On Monday morning police men and members of the National Guard stormed the Orikson city hall trying to arrest the local mayor, Remus Balan. The bodyguards of Mr Balan resisted the assault killing and wounding several of the government's strongmen in the event. For the past three months Balan had refused to bow to presidential orders or to transfer collected taxes back to the central government. Mayor Balan was unharmed in the event and a few hours later issued the following statement:

Following recent actions by the unlawful regime in Telinburg I have decided to take matters into my own hands. For too long our glorious race has been ruled and bleed dry by foreign powers. I am no longer able to tolerate this. It is time for our people to rise. It is time for me to lead. I herewith proclaim the Confederacy of Posteastan with Orikson being the only legitimate government on our sacred soil.

I request all decent nations in the world to support my legitimate claim to power. I ask all members of the National Guard to renounce the tyrant in Telinburg and switch their allegiance to the legitimate government. The transformation of Posteastan to a state of a new type and the rebirth of our nation can be concluded with or without bloodshed. That is entirely up the traitors in Telinburg.

Backstory

The Beginnings

Posteastan was never rich, or powerful but it used to be stable once with a moderate degree of wealth for its citizens and a high level of security and freedom. These days are long past now. As ever so often the road to hell was paved with good intentions. Posteastan is a relatively young nation. It gained its independence from Larthinia in a bloody guerilla war in the late 1800s. The victorious Grand Duke who used to be a vassal of Larthinia proclaimed himself King Alexandru and brutally crushed any opposition to his total rule.

The Kings that followed ruled from Leozina the city of lions more than once had to deal with the growing influence of the wealthy patricians from the costal trading hubs. During the "Two Continental War" an alliance between the wealthy traders and the brigands and bandits from the north called 'Mjerka' overthrew the monarchy and the last king Carolu I was executed along with most of his family. His brother fled to exile in Hambria. The Great Triumvirate made Roztechko the capital and turned Posteastan into a mixture of military dictatorship and estates-based society. This society evolved and reformed and Posteastan slowly became a modern and more or less democratic state. Capitalism with all its vices and virtues took its course. Over the next decades there were a few riots and insurrections but nothing that really threatened the Triumvirate that always consisted of a member from both Roztechko and Pibtzy to represent the city population and one from the rural areas to represent the rural people. The election system heavily favored the coast protest grew and reforms finally abolished the Triumvirate and replaced it with a single Prime Minister.

Unfortunately for Posteastan the new election system only lasted a couple of terms before it brought a party into power that called itself Postestanian Solidarity. The party heavily opposed Paraphano's expansionist policy and almost naturally became a frantic adversary during the Hegemonial War. The war did not go according to plans and Posteastan ended up occupied and bankrupt. The years following the occupation were marked by stagnation but also security. A state capitalist two party state provided basic amenities to the broad population and luxury to the elites. Over the years corruption got totally out of control and the stagnation drove the youth into open rebellion.

From Crisis to Crisis

A revolution installed a social-democratic government. The Posteastan Social-Democratic Party (PSDP) was sure it has found the correct answer to every question and it was time to give Posteastan a bigger role among the nations of the world. The PSDP degenerated more and more and became dictatorial replacing only the political elites and leaving the economic elites in place even though the state controlled sector was completely privatized. Terrorism and intimidation was used against global rivals and finally the ruling party decided to engage in a war that was far beyond its capabilities. The civil war in Øhiton encouraged military adventurism and delusions of grandeur in the Posteastan leadership and a daring intervention began. The planning of the operation could best be described as incompetent, unassertive and cowardly. While the average soldier of Posteastan did the best he could the government changed their allegiance in the civil war every now and than, bombed their own allies on purpose and blamed every setback on Ninedayist Elements within the armed forces. Alcoholism, lack of supplies and drug abuse also took their toll and Posteastan was soon defeated by the government troops and driven out of Øhiton. Instead of cutting their losses and securing an organized withdrawal the political leadership left thousands of men and tons of equipment in Øhiton. Many were slaughtered some resorted to terrorism and most were captured. The government in Telinburg did not do as much as lifting a finger to get the captives repatriated. Instead they fueled terrorism. Humanitarian aid workers were kidnapped, tortured and killed.

