The year is 1860, and a decade of uneasy peace in Europe is slated to come to an end. The Commonwealth, once the keystone of the Holy Alliance and the guardian of despots in Europe, is on the verge of civil war. Without its support, Hungary teeters on the edge of collapse, as myriad ethnic and political groups prepare to carve up the sick man of Europe. The Austrians are poised also to take advantage of this, hoping to unite with their brothers in the German Confederation while the Eastern Leviathan consumes itself. Britain and France warily watch each other and the situation to the East, each playing their own careful game of power and position.

The Far East has mostly recovered from the wars of a decade prior, but old wounds still linger. Shu has rebuilt from its crushing defeat against Qian, and now seeks to set the board further in its favor, with Hubei firmly allied with it following the partition of the Zhous. Wu and Qian work to reconstruct their annexed lands, all while seeking new paths of expansion outside of China, with Qian easily seizing Central Asia from Persia and Wu establishing its first colonies in Western Africa. Joseon meanwhile has quietly placed itself in the favor of the Emperor of Japan, and with each new favor it performs it has attached a new puppet string to the Imperial Court. The Shogun has gathered what forces he can to himself to resist this new threat, but many believe his defiance has come too late.

The New World is a land of riches and opportunity, with the wars in the old world sending waves of refugees into the welcoming arms of the rising powers. Fusang stands above all others, its industry and wealth rivaling many nations of the old world, let alone the small, young states in the new. In South America, the Republic of Brazil is in a standoff against the Kingdom of Argentine, seeking to prevent the former French colony from seizing its neighbours and unifying the region under a solitary power. However, troubles at home over slavery and corruption in the government have seen Brazil increasingly isolated from affairs beyond its borders, and it may soon be unable to prevent the Argentinians from consolidating their position.

The world stands on the edge of glory and chaos. Will you lead an industrial nation to prestige and greatness? Will you free an oppressed people from the chains of a decadent old empire? Or will you seek to crush all others in a quest for absolute dominion? The choice, great leader, is yours.

Age of Steam and Steel is loose sequal to a prior RP, Tales of Two Horizons. It is based on the premise of an East that is a reflection of the West, with great powers of industry jockeying for position with their neighbours and their counterparts on each other side of Eurasia. As such, a brief glance at the prior rp might aid with some history, though don't completely rely on it. Clarification questions can be directed to myself or a Co-Op.





RULES AND REGULATIONS

  1. General.
    1. There are a fair few rules and guidelines for the RP, listed here. These following six are basic and should be easily understood and followed, and after that will follow more specific info that is more liable to change.
    2. Obey NationStates forum rules
    3. Obey the OP and those appointed as per their role
    4. Make sure you are not metagaming, godmodding, numberspamming, or generally RPing in bad form
    5. Have a couple of paragraphs a post and good grammar & spelling
    6. Exercise common sense generously
    7. Be active every couple of days at least
  2. Casus Bellis
    1. Declaring war for no reason (with no casus belli) may result in negative effects or random events.
    2. For a list of possible casus bellis, see this link.
    3. Cite applicable Casus Bellis when declaring war, or the lack thereof.
    4. Even war WITH a Casus Belli may result in negative random events.
  3. When dealing with an NPC:
    1. Be realistic and reasonable. If you feel that interactions are more chance base, use of a random number generator may be advised.
    2. Applies to both battles in warfare and to diplomatic actions.
    3. More important actions with NPCs may require OP approval.
  4. When dealing with other players:
    1. Talk with the player you are dealing with and mutually determine the outcome of an action.
    2. If no agreement can be reached, the OP Board will intervene.

Government Type: Constitutional Monarchy
Brief Explanation of Government: The government of Joseon is a constitutional monarchy with a Confucian-based bureaucracy. The Emperor rules for life, unlike any of his appointees and all Emperors of Joseon descends from the Imperial House of Yi (Jeongju Yi Clan) since its foundation. The Emperor commands absolute loyalty from his officials and subjects, but officials are expected to try to guide the Emperor to the right path if the latter was mistaken and Emperors are usually sensitive to public opinions.

