So, does the VR apparatus channel the neural pathways away from the use of powers in the 'real world' or with the 'real world' be trashed? Inquiring minds want to know, in the IC.

It's basically an extremely advanced video game, nobody is actually doing anything in the real world. It'll be explained IC next time I post.

Powers such as this that facilitate hacking wouldn't be allowed under normal circumstances, but this isn't exactly a normal character and is a rather important plot relevant one that will play a role in a couple of main arcs as a semi-instructor... So, here goes another app. The program members will meet her pretty soon.

Description of Powers:
  • Artificial Intelligence: Bellamy is able to tap into the power of the Providence artificial intelligence system. That means that Bellamy can access all of the devices that are linked to the system's network such as cameras, microphones, computers, and anything else. This allows her to do her job as mission controller by monitoring all of the teams in the field using their equipment, which is connected to the network. In addition, Bellamy can use the processing power of the AI network remotely to do things such as run simulations, predictions, or break down large amounts of data or attempt to break into other systems.
  • Physical Edge: Bellamy seems to have a physical edge over most competition with lightning quick reflexes and durability to match, the latter far surpassing that of a typical human. Her strength, additionally, is about strong enough to lift a car.
Weaknesses: Bellamy's power deals with the indirect. Her plans revolve around indirect action through the use of her network, not directly jumping into battles and affecting the outcomes. Throw her into the middle of something, and she's not really significantly more useful than most people would be in any given situation. Additionally, Bellamy tends to lean heavily on calculations, making erratic and unpredictable moves something that can easily throw her for a loop.

Equipment: If a weapon is needed, Bellamy tends to use a P320 pistol which she fires with deadly aim.

Biography: The name Rook is a meaningful one. It references the chess piece, which itself references the medieval castle towers which can watch over a battlefield. Just like someone at the top of a high tower can see everything going on around them and issue commands on the fly, the one known as Rook is responsible for watching over the members of the Young Guardians program, and some of the other teams run by the Guardians. There's plenty of red tape surrounding just who Bellamy Lys is and what she really does, but what is known is that she can tap into the power of the Providence AI system for her own ends, using it to act as mission control and to watch every feed connected to the network when teams are in the field. That's to say that whenever something happens in the field, Bellamy can see it, and respond just as quickly as an actual leader in the field would be able to.

But the origin story of the person behind the network, that's unknown. Bellamy takes on the role of an administrator and a mission controller, but not much else is known. Some believe that Bellamy is the result of an experiment about mixing humanity with technology and seeing what the result is. Some say that Bellamy herself is more machine than human and that the Guardians are starting small with their experiment by placing her in the Young Guardians Program rather than with a full team. Others say that there's no humanity there at all and that Bellamy is simply a vessel for the Providence AI that grants her power. None of these theories have been proven correct but none of them have been disproven either. Nobody quite knows just who Bellamy Lys is. But everyone does know that Bellamy is the watchful eye looking out for all of the Young Guardians that are in action.

Also, despite her great reflexes, she still only able to avoids bullets from pistols and shotguns, not SMGs and assault rifles and machine guns. Still developing the powers, as a matter of fact. Her firearms training are pretty basic, held her weapons barely well. At least it’s better than no trainings, right?

Personality: Strong moral point on the good side, law-abiding person. Though she has this good personality that serves her well, she is passively good. Not that she is bad at being good, it’s just like she aims for a routine life after doing the good, not actively doing good things just because she can, but passively doing good things because it is an obligation. Ambitious-driven, as well. Not there if you looked at her the first time, but you will know more once you get closer.
Motivation: To prove to her father that she can do good as hero.

Biography:

Born in Seoul, Park’s father was at first looked like a normal police officer, if slightly odd considering his erratic schedule in spite of his high-ranking. Park’s mother, on the other hand, was formerly a superheroine known as “Speedster”, worked alongside South Korean government as a state-sponsored superheroine. As a result, Park was expected to follow either her father or her mother. She also has two elder brothers, the eldest worked outside Korea, while her second brother served in the Navy.

However, things took turn for the worse when she was 10. Her parents divorced in a messy situation, and a shocking event was revealed. As it turned out, her mother is still actively working with the South Korean government, while her father is part of DRMA, acting as the high-ranked agent in South Korea, despite not being part of NATO. It seemed that DRMA kept temporary bases in the allies of USA. Her father found out, and thought things didn’t escalate, it was a turn for the worst for the family. He took her in the custody and left for United States, where he lived with her, whereas her brothers sided with her mother. It was at this point that her genetic powers thrived. Her father pondered whether she would be part of DRMA, if given the right education, but put it off until she was older. At least he gave her firearms training when she was 17 years old, though not regularly. Seems like her father is wary that she would be like her mother, aspiring to be superheroine. It seemed that there is a different of policy between DRMA in NATO countries and in USA’s allies that is not part of NATO.