The catastrophic defeat in Øhiton led to a severe internal crisis with the army threatening to overthrow the government and the refusal to enforce martial law. Following the next election, a more liberal and less ambitious government came to power. Functionaries were jailed and extradited to the victorious fraction in the Øhiton conflict, a formation of several nations called Northern Alliance.

The new regime halfheartedly tried to reconcile with its former enemies, it was led by the New Conservative Party with the Christian Democratic Party being the junior partner. It turned out the that crimes of the PSDP both at home and abroad had been much worse than anticipated. These findings were overshadowed by the sentencing and execution of several high ranking party members, diplomats and militaries. In this situation the Norther Alliance presented its demands of compensation for the war in Øhiton to the NCP/CDP government. When the president agreed to the demands small scale riots broke out. Ultra nationalist elements within the administration and the population saw this as a further humiliation of Posteastan and voted the Union of Greens and Farmers (UGF) into office. One of their first moves was to confiscate wealth and properties of migrants it thought racially unworthy and redistributed their possessions among its own clientele. While this move was met with threats and embargos it had no real consequences. Posteritan's economy did suffer a lot from the embargo but that did not cause any trouble for the government. Again, Ninedayist Elements were blamed for all the problems and riots occurred outside the embassies of member nations of the Northern Alliance. The UGF promised to restore Posteastans national pride and glory in a nationalistic wave of green conservativism. The president Marku Tavitian almost instantly drove the nation into a catastrophe of formally unknown dimensions. He cancelled all international treaties without regard for the fact that these treaties could not be cancelled monolateral. The UGF organized the attacks of its youth wing and other paramilitary groups on the international investigators trying to provoke one international incident after the other. Tavitian finally issued an ultimatum for the withdrawal of the investigators which was bluntly rejected. When the police tried to arrest the men contrary to international contracts fighting between the two groups broke out, leaving several dead. Till this point Tavitian's maneuvers had been more or less successful even though his nation was under an embargo and his popularity had grown in nationalist circles. Unfortunately for him he had pushed his luck a bit too far. The death of the investigators was followed by a strongly worded demand to hand over the perpetrators, disarm the police and instantly return to normality. Tavitian who fancied himself to be a clever and daring statesman ignored the warnings and decided to dash forward.

Instead of giving in to the demands he imposed martial law, declared the investigators to be foreign invaders and tried to have all of them killed or arrested. Much to the surprise of the UGF this was seen as an act of war by the Northern Alliance and military action followed swiftly.

From Crisis to War

Posteastan was bombed day and night for more than 30 days before the Alliance even considered entering negotiations. Most critical infrastructure was destroyed, ports and airports became unusable, communication installations and power plants were flattened to the ground. Internal order collapsed in the first week of the hostilities. Small parts of the military deserted and began marauding the rural areas. Internal fights between the UGF government and its domestic opponents became violent and reached the scale of a civil war. The Alliance kept ignoring the domestic issues of Posteastan and continued the bombing. To prevent unnecessary hardship large scale humanitarian aid was offered to Posteastan by the Alliance. The offer was rejected and humanitarian goods that were airdropped were confiscated and given to the military or destroyed by the UGF.

As in all other wars it was the civilians who suffered the most. Thousands fled the coastal region where an invasion was most likely to happen. They were met by a wave of anger and hostility by their countrymen who were not willing to share their meager resources with starving refugees. What was true for Posteastan was also true for its neighbors. When marauding soldiers and other brigands began raids across the border the borders were sealed off. The UGF government rerouted all remaining resources to the military and introduced general conscription to be ready for the coming invasion. Those trying to flee military service were executed on the spot when captured.