The bureaucratic element of the government is dominated by Confucian scholars who enter service in the government through the civil service exam. All officials are expected to have passed a series of literary and psychological tests that determine their ability to serve the empire. Theoretically, anyone, excluding women, can take the civil service exams but only the wealthy have the money to afford preparations for the exams. However, seeing a lowborn take and pass the exams are not uncommon and are often celebrated in stories.

The legislative branch of the Empire is the Grand Assembly, made up of representatives from the districts of each provinces. The eligibility to be an Assemblyman is to pass the civil service exam and be appointed by the provincial governors. Members of the Grand Assembly elect an individual, usually the leader of the majority party, to serve as Chancellor who holds certain executive powers, making him equal to the Emperor. There, the Chancellor creates the Imperial Cabinet to serve as the Emperor's advisory board and to carry out the laws passed by the Grand Assembly and the Emperor.

Relations Joseon maintains an alliance with Yue, Min, and Fusang in response to the growing relations between Qian and Wu. Among minor states in the region such as Qi, Ming, and Shu; Joseon joins with Yue and Min in guaranteeing their independence in case conflicts broke out between the smaller states and Qian or Wu. In Japan, Joseon has an official support for the Imperial Court as oppose to the Tokugawa Shogunate but is also in covert relations with the Catholic Kingdom of Kwauto looking to breakaway from Japan.

Britain and Joseon has friendly ties due to communications between the two countries over naval reforms. Relations between Joseon and the Commonwealth is largely done through commercial trade. Europe, the Middle East, and most of the Americas as a whole do not really interest the Joseon court due to their focus on East Asia.

Brief Description of your people: Ethnically Korean with most Manchus assimilated into the Korean culture. Small traces of various Chinese merchants and growing numbers of Japanese immigrants in northwestern and southern areas respectively.
Religion: The country is largely irreligious with Neo-confucianism being the state ideology. However, Buddhism makes up the largest religion and still being influential in its own rights. Shamanism, Taoism, and Christianity (brought from European and Chinese missionaries) make up a very small minority in Joseon.
Ethnicity: The majority ethnic group of Joseon is the Joseon people themselves with the major minority ethnic group being the Manchus and the Japanese.

Military Info
Army: The aftermath of the Mongol invasion of Goryeo and the various Joseon-Manchu wars that ended in the early 1600s (along with occasional Wokou pirate attacks between the time period) saw Joseon placing more emphasis on the military than ever before. At peacetime, the Joseon standing army is large at over 320,000 active soldiers (with the ability to call up more in wartime), the brunt of the army are focused on the western border. Much of the Joseon infantry are equipped with breech-loading rifles with the cavalries preferring revolvers and carbines for ranged combats. The Joseon military also enjoys the backing of powerful artillery and rocketry made to decimate enemy lines.

Militias known as the Righteous Army have appeared several times throughout the history of Joseon when the national armies were in need of assistance against foreign invaders since the Khitan invasion of Goryeo. Peasants, scholars, former government officials, religious monks of Taoist, Buddhist, and Christian faiths made up such militias. While most of these righteous armies are equipped with hunting equipments and farming tools rather than state-of-the-art weapons employed by the Royal Army, the irregular militias make up for their equipment shortcomings with patriotic fervor and knowledge of home terrain.

Navy: Communications with Yue and close ties with Britain has transformed the Joseon Navy from a glorified merchant privateer force to a modern naval machine, especially with the development of steam powered ironclad warships called the Dragon Ships. Although the Joseon Navy is smaller than that of the navies of Yue, Min, and Great Britain; the fleet of Joseon is more than capable of dishing out impressive firepower comparable to that formerly enjoyed by Wu.

