on important local politicians and other community leaders allied with the imperial administration.




Black smoke thick enough to asphyxiate. Flames licking the skin as they jut out of the burning wreck of a car. Women and children with blood dripping down their faces, some with missing limbs. Bodies crumpled across the street, scattered alongside broken bits of glass, brick, and steel. It sounds like a scene out of a war movie, but this describes downtown Alamurcia yesterday evening after a car bomb went off outside a well-known luxury restaurant. Fourteen are dead, among them Leobinto Corrales, the 44-year old mayor of the city who had overseen a period of peace and growth. Another 32 are wounded, and officials are not yet done counting the victims.

The attack in Alamurcia is just one out of many hundreds that have lit southeastern Nuevo León on fire. The guerrilla offensive that has struck across the border areas with Guffingford took imperial authorities by surprise, but just as shocking has been its length and intensity, with no signs of it petering out. Furthermore, the Zarbian insurgency has shown remarkable intelligence by changing tactics and targets, scaling down strikes against imperial troops and focusing on undermining civilian authorities appointed by the Golden Throne or by the Zarbian territorial governments. Thirty-four dead officials have turned into at least 174, from the congressional to municipal levels. The violence has caused many administrators to cancel planned meetings, speeches, and other activities necessary to create a closer relationship with the people.

If Leonardo Jurado Mancioso, the mayor of Giberna, was the most high profile murder of the offensive when it first began, it is now Congresswoman Marta Gutierrez Malagón. Mrs. Gutierrez is survived by her two sons and her husband, but she leaves behind a broken legacy of hope. To many, she was a symbol of a new age, where women could run for office and wield political power. As a member of the Congreso Pan-Zarbiano, she had spearheaded several initiatives to spend increasing tax revenues on schools, police contracts, and other infrastructure that is sorely missed by tens of millions of Zarbians. Furthermore, she was an important backer of the Omilla Commission, an important project that seeks to distribute property rights to the poorest Zarbians with the hope of stimulating economic activity and investment in informal neighborhood.

Congresswoman Gutierrez was killed by a gunman who gunned her down with a Hali-42 assault rifle while she was touring the communities on the edge of Zarb, the old capital of Zarbia known for its chronic crime and poverty. The attacker was with at least two more men, one of which was driving the vehicle. It happened during the morning, as she spoke to locals about their experiences, needs, and hopes. Another person died in the attack, with five more wounded, one chronically although this person recovered at a hospital. She has not been the only victim associated with the Omilla Commission.

Others include survey workers, economists, and civil engineer who form part of local teams to measure what is termed "dead capital," or unrecognized property. Including non-administrative officials, the death count rises to 436, and with non-related civilians included in the figure the death toll is well over 2,000.

Months ago, most would have considered the insurgency at near death. The guerrillas had been pushed to the eastern fringe of Nuevo León and their roots in the poorer suburbs were slowly being sliced by an intelligent combination of military power and politics. The Omilla Commission is supposed to be one of the final nails in the coffin, which perhaps is why its leaders and workforce have been disproportionately targeted in the latest terrorist attacks.

The Commission represents a threat to the guerrillas because it aims to take away one of the root causes of rural and suburban support for the insurgency. By awarding millions with formally titled property that can be bought, sold, and used as collateral, the Commission seeks to integrate the territories' poorest with the territorial government and the imperial justice system. Oftentimes, disputes between neighbors are solved by informal tribunals led by guerrilla politicians who take advantage of the fact that until now many of Zarbia's and Nuevo León's poorest have little recourse in official courts. With formal property titles, these same disputes will be resolvable via legitimate legal methods, marginalizing guerrilla competitors.

There is also an economic intent behind the Commission. The estimate of the value of dead capital throughout the imperial territories is in the trillions. Because this capital is not officially recognized and defined, it cannot be used to lend or borrow against. This robs the owners of the ability to use their capital assets, like their homes, to earn income. By formalizing this property, it can be traded over the market, whether as collateral or otherwise. This would empower locals to take out loans to start businesses, or to claim rental income, and become part of the wider regional economy. Furthermore, formalization would reduce corruption and instability, and would give locals wealth that is put at risk by the insurgency. The insurgency would lose legitimacy in the few places it has any left, which in turn would facilitate better policing by making the local populations more likely to cooperate with authorities.

The Commission also has widespread grassroots support. This has caused some resistance from elements of the Congreso Pan-Zarbiano, who see the program as socialist and redistributionist. Nevertheless, for the most part, the legislative campaign is hugely popular and has helped improve approval rates of the new territorial governments. This too has further alienated the insurgency.

No wonder, then, that the escalation of terrorist attacks have seemed to disproportionately affect those related to the Commission.

In response, the imperial military has also escalated its own bombings across southeastern Nuevo León and even in northern Guffingford, striking suspected training camps, insurgent combatives, and guerrilla leadership. These attacks are frequently carried out by drones which fly largely unknown over Zarbian and Leonese skies, although the rate and volume of jet attacks have also increased. It is now a common occurrence to hear the ear-drum ripping noise of jets flying overhead, including the new Arcaenian F-36 fighter that is replacing the Lu-45 as the mainstay of the Laerihans, and that of the bombs that dominate the night despite being dropped tens of kilometers away.

Recognizing that the war is as much political as it is militaristic, the Ejermacht has also begun to deploy troops with Commission teams to project sites. Military security has also been offered to politicians, some of which have taken the offer up. Finally, municipalities have been pressured to invest in security contracts, especially to protect local politicians attempting to connect with their constituents. Time will tell if these tactics will noticeably decrease the effectiveness of terrorism.

In the mean time, Zarbia continues to burn.

"It feels like it did two years ago," said one woman from the small town of Cruz Bendita, which sits eight kilometers from the Guffingfordi border. "My son died then. He died at war. I don't want any more sons to die, the war needs to end, it needs to end. We cannot waste more of our youth like this."

According to the Imperial Bureaucracy, around 1,000 insurgents have been killed in the fighting so far, with another 3,000 wounded. These numbers are often overestimated. Guerrillas prove elusive and difficult to kill, melting back into the forests and dispersing to make it more difficult to eliminate them decisively. Officially, 72 imperial soldiers have died, most from the Theohuanacu and Indras, except for eight provincial officers in the auxiliaries. Although military deaths remain low, this year will be the highest since two years ago in enemy combatant and civilian deaths, a statistic that would have been different without this latest insurgent offensive.

Ahead of AHSCA's General Congressional Elections in 2019, long serving Senators, Minoriy Leader Kanea-Arorah and her wife partner, Arorah (Arorah) have officially decided not to seek re-election after a long history of 18 years in congress together. Kanea served as Minority Leader for her two of her three terms in office and was Majority Leader and sought the Majority Leadership position again during the 2017 Special Election. for Though eligible for a fourth and final term the two women have decided they've had their time representing Corona and intend to live out a quiet life in their village of Paco.

Senator Kanea gave a brief statement to their fellow senators and the press as they boarded a ship from Aurora to Corona, "We've been grateful to serve for a blessed 18 years in Congress. We've seen the transition of powers between the Duchess, the expansion of government, expansion of our foreign relations and now with our hearts humbled we bid those we served with, a fond farewell." At their departure both women held a 85% approval rating from their state of Corona and a 65% nationwide. Current Majority Leader, Senator Pacifica also wrote a resolution of Congress praising the two for their long dedicated service and Duchesses [Shino & Marcella] Villa formally thanked the two for their long dedication in a private meeting at the Ducal Palace awarding them both the highest decoration The Golden Order for Exceptional Services in a private ceremony at their behest.

The two Coronan Senators who served from 2000-2019 have long been the face of the National Liberal Party and it's various splinters that have formed over the years, often cited by supporters and critics alike for holding true to AHSCA's cultural identity and position in the greater international stage. Advancement of LGBT rights, cultural ties between Holy Marsh post-shift and on a state level proposing the rather controversial attempt to ban the National Islander Party from Coronan politics, a decision that was blocked by Chief Ayla of Corona. Critics aside, the two enjoyed a stronghold in their home island, taking 95% of the island's votes in the last general election and 85% in the Special Election. The Senators also surprisingly agreed to the Three-Term limit proposed by the opposition party in 2007 in a period when such a proposal could have meant defeat at any time for their party.

Who Will Take the Mantel?

The last few years it's been widely discussed the two senators would retire possible retirement from Congress, speculation rose as to whom would fill the shoes of the two beloved senators. Chief Ayla has always been floated as a favorite among citizens and politicians alike despite her repeated insistence she has no desire to serve in Congress and wishes to keep her Chiefdom of Corona. Though other rumors over the last couple years had been swirling that the two had been closely training a protege to take their place others have pointed to the seasoned and skilled Chief Koralo whom also sought the position of Congressional Leader during the 2017 Special Election has formally announced and accepted his party's nomination to seek the Senate seat for his State along with his daughter, Miela whom has served as Chief of her neighboring village, Kulturo with her husband, Unafilo.

Chief Koralo stated that he and his daughter have very large shoes to fulfill in the retirement of Senators Arorah and Kaena. "The two women served a long time, they are popular and beloved by many on the island, we will work hard to live up to their legacy and represent the state of Corona."

His daughter, Miela had this to say, "It will be hard, I've served as Chief of Kulturo and raised my family there but my father has asked for my help so that we may represent our great state."

Chief Koralo is not only seeking election but he's also again vying for the Head of Congress position, hoping to defeat Incumbent Pacifica and see the National Liberal Party retake control of Congress. "It's good time for a change," Chief Koralo added. "Of course we know the NIP does their best and we don't always see eye to eye but a shift in power is what makes citizens happy and our system of government working."

The NLP however may be facing an uphill battle as the last five years AHSCA has seen an economic growth under the NIP control including during this past Festival of Holy Light which saw a swell in tourism revenue at a minimum cost to the State. While it has been cautioned such an upturn has been years of progress from easing sanctions following the Unification and Reconstruction periods, pundits remind that whether or not any political party is directly responsible for the economic upturn, people see their leaders and policy makers and equate them to good and bad times in the nation and AHSCA's current prosperity has been good. Still AHSCA continues to find itself in the cultural tug-of-war between old ways and progress and many still pine to hold to the values and traditions of old rather than race headfirst into a new era of progress and rapid increase, something the NLP has always tauted as their platform.