Resistance towards the UGF government grew, especially in the north. While to bombing continued Tavitian moved certain key ministries and the military headquarters to his home province in Tabolov. From there his party began with the formation of loyal militias to deal with the sometimes violent uprisings. This measure only lead to limited success but despite the chaos, the blockades and the bombings Tavitian and his cronies were still in control of Posteastan. To get the situation back under control mercenaries were hired to quell the internal disorder. The mercenaries were successful were the local troops failed. Being mercenaries they also were expensive. Their success additionally damaged the already bad moral of the regular military. Nonetheless the government succeeded for the first time in restoring some order and regaining some territory.

Mercenary units and advisors were attached to the regular forces to combat the lack of discipline, desertions and the theft of equipment. While the joint chiefs of staff were not very happy about that this measure turned out to be successful and the UGF slowly brought some order in the chaos. This changed when the president was shot dead outside his home residence by an unknown gunman.

With the death of president Tavitian things took a new turn. The government was paralyzed. The position of the vice president was vacant and no one dared to seize power. The rebellion in the north reached a new height as troops were continually moved to the coast to deal with the coming invasion. This invasion however never came. The only ground forces the Northern Alliance used were small, highly trained units and a few mercenaries to deal with certain nuisances like air defense units, depots and similar things.

Even though the invasion never came, the troop concentrations in the east frequently became targets of allied bombings. Finally, the joint chiefs of staff had enough and overthrew the government to be able to negotiate their surrender with the Alliance. Their move to save Posteastanian civilians and the rest of the military's dignity was not welcomed by all. The mercenaries were the first to suffer the consequences of this regime change. Their payment was frozen and advisers attached to regular units were arrested. The mercenaries were instructed to hand over their weapons and leave Posteastan on their own expenses. The leadership of the Northern Alliance meanwhile was not very generous either. They made it clear that the only offer they would accept was the unconditional surrender of Posteastan. Indecisive as always the generals kept arguing back and forth but nothing good came from these lengthy debates.

Following the conflict in Øhiton Posteastan had become the home of many political refugees from that nation. Later their families followed. The people from Øhiton formed a small but vibrant community. Many of them had fought on one side or the other in the war at home. Many of them hold a particular grudge against the Northern Alliance and most of them volunteered to play some part in Posteastan's defense. A small but considerable number of foreign fighters came without official approval from Øhiton to participate in the conflict. With the military takeover these people became more and more suspicious of the future and began to form networks to prepare for a total collapse of order.

Without any serious hope having a face saving way out of this the military government dissolved all parties, even the opposition ones, arrested the remaining members of the civil government and the parliament and imposed a total curfew. Niculai Valaska was appointed interim Governor by the military and instructed to organize the surrender of all armed forces and the next elections. Valaska was the speaker of parliament during the NCP/CDP years and a member of the now proscribed CDP.

Totally indifferent to the internal affairs of Posteastan the Northern Alliance wrongfully addressed Valaska as president when he signed the unconditional surrender. The first measure of the Alliance was to force Posteastan allow humanitarian aid. The next step was a total disarmament of the nation and the abolishing of the armed forces. At the same time the Alliance refused to occupy Posteastan militarily and instead continued with special operations to put all heavy weapons beyond use. The strategy of delivering humanitarian aid to win the hearts and minds and at the same time forcing Posteastan to abandon all its means of control turned out not to be too helpful. The aid was either embezzled or stolen and military small arms were kept or sold on the black market.

The country sank deeper and deeper into chaos more and more local administrations relying on militias or mercenaries to enforce their own laws. Niculai Valaska meanwhile claimed that he was appointed President and acted accordingly. Through his network of former CDP colleagues and a few concessions he managed to gain the support of one of Posteastan's oligarchs and convinced the Alliance to allow trade and economic action on a low level. Confident that Posteastan no longer posed a threat to anyone but its own citizens the Alliance allowed Valaska to form a national guard and presented a compensation scheme that made Posteastan lose all its offshore assets and leave the nation in a tremendous debt for decades to come. The president's first gesture to the international community was to prove the independence of his nation by refusing more humanitarian aid from nations of the Northern Alliance.

