalities with European-wide consequences.

The CEW would be able to fine companies/institutions/individuals violating competition laws, and would be required to work alongside national law enforcement unless national interests were deemed to be influencing law enforcement to act as a barrier to these efforts and supporting the efficiency of the EIM (ie; that a country was trying to aid a rule breaking firm), in which case the concern would be raised in this Assembly. Should a country believe that the CEW is acting in breach of this mandate, or overreaching its authority, they may request to impose their own punitive response against the violators instead if approved by a neutral DEU Oversight Committee. It should be noted that the CEW itself only monitors market failures (can only bring them to the attention of the Assembly/National Governments), whereas the CEW actually has the power to investigate and punish anti-competitive cartels.

DEU Policy Sphere System

In order to better reflect administrative requirements, we propose that the following 'Policy Spheres' be created to cover the opt-in projects of the DEU.

I. Internal Market Sphere - this will be centered around the EIM, and opt-in projects restricted to participation by EIM-members only (which are typically focused on maintaining efficiency in a goods/services/capital/labor free-movement area).
II. Military and Defense Sphere - this will be comprised of all security-related opt-in projects, in addition to the EDC.
III. Science and Innovation sphere - this will include the SRT and possibly other R&D areas of European cooperation in these fields.
IV. Global Sphere - this will focus on topics which relate to the DEU and the rest of the world, such as ERAs, Periphery Partnerships, the FAC, and perhaps other areas of future cooperation in foreign affairs.
V. Continental Sphere - for any future efforts of cooperation which do not fall into these other areas, mostly focusing on continent-wide proposals which are not limited to the EIM, as one example.

EIM Visa Program

While the EIM allows for freedom of movement of European citizens whose nation of origin is a signatory of EIM protocols, if the continent is to truly become the foremost market for international companies to invest in then it is apparent that a EIM-wide visa program for non-EIM signatories could be attractive. Combined with the opportunity to boost tourism across Europe, we propose the following;

I. Citizens of countries which are not signatories of the EIM may apply for a 'Minimal Visa' of up to 30 days across the EIM. This would be available for employees of foreign firms who seek to travel across the EIM to conduct business negotiations/sales (but may not work for European firms), family visits, and also for tourists. In order to be eligible for this visa, the DEU must receive reciprocal treatment from their country of origin. We propose this be negotiated with NAF, Bengal and Assam, Australia, Korea, Persia, Zackaroth, Singapore, San Martinia, and Highlock/South Africa.
II. Citizens of countries which are not signatories of the EIM may apply for a 'Mid-term Visa' of between 31 and 90 days across the EIM. This would primarily be for business travelers and family visits, however some tourists may also find this visa attractive. Travelers with this visa may also be employed by European companies across the EIM in seasonal work. In addition to reciprocal treatment by their country of origin for EIM citizens, proof of intended income/existing funds to sustain the length of their planned stay is also required. We propose this be negotiated with NAF, Bengal and Assam, Australia, Persia, Zackaroth, Singapore, and San Martinia.
III. Citizens of countries which are not signatories of the EIM may apply for a 'Long-term Visa' of between 91 and 365 days across the EIM. This would primarily be for those seeking a year-long 'working holiday', but would also apply to those who have been hired/intern with EIM-state firms. Proof of employment, main address, and intended itinerary is required, in addition to proof of income/existing funds. We propose this be negotiated with NAF and San Martinia.

Other Requirements/Notes;

- IUE Students do not require visas for travel to signatories of the IUE, however this does not entitle them to travel to any non-IUE signatory EIM members.
- If an citizen of a non-EIM country spends more than 60% of their stay in one EIM country, they must also meet the visa requirements of that country.
- Non-EIM citizens with criminal records are disqualified from having any EIM visa, are to be deported from the EIM if they perpetrate a crime during their stay, and must cooperate with both law enforcement and immigration officials of all EIM member states during their stay.
- EIM states may suspend their compliance with this proposal, as is their entitlement under the terms of the EIM, in times of crisis.

This proposal falls under the competency of the Internal Market Sphere of DEU policy, as it relates to freedom of movement and business within the EIM.

The Pacific has always been a region of great interest for European nations, especially for France and United Kingdom, through their overseas dominions and valuable connections. It is also an important area of cooperation with our North American allies.

The European sphere of influence has been expending towards Southeast Asia, connecting the European heartlands to our esteemed friends such as Indochina and Australia. The DEU gained an important partner through the Bengal ERA, and the URT aims to improve upon this concept.

We propose a Singapore ERA, along the same lines as the Bengal ERA;

-Removal of the common external tariff on Singapore

-Mutual removal of tariffs on certain goods and services decided by the DEU and Singapore

-Granting the Singaporean government the ability to sign FTAs with DEU-EIM members

-Ability of both parties to impose import/export quotas

"Good day, fellow ambassadors. I wish to update you all on the progress that has been made with regards to the MDSF."

Outer Defenses of the Suez

The French Seventh Republic has opened dialogue with Zackaroth in hopes of establishing security measures at the Gulf of Aden and within the Red Sea. While we have not yet determined whether or not these talks will be successful, if an agreement is struck this will be the outermost layer of the MDSF's Mediterranean Military Exclusion Zone.

Sonar nets and fixed undersea sonar devices have been installed in the Gulf of Suez, which will monitor all underwater and surface craft. Should any traffic not match the logs of the Suez Canal administrators (British and French state owned corporation), and be deemed a possible threat, they will be ordered to dock at a DEU MDSF enhanced customs center in Adabiya for inspection. During times of war or if this Assembly were to give the order, civilian and commercial traffic can be held for inspection at this stage.