When it comes to the opposition, Incumbent Senator, Pacifica feels confident in her chances but still is looking to put up a strong campaign. "If we rest on our laurels we will have to face the consequences. We will work hard to keep our spot as head, I would welcome Chief Koralo to become Minority Leader." Pacifica has chosen Maricruz Garcia to run under the NIP ticket for Corona. Garcia, a Mokastana immigrant who has lived in AHSCA for 13 years, has welcomed the nomination and will run for office.

Aragon, Buendia Province, Palmyrion | In a massively-attended royal ceremony at the palace grounds of the Royal Citadel, the Lakán and his commoner girlfriend of 15 years, Elizabeth Cristal, recite their marital vows to each other as they become spouses and co-rulers of the Royal Palmyrian Commonwealth and the Greater Commonwealth last 28th of January 2019. The ceremony was officiated by a non-religious officiant selected by the Palmyrian Humanist Society, as per the request of both families to provide equal footing towards their different religious beliefs.

The marriage began with a parade from the Hotel Aragon, Palmyrion's premier hotel, with two separate caravans for the Lakán and his future consort. Security was provided for by mechanized infantry elements of the 1st Armored Battlegroup, a brigade-sized armor formation of the Palmyrian Army, and by the Civil Defense Force. The two caravans then met at the Northwestern Citadel Avenue, travelling on its two separate lanes, before concluding the parade at the front of the Dalisay Shrine in the Royal Citadel. The patriarchs of both families - the former Lakán and the father of Elizabeth Cristal - shake hands with each other as their betrothed children interlock arms and march down the red carpet, to the tune of the Himno de Matrimonio Real, the traditional royal marriage anthem of the Royal Commonwealth.

The officiant, by the name of James Valenciano, began the ceremony with an opening and welcome to the audience and the wedded couple. It was followed thereafter by a minute of silent remembrance and acknowledgement for their loved ones who could not make it to the wedding due to unfavorable circumstances, after which the ceremony resumed. It followed with readings of some lines from three of their most favorite writers, and lines from their first online encounter in Facebook.

The ceremony followed with declarations of support from friends and family towards the couple, with notable celebrities being members of the Lakán's former e-Sports team, the then-Chancellor of University of Palmyrion Diliman who was the chancellor of the said university when both still attended classes there, the then-Director of Palmyrian Science High School - Main Campus who was then the Director of the said high school where they both met, and other friends and family from both sides. The ceremony soon approached its end as the ceremony went to the declaration of marital vows, the introduction and donning of rings, the ring vows, and the benediction of the marriage, with the ceremony concluded with the pronouncement of the couple as husband and wife, and the sealing of their vows with a kiss.

Pictures were taken with both family and friends, as well as with several foreign dignitaries who attended the wedding, most notably the newly-seated Sovereign of the Union, and ambassadors from Holy Marsh and Romandeos. Reception ceremonies with high-profile guests, to include both parties' friends, family, and co-workers, and several citizens who had tickets to the reception ball, were held at the vicinity of the Alexander Hall, the main keep of the Citadel housing the Throne Chamber, the Lakán's seat of power. Among the most notable of events during the reception ball was their Oath of Office as Monarch and Royal Consort of the Royal Commonwealth and the Greater Palmyrian Commonwealth. Attendance to the ceremony was not limited to those physically present - the official livestream of the marriage alone, broadcasted on the Royal Family's official website, garnered nearly 100 billion views worldwide, with bandwidth being easily flooded that the Royal Family had to create several streaming websites broadcasting the royal matrimonial ceremonies.

Elizabeth Cristal has gained the official title of Lakambini Elizabeth the Commoner of Buendia, Royal Consort to the Monarch, and Co-Stewardess of the Royal Commonwealth, and will assume formal office starting on 01 February 2019 - the first day of Fiscal Year 2020 (01 February 2019 - 31 January 2020)

Global Tourism Among Islanders Up, According to UNITO Survey

The United Island Treasury Office has been surveying the economic habits of islanders and one notable result from the studies is that in the last year there's been a notable upswing in tourism abroad. AHSCA has largely stuck to wind propelled vessels sea travel as a means of transit with it's deeply rooted cultural heritage of seafaring but advances seen with paddlers and steamers has made islanders more inclined to tour. With trips being reduced from months to weeks, especially to AHSCA's closet neighbors of Holy Marsh, Lamoni and Mokastana. Other factors included changing attitudes towards foreign countries as more nations over AHSCA's 20 years as a union have established direct diplomatic ties and cultural outreach programs have helped islanders get a better understanding of the world around them. Fear and uncertainty in the post-war years has been replaced by curiosity and interest in the greater outside world.

Also playing into this, many local shops in Aurora especially are starting to carry more foreign made goods. One such owner, Kumiko Oumae whom runs the Palm Shop with her business partner and daughter explained, "Every few months I go abroad to bring back some interesting things from friendly places like The Selkie to sell in my store. People love these kinds of things from unique foods to different kinds of clothing. It wouldn't surprise me more people want to see these places, especially newlyweds."

The concept of honeymoons has been increasing traction in the UIS a concept once unheard of, slowly becoming embroiled thanks to pop culture from the exposure to foreign books and other literature. While there are those that are concerned that tourism Credits are leaving the UIS in favor of foreign lands, the Treasury Office has said in long term this is a good thing as it's bolstering AHSCA's maritime industry. According to Treasury Officer, Violeta Vera, "People are going abroad more but they're also opting to use AHSCA transit. Previously those who had the means or comfort of going abroad would hop a passing cruise liner but more and more people are taking AHSCA ships to travel." Mrs. Vera also says long term economic impact can also help with a revere boost in tourism. "Islanders are hospitable and we love to talk about who we are and what we value. This makes others more inclined to visit us in return."

But what about the cost? A typical transit ticket can cost 250 Island Credits depending on the ship and accommodations. Those traveling on older sailing ships may find easier fares while pricier fares on modern steamers or foreign cruisers see far higher costs many agree, it's worth it. Many more ships offer a chance to work as auxiliary crew in exchange for reduced or completely waved ticket costs. Many ship captains find this especially helpful for days of prolgoned bad weather where crew may need to rotate to prevent exhaustion. Miss Oumae has said this is how she often gets around. "A ticket for my daughter and me would cost us 500 Credits or more! But I often get reduced by as much as 60% because I can work as an extra crew member."

Of course sea travel is not without hazards, AHSCA's rather fickle climate and geographic location often makes travel rough and at times dangerous but few seem to be bothered. Miss Oumae remarked on that, "Sure it gets harsh at times, but it's no worse than just island hopping. I've done it enough I'm a seasoned pro!"

KUT-KUZYA - Ataza Missile Design Bureau, one of premier defense export manufacturer in Haishan had successfully tested EH-3 quasi-ballistic missile system against a sea target. EH-3 is the latest missile addition to Kruzyel-E or Fortress-E in English, a coastal missile battery system marketed by the Bureau in open market in Greater Dienstad.

"The trial was a big success. EH-3 had performed as expected, able to hit the correct target among many and in presence of simulated interference. More verification are planned in the future." Bureau's official spokesperson Kata-Veliv said.

Addition of EH-3 represent multiplication of Fortress-E firepower that is currently conveyed through sea-skimming subsonic EH-1 and supersonic EH-2 anti ship missiles. The potent and entirely mobile missile system is devised to defend coastal areas from enemy amphibious assaults and other high value targets in range.

Current known operator for the export missile complex is People Unified Federation of Mokastana albeit there are rumours that the Fourth Reich is also interested to acquire the same system.-HSNS

General Nazarena Ros approached journalists today, informing them, with the permission of the government of the Union, of the situation of Ashia currently

"It's my duty to tell you that the entire state of Ashia is ours to control as much as we share it with our ally. Indeed, we can say that we are occupying this country and that we aim to include it into our Union. This is to stop all raids upon our border settlements as well as to improve our standing on this continent with our future friends and foes alike.

For now, Ashia is currently in the process of being pacified. We are conducting more patrols, more search and destroy missions, more training and more resupply to our forces on the front against the remaining resistance.

We also aim to address the new problem brought to our attention by organizing guerrillas. While we certainly believe this is due to their tenacity, it may be reasonable to believe that someone out there is supporting them and leading them. We are searching for a solution to the problem and we are also dealing with the enemy as best as we can. We will tell you more when we get the information. Thank you."

In Solisia herself, her people were pleased with the occupation. A mother said that she was excited to see her son again in just a few weeks. Another expressed her wishes of sending more cookies to her daughter and her squad mates. For now, experts on the economy stated that things are calming and business goes on as usual. There are possibilities that businesses may consider moving into Ashia to support the soldiers and earn some assets for themselves. But yet again, all dreams may wait until Ashia is truly Solisian.

ZACH-NURIYA - New techniques and measures on Haize anti-aerospace systems will allow them to fight against hypersonic weapons. Hypersonic weapons are seen as promising strike complex for several nations in Greater Dienstad such as Haishan and Arcaenia. To emulate weapons of the future, special ones were created from Vyzgrat-ET with unique characteristics.

As briefed by Haishan Defense Ministry, HSNS was informed on exercise of several Haize systems such as Vetyr-M and Vyzgrat-M where for the first time in Haize history involved Vyzgrat-ET made to model a hypersonic complex. Their use had verified design parameters and will be used as proving standard for future Haize defense systems.

Vyzgrat-ET consist of mobile command post and several converted transporter-erector-launcher with special target rockets. Its technical capabilities allow up to sixteen simultaneous goals. This translates to frequency and density of raid, enabling simulation to mass attack of sophisticated Dienstadi weapons such as aviation, cruise and ballistic characters.

