How do you create multiple drafts of a plan, while still allowing people to see other drafts(I'm talking about forums)? An example-> viewtopic.php?f=9&t=457915 , which shows 1st draft, 2nd draft, etc.

Those are just spoilers containing previous versions of the post before the author edited it. Basically they copied the text into a spoiler, then just called the spoiler ‘draft x’

If our region wanted to have a forum thread somewhere for discussing WA matters, just for that region only, would it
a) Be possible?
b) Be appropriate in this forum? And if not, where?

Yes, quite a few regions already do so, and in many of those cases not just for WA matters.

Not anywhere within NS's own forums, you'd need to go "offsite". Look around for regions that already have their own forums (e.g. the feeders, or International Democratic Union), and see what sites they use...

For some reason, even though I have the most endorsements and is the founder of my region, I cannot become WA delegate. Is that because there are only 4 nations? How do I fix this?

There's no need to post in both gp and technical. You need to wait until the update happens which is 12:00 am and pm est in which regions cycle through the update for an hour or so and then you should be delegate if you still have the endorsement

I am the Vagabond from the Grey Wolves and we are an Inter-Raider organisation. My question is how do we increase the participation and recruitment in our organisation. Also many people don't understand that people don't need to leave their raiding regions and can stay over there. All we want is raiders to raid with us when they are free, irrespective of whether they are from any raider region.

Not sure what you mean. Two raiders is, necessary. You need at least 1 endorsement to get the delegate seat, which means you need at least one other person.

Yes. Influence is complex and there's a guide here. About Influence

But basically it depends on how long the guy is in the region. If he lived a long time, raiders wait a long time to gather much influence. If he resided only short, they need to wait less.
You gain one influence plus every endorsement, and the costs for ejection are less for delegate than border controls officer so this needs to be taken in account.

You know how some people have political compasses that show how capitalist to communist and conservative to liberal a nation is? I cant find an example, so I hope you know what I mean.