With the help of the National Guard and the financial support from the oligarch Valaska could regain some sort of control over most of the cities. There were no steps to allow any of the old political parties or new ones let alone to hold elections. Taxes however were collected and were possible a new network of administrators more or less loyal to President Valaska was appointed. The long rows of abrupt changes in the form of misgovernment left Posteastan with almost no embassies abroad and with only a hand full of nations brave enough to face the threats of terror and Posteastan's legendary ways of changing its allegiance. An attribute that won the nation the nick name Treacheroustan.

A new Bozia was introduced to deal with the hyperinflation but was almost as quickly devaluated as the old one. Trade consists mostly of coal and other raw materials as much of the industry lies in ruins for some reason or the others. The recent war has claimed a few thousand lives but has displaced more than a million people. Things are not easy at the moment.

Administrative Provinces of Posteastan


Posteastan is divided into 9 Provinces. The central government hardly has any legitimation and has lost control over 8 and 3 at the moment. There are rising tensions with the other provinces and there are no units of the National Guard in 9 even though Kolvce is still paying its taxes to the central authorities. Groups with no assets still remain loyal in one way or the other to President Valaska. This will soon change. Things can go anywhere from here.

Telinburg Government (Republic of Posteastan)

The current government in Telinburg was appointed by the joint chiefs of staff as a transition government. It was supposed to hold elections and guide Posteastan back into some form of democracy. It controls the taxes and it nominally has control over all regular armed forces in Posteastan. It is also responsible for the reconstruction of the war damage and to pay all government employees. Its promise is to reorganize the war torn country, find someone who will pay for all that and one fine day allow elections. Another significant change was that the National Guard had to pledge an oath to the president and no longer to the constitution as the soldiers had to do before.

Posteastan has long suffered under the yoke of foreign powers the Nationalists will end that and make Posteastan great again. During the bombing campaign the nationalists violently assumed power in Orikson. While they succeeded in restoring order and enforcing the government’s policy Telinburg did not object. The Nationalists promise to build a mono-ethnic state that brings back traditional values and cares for its people. With the end of the war the tensions between the Nationalists and the central government grew and finally escalated to a point where Telinburg tried to remove certain figures by force. The nationalists have now claimed to be in charge of the country.

Royalists (Kingdom of Posteastan)

The Royalists are a very small and not very popular fraction. They strife for the return to monarchy. In their hopes this will turn Posteastan into a respected and influential nation. Stable and prosperous as it allegedly was under the rule of the king. According to their motto: "God, Fatherland, Right and King" they seek a constitutional monarchy. The Royalists hold the Telin province and are most influential in the old capital of Leozina. In their opinion Alexandru Bàrdi - de Leu, an elderly businessman who lives a secluded life in Great Nortend, is King Alexandru II who should return and resume power. Leozina has the only functioning airport in Postestan. It is occupied by the National Guard.

Tabolov has been the home province of Marku Tavitian. The old dictator is still popular with many of his former clientele here. His clan still holds a lot of power but has not openly challenged the central government yet. The Union of Greens and Farmers has long been destroyed as a political party but the network of the Tavitian Clan still exists. The Stateists have a lot of support among the administration and local government officials. The law enforcement agencies in Tabolov are also completely behind them.

Renegades (Federal Republic of Posteastan)

The Renegades in the north are mostly made up of deserters, marauders brigands and other such elements. They have taken control over the mines and cities in the north. Armed to the teeth these men pose a real danger to anybody who enters their territory. Most migrants from Øhiton have found refuge in the north, causing additional problems to this province. The renegades sell everything they have to anybody who wants it. Coal, wood, pillaged machinery. Everything. Their leadership is trying to present itself as more than bandits. They want amnesty most of all and they strive for a higher autonomy of the provinces. The border town of Tamo is particularly important for the Renegades as most of their foreign trade is facilitated through this city.

The Moralist Movement is a strong religious movement in the south. Most of its leaders are clergymen and they have fortified a few monasteries. The movement is well-armed and very strict when it comes to enforcing god's and men's laws. Contrary to other groups in Posteastan the spirit of renewal has claimed the Moralist Movement. Spirits are high and the members of the movement are looking forward to the prosperous times they have been promised. Even though they are a bit swift with executions the central government leaves them relatively free hand as they have managed to drive back banditry and lawlessness.