Missiles from Vyzgrat-ET, MSA-380 was retrofitted into aerodynamic goal. The warhead section was freed and in its place is telemetry equipment and electronic brain of the missile was reprogrammed. Features of modified MSA-380 include super speed and large altitude work. After reworking, such missiles quickly develop speeds exceeding Mach 5, five times the speed of sound.

In some special mode, the target rocket is able to react to incoming threats in real time. After it was painted with radar energy, special measures are triggered which informs of potential type of ground-to-air rocket trying to strike it. In response of hostile rocket, target rocket is able to evade. At final stage of flight, the target rocket plunges vertically.

Hurricane Amelia Leaves Destruction in Wake, 45 Deaths


MAZOMBA - Hurricane Amelia the first named official hurricane of the season came ashore in the Mazomba Domain late last week causing immense destruction and leaving 45 dead, (40 direct, 5 indirect) hitting rural coastal villages in the southern islands hard and making its way up along the southern coast eventually weakening to a post-tropical cyclone along the southern Clarines Coast and dissipating. The Category 3 storm is the first storm to make landfall this season and the first major storm in Mazomba in the last three years. The Royal Meterological Agency (RAM) tracked the storm as a tropical wave originating out of the south seas driven north by the annual monsoonal low system while a blocking high to the west prevented the storm from spinning out to sea as some early models predicted. The warm southern waters of the South GD Sea made ample conditions for the storm to intensify before making landfall but RAM officials say things could have been much worse. "Thankfully, this was a very fast moving system," and there was some added wind shear which kept it from intensifying into a true monster of a storm" Royal Agent of Meteorology, Sasha de Maro said to RNB.

While the storm did pack a punch and has left quite a mess, some good news came out of this particular event, that this is Mazomba's lowest death toll from a major hurricane in a decade since , the powerful Hurricane Wallace came ashore in 2009 claiming 1,250 lives. Meanwhile, Hurricane Grace another category three storm claimed the lives of 75 people four years ago and three years ago, Hurricane Beatrix clipped the eastern cluster before making its way up central Clarines causing massive flooding in that part of the country taking 50 people with it, most resulting from flooding and various tornado outbreaks that occurred. Agent De Maro ellaborated "I think when we have gaps in major storms some folks do become complacent" A Mazomban native herself, she feels it's cultural. "Growing up in Mazomba we're very used to weather but we're also used to gaps and sometimes we just don't worry about it. But it's always important to take weather bulletins seriously."

Her Majesty The Empress quoted "All loss of life is a tragedy, but quick warnings and better notice has helped many get out of harms way. My praises to the Royal Agency of Meteorology and Agent de Maro for tracking and quickly warning the public of the storm. And of course to our friends and allies who responded quickly to our needs."

Kuronami saw an outpouring of foreign support from AHSCA, Folosia, Kyrenaia, Mervay and Newark Aristocracy each working to help out the nation.

TERRORIST ATTACK IN VASOZIA LEAVES 213 DEAD, 579 WOUNDED

The narrarated events of the attack...

Vasozia — 18 March will be remembered in Indras for a long time, perhaps even forever. Sixteen men wearing body armor and wielding TK-60 assault rifles opened fire on densely gathered crowds that had descended upon the city to celebrate the Festival of Bosocus. Although urban security forces and imperial soldiers were placed to contain the attack, the shooters extracted a serious toll. Two hundred and thirteen, perhaps more, are dead, including fourteen of the attackers. There are as many as six hundred wounded. The attacks coincide with the bombings in Tlaloc, although it is unknown whether the suspects coordinated their operations. The events also coincide with the terrorist offensive in Zarbia, suggesting that even if indirect the factors contributing to the terror are systemic. Independently, the tragedy in Vasozia marks a turning point in the ongoing Indran insurgency. Previously contained, a change in tactics have in many ways made surviving militias more dangerous.

A local fisherman claiming to be an eyewitness to the attackers' arrival claim that they came on rubber dinghies and proceeded into the city from there. The point of entry is significant in that it lays along an empty section of harborfront property between the commercial and military ports, across from which faces it a small island that the local fishermen use to dock their boats at reduced fees. A bridge connects the island with the mainland, and it was this bridge the shooters must have used to cross into the city. It was there that they co-opted six different vehicles, including taxis, by force.

To understand the scale of the tragedy one must understand the importance of the Festival of Bosocus to Indran culture. Bosocus is an ancient god of the soul, and like many other pagan rituals have been secularized and turned more into a reason for celebration. For many, it has a deep meaning. Debauchery occurs at all festivities, but the Festival of Bosocus is a spiritually significant event for hundreds of millions of Indrans that occurs only every four years.

More recently, the festival has attracted an increasingly large international crowd. There were perhaps fifteen million foreigners in the city on the day of the attack. The annexation of the Indran Territory has been followed by growing commercial wealth and tourism, although to date the majority of the benefits are concentrated on the cities of the Arad Treivurlui Prefecture. The unorganized southern territory between the cities and the border with Omega remains untamed.

Imperial military pressure on insurgent remnants has pushed many militants over the Indran Frontier with Omega or into hiding. Despite recent attempts at resurgence, the insurgent groups are relentlessly attacked and suppressed. In fact, the imperial counterinsurgency campaign has come under question for lapses in its civility. Details of wholesale devastations of towns in response to insurrection have emerged, although the military is tight-lipped and a full picture is impossible to come by at the moment. It is unsurprising that the militias have turned to terrorist tactics under the harsh conditions of their suppression.

Deploying to disparate sections of the great central boulevard that runs through the center of the city, the shooters were able to maximize their presence and convert time of joy into a scene of horror.

Imperial military and urban security forces were, in a strong sense, prepared. Roadblocks are a regular part of daily life in Vasozia and the scale of the security deployment had multiplied in response to the festivities associated with Bosocus. Although the terrorists had planned for this tactic, the roadblocks still served their purpose of controlling the flow of traffic and ensuring that a strong policing presence was already heavily deployed throughout the city. Despite these preparations, the attack took thousands of locals and tourists by surprise. Death was widespread, but the true terror came from the screaming.

Split into several small groups, the armed men were dropped off at their attack locations and immediately opened fire on the large crowds flowing up and down the sidewalks on either side. At first, the shooting seemed focused on sheer butchery. The gunmen seemed to have no strategic objectives and instead seemed to follow the crowds. Yet, when security forces responded, the attackers revealed an uncanny ability to evade them by moving irregularly.

Urban security sources reveal that the terrorists may have been coordinated by a third party deployed remotely. Footage and photography of the gunmen show them holding and using cellphones and radios. Surely, these have been filed and analyzed by security intelligence. Whether any evidence of the attackers' associates whereabouts has been discovered remains unknown.

The Imperial Bureaucracy and Indran Territorial Government immediately condemned the attacks. Other territorial and satrapical governments have followed suit. How the Imperial Bureaucracy and security forces will respond more directly is still unanswered. It is typical for the imperial government to give only minimal detail until a full policy has been formulated and it is unlikely, given the ongoing combat operations in the unorganized territory of Indras, that it will do nothing at all. However, this attack is certainly more public than other engagements in the counterinsurgency so far, and citizens are not unjustified in wanting faster action.

Existing policies do provide a flexible response, in all fairness. For example, human intelligence sources are paid very attractive rates for information that leads to the capture of terrorists. The exact rate depends on locality and the rank of the captured, or killed, enemy, but even the lowest rewards are many times average monthly incomes for most. Information leading to the arrest or death of high ranking insurgents can pay out a lifetime of income. Along with imperial protection for those who cooperate with imperial authorities, these offers are lucrative and have seen much success even at this early stage of the empire's 'Long Wars.' It's likely that the empire is using these incentives to track down associates and planners related to the attack on Vasozia, although it is also true that the government reveals very little information regarding successes or failures to the public.

This policy of information control may have to change as terrorist attacks become more public and widely visible. Many in the empire, including both provincials and territorials, are calling for blood. Furthermore, attacks like these undermine the notion of imperial protection, a keystone to post-annexation stabilization policies. If one of the main benefits of annexation is peace, these incidents suggest that the empire may not necessarily be able to immediately provide those dividends. A more proactive, transparent, and ultimately successful counterinsurgency strategy may be needed to restore faith in imperial policies.

While the empire rethinks its approach, it also mourns the dead. It will take many years for Vasozia to fully recover and the memory of this tragedy may never be erased.

Now the challenge is to make good on this horror by using it as fuel to ensure it never happens again.

The Stevidian peacekeeping force in Indras (Known as INDFOR) has been brought up to a higher state of readiness in the aftermath of one of the most deadly terrorist attacks in the region. At least 200 people were killed and hundreds more wounded when 16-armed men opened fire into crowds of people celebrating the Indran festival of Bosocus.

The Empire has had a military peacekeeping and protection force on the physical border between Indras in the north controlled by the Golden Throne) and Omega in the south (controlled by Lamoni) in order to maintain the stasis quo between the two parties. However, insurgent militias on both sides have been forced towards their respective borders as the two nations attempted to force the insurgencies on to each other. Particularly in the north, the Golden Throne has been ruthless in its policy of eradicating any resistance in contrast to Omega where actions have been more passive.

Political and social commentators near the borderlands have suggested that the heavy-handed approach to removing the insurgencies has cause an upturn in terrorist relating activities and lash out at perceived enemies. The Stevidian government, together with INDFOR military heads have stated that this is the reason for the increase of security and not a sign of deteriorating relations between the Golden Throne and the Free Republic.

INDFOR is one of the Empire’s most recent and largest peacekeeping deployment and includes almost a brigade’s worth of fighting troops and equipment – complete with helicopter support and an entire air assault brigade, a naval task force and an air force squadron. The deployment has been embattled with insurgents pushed north from Indras towards Omega and then clashing with Stevidian border patrols. To date fourteen soldiers have been killed since operations began.

The political landscape has changed little between Lamoni and the Macabees. The Indran Unification Assembly (IUA) is supposed to be the entity for all parties to be able to discuss the serious issues affecting island of Indras regardless of which side of the border they come from. The Golden Throne’s goal of systematically destroying insurgent groups within its own territory would directly affect Lamonian held Omega. Stevidian ground commanders in Indras have urged both parties to discuss the insurgencies on neutral ground within the IUA and find an amicable solution that will not encourage further bloody episodes of terror.

