We are asking for your assistance for a planned invasion of South Korea to wipe out capitalism from the face of Korea, and to liberate the oppressed workers in that state. We fear lest some of the greater capitalistic powers such as the US would intervene to stop us. You, starting the world revolution in 1917, can help us to spread that revolution, and to help out the peasants against the evil bourgeois within the borders of South Korea. Korea must be unified in order to achieve true communism.

It has come to our attention, as you no doubt have heard over the radio that the capitalists in America and the reactionary elements in China - have seen fit to increase their military and economic cooperation, likely to further isolate North Korea, Japan and Taiwan from our communist brethren. Thus, as Secretary of Japan - I propose we see fit to organize a joint military exercise between both our Army and Naval Forces - to counter-balance this upcoming threat. While our history has been rather bloody, due to the actions of the reactionary Imperials whom sought to annihilate your people and rich culture - we hope, to mend those wounds and come together as Comrades-in-Arms.
If you think, the time isn't right or that some wounds haven't healed - then that is fine by us. As we will honor the self-determination of the people of North Korea and will only come as invited guests and never as conquerors again. As we understood, how the Imperials had abused and tortured the people of Korea for years. In exchange, we would be more than happy to increase economic cooperation instead and improve trade between our two nations.

Bringing Germany back from the ruins of war was a hard task and our Germania has not fully recovered however we as a people have bounced back with our military and economy a great deal. The assistance from NATO was a big help even if they are siphoning our money to rebuilt their cities. We our on the road to complete recovery.

The Soviet Union is aware of the growing tensions in Asia. However, the capitalist sympathizing Chinese will be a major threat, and any action against South Korea will be met with Chinese intervention. Our intelligence agencies have detected a large number of Chinese troops on the border of your nation, and we cannot in good faith support an invasion of the South just yet when you are threatened. The Soviet Union will send troops to North Korea and will have our navy stationed in the Sea of Japan. If everything else fails, then we have our final option; the atomic bomb. This may deter China from intervening but the United States may not back down. As a result, we would like to schedule a conference with representatives from North Korea, Japan, and the Soviet Union. This conference will be a signal of our cooperation and will establish a formal alliance in the far east.

The increasing number of Chinese forces on the North Korean border is incredibly worrying to the Soviet Union. North Korean independence is fully guaranteed by the USSR, and any action against them will be met with an equal response on our end. I'm sure China, after fighting a brutal civil war, would like to avoid another war on Chinese soil. We will continue to support North Korea, and don't forget that the USSR is the world's only super power along with the United States with nuclear weapons.
