OOC: Even if it were possible, I do not agree with this proposal.
An overall President is pointless.
Enforcing WA regulations on non-WA nations will never happen. Ever. It’s blatantly unfair. RP-wise of course, it’d be ignored, but I kind of ignore WA stuff outside of the WA forums just because of what my nation is really like even though I’m in it, so that’s hardly new.
By requirements of the game mechanics, raiders have to become a part of the WA for at least a little bit to actually do anything. So do defenders. And like, everyone doing that sort of stuff. A WA army in the OOC sense is a terrible idea. And nobody would agree to one IC, either, which is also a terrible idea, so...
Overall, I see no reason whatsoever to support this proposal. Everything it changes, it makes worse in my opinion, and the rest is stuff I just don’t care about to begin with.

Why is true WA reform a joke to certain people? Let's work together instead of arguing back-and-fourth.

It does exist, and I do not know have WA Secretariats do not know what is going on in the WA.
The Secretariats are acutely aware of what happens in the GA and what needs to happen in the GA.
You argue that the GA needs order, but haven't explained A. what order would do for the forum that is better than the current system, and B. why order in the hands of one player is better than chaos where all players get a say.
Not that this matters. If you submit a proposal that includes Metagaming or Game Mechanics violations, I, and the other members of GenSec, will remove it.

1. Organizing into committees, which could be easily done on the forums with new thread could easily bring more order into the process than the free-for-all to get delegates. It will simply be another lane resolutions to go onto the floor.
2. It seems like the opinion is that the WA President would basically be a dictator. In fact, the WA President would have very limited power.

GenSec enforces the rules. Nobody on GenSec will agree to pick players to have authority over drafting. That's exclusionary to players.
If the president has no power, what is the point of having a president?
Again, this is academic. Anything you submit that involves this will be removed.

Plus, I said the President would have very limited power not no power.

Stop complaining about how everyone doesn't like your ideas and start getting rid of all the illegal bits. If you remove all the illegalities and somehow have a single clause left over, then we can talk.
If you have no interest in a legal proposal and instead want to change the game itself, take it to Technical where such things belong. They will tell you no for their own reasons.

Tell me some WA reforms that would be legal then underneath the rules.