The IUA also engages directly with communities on both sides of the border hosting education and community outreach events in an effort to de-conflict local tensions they have with each other, their new rulers or with other communities across the border. The IUA has hailed these initiatives as being popular and successful but that more work needs to be done and that the nations who have partitioned Indras need to take more responsibility to engage with communities and not force cooperation by force of arms alone.

For now, Stevidian troops continue to patrol the border fence between the north and south and prepare for any further acts of terror or militia attacks against them or the border.

Commonwealth 'Peace Invades' New Garrack

DERRY, NG. - It has now been confirmed that Morridane troops have now seized key locations round the capital of New Garrack following a 'peace invasion' just before dawn this morning.

The move comes the deteriorating security situation in the north part of the country and the effective collapse of the New Garrack government following the disappearance of Prime Minister Sarah Gibson. It was done in conjunction with Mokan forces securing the 'Greali Corridor' in the south, a move declared by Taoiseach Ser George Whittleton to have the aim of "restoring stability to New Garrack". Though there have been outcry and protest at these actions, especially the use of the 'peace invasion' term first used by the Lyran Protectorate to bring a halt of hostilities between the Commonwealth and the Kingdom of Imbrinium.

Local New Garrack military forces have received orders to stand down; their capability to deal with the ongoing crisis has been brought into question following the loss of the RNGAF Cairns air base and a company of soldiers at the mining town of Whitton's Creek. Presently the town of Gromanville, home to Northern Command of the New Garrack military, is currently heavily contested between local and rebel forces but isn't expected to hold out for long. Though Morridane forces are to initially be deployed round the capital of Derry and await the arrival of a carrier taskforce before commencing large scale operations.

VISYNITRI - Haize Radiotechnical Troops, independent branch of Haize Aerospace Defense Forces broke news on successful refurbishment and reactivation of Bor-5 over the horizon radar located near Visynitri. Bor-5 was one of megaprojects of now defunct Haize Technocracy, intended for early warning of ballistic missile launches and mass raids.

Conventional radar systems are limited by line of sight but Bor-5 is able to look beyond horizon by bouncing special signals over the ionosphere, the conductive part of Earth's atmosphere. Bor-5 had radar range in excess of 6,000 kilometers and able to track aviation, rising missiles and even satellites in low earth orbit.

Destruction of Technocracy had shuttered the radar system as no funds were available to continue its operations. At the turn of the century, numerous geopolitical events had led the Junta, successor to the Technocracy to once again reactivate Bor-5 as part of Haize early warning network on surveying Dienstadi high threat environment.

Termed as Bor-5M, the new modification included better signal control and processing power. Bor-5M can now cope with most interferences and allow Haishan to observe out to New Garrack, a developing geopolitical flashpoint in the region. Bor-5M can additionally track hypersonic objects in conjunction of its current observation duties.

Haize Radiotechnical Troops had highlighted plausible replacement to Bor-5M considering the original radar design did not fulfill all of the Troops' expected specifications. The new device will continue the duties of Bor-5M while being more effective in terms of cost and construction, allowing it to be deployed more widely in Haishan.-HSNS

OP-ED | What will Palmyrion Gain and Lose from Another Foreign Intervention?

After crippling budget cuts brought about by the 2008 worldwide recession, Palmyrion's subsequent 4-year economic downturn, and efforts to mitigate the resulting recession, the military has regained in record time its ability to intervene overseas - but what does it stand to gain at the cost of $2 trillion of annual military funding, uncomfortable budget readjustments, and the foreseeable loss of thousands of Palmyrians?

Palmyrion's military has been gravely affected by the 2008 worldwide recession by budget cuts as the government frantically readjusted its budgets to cushion the impact of the worldwide recession. The money from the budget cuts was spent on the Economic Stimulus and Recovery Act of 2011, signed into law on 2013 after 2 years of intense deliberation in the Assembly, bringing the economy back to normal. Such budget cuts have affected how Palmyrion performed in Operation Consolidator on 2010, calling into question the fiscal abilities of the Department of Warfare in the face of Pyrrhic victories in the said operation.

Fast forward 6 years to 2019, with the 2014-2017 Ground Forces Modernization Program ended, and the Navy Modernization Program being initiated on 2019 after a year of deliberation in the Assembly. The military has not only recovered in record time, but has even embarked in two more foreign interventions, namely in the defense of Sabine against Bendicion, and the ouster of Azur Merik and his military junta in Zelphos. These foreign interventions have garnered scathing criticism from the public as a whole, despite Palmyrion having secured military, economic, and socio-cultural relations with these nations, primarily in concerns of over-stretching the military's logistical backbone.

Lakán Alexander II has inherited this military from his father and predecessor, Lakán Alexander I, during his ascension to the Throne on August 2016. The military has undergone record-breaking recovery of technology and manpower back to pre-Recession levels, primarily with cooperation and mutual assistance from co-Union member-states Holy Marsh and Romandeos. With yet another foreign intervention on the line, starting with talks of a certain "Exercise Chainbreaker" with western Greater Dienstadi powers concerned with Ralkovia's resurgence as a slaver power, many questions start to emerge, namely: is Palmyrion as a nation ready to pay the price of containing Ralkovia's perceived rogue belligerence? What does Palmyrion stand to gain from collaborating with western Greater Dienstadi nations in waging a David-and-Goliath containment policy against Ralkovia? And, most importantly, is Ralkovia even much of a threat as perceived by the Royal Commonwealth and the Union as a whole?

Hefty Price Tags and Dismal Compromises

The Royal Commonwealth has, according to 2018 estimates, nominal and PPP-adjusted GDP values of $35 trillion and $41.4 trillion, respectively; it has a debt-to-GDP ratio of 51.2%. It also has a population of nearly 2.02 billion, of which 50-52% are in the 18-60 age cohort capable of participating in the labor force; of this, only 106 million, all in the 18-25 age cohort, are considered as "Available for Military Service" by the Armed Forces of Palmyrion. The Palmyrian government budget is $12.34 trillion, comprising almost 32% of the Palmyrian GDP; 16.5% of this, or almost $2 trillion, is military expenditures.

The military's modernization program at present focuses on technologically improved gear with long and inexpensive lifespans, alongside optimization of logistical lines and reviewing military doctrine at all levels. One of these would be the development and initial prototype testing of the Joint Service Strike Missile (JSSM), a multi-platform cruise missile for the Army, Navy, Marine Corps, and the Air Force, to replace the various models of cruise missiles currently in Palmyrian military stocks, and to augment and eventually replace the LY509B Hellion-II cruise missile currently used by Palmyrion. With much of the Hellion-IIs being earmarked for the Navy, the the Army, Marine Corps, and Air Force would be primary recipients of the JSSM, replacing the various models of transporter-erector launcher (TEL)-based and air-launched cruise missiles with a single model.

The re-optimization of logistical lines by greatly reducing the costs and complexity of maintenance and procurement over the lifetime of various military systems could save the military hundreds of billions of dollars over the next few decades during the lifespan of these new military systems - but the necessity of procuring and maintaining more of these systems to sustain an aggressive foreign intervention policy would potentially negate these cost savings, and might even significantly increase military expenditure over current levels.

Questions regarding the industrial capacity of the Royal Commonwealth to sustain an aggressive foreign intervention policy should not be ignored. Palmyrion has a substantial armaments sector that is planning to cater to foreign customers not only in the immediate region, but from elsewhere - and it has already started doing so, with Sabine and Zelphos having placed several orders for Palmyrian military equipment. If Palmyrion goes through with its aggressive foreign intervention policy, the Palmyrian armaments sector would either have to place foreign procurement orders in a distant secondary tier, giving it a bad image among foreign investors and governments, or aggressively expand to prevent the former's consequences from happening at the cost of giving little to no room for the civilian consumer sector to expand, if not totally encroaching on the civilian consumer sector.

If budget readjustments are to be talked about, an increase in defense spending would mean budget cuts from welfare, universal healthcare, public infrastructure and transport, and universal education systems; this could negatively affect the quality of life in Palmyrion, and potentially harm its ability to maintain a healthy manpower pool, both in terms of quality (the status of healthcare and education) and quantity (self-explanatory raw numbers). Palmyrion's growth rate is near-zero, with births only marginally outnumbering deaths of all causes, mostly because fertility rates have been reduced to replacement levels a decade after the Universal Healthcare Act of 2000 was amended on 2004 with provisions for better access to reproductive healthcare and birth control measures. Wartime losses could compound on the deaths of Palmyrian citizens, resulting to a net loss in population in both the short and long term - and it would necessitate the removal of the Three-Child Policy (or even increasing the roof!) and reproductive healthcare safeguards. An increase in family size would mean larger population growth, but families would have to be stretched thin in distributing resources among the children, potentially decreasing the quality of education and healthcare for the family as a whole.

Friends with Benefits, Geopolitical Bedfellows

Palmyrion maintains strong relationships with its immediate neighbors and co-RMU member-states Holy Marsh and Romandeos, alongside stable trade relationships with other nations and nations who hold significant Palmyrian diaspora populations. Western GD, its most immediate neighborhood, is no exception - but with Ralkovia, a perceived antagonistic slaver power, in the scene, would these relationships hold ground? What would Palmyrian foreign intervention do to these relationships? Would intervention be really in the spirit of "mutual benevolence" for both the intervenor and the host?

Palmyrion's largely untapped and undeveloped northern hinterlands are rich in agriculturally fertile and mineral-rich lands - ripe for both agro-industrial and mining development. The Cagayan Valley is watered by nutrient and mineral-rich waters from the Ilocos Plateau and the Palmyrian Cordilleras, with floodplains feeding the immediate land around the riverways with nutrients and minerals. It also has substantial deposits and reserves of valuable metal ores, rare earths, minerals, and fossil fuels. The Ilocos Plateau and the Palmyrian Cordilleras are not as agriculturally fertile as Cagayan Valley, but hold substantially more minerals and fossil fuels than Cagayan Valley.