Her father’s worst fear came to the light, as she did heroic works in USA, though as vigilantes. Her father able to kept her out of the attentions from DRMA due to their hate against illegal vigilantes. Conflicts came with both of them, shouting and arguments. She is only interested in doing normal life, but she is more or less is willing to do good things and heroic works if there are injustices around her, while her father insisted that DRMA is the best thing for the humanity, and superheroes are doing stupid things. Eventually she escaped from her father, and with the help of her brothers and mother, took a temporary refuge in Liberia. There, her mother offered her a chance to prove to her father that superheroes are not stupid, with a program of Young Guardians.

She accepted the offer.

Dodging bullets Matrix style would be impossible with the speed limitations on abilites. Keep in mind that most bullets travel much faster than 250m/s (900kmh or 560mph). Whereas a 5.56 round from an M16 exceeds 1000m/s (3600kmh or 2200mph). So, even at the speed limit of 60mph (96kmh or 26m/s) for speedster types, it technically isn't possible to dodge any bullets at all unless you can predict exactly where the enemy will fire. With a speed limit of 60mph, you could at best dodge a single bullet from 200 metres away, with 0.7 seconds to move, if you had spotted them before they fired.

Dishing out a super quick 10-25 hit combo in close-combat, performing above world class acrobatics, and sprinting twice as fast as Usain Bolt (the fastest man alive). Is honestly the best the 60mph limit allows.

Reflexes aren't exactly counted against the speed limit, it's for straight line speed not speed during reactions.

--Reptile Control--
Matej can gain full control of a reptile maximally 15 meters from him and partial control of a reptile maximally 100 meters away from him through telepathic connection and brain override, full control means Matej controls every move of the reptile in question, partial means that Matej controls just defense/attack reactions and basic motor function while the reptile is more susceptible to breaking the telepathic link, when Matej uses his powers he can't control himself

--Venom Immunity--
Matej injected himself with small doses of various reptile venom's because of this Matej's body is immune to most of the venom's but it is not special in any way as everybody can achieve it just no one tries to

Weaknesses:
When he uses his power he can not control his own body and becomes still in the last position he took unable to defend or even speak rendering him easy to take out while in this state and his STILL potent to normal attacks except investment with any reptile venom

Biography:
Born in Koszyce, Slovakia he was diagnosed with Psychopathy at an early age and his parents sent him to many social training programs which lead to him learning how to project a phantom of real emotions but he did not like the programs and even though of his early age he was thinking of killing his parents but did not after coming to the conclusion that he would have none to feed and provide for him, at age of 14 he discovered his powers when a viper attacked him when he was on trip in Poland, he said telepathically to the snake to stop and the snake stop AND then the snake became the pet snake he carries now, after this incident he became obsessed with reptile's which lead to him injecting the venom's into himself in secret, this was also the time he got Typho, he committed some petty crimes and not once he got caught, he had his first taste of something of what can be called heroism at age of 18 when a robber tried to break into their house... let's just say the robber did not like snakes

After the reveal of his powers to his parents, they were obviously disturbed a little but managed to contact Young Guardians, when Young Guardians recruiter had a talk with Matej he was seemingly uninterested but through deception and manipulation he got a pretty nice deal out of the whole thing, (at first his pet reptile wasn't allowed for instance and because of the psychopathy he was meant to be separated from others but he managed to change the recruiters mind) but there was still one problem Section C was already up and running for three days but still Matej managed to talk his way into Section C and arrived 5 days ago and did not show up really for most of the time ( don't tell anybody but he was injecting himself with venom), and to put it quite bluntly he was just waiting for a mission because of the opportunity to release Raphael on someone, or something.

Personality: Sirvan can be described as a solitary person even before he formed the NightOwls. He does not talk much about his past or some personal details about myself. A quiet and reserved individual, Though it does not stop him from being able to socialize with others. To his friends, he is trusting and loyal to the end. He cares about his contacts and agents and at times his desire to keep them safe conflcits with getting the mission done.

Biography: Sirvan was born to two Iranian immigrants in Amman, Jordan. His early life was uneventful barring on incident that would change his life. An incident involving a now-defunct company caused an explosion that destroyed a rival company office building, where his parents worked. Both of his parents were killed in the explosion and left Sirvan an orphan at twelve. Life at the orphanage was hard for him with bullies picking on him. During one thing when bullies started a fight with one of Sirvan's friends was getting beat up badly, his powers awaken and he used his super speed to defeat the bullies. Once the people running the orphanage discovered this, they sent out a request for a hero to help train him. One hero arrived, a middle man that was also speedster and adopted Sirvan and trained him on how to use his powers.

Years later at eighteen, under his adopted father training, Sirvan was a good hero and joined the Guardians. For years he fought various villains and eventually part of the team that shut down the company that killed his parents. Things were looking up for him, then on that fateful mission. It was supposed to be a routine recon mission turned into a fight for his team's lives. They were ambushed and while he and his team got out alive, Sirvan was badly wounded and was paralyzed from the waist down. He knew then that he was done being a hero and retired. However, he still wished to help out his fellow heroes in some way.

