That's Aayla. The subject of the Wookieepedia article on breasts, and probably the most sexualized Star Wars character of all time. Also, according to the Legends material, she was romatically involved with Kit Fisto for a time. Now that's a weird picture I won't get out of my head easily.

Now obviously the RL reason for that is because the writers wanted blue alien babes, or whatever the official term for that is, but in-universe no one’s making her dress that way.

Weird. It works for me. It's literally just a head shot of Ahsoka with an unobstructed view of the area in question. I'm sure you can find something just as good with the help of Google. But the question is not all that important regardless.

It’s almost comedic how different Grievous turned out in Episode III vs the 2003 cartoon.

The writers there saw him as a total badass.

Lucas saw him as a coughing boi who has one good scene then dies.

Seems to be a theme doesn't it? Boba Fett, Darth Maul, General Grievous, heck, even Snoke and Phasma. All treated as complete badasses, and then all dead before they can perform any real badassery.

At least Grievous got to briefly kidnap Chancellor Palpatine and slaughter a bunch of clones before he went.