The dilemma of the Cagayan Valley right now is not who gets to develop it, as significant swathes of it have been designated as ancestral lands to be developed for agro-industrial purposes by indigenous peoples, but for what purposes, as indigenous peoples and mining and fossil fuel companies are locked in legal battles to acquire the lands. The southern islands have mountainous terrain with arable land being a premium in the face of urbanization, and the central region is highly urbanized and industrialized, with nearby arable lands in danger of being overstretched.

The Ilocos Plateau and the Palmyrian Cordilleras, on the other hand, are not as fertile as the Cagayan Valley, but are rich in mineral and fossil fuel resources and, to digress a bit, can serve as excellent highland fortresses. The highland indigenous peoples have strong mining cultures, and mining and fossil fuel companies are looking to them as a source of local manpower for mining the highlands for their rich deposits of titanium, iron, nickel, copper, and uranium - but tribal leaders have raised concerns about environmental damage and the potential maltreatment of indigenous peoples, with legal battles happening in a context not too dissimilar from their compatriots in the Cagayan Valley.

Palmyrion's "mutually benevolent" foreign intervention policy focuses on providing host nations with "mutually beneficial" economic and military partnerships in the context of a geopolitical relationship. In such a scheme, Palmyrion and the host nation would be given access to each others' markets, assuring mutual inflows and outflows of foreign direct investments and export/import flow of goods between both nations, while providing for mutual military defense in times of war - all these in exchange for the host nation allowing the Palmyrians to emplace military assets - personnel, bases, equipment, etc. - in their territory.

This would allow Palmyrion to outsource its labor abroad, and potentially give her access to a host nation's natural resources - and the same could also happen to the host nation, allowing it to outsource its labor to Palmyrion and also giving it access to Palmyrion's natural resources. The legal battle for indigenous peoples to retain their lands for them to develop independently would only get tougher as Palmyrian and foreign resource extraction companies would only double down on their legal battles to acquire land for mining. If foreign companies inundate the Palmyrian resource extraction sector, it could potentially give nations significant leverage against Palmyrion.

In short, with Palmyrion having significantly more land area, and also substantially larger reserves of natural resources, than many western GD nations, this would most likely end up with Palmyrion outsourcing its labor to host nations and host nations having access to Palmyrion's vast reserves of mineral-rich land, putting Palmyrion in a peculiarly precarious situation. The Palmyrian government would also have to double down in its efforts to defend indigenous peoples' right to develop and utilize their ancestral lands free from potentially malicious foreign intervention.

Resurgent Ralkovia: Prevention Better Than Cure?

Ralkovia, residing in the far western fringes of Greater Dienstad, still remains relevant as a local slaver hegemon, if not a resurgent one after a long period of inactivity. It has a population almost 10-12 times the size of Palmyrion, with only Holy Marsh closely standing up to it man-for-man in terms of sheer manpower. This would be a tough David-and-Goliath containment contest for Palmyrion and Ralkovia, and Palmyrion would bitterly lose in a one-on-one war of attrition - thus, in addition to a solid containment strategy, Palmyrion would need allies to help contain Ralkovia as a local slaver hegemon.

A good portion of Ralkovian shipping passes through international bodies of water that feed into the Bay of Chains, one of which is the Shartourn Sea. Nations near the Shartourn Sea include Houdou and the United Vallerian Republic (UVR). Other significant bodies of water would include the unnamed strait between UVR and the archipelagic nation of Auclal, the unnamed strait between UVR, Rhodesialund, and Houdou, and the Jesheoda Channel. Any viable containment strategy would mean wisely emplacing Palmyrian and RMU military assets in these nations to maximize emplaced air and naval forces' coverage of the significant bodies of water, as well as bolstering these nations' militaries to help contain the perceived Ralkovian threat.

It is known that eastern Greater Dienstadi hegemons such as Imbrinium, the Golden Throne, and Haishan are beginning to make their presence felt in the area, in particular Macabees assisting the land-locked nation of Barjaanistan, and appealing to these powers to help in containing Ralkovia, which they are, to some extent, already doing now, would make the job of containment easier not only for Palmyrion and the RMU bloc, but also for those actively involved in containing Ralkovia.

Palmyrion would put itself in a peculiar situation should it pursue its policy of "mutually benevolent" intervention, and pursuing this policy would require dismal compromises and readjustments. Such a major feat would test the Royal Commonwealth as a nation - but, as the old adage says, empires rise and empires fall.

Palmyrion, Timocratic Republic Join Pact


In a joint signing in the City of Aragon and Statesboro, the Royal Commonwealth of Palmyrion and The Timocratic Republic of Patrick O'Connor have joined Eitoan and Relica as members of the Northwest Mutual Assistance Agreement. The signing was viewed online at the Department of Foreign Affairs, where Secretary Randall Field hosted the ambassadors of both new members. It had been announced last fall that negotiations between the NMAA and Timocratic Republic President General Marai Overhill were underway, but the accession of the Royal Commonwealth to the pact came as a surprise to most observers in Vladarsik, both in defense and diplomatic circles. Commenting briefly to the press at the end of the ceremony, Secretary Field told reporters “The membership of both states into the NMAA adds a great strengthening of maritime capabilities, providing added security to the northern continental democracies. While land and air and aerospace forces have proven adequate for defense of Eitoan and Relica, the additional capabilities of the Timocratic fleet and strategic addition of the Royal Commonwealth provide an added dimension to defensive capabilities throughout western Greater Dienstad. Planners from current NMAA militaries will soon meet with their Timocratic and Palmyrian counterparts for the purpose of integration planning.”

The accession of The Timocratic Republic to the NMAA had been widely anticipated, and public acceptance was a given during the period of negotiations. It is one of the “Big 5” trading partners of Eitoan, and as such has a well established pattern of commercial and intellectual exchange with Eitoan. It also has traditionally been viewed favorably among the general public, dating back to the first days of independence when ethnic Eitoans that were expatriated during the Ralkovian-Merican wars of the late 1800’s found their way back to their homeland to contribute to definition of the legal system and establishing many of the modern enterprises in Eitoan. The contributions of the expatriates are credited with setting the nation along the path of democracy and free enterprise after the colonial period. By contrast, although Palmyrion has long been a popular vacation destination among well-heeled Eitoans, there has not been an in-depth relationship between the two states. A lot of this has to do with the average Eitoan’s reticence to become involved off-continent, buttressed by wariness over involvement in the south. Much of this wariness can be attributed to the turbulent nature of conflicts in the unsettled Bay of Chains region, but analysts point out that this turbulence is not the case further south, and that the palace in Aragon has reached out for opportunities to contain the perceived Ralkovian threat, a common interest in Vladarsik.

Critics in academia have posted concerns on popular social media over being drawn into conflicts in the Bay of Chains since the announcement. Most of the complaints point to the current NMAA’s meager naval capacity, and the need to safeguard the Northern Vanguat Sea east of Eitoan. This was promptly countered online with the reminder that the NMAA is backed by The Golden Throne, and that the TGT Kríerflot’s backing of the pact already provides naval dominance in the bay and adjacent waters. Further, nothing in the pact requires Eitoan or Relican land or air-based involvement either in the former Ashia or Barjaanistan, as neither bush conflict represents an actual aggression on a NMAA member state.

Expanding on his comments, Secretary Field pointed out that “As I have indicated, last year’s crisis has proven that on-continent land, territorial, and air defense are adequate for member states. In that respect we don’t see major expansion of these forces to meet NMAA needs, although coordination with the new member’s militaries will be forthcoming. But currently the naval capabilities of the on-continent pact members extend only as far as the eastern entrance of The Jesheoda Channel. The expansion of the NMAA will not delay our planned naval upgrade. Indeed, the expansion will allow us to work in synergy with the Timocratic Navy to provide in-depth deterrence and defense throughout the Northern Vanguat. This capability will also relieve requirements on the Krierflot in western waters, allowing The Golden Throne greater flexibility at lower cost to respond to sudden crises in the south, or elsewhere. In this way, Eitoan will be contributing both to it’s own territorial defense and shouldering it’s fair share of the naval requirements of the NMAA.”

Analysts following the announcement have echoed Secretary Field’s remarks, but have emphasized that the most immediate relief on Macabéan resources are the addition of Timocratic and Palmyrian capabilities to available naval forces in the west. The two regional powers will contribute more payload in the immediate future as the Eitoan Navy undergoes what amounts to a major overhaul in the next four years. Although a major geographic expansion for the pact, naval planners indicate that the current deployment of the new members’ fleets can be seen as bracketing, or containing conflicts in the Bay of Chains, and will likely help isolate the current mayhem endemic to the area without requiring actual entry of forces into the bay.

NFPC Details Naval Expansion Plans

The Naval Force Planning Commission (NFPC) tasked with a review of Eitoan maritime defense capabilities in light of recent events in the Northern Vanguat Sea and the advent of the Northwest Mutual Assistance Agreement (NMAA) has submitted it’s findings in a 675 page report to Secretary of Defense and External Security Major General Eugene Maska. The objective of the fleet expansion is pegged to provide 77% of the firepower of the Zolofan Armada in terms of ordnance delivery capabilities in each of the surface, undersea, and aviation categories. It posits a Area of Operational Effectiveness (AOE) for the navy covering the Northern Vanguat to within 650 nautical miles of landfall in The Timocratic Republic, and southward through The Jesheoda Channel.

The report envisions the presence of two major Antisubmarine/Surface/Aviation strongpoints: one operating in the open Northern Vanguat, the other immediately due east of the Jesheoda Channel and providing capability for a major presence in the Channel. Each presence would be flagshipped by one or more major anchor vessels providing substantial aviation capability. Given the state of the Eitoan shipbuilding industry, these would most likely require purchase from foreign suppliers. One likely candidate for this requirement would be Dienstad class Strategic Projection Vessels or Kristik Class ships from The Golden Throne. The report did not identify bidders that would be eligible to submit a Request for Proposal to Navy procurement, but it is believed that the requirements of NMAA force integration would weigh heavily in favor of Macabean suppliers.

