Well, it's sort of based on stats.
Your nation classification is based on freedoms, and your freedoms are stat-based. The issues you answered would have -- at some point -- changed your freedoms which altered your nation classification, and the description of your nation ("Havarlandians have some civil rights, but not too many...") depends on your classification.
EDIT: Your classification will possibly change again at some point as you continue to play the game.
