Founded in 2003, the Neo-Manila World Library (NMWL) is a subsidiary government organization of the Pan-Asiatic Ministry of Education tasked with collecting, publishing, distributing, and selling the works of both national and international authors, both for the benefit of Pan-Asiatic schools and for the acknowledgement of Pan-Asiatic literature on the world stage. While the Bureau is biased to foreign political writing for learning consumption of the Asian Communist Party, it is open to genres of all kind.

National and international works may be bought and sold through the organization's network of State-Company contractors who can provide printing services and open-market operations. Once approved and published, any party seeking interest buying a copy or copies en masse for institutions may do so. A small, non-negotiable surplus of 6% will markup the price of each purchase, which will go to the operations and maintainance of the World Library's assets and contractors. The rest of the income will go to the author or the government who owns rights to the manuscript's sale.

The Neo-Manila World Library itself, the nation's largest physical library thus far is located on Katipunan Avenue, Laurel District, Metropolitan Neo-Manila, TSSR, Pan-Asiatic States; and open from 7AM to 9PM, where all submitted works, both local and international, in the hundreds of thousands of all genres, are archived for public reading.

Synopsis:
In the First Scripture of Marshism, the reader is taken on a journey following the First Prophet and the revelations found in the Mountain Hall where Marshite Basic Rights and Laws were gifted, along with the Truth of Inherent Responsibility, from the Divinity. It forms the basis for Marshite religion, society, culture, and law. The ancient language found within, however, was considered partially dead even at the time it was written five thousand years ago and is thus open to heavy analysis. Along with translations of the text as best could be done in modern tongues, there are pages of analysis of the text written by the most experienced scholars of the age in order to help inform the reader of what may be lost. Importantly, such analysis by law does not make claims as to the nature of the Chosen People or the True Path- questions up to heavy interpretation, which each of the 53 official Shrines claims to answer. Such analysis and conclusions are found in their own Shrine literature.