The report indicated that Eitoan suppliers should be capable of building the remainder of the fleet, although a competition will be undertaken between all domestic and approved foreign designers for ships in each category, including submarines. It stipulates that where possible components should be Eitoan manufactured, but each major system should be designed through a rigorous "best of breed" competition including both domestic and foreign designs. An addendum stipulates changes needed to the naval Request for Proposal requirements to accommodate evaluation of engineering and technical designs.

The report calls for a major increase in the current submarine fleet, most likely based on TGT’s Tipo A’, diesel attack submarine (SSK) design. Such a major and rapid expansion will also require enhanced and intensified training, both at the officer and enlisted level. The panel outlined in general terms leveraging incoming classes of the Navy during their mandatory service, commonly recognized as attracting the most intelligent among all uniformed services, through a combined officer candidate/college degree incentive. To ensure that enlisted and officer quality standards remain high, a special Division of Advanced Training is proposed for the Navy, to be staffed largely by recent Engineering and Mathematics graduates enlisted as Warrant Officers to be employed in curriculum development and instruction across the Navy’s Operational Specialty Schools. The staffing recommendations raised hackles among Army staff officers with the recommendation that naval service choice should be more heavily promoted throughout high school for students identified possessing greater mechanical aptitude, as well as those with B grade academic records in mathematics. The personnel requirements for the naval buildup are expected to place a high demand for mechanical proficiency and a greater number of enlisted seamen that can handle basic modern communications, electronics, and computer features of on-ship hardware and software. This draw-up of talent for the Navy is at the expense of the active Army would be mitigated under the manpower and staffing plan through incentives for High School graduates that are on the fence to join the active Army in lieu of longer service in the National Guard.

Harvel In Throes of Squirrel Fever


The City of Harvel Public Health Department has declared a Public Health Emergency, closing all middle schools in the district for the next two weeks and issuing quarantine orders for families of students afflicted by an outbreak of Squirrel Fever. The city's Commissioner of Public Health indicated the emergency rules were triggered by last week's 15% absence rate among 10 to 12 year olds in the Harvel City School District, covering all of the city as well as most of the adjacent cities of Sorento and Martinsville. The emergency is the fourth one declared in Macomb Territory in the last month. Symptoms of Squirrel Fever include hacking cough, copious expulsion of green phlegm, a stabbing stomach ache, and stomach cramps. The major vector for the ailment is the Ground Red Squirrel, and the Public Health Department has advised against hunting, skinning and eating Squirrel until at least three months after the emergency is lifted. Macomb Territory has initiated an extensive extermination program for the Ground Red Squirrel in afflicted areas to extend over the next 6 months. The Territory has warned that poisoning will be employed as well as shooting, and that eating road kill during the extermination program is highly discouraged. Homeowners in Harvel have also been advised to securely store their nuts and sweep up and dispose through burning all acorns to avoid attracting the vermin.

Parents of children displaying symptoms are advised to keep them indoors, and make sure they get plenty of rest and clear fluids. Public Health clinics in the city are fully supplied with antibiotics for Squirrel Fever, and parents are urged to bring victims in for inoculation within 72 hours of the first symptoms.

Petro to Replace Schactman at Posts, Broadcasting and National Standards


President Shrdlu has nominated Jon Petro, Board Chairman of S&U Holdings to succeed Secretary of Posts, Broadcasting and National Standards Timothy Schactman. The nomination came in the traditional manner of a Presidential Letter to the Chair of the Ghastak Louis A. Herb. The move has been expected for the last several weeks as several candidates fell under scrutiny, with several from both the public and private sector declining any consideration. Action in the Ghastak is expected early next week, with a discharge for consideration to the Dashez likely after preliminary hearings and a vote shortly after. Hearings in the Dashez by the full Committee on Communications and National Standards likely to run from two to four days at the most. Mr. Petro is expected to have easy sailing through both houses of the legislature, although any issues surfacing during hearings in either body could bring delays during floor debate before a final vote in the Ghastak after approval in the Dashez. Cabinet nominees from the private sector have come under fire from Communist and Socialist legislatures, and it is believed that Mr. Petro will not be an exception.

Mr. Petro is seen as a good fit for President Shrdlu's cabinet, continuing the trend of non-political managers applying technical and business expertise to management of their departments. After service in the Air Force, Mr. Petro joined S&U Holdings as a junior engineer in the company's East Kelso Hydraulic Cylinder plant, rising rapidly to head the facility's production engineering department, then as plant manager for two years. Inducted into the firm's Financial Management Program, Mr. Petro cycled through assignments in Filers Separators and Purifiers, Aerospace Valves and Fittings, and Process Control Systems. His later career moved him up the ladder in Corporate Accounting, culminating in appointment as Executive Vice President and General Manager of Auditing. He attained Chairmanship of the Board of Directors three years ago. S&U Holdings is one of the largest industrial conglomerates in Eitoan, and a leader in motion control technologies, including aerospace, climate control, electromechanical, filtration, fluid and gas handling, hydraulics, pneumatics, process control, and sealing and shielding in continental western Greater Dienstad. It maintains extensive research and development facilities throughout Eitoan, and works closely with leading universities in the areas of mechanical, systems, and electrical engineering.

The outgoing Secretary, Mr. Schactman was seen as uncomfortable in his cabinet role. He had served as the third longest member of the Dashez's Free Democrat contingent, leaving that post to join Mr. Shrdlu's cabinet after 21 years. His appointment was widely viewed as a concession to the party's old guard. His tenure was spent largely bracing up the declining Postal Delivery Service after many years when package delivery was largely privatized to logistics providers, independent contractors, and for-hire drone services. While Mr. Schactman was praised for improving postal delivery in remote and rural areas, he was roundly criticized for neglecting radio frequency band management, and turning a deaf ear to concerns of internet service providers. Mr. Petro is expected to address those concerns upon his approval, and has expressed an interest in streamlining operations at the Department's Patent and Trademark Office.

Ashian Conflict Intensifies! Guerrillas Oppose Our Troops!

Another convoy was smashed by Ashian shadow troops, men and women who fled into the trees and the mountains as their country fell into the hands of our great soldiers. The survivors are still under the care of our best doctors and nurses serving out there while their comrades are still on the front lines, destroying what remains of the Ashian conventional forces.

At the same time, Ashians are being ordered to give up their arms. All Ashian citizens who own a firearm would have them confiscated and returned when this conflict is declared over by the Union. Meanwhile, some citizens protested against this order and have retaliated in one town called Harlai. In that town, Solisian troops arrested 25 Ashian men and women who refused to give their arms up. They would have their trial several days after their arrest.

In addition, Solisian troops have been ordered to exercise greater care and caution in Ashia. Civilians are ordered to obey the curfew which begins in 1900 and ends at 0500. Civilians have also been instructed by the troops to report any suspicious people or things or behavior. They were also instructed to wait for the troops to distribute their identification cards so that the troops can easily see who is registered and who are not.

Also, Solisian government officials announced today that the Union would start destroying forests that may house any Ashian who is still resisting Solisian efforts to liberate their country from their corrupt government. Deforestation efforts and other measures to destroy any place that would naturally shelter the insurgents would begin by the first day of the next month. For now, Solisian troops have been ordered to patrol longer and to patrol the countryside and if possible, to arrest anyone who is resisting the liberation of the Union.

NAGA, BICOL PROVINCE, PALMYRION | Palmyrian defense industry giants Keystone Dynamics (PSE Identifier: KDY) and SGI (PSE Identifier: SGI) announced the formation of Ace Motors (PSE Identifier: ACM), a joint-stock automobile cooperative formed as a joint venture between KDY and SGI.

"Ace Motors will provide the public with world-class and innovative automobiles imbued with emotion that even money can't buy." Andrew Vallesteros, the newly-appointed CEO of Ace Motors, said during a press conference about the formation of Ace Motors and its debut product line-up. "As a startup, Ace Motors would be starting relatively small - but we will constantly push the boundaries of what we are capable of in a tradition of progress.", Vallesteros added.

The product line-up of Ace Motors was unveiled during the press-conference outside the newly-constructed Ace Motors industrial and administrative complex located within the Southern Naga Industrial Park. Its central headquarters is in the capital city of Aragon, while the industrial complex had its own field headquarters as part of its administrative section. Production-ready prototypes of the line-up were demonstrated in the Naga Norte Racetrack. It plans to start initial production on June 23, almost a week after it would unveil its product line-up at Palmyria AutoCon 2019. Among its debut line-up are the Mako SUV, the Apollo supercar, the Vivo sedan, and the Vanguard pickup truck.

Political and industrial analysts, on the other hand, have criticized the formation of Ace Motors as a joint venture between KDY and SGI as a bold PR move to make them, and the armaments industry as a whole, look more appealing, if not "cool", to the public. Criticism ranged from how the Mako SUV and the Vanguard pickup truck were allegedly civilian spin-offs of the FV.4 Infantry Mobility Vehicle just recently introduced by Keystone Dynamics, to the entire line-up's use of military components. Vanessa Andrade, a political analyst in the University of Palmyrion specializing in geopolitical military theory, noted the entire line's use of military-grade components in its powertrain, hinting at a possible future militarization of the vehicles.

"Their line-up uses military-grade components in its powertrain; whether or not these vehicles are simply meant to have above-average longevity and ruggedness, or they have been designed with potential future militarization in mind, is beyond me. Frankly, I do not know of any insidious intent of Ace Motors or by Keystone and SGI themselves, but the line-up's use of a military-grade powertrain reminds me of the Toyota War." Andrade said through a telephone interview.

Others dismissed the concerns of the military-industrial-governmental complex's encroachment on the civilian sector as mere paranoia; Dean Harold Manalastas, Ph.D., of the Department of Industrial Engineering and Operational Research of the University of Palmyrion, said that the company is simply trying to streamline its production lines with that of its major stock-holders and suppliers, with an emphasis

This helps them save money and time both in R&D and production. It would not be too dissimilar from SpaceX producing much of its parts by itself, or the Hummer becoming a civilian version of the American Humvee." Manalastas said during a Skype interview.