After talking with an old friend, he got the idea to form his own intelligence network using what contacts he made as a hero in order to help out heroes. Sirvan contacted some old contacts of his and after convincing them of his plan, they agreed to his idea and the NightOwls were born. Since forming the group, he would help to bring down several plots with the NightOwls and would later become one of the trusted sources of intel for the Guardians

--Body Transfiguration--
Tadeusz has the ability to transform to any living being that has more than 10 cells in its body and he knows about it ( and that includes extinct animals ), the transformation of the body is full and Tadeusz cannot speak in any form but the brain is not changed although the senses can hyphen or dampen themselves, the bigger the form the less time he can spend in a form so 40 minutes as megafauna, 2 hours as medium sizes animals, 24 hours as small animals

Weaknesses:
The transformation is a painful one leaving him stunned for about two minutes which is more than enough that if he transforms himself in the wrong place he will be taken out, strong emotions can cause an unintended transformation also he is still a goddamn human so a bullet will kill him

Biography:
Tadeusz was born in Warsaw, and for most of his life, he thought he was totally normal attending public high school having friends and all that stuff to put it simply he was another brick in the wall not standing out of the crowd that pleasure was going to his smaller brother. Until the day of his 16th birthday when on his way home from his high school he was attacked by a dog. For reason still unknown to him his metagene activated he began to grown, his nails became claws, he was all covered in thick brown fur he transformed into a Grizzly bear. With one swing of a claw, the dog was no more.

Tadeusz began to freak out he wanted to go back to be a human and the moment he thought about wanting to be human again his body transformed yet again into himself. Over the course of the year, he discovered the full potential of his capabilities i.e for how long he could be what animals, what animals he can be, the discovery he could transform into plants and with that knowledge he did not want to become a hero but on the feral night of 21st of June when he and his little brother were walking down the street he got distracted and his brother went missing. His body was found the next day, mutilated, Tadeusz was the one to find it he did not know who or why did it but the sheer emotions caused him to transform into a Tyrannosaurs he transformed back to his normal self fast, media picked up on it very fast and everybody suddenly knew there was a meta in the town as everybody that was there and seen films saw as the meta transformed back and forth. Tadeusz swore he will find the man that did it.

This was the moment that Guardians came in. They contacted him and gave him the chance to become a proper hero. After he passed the necessary evaluation tests, he was enrolled into Young Guardians. He was flown to Angel Village exactly when everybody else was flown away, or been in the simulation.

The motivation is alone not enough, the backstory makes very little sense (why would the Guardians take him, how did his parents contact them, why would they listen to them about them, and so on). It's, frankly, a mess. The run on sentences, and the lack of logic behind some of the phrases is just.....we can't accept this. We have told you several times that 'just cause' isn't enough reason on it's own, and you must give the Guardians a reason to want your character. Be it high potential (which doesn't include raw power, it includes ability to use that power in creative ways, team work, and a dozen other small factors needed to be a hero), already useful skills and reputation, or at the very least enough basic competency they'd risk him in life and death situations.

Biography: Brock was born to a wealthy family, wealthy enough that he never wanted for anything. He grew up isolated from other kids due to his undying sense of superiority. He’d even sometimes stroll through poorer neighborhoods and amuse himself at the sight of beggars and poor. That changed when he stumbled across a brawl between 2 metas. Jack Dredd and a fire manipulator. Jack was obviously being overwhelmed when Brock stepped in. To this day he doesn’t quite know why he did.

He was nearly cooked until he started seeing patterns in the movement of his opponent. Then he realized he wasn’t seeing patterns, he was seeing his opponent's muscles tiny twitches, the tensing and shaking that signaled movement. And Brock pushed his new ability to the limit. He kept the fire meta distracted and infuriated until Jack got back up and soundly knocked him in the back of the head. A quick introduction and an outstretched hand later, and Brock made his first real friend. They began testing the limits of their powers together, fighting crime where ever they found it, but it wasn’t to last. After a month, Brock’s father found out. And he was enraged. He wanted his son mixing with the highest of heroes, not some common street vigilante. Brock’s father forbade them interact, but Brock found a loophole. Everywhere Jack went, Brock followed, unseen. For years they went on like this, Brock pulling Jack out of the fire more times then he ever knew, while Brock studied every anatomy book he could get his hands on, memorizing human anatomy and moving on to animals, just for fun. And after 2 years as Jack’s shadow, Brock moved into the vigilante scene, donning a trench coat and fedora reminiscent of a hard boiled detective. For 2 years, he fought crime and saved lives. Then, the same criminal who snitched on Jack snitched on him, and he was given the same offer as Jack by the Guardians. With no choice but to accept, he went with the Guardians against his father’s wishes. And now, he’s ready to be a hero in the big leagues.

Will absolutely do ( but bear in mind he did not participate in it ) and what tinkering is needed for the power?