Brief Description of your Economy: The economy of Joseon has been diversified thanks to more liberal elements of Confucian scholars calling for trade. While at a much lower rate compared to Yue, the northern half of Korea is the main industrial center of Joseon. The southern half of Joseon is both an agricultural hub and a center for international trade.
Goals: Increase relations and cooperation among allies to curb the powers of Zhongguo, pacify Japan.
History: The early 10th century was a period of unrest in the Korean peninsula. Silla, the kingdom that unified most of the Korean peninsula, was heavily weakened and lost control over local lords during the end of the 9th century and rebellions broke out with the peninsula experiencing civil war between Hugoguryeo/Taebong, Silla, an Hubaekje. Goryeo was formed when Taebong general Wang Geun lead a coup de'tat against King Gung Ye of Taebong and formed the nation of Goryeo (once again claiming to be the successor to the old Goguryo that ruled over much of Manchuria and Korea). The nation of Goryeo eventually unified much of the Korean peninsula in 936 AD and put an end to the Later Three Kingdoms.

One year after unification, Goryeo's northern neighbor, Balhae, fell into the Khitans and the last crown prince of Balhae (along with a few thousand refugees) fled to Goryeo who was welcomed by the Goryeo ruling family. Goryeo lived in relative peace with the Goryeo government adopting reforms and centralization. That all changed in 993 AD when the Khitan Liao Dynasty invaded Goryeo. The war ended in a stalement and Goryeo reluctantly agreed to become a tributary state of the Liao Dynasty. However, the Goryeo court secretly resisted the Khitans and worked with the Songs in an attempt to limit the Khitans in a series of wars between Goryeo and the Khitans in 1009, 1015, 1016, 1017, and 1018 when the Khitans signed a peace treaty with Goryeo after losing much of its invasion force in the Battle of Kwiju

In lieu of the conflicts between Liao and Goryeo, the Jurchens took advantage of the weakened Khitans and took over much of its territories in Manchuria, declaring the Jin Dynasty in Manchuria. Initially, Goryeo made little efforts to limit the Jurchens until border conflicts risen between Goryeo and the Jurchens. In response, the Goryeo military launched a coup de'tat against the scholar-class dominated Goryeo court and declared a military regime to fight the Jurchens. Like with the Khitans, Goryeo aligned with Song China in opposing the Jurchens, sending Jin into a two front war in which the Jurchens only held territories in Manchuria.

The Mongols invasion of China in 1206 had initial effect on Goryeo when fleeing soldiers of the Jin Dynasty invaded Goryeo multiple times in 1216 during the reign of King Gojong. Goryeo initially seeked an alliance with the Mongols to put an end to Jin stragglers once and for all. Relations broke down between the Mongols and Goryeo when the Mongols demand tribute and the death of the Mongol envoy was found in Goryeo territory (the Mongols charged that it was a government sanctioned murder while the Goryeo court denied any responsibility, blaming deserted Jin soldiers still at large after the Mongol invasion of Jin. The Mongols invaded Goryeo in 1231 and the two countries fought for over forty years. Despite the best efforts of various military dictators from the Ubong Choe Clan and their successors and King Gojong, Goryeo eventually capitulated as a vassal kingdom and an ally of the Mongols in 1270. Although Yuan darughachis in Goryeo were offered provisions and sometimes get involved in the affairs of the Goryeo court, Goryeo was able to keep its autonomy. Mongol and Goryeo rulers, however, were tied by marriages as some Mongol prince and aristocrats married Goryeo princesses and vice versa and Goryeo kings were no longer assigned temple names after their passing.

In response to the fall of the Yuans in 1318, Goryeo fortified its borders in fear of chaos stemming from the west. King Gongmin in 1351 launched a campaign of Northern expansion and reclaimed Dongnyeon and Ssangseong from the weakened Mongol holdouts. Poverty, corruption charges, and raids from Wokou pirates plagued Goryeo since the fall of the Yuan Dynasty and Goryeo eventually fell into a coup by the Jeongju Yi Clan, deposing King Gonyang as the last King of Goryeo and executed Goryeo loyalist officials and scholars such as Yi Saek and Jeong Mong-ju. With little opposition, Goryeo general Yi Seong-gye declared an end to Goryeo and the formation of the Joseon Empire as a powerful country not bounded by an imperial ruler.