Seperatists (Kolvce Free State)

Kolvce has always been a special case in Posteastan. The province is far away from the coast and home to myths of vampires and other undead stalking its countryside. The region has always been the poorhouse of Posteastan. People here have always been different, always voted different and many feel marginalized and excluded. The Shuka movement has always agitated for full independence and used the difficult times to arm themselves and step into the power vacuum left by the military takeover and the signing of the unconditional surrender. They are in control of the province but even the most radical among them have not yet dared to declare independence as next to no income is generated in Kolvce.

Sakala Crime Syndicate

The nucleus of the SCS was formed by members of the PSDP regime's secret police. The group is very well organized and extremely violent if need be. They are also highly professional and have great skills in maneuvering through gray areas of the law. The Syndicate is active in several nations especially those with a high migrant population. It has very active branches in Bohemoravia and Kuronami. Like the renegades and the Jomsvikingar the Syndicate is involved in extortion and kidnappings but also in smuggling and black marketed trading.

Oligarchs

The Oligarchs are a special case in Posteastan. There are several clans that fit this description but the two most important are the Costin clan that controls Pibtsy and the Nechita clan who has Rostechko under control. The oligarchs own most of the still working industry and have enormous wealth. They have no military but instead finance the fraction that seems most favorable to them. Currently both clans still support President Niculai Valaska and his National Guard. Adam Nechita is ruling his empire form his palace in Rostechko while Mirela Costin currently resides in Kuronami.

The Jomsvikingar
Image
Mercenaries from Øhiton and other grim places in the north have banded together with heathen self-protection units and have formed this formidable band of fighters. The Jomsvikingar are well equipped and highly trained veterans. They have not been paid by the government since the military assumed power. Therefore they have resorted to banditry and have good relations to the renegades. Most of them seek a way out of Posteastan.

The Cossack Legion

The Cossack Legion was the main body of mercenaries employed by the ousted government. With the collapse they have found new employment in the southern regions. They are hired as shock troops or guards and have some sympathy for the religious movements. With their patron dead and defeated their primary motive is to either find new employment or leave Posteastan unharmed.

Ninedayists

From a scientific point of view Ninedayists might not exist as real persons, this has not stopped any government in Posteastan from blaming every failure on them. With scaly tails and horns and hooves the Ninedayists undermine everything that moves. If your telly goes wrong or your car won’t start you can bet your life that they played their part. If your team doesn’t win or you miss the train, then ten to one you know whos to blaim. If a dog runs off with your copy of the Sun and brings it back with the crossword done, if someone smacks you in the head or you find a terrapin in your bed they did it - and everything else as well. The sad side of this story is that over the years hundreds have been jailed and executed as Ninedayists in Posteastan.

Thalga – Nevir Province

The apartment, like many found in Caracasus, would be considered spacious by most and meagre by those wealthy enough to own their own yachts or private planes. Given Yohan's position, responsibilities and prestige over his long career, it would have surprised many he had met with to find him in such a humble abode.

Like many other buildings, it had been designed to let in as much light during the day as possible. Great windows opened out onto a garden courtyard and balcony. Like many Caracasusian homes, the balcony housed its own herb garden; coriander, fennel and fenugreek in long, shallow troughs. Chilli plants, boughs heavy with fruit, swayed gently in the breeze.

Here and there were other signs of activity and life. In the open living space a box of crayons and pads of paper; it was an unusual commune that had no children and it was a stranger commune still that did not see raising them as a communal activity. Yohan, with his age and infirmity was relied upon less than other members for childminding, but the occasional crayon mark on the wood panelled walls stood testament to the fact that he still took part in communal life.

There were, if you took the care to seek them out, some signs of his past life. On the wall, fastened out of reach of exploring hands, a great Cardulan regimental cavalry sabre hung. Photographs and holoprints of Yohan standing and smiling at various events, ceremonies and balls adorned the small office space. The bookshelf bowed heavy under the weight of a great number of tomes, only a few with Caracasusian lettering on the spine.