High Court Rules for Plaintiff in Hospital Case

This morning the Supreme Court handed down a unanimous ruling ordering reimbursement to The South Kelso Mercy Hospital by The Providential General Insurance Company, reversing the decision of the Macomb Territorial Court in the high profile case disputing limitations stipulated by the insurer on experimental cancer treatments. Chief Justice Harry C. Scott wrote the majority opinion, with concurring opinions presented by Justices Jeffrey Gillenwater and Shirley Rattner.

The dispute, widely followed by both the nation's legal and medical communities, is seen as a benchmark in determination of the acceptability of newly approved treatments for fatal and near fatal conditions. In 2015, patient Marteja Hendry, insured under her employer by Providential General, was diagnosed with a particularly aggressive form of leukemia, for which effective therapy had been previously undiscovered. Her team of doctors at South Kelso Mercy identified a potential gene-based treatment in the work of a second-year medical student at Macomb Territorial University, and accelerated both laboratory and simulation tests in an effort to determine it's efficacy. When the tests met the general acceptance criteria of the Department of Health in the fall of that year, the team advocated and won it's approval from the departments Acceptance Board, following which Mrs. Hendry underwent treatment. As treatment continued, Providential General claimed that their policy did not cover the course of therapy, since it had not passed the Acceptance Board at the initial point of diagnosis. Mrs. Hendry was declared cancer free as a result of the therapy in 2018.

In speaking for the majority, the Chief Justice held that the coverage of accepted therapy clause of the insurance contract was vague, stating "The Territorial Court has erred in viewing the clause as covering procedures and medicines approved only at the initial time of diagnosis. We do not see any wording in the contract limiting the use of procedures and medicines that have come into acceptance during the course of treatment of the condition. Therefore it is the ruling of this court in favor of the plaintiff, and ordering the reimbursement owed under the provisions of the contract by Providential General to South Kelso Mercy". Justice Gillenwater observed "There are many long standing health insurance policies, and the accepted therapy clause is, in practice, seldom reviewed or clarified. The doctrine espoused by the Territorial Court would shackle medical science to the ancient days of all original contracts, and as such would negate the proven process of Acceptance Board review and approval. Here the doctrine of authority of the Department of Health in approval of medical procedures and remedies takes precedence over the claims of the defendant". Justice Rattner noted in her opinion "The insurance policy offered by the defendant states that the patient is entitled to coverage under all accepted procedures and medicines. Mrs. Hendry was covered under this policy, and the Territorial Court has mistakenly overlooked that clause. Her therapy was indeed accepted, although not at the initial diagnosis. I therefore concur with the majority in reversing the decision of the Territorial Court."

This the special news desk with a breaking story from around the southern region of Imbrinium, its been reported that the bases both air force and naval air station have gone on lockdown and large numbers of aircraft and bombers and been reported taking off from those bases.

The MOD has reported that this is an exercise and that there is nothing to the this and that the military frequently does these exercises using only a few bases but with the large scale military exercise in the central region this is all part of the larger exercise.

Neighbors living around the bases reported a large number of aircraft and civilian personnel reported that they couldn’t report to the bases for work due to being on lockdown.

Early sometime this morning the aircraft had finished taking off and right before dawn the bases were reopened to the base personnel and civilian workforce. Some reports from civilian personnel state that the bases are empty of almost all bomber aircraft.

We only have the word from the MOD and government about if this is what they say it is or something worse of things to come.

ROYAL CITADEL, CITY OF ARAGON | On a press conference held 3:03 PM yesterday at the Royal Citadel in the capital city of Aragon, the Armed Forces of Palmyrion (AFP) has declared that the military is on its "third highest readiness level at DEFCON 3" in light of this year's Pride Month Terror Attacks that involved a bioterror incident.

"The military is now at its third highest readiness level at DEFCON 3", Supreme Commandant Corazon Abellar said during the press conference. "187 people have been killed in three separate incidents this Pride Month 2019, and what really drove the Department of National Defense, and in consequence the Armed Forces, to declare DEFCON 3 is the recent bioterror attack that killed an LGBT activist.", she explained.

This is not the first time that the nation had to deal with a bloody Pride Month - indeed, the month of June, universally recognized worldwide as Pride Month, is month of concern for the military, as it considers the month of June a month of increased LGBT-related terror attacks; this pattern has been ongoing since 2005, when Palmyrion first celebrated Pride Month. 187 people have been killed this month in three separate incidents with a recurring anti-LGBT theme: a suicide bombing in the University of Palmyrion's Pride March killed 24 last 7 June 2019; three shooters killed 154 at the Commonwealth Square Pride March last 14 June 2019; a lesbian LGBT activist was killed by an anthrax-laced letter sent to her in her Diliman, Quezon City residence last 16 June 2019.

While the month's yearly spate of terror attacks usually warrants only a DEFCON 4 (which the military declared on 1 June 2019 in preparation), the severity of this year's Pride Month Terror Attacks has warranted raising DEFCON 3. Meanwhile, Lakán Alexander II, the monarch and head-of-state of the Royal Commonwealth, has issued a condemnation through a Twitter thread dated 17 June 2019:

"As the monarch of the Royal Commonwealth, I condemn with great and utmost contempt the attackers who did such abominable acts to perfectly normal citizens and humans who reside in the Royal Commonwealth." the Lakán stated in the thread. "The military, police, and other national security agencies are looking into this matter to apprehend the perpetrators. The battle of the tolerant against bigotry and discrimination rages on, and the government stands by the LGBT community in their desire for justice." he tweeted later in the thread.

A formal and official condemnation by the Lakán is scheduled to be released on a press conference at the Commonwealth Square on 29 June 2019, the day and venue of the 2019 National Pride March; this is despite rumors of a "united righteous revolution" being planned on the day and at the venue of the 2019 Pride March.

MILITARY EXERCISES PLANNED FOR BAY OF SLAVES - The Royal Governance announced Monday, in conjunction with the Ministry of Defense and Committee of War, that military exercises have been planned for the greater Bay of Slaves region in the coming weeks.

Ministry of Defense officials stated Monday that a combined arms exercise will take place in the Bay of Slaves beginning 5 July, and ending 9 July. This exercise, to be named "Exercise Bay Thunder," will involve elements of the Nuskijani Royal Army, Royal Navy, Royal Air Force, and the paramilitary units of the Royal Frontier Rangers. Planned events include:

  • live-fire mock amphibious assaults on the southern portion of Nuskijani Corsair Island, with air support elements provided by the Royal Air Force
  • live bombing exercises on Nuskijani-controlled uninhabited islands within the Bay of Slaves
  • infantry maneuvers on the Nuskijani mainland involving the Royal Army and Royal Navy infantry elements
  • submarine patrols
  • air interceptions
  • electronic warfare simulations
  • land border shutdown exercises

The entirety of the Bay of Slaves within international waters and Nuskijani territorial waters and exclusive economic zone will be affected by these exercises. Loss of GPS air navigation services are expected on 6 July between the hours of 0200 and 0900 Nuskijani Standard Time, affecting the majority of the Nuskijani portions of Corsair Island and Grand Island, as well as portions of the mainland and the Bay of Slaves.

Fishing vessels are advised to avoid the Bay of Slaves for the duration of the exercises, and Nuskijani Coast Guard vessels will be patrolling affected areas to redirect civilian vessels away from the area of the exercises.

Civilian aircraft will participate in interception exercises on 9 July, and aircraft will be selected for interception at random by Royal Air Force ground controllers and Airborne Early Warning crews of the Royal Air Force and Royal Navy. Intercepted aircraft will be hailed on 121.5 and are advised to comply with instructions received by interceptor aircraft.

Random board and search activities will be taking place before and after the planned exercises within the Bay of Slaves. Targeted vessels will include fishing vessels, cargo ships, and civilian pleasure craft. These activities will be centered around maritime safety compliance and contraband interdiction.

It is requested that military and government vessels and aircraft avoid the active exercise areas to avoid interception. A "safe zone" will be established and wired to Bay of Slaves-adjacent governments detailing the location of these "safe zones."

Extended wait times are expected at land border crossings with Cruxa and the Grand Ralkovian Union. Border crossings along the unoccupied territory frontiers will not be affected. Travelers are advised to amend plans or plan for these extended wait times. Border shutdowns will be sporadic and random. Travelers are also warned to expect heavy military presence at affected border crossings, and are reminded to have proper documentation in order prior to entry, including entry visa and passport. Heightened security measures will also be in place at other ports of entry, although airports and seaports are not part of the planned exercises.

Diplomatic concerns regarding these exercises should be directed to the Ministry of Foreign Affairs, and civilian concerns should be directed to the Ministry of Defense.

The Royal Palace released the following message from High King Liam II:
The Kingdom's armed forces are poised to display their superior skills and abilities during Exercise Bay Thunder. The efforts of our Ministry of Defense's grand reorganization and rehabilitation plan are recognized as we, the Nuskijani people, transition from the slumber of unprotected peace, and awaken to the dawn of readiness. Though our kingdom has known peace for most of its existence, the threat of war is ever-present. We look to the past to learn from the mistakes of conquered nations, and we look to the future to ensure our continued existence as an independent nation, an independent culture, and an independent voice within Greater Dienstad and the world.

I ask patience and understanding from our neighbors and regional partners during these exercises, as they are expected to significantly impact the northeastern portion of Greater Dienstad. We as a people do not desire conquest or domination of man and land. We seek only the continued defensive capability to ensure our future is as bright as we strive to make it.

These exercises mark the emergence of Nuskijan as a regional power, and with their completion, we aim to obtain the knowledge and determination vital to defend our homeland in the event of war. I take this opportunity to announce plans to add a fifth fleet to the Royal Navy, complete with two new aircraft carriers and guided missile submarines, as well as the addition of new fighter, bomber, and electronic warfare wings to our Air Force. In the coming years, the addition of a sixth independent battalion and a sixth corps to the Royal Army are also expected.