The reign of Taejo Seong-gye saw conflict between his sons over succession rights and after an attempt by military officials and his fifth-born son Yi Bang-won in a military coup, declared his second born son Yi Bang-gwa (temple name Jeongjong) as his successor and abdicated the throne in 1398. Jeongjong was an abled ruler but abdicated after two years of seeing bloodshed between his brothers Crown Prince Yi Bang-won and Yi Bang-gan. Yi Bang-won (Taejong) became Emperor right after, setting forth changes made to ensure that Joseon would be an absolute monarchy instead of a constitutional monarchy planned by his predecessors. Taejong's rise to power was a bloody affair but he proved to be a just and abled ruler, building up national defense and encouraging reforms that improved on the daily lives of the people and limited privileges of the aristocracy. Taejong was succeeded by his thirdborn son Yi Do (immortalized as Sejong the Great) as the fourth Emperor of Joseon. Sejong's reign was marked by various reforms pushed by Sejong that benefited Joseon. Sejong opened government positions to people of various social classes; encouraged innovation in the fields of science, technology, military, and agriculture; and pushed for the use of the hangul writing system to improve literacy. Sejong was also an interventionist, having sent troops to Tsushima Island to quell the pirate activities and ultimately ended with the island sending tributes to the Korean peninsula. In response to the emboldened border attacks by the Jurchens, Sejong initiated campaigns to pacify the north. Originally, the intent was to build castles across the Amnok River and to encourage settlement into the north, However, raids lead to more campaigns into Manchuria under his successors, capturing the Liaodong Peninsula in 1486 under the reign of Seongjong and pushed up to the Amur River in 1563 during the reign of Seonjo. The capture of the Amur River was considered a watershed in Joseon history, it was seen as the second restoration of Goguryeo, an earlier dynasty of Joseon.

While Seonjo's court expected lasting peace after the pacification of Manchuria, peace was not meant to last when a unified Japan under Toyotomi Hideyoshi invaded Korea in 1592. The surprised Koreans, expecting external threats in the north, were overwhelmed by the initial Japanese onslaught and cities were quickly captured by the Japanese, despite heavy resistance by dedicated generals. The Royal Court was forced to flee from Hanseong days before Japanese forces enter the city when all forces leading to Hanseong were crushed or fled. However, naval actions by famed admiral Yi Sun-sin and resistance from local militias had weakened Japanese holdings and the Joseon Army was able to strengthen their defenses and were back on the counteroffensive. The war ended after seven long years and although the Japanese were expelled from Korea, leading to instability in Japan with the civil war between pro-Toyotomi and pro-Tokugawa forces, the country of Korea was ravaged. Taking advantage of the war that ravaged the country, skirmishes continued on between resisting Manchu tribes and Joseon occupiers and a rebellion broke out in 1598 during the reign of Seonjo when Jurchen leader Nurhaci attempted to form a Manchu identity. The rebellion was put down with the imprisonment of Nurhaci. Manchus were encouraged to assimilate to Joseon culture and some Manchus risen up as administrators and government officials in the Joseon court, including Nurhaci's descendents who became valued civil and military officials.