The steam from the thick, black coffee hung between Yohan and the young man sat in front of him. With great effort, and a faint tremble in his hands, Yohan made ceremony of using a pair of finely engraved sugar tongs (a present from some diplomat no doubt) to sweeten the coffee to his liking. When he spoke, he appeared to address the room in general, not his guest.

“You know what I miss? I miss the damn noise. There was always something she was busy with. Some task, some project. I am afraid that without her, I...”

“We heard about your wife. Yohan, I am so sorry.”

“Don't be. She chose her own way out. Self euthanasia while she was still aware... still her. Still able to decide. Her old unit took her up in the air one last time. That was... it was a good last day I think.”

“And you? What are your plans now?”

Yohan grimaced. “I write. I plan to write my memoirs, right here. I've given myself a full decade, I'll be ninety by then. More than enough time to chart my existence and then some. After that?”

He sipped his coffee. Annoyingly the young man refused to fill the silence. He coughed, wincing slightly at the effort.

“Now, I have had an entire career of people prevaricating, beating around the bush and insinuating. Could you please do an old man a favour and tell me exactly why you are here? What would you want from me?”

The younger man slid a flimsy file across the table. Yohan picked it up, the tremor in his hands gone. Two solitary sheets of paper slid onto the wood. One name stood out to him like fire in the night.

“Yohan. We need you back. I think you know why.”

Rangvaldr had enough. His brain was hurting from all the complicated words the educated men had used in the last couple of hours. He grabbed his ash tray and seriously considered bashing the speaker’s head in with the heavy glass object. Just as if trying to ban smoking in parialment wasn’t bad enough. How is a man supposed to think if he is not allowed to have a smoke? He sight as he lowered the ash tray. Even though he was very good at busting heads this was not the time and place. The People’s Thing was the place of arguments and debates. Of course it had to be named Thing. South Cardulan had a parliament so Øhiton could not have one but instead go with a Thing. Fancy words and complicated sentences apparently made all of the members think that they made their arguments more valid. Even if they were talking bullshit. Especially if they were talking bullshit.

The last hours were filled with insults and accusations. How the southern traitors have insulted the gods, betrayed their fatherland and That nothing could be done for them anyway. Rangvaldr used the nail of this thumb to dive a small notch into the wooden panel in front of his seat every time someone voiced the idea of letting Watersville pay or something like that. It was not going to happen. These days were long past. Nobody would pay for these people to be airlifted home – or elsewhere. These people were his people. They were Øhitonians and they were Øhiton’s responsibility. Abandoning them to their fate was not an option.

The slowly pulsing green light next to his microphone woke him from his thoughts. It was signaling him that it was his time to speak.

“Yo?” He started his speech. “Can you hear me? The war is over. You lost. Get over it!” He made a pause and blinked one eye at his colleagues from the Vidar. “If you want Øhiton to be taken serious on the international stage things need to change. We need to begin to follow international protocols. Technically these people still are citizens of Øhiton. We need to begin following international laws and our own laws. The days of lawlessness and autocratic rule are over. We live in a democratic state where people have rights and…” He could not finish his sentence as he was hit hard by a mobile phone someone hat tossed at him. “All right than – have it your way.” He roared as he speeded towards the nearest member of the Vidar. His mouthguard was already firmly in place when the fighting began.

Øhiton is a young democracy. Parliamentarian sessions are often debated passionately. The debate on how to deal with nationals who have volunteered to fight in conflicts abroad had to be postponed for the sixth time. When order would return to the honorable house the debate would be resumed. Meanwhile people would keep dying in Posteastan.

For the past years no one has been working harder than me to give you hope and lead you into a bright future. In the last six month alone I have increased the daily hours in which electricity is available in most areas of the large cities from four to six. Despite bandits and renegades I have distributed food and medicine to all parts of our glorious nation. I keep the hospitals running and the schools. I work day and night. If there is anybody in this nation who does not want a civil war it is me! I am working on ways for the displaced persons to return home and I am currently securing the purchase of more medical supplies and baby food on the free market.