Once again, we thank our international partners for their cooperation and understanding in early July as we train and expand our capabilities for defensive combat. The Royal Governance supports our servicemen and the mission of peace we have labored for since 1704.

VISYNITRI - Haize People Naval Forces announced modernization of several Korol-class submarines today. The modernization includes better quieting technologies, updated powerplant and brand new armament management system. Qualitatively, the new modernization will see increase of attack potential from thirty anti ship missiles to ninety pieces.

The modernization also introduces newer countermeasures and sophisticated sensors to reflect current Dienstadi environment. Korol-class was one of the largest Haize submarines inherited from legacy Haize Technocracy-era. They were specifically designed to engage entire carrier task forces with supersonic missiles in conjunction of "Krepiv" satellite constellation and other support means. -HSNS

ARAGON CITY, PALMYRION | In a vicious terrorist attack at the Commonwealth square yesterday, the Palmyrian Lakán and almost 1,000 others have been killed by mass shooters, a sniper, and a chemical gas attack.

”We are deeply saddened to announce that our beloved Lakán Alexander II has been assassinated alongside an estimated 1,000 others in a terror attack at the Commonwealth Square.” Vice-Chancellor for Defense Joaquin Magdalo stated in a press conference regarding the attack earlier this morning.

CCTV and amateur footage recovered from the scene show a large but dispersed group of heavily armed men carrying RPKs and wearing what seemed to be Stalinist Era gas masks opening fire at the pride march attendees, followed by a van exploding to release what had been identified as phosgene gas, an industrial chemical with a known use in chemical warfare. Declassified after-action reports from responding units of the Civil Defense Force and the Armed Forces of Palmyrion show that on-site security managed to call for back-up before being overrun, alongside almost 50-70 terrorists neutralized.

”This is perhaps the worst terrorist attack witnessed by Palmyrion in recent years; while Pride Month had its spate of terror attacks, never have we seen an attack of this scale happen until now, with the resulting assassination of a head of state.” Vice Chancellor Magdalo said about the incident. ”We have locked down an area within a 5-kilometer radius of the Commonwealth Square’s main entry and exit points. Civilian peacekeeping and military forces are on high alert regarding the situation, but we still expect to stay within DEFCON 3.” he added.

It is also believed that the militant dominionist group "Bagong Lipunan ng Palmyria" is behind the terror attacks, given that much of this year's LGBT-related terror attacks have been perpetrated by BLP, but the government is still going to investigate. "We believe that BLP is behind the attacks, as they have been the confirmed perpetrators of the last three anti-LGBT attacks this June..., the Vice Chancellor Magdalo said, "...in fact, in pretty much every single Pride Month since the known foundation of BLP, they have been the single most notorious for increased terror attacks during this month, second only to the Islamists." he added.

Rescue workers tend to some of the casualties of the terror attack. Over 1,000 have been killed and tens of thousands more injured, according to CDF and AFP estimates.


In light of the event, it is unclear if the widowed Lakambini, Elizabeth the Commoner, will ascend to the throne as the head-of-state of the Royal Commonwealth following the assassination of her husband; the Lakambini has so far neither answered to an inquiry by the Commonwealth News Service, nor issued an official declaration regarding the situation, although sources close to the Royal Family recount how the Lakambini is in “deep mourning” regarding the death of her consort the Lakán.

INTERVENTION PROCESS COMPLETED: SHRINE DISENFRANCHISED AND DECLARED DEFUNCT!

The Religious Relevance Intervention of the Male Shrine has finished after a period of four weeks. During this, representatives from every major Shrine debated whether or not the doctrinal beliefs of the Male Shrine are supported by Scripture and events as they have transpired. Headed by the Female Shrine, the coalition arrayed against it was vast and centered their arguments around the divinity of The Shift and new forms. The Non-Human Shrine, Science Shrine, Experience Shrine, Warrior Shrine, and the Primitive Shrine joined the Female Shrine in direct doctrinal opposition to the continued existence of the Male Shrine. Only the Ponyist Shrine filed major support behind the Male Shrine. Most other Shrines filed briefs in support of the Female Shrine, though they declined to participate beyond voting, while the Monotheistic and Polytheistic Shrines by law removed themselves from the matter entirely.

From its Pre-Shift position as fourth most popular Shrine with 17% of the nation being adherents, with a total population of more than 3.3 billion people internally and an almost equal number internationally, the Male Shrine has shrunk to only 2% of that number at last count, or 67.3 million and falling with less than ten million considering it to be their Primacy Shrine. This makes it the smallest Shrine in the official rolls with the lowest number considering it primacy. The events of The Shift further shattered it in terms of doctrine, utterly remaking form and virtue into a manner that was hard for the Male Shrine to reconfigure. Bishop Superior Markias El'Sara's attempts to do so in accordance with The Shift proved only somewhat adequate.

By a vote of 51-1, the Male Shrine has been declared doctrinally defunct. The Male Shrine, effective August 1st, shall be struck from the rolls of officially authorized Shrines. Property it possesses is to be given to local Shrines of its own choosing or, failing that, claimed by the Arch-Bishop. Any Shrine Law it practices will be struck null and void. Members of the Shrine are given time to seek out new Shrines, while clergy are defrocked. Shrine Guard forces of the Male Shrine are to be reassigned either to Shrines of their choosing or to the Monotheistic or Polytheistic Shrines.

The exact nature and wording of arguments and the debate over the four weeks are by Church Law kept secret.

This is the first successful Religious Relevance Intervention in over a thousand years. In 1095 ALW, the Conclave Shrine was struck from the rolls of Church doctrine, with much of its support filtering to the Primitive Shrine. The exact knowledge of what he Conclave Shrine believed has now mostly been lost to history, with little surviving documentation. What little is known tends to support that after its dissolution, the Primitive Shrine started to preach additional communal beliefs. This example of doctrinal adaptation is unlikely to be repeated with the dissolution of the Male Shrine, as it appears the Conclave was dissolved purely due to relevance and not doctrinal foundations being questioned.

The Female Shrine announced several celebratory feasts, a move denounced by more demure elements within the Shrine itself as well as by many outside of it as being against natural religious decorum. As part of the feast announcement, the Female Shrine announced, 'greater access to the Truth of the Chosen for all people thanks to the dissolution of those Shrines with false doctrines is cause for great joy and we are happy to announce a week-long holiday to start August 1st," in a further move that was derided by others as being against natural religious decorum.

The RRI's effect on larger Shrine population shifts is currently unknown, though it is expected to be a boost to the Female Shrine. Already the second largest Shrine with almost 40% of the nation being adherents with nearly half of that number considering it their Primacy Shrine, the effect of having their directly opposed Shrine removed is likely to lead to more adopting it as a Shrine and a small uptick in those considering it their Primacy Shrine. There is a slim possibility that it may breach fifty percent, which would be the first time a non-Monotheistic or Polytheistic Shrine has done so in over eight-hundred years when the Warrior Shrine was in the middle of a streak of having half or more of the nation being adherents over a period of several hundred years. The impact of that can be seen in modern Marshite education and society.


BISHOP CIRCLE ANNOUNCED!

Alongside the announcement of the results of the Intervention was the establishment, effective September 1st, of the Bishop's Circle. This will be a political establishment within the Church made up of representatives from every Shrine, in direct proportion to their Shrine population by percentage. Unlike similar bodies in other nations this is not an elected post, as each delegation from a Shrine will be picked by that Shrine's Cardinal. The stated mission of the Bishop's Circle is to review Marshite doctrine separate from any single Shrine's doctrine, formulate and put into action Decrees, and handle matters that may not fully rise to the attention of the Arch-Bisop. The Arch-Bishop still retains supreme executive power and may deny any Decree launched by the Circle without recourse, and the Arch-Bishop may dismantle or re-arrange the Circle as the Arch-Bishop sees fit. The Cardinal Council exists as a check on both, with the ability to remove the Arch-Bishop by a unanimous vote or prevent action in a three-quarters vote as standard already, as well as having the same powers as the Arch-Bishop over the Bishop Circle requiring a half vote to repeal a Decree or a three-quarters vote to dismantle the Circle.

Of course, the Cardinal Council rarely meets except to seat a new Arch-Bishop, and the Arch-Bishop is unlikely to act as much more than a mediator unless the situation grows stark. As a result, many are interested to see how active and powerful the Circle may become.

Currently, the Monotheism (61), Female (40), Ploytheism (38), Warrior (20), and Experience (18) Shrines would seat the most members of the Circle, with the smallest two being the Ponyist Shrine (2) and the Seafarer Shrine (1). The other 47 Shrines exist somewhere in between, with the majority around 10-11%. The upshot is that it is impossible for a single Shrine, or even a small coalition, to make Decrees without heavy opposition. The coalition that brought an end to the Male Shrine, for example, would account for 109 seats out of a total of 673- though if one includes those who simply opted to file briefs of support, it would rise to almost sixty percent.

Arch-Bishops Krywenscki and Saranasata oversaw initial programs to oversee if such a circle could be practically functional. Arch-Bishop Krywenscki died tragically shortly after she launched her initial investigation and Arch-Bishop Saranasata was executed for the heresy of incompetence in a similar time frame.


Notes for Foreign Editions: Shrines are interpretations of the First Scripture, legally sanctioned doctrinal beliefs that by Basic Rights and Law are allowed to coexist. Marshites may choose to belong to any number of Shrines that conform to their personal beliefs, helping form a personal religious program. One Shrine, however, must be considered a Primacy Shrine, the one that the Marshite considers most prominent or important, and therefore has the most legal bearing on their life. The most popular Shrine is the Monotheism Shrine and the third most popular is the Polytheism Shrine, combining for 99.2% of the Nation belonging to one or the other. Very few of that number consider either the Primacy Shrine, though whether one believes the Holy Marsh is the only God or one of a Pantheon forms a great deal of Marshite perspective on the workings of other Shrines.