With Joseon controlling most Manchuria and with the Manchus pacified and largely assimilated into Joseon culture, the government begins to shift its focus towards domestic policies with successive Kings up to Gyeongjo being marked for their long reigns of peace and prosperity (although political struggles were still very common during the reign of Gyeongjo). Joseon re-engaged in international trade with the Chinese states like Yue. Closer ties were established between Joseon and the Chinese states, with the introduction of Catholicism from Chinese missionaries entered Korea. The third expansion of Qian in the late 18th century alarmed the Joseon government. Subsequent efforts by King Yeongjo, Jeongjo, and Sunjo to remilitarize the military and to strengthen the northwestern border took place and Sunjo's successor, Hyomyeongun, inherited a tenseful royal court. When the 4th Qian Expansion broke out, Korea was thankfully spared from any conflict but new fears aroused when a political union was formed between Wu and Qian. The political union between Qian and Wu had fostered close ties between the two unlikely nations, a worrisome development for Joseon's already tensed court. In response, an alliance was formed between Joseon, Yue, Min, and a host of the smaller Chinese states in the south (with support from Fusang) in an effort to curb any power coming from the Qian-Wu alliance.

However, the rise of Qian isn't the least of the worries with the death of Shogun Tokugawa Ieyoshi in Edo and the increase of refugees and pirate attacks from Japan. The Korean court sent envoys to Kyoto to foster close ties and with the approval of Emperor Osahito, the Royal Court authorized police action in Japan. Korean forces, while officially siding with the Imperial forces against the pro-Shogunate clans, occupied territories all over Japan and also maintain communications with the separatist Kingdom of Kwauto lead by the Catholic Otomo clan.

History:
Following the intervention of France against Iberia during what came to be known as the “Atlantic War” (Rl Anglo-Spanish wars), England and then Britain enjoyed the lucrative products of Brazil, while trade flourished with the New World and abroad. More entrepreneurial settlers soon found themselves flocking to Brazil to establish agricultural empires, profiting off of vast shipments of Sugar, Dyes, Tobacco, and other New World goods, while settlement in North America was most limited to New England and Newfoundland. British merchants began to be in regular contact and competition with their counterparts in the far East, with a race to develop influence in the Indian subcontinent going on for decades against both Min and Iberia. The outcome of the Seven Years War saw Britain solidify its control over South India and gain further territories in the Caribbean as well as Africa. Britain lost the American Commonwealth to revolution in 1776, with loyalists fleeing North to join sympathetic elements in the dominion of Columbia.

The Napoleonic Wars saw Britain fight admirably, notably participating in the naval engagement at Trafalgar, with the final triumph over the French Empire coming at Waterloo in 1815. Britain subsequently was involved in the Congress of Vienna, where it and Saxony successfully lobbied for Bohemian independence from Austria, while Britain also pressed for the continued independence of Venice. Brazil gained its independence following the Napoleonic wars, but remained a friendly trading partner to Britain. Columbia, though it had enjoyed more local rule following the American Revolution to the far South, was granted further status and representation in late 1816, when it was incorporated as a partner in the United Kingdom, with a local parliament in addition to representation in London..

The revolutions of 1848 saw Britain quelling dissent at home, as well as seizing the initiative to claim strategic territories from the failing Ottoman State. These plans were complicated by the horror in Ireland, with Columbia providing food to the Irish in protest against parliament's cruel indifference to the famine. 1849 saw the conclusion of the Ottoman conflict, and following various promises and negotiations between British, Columbian, Irish, and Crown parties, Ireland was granted a home parliament in a similar manner to what the Columbians already enjoyed.

Things have quieted largely since those turbulent years, though through the fog of progress and industry, tricky questions still remain to be answered. While the dealing with Ireland was met with much enthusiasm in Columbia and the British Public, the entrenched aristocracy were much more troubled by it, with some resenting the rising status of the Columbians and the Crown's support for the Irish. Britain finds itself isolated from the continent, as its traditional counterbalance to France veers towards civil war, with seemingly no immediate replacement to halt the ambition of the Gaul. Asia remains complicated, with Korea and Britain maintaining a steady alliance, much to the quiet discontentment of Yue. Yue itself is still seen as a potential rival, but many hope for a peaceful solution to the rift between two naval and industrial powers. India is seen as a land for potential further exploitation, and plans are being drawn for various “Incidents” to lead to this outcome.

The future is uncertain, but Britain stands strong, and ready to do her best. Rule Britannia.