Inner Defenses of the Suez

Should traffic pass through the Gulf's sonar field and the Adabiya enhanced customs center, they are then cleared to enter the Suez Canal. However, as they pass through the canal they will be subject to scanning by sonar, infrared, and visual means. Were the vessel be deemed a threat while in the Canal, they can be detained in Great Bitter Lake or Timsah Lake and referred to enhanced customs centers in these two locations.

Before exiting the Suez Canal and entering the Mediterranean, ships must pass in the vicinity of Port Said; which has seen the construction of a new military airstrip, refueling depot, and naval facilities for MDSF forces operating in support of the Mediterranean Military Exclusion Zone. Aircraft operating from this location will conduct patrols as far as the Gulf of Suez, giving air cover for the entire stretch of the MDSF operation. At the same time, they stand ready to block the exits to the canal if required.

Post-Suez

After successfully passing through the Suez Canal, ships can be escorted to enhanced customs centers which have been established at Lake Manzala or Lake Bardawil if required. Similarly, these centers can be used for ships prior to leaving the Mediterranean if ever required. The Mediterranean entrance will also be supported by air patrols and sonar fields.


Outer Defenses of the Strait of Gibraltar

With the MDSF forces, sonar, and European naval fleets heavily deployed in the Euro Sea, the DEU can be assured that every civilian and commercial vessel will be monitored after crossing the Mid-Atlantic Ridge.

All of European-controlled Macaronesia - the Azores, Madeira archipelago, and the Canary Islands - possess MDSF facilities including military airstrips, refueling depots, and naval facilities for MDSF forces operating in support of the Mediterranean Military Exclusion Zone. Aircraft operating from these location alongside those from continental Europe will also be alert and provide assistance. Should it ever be required, enhanced customs centers on these islands may be used to detain and inspect ships of interest. In addition, Cádiz and Asilah similarly host enhanced customs centers and MDSF forces.

Inner Defenses of the Strait of Gibraltar

Unlike the Suez, which is narrower, longer, and artificial allowing for greater security measures and time for steps to be taken during transit, the Strait of Gibraltar is wider and thus more vulnerable. Extra sonar nets/installations and patrols by aircraft, surface and submersible craft will minimize this risk. Furthermore, the British base at Gibraltar has been made available as a enhanced customs center and can also act as a response force to attempted incursions.

Post-Gibraltar

After exiting the Strait of Gibraltar, the MDSF maintains further sonar presence in the Alboran Sea. If required, vessels can be escorted from here to the naval base and enhanced customs center at Mers El Kebir.


Vital assets of strategic value east of the Mid Atlantic Ridge are being secured through the creation of the MDSF sonar installations from the Canary Islands to Iceland, MDSF forces in Macaronesia, and the European fleets and air patrols.

The URT Delegation, Alongside the French Delegation, Calls for a Meeting of the DEU Assembly

DEU-Generation Europe Education Project

Considering the French bipartisan declaration of the “Generation Europe” as the core concept of the series of DEU projects and proposals regarding diverse subjects, the project in question is set to be one of the core projects of the “Generation Europe”, both as an ambition and as a new mentality.

The DEU-GE Education Project aims to create a more efficient and fulfilling education system for the continent as a whole by rendering the education systems of the member states more compatible with each other, by focusing on a harmonious education of both theory and practice, by adopting the necessary technologies and pedagogical strategies befitting the 21st century.

As such, the DEU-GE Education Project hereby proposes;

1. Pursuit of a Core Common Curriculum, upon which the member states will be able to formulate their respective curriculums, with the necessary adaptations varying from one state to another. The contents of the CCC will be determined by experts in various fields appointed by the DEU, and will have the European values as its essential component. The universities (and equivalent higher education institutions), being autonomous, are naturally exempt from the CCC, and the CCC will not have an higher education section.

2. Creation of a Common Credit Transfer System for pedagogical institutions of all levels, ranging from primary schools to the higher education institutions. Member states wishing their institutions to be integrated to the CCTS must use the CCC template in its education system. Higher education institutions are exempt from this obligation.

3. A Common Accreditation and Equivalence Agreement, which will foresee the equivalent status all education institutions that use the CCC and that are integrated into the CCTS. Higher education institutions are to be treated differently, and their accreditation and ranking are to be conducted by a special committee.

4. An economic incentive for laboratories, companies, courts and other professional institutions that are willing to enlist more interns and to create programmes for students wishing to gain professional experience.

5. Mandating a universal minimum of scientific equipment and practical projects, in harmony with the theoretical lessons.

6. A Common Consultancy System, tasked with determining the abilities and the interests of students, recording their development, and helping them in formulating their own career paths. The CCS will employ sociologists, psychologists, industrial engineers and other experts to coordinate the student exchanges continent-wide, matching interested students with higher education institutions that are specialised in their field of interest. The CCS will also keep and interpret statistical data, and thus will play a key role in determining the future education initiatives of the DEU. All member states’ education ministries are to cooperate with the CCS.

7. A reformulation of the career paths based on the changes present in the private sector, the state owned industry, the academia and the bureaucracy. Shorter license programmes are to be opened for professions that demand less specialisation and for students interested in practical employments.

8. Expanding the economic incentives for investing in the education sector, and encouraging businesses to invest more in the field. The project proposes a 10-15% tax reduction on private entities investing in or founding education institutions.