While I am working hard my polite manners have been mistaken for weakness once more. More terrorists have emerged in the west and threaten to destroy all that I have built. You can rest assured that I will not let this happen. I will deal with this crisis and I will solve it as I have solved all of them before.

As you are well aware desperate times demand desperate measures. Strike, looting, blocking supply lines and harboring terrorists are considered capital offences punishable by death or incarceration. The National Guard's judicial units will take care of these matters.

To tighten security the police and the National Guard are given the right to search cars and homes on suspicion. The Theft of medical supplies and the trade of medical supplies on the black market are acts of treason. Think about that when you think of helping criminals by buying stolen goods that belong to all the people.

We are aware of a severe cold snap currently affecting rural areas. In light of this, homes in rural areas will be allowed to purchase up to 18 litres of fuel oil per week, or up to 20 litres for families with elderly or very young members on presentation of a fuelcard. The department of energy reminds households that black market fuel contains dangerous additives that may harm your health and damage your heating units. Please report black market fuel distributors to your nearest precinct.

Abel wiped the sweat from his brows. Partially he was happy, the envelop did not explode. On the other hand, he would have gone directly to heaven if someone had send a letter bomb to the Patriarch. Or, he contemplated, he would probably have lost a hand and an eye. He sighs. "This is good brother! This is really, really good. Our prayers have been answered."

The patriarch gave him a brief nod. "Lick the paper Abel." He said with neither irony or humor in his voice. Able did has he was told. The patriarch nodded again. With surgical gloves on his hands he took the letter from Able and began to read. His smile slowly turned into a beam with every paragraph he finished. "Come over here!" he said to the skinny boy who had delivered the message. His ragged clothes easily identified him as one of the many refugees in Mierbozia. The boy slowly staggered towards the Patriarch. His clumsy moves made it clear that he was shortsighted. And badly so. In better times he obviously had glasses but they were gone. "Who gave you this letter?" Asked the Patriarch. The boy shook his head. "I...I don't know your Excellency."

"What did he look like!" Bellowed Able. More in the form of an order than that of a question. The boy rubbed his eyes. He did not dare questioning the Priest's decision that it must have been a man who had given him this letter. "Enough of that." Said the Patriarch in a polite voice. He gave the boy a five hundred Bozia note. "These men are experts Able, try intercepting and decrypting an analogue letter!" he giggled. "You know where to deliver my reply?" The boy nodded. His patron had given him a can of peaches. A fortune these days. He was promised another one in the park where he was supposed to drop the reply off.

It took the Patriarch a while to write a decent reply. With a smile he handed it to the young messenger. "Godspeed. Off you go." He said with a smile, playfully padding the boy's head. And when he was gone he added "And you follow him Able."

Of the people we have in this dossier Mr Cernat is by far the most dangerous. One could easily get fooled by his nickname. To be honest I have no idea how he ended up with that name. He is a battle hardened war veteran and a ruthless killer. He volunteered to Oehiton and refused to return when the Posteastanian offensive collapsed. He fought in the last battle of the short lived People's Republic was captured and spend a lot of time in several internment camps. He was highly decoraded but never returned to the military after his release. He is always surrounded by former soldiers and has lost any regard for human lives.

Mr Cernat is currently residing in No. 1178 Tarr-River-Martyrs Street in Telinburg. He is a district commander for the 'Sakala' and one of the key players in the international slave trade. He never uses the same route on his travels and he never goes anywhere without his guards. He has a reputation of torturing his enemies and of hoarding military grade weaponry.

His life in the service left him with a scar above the left eye. He is fluent in Oehitonian and at least two other languages. He collects artifacts related to the South Oehitian port city of Alfsund and is willing to pay high prices for those. He has many friends among the police and secret police in Telinburg.

Goran is a young boy but don't get fooled by his age. He is dangerous. He is a different league than Cernat but still a capable and ruthless man. Goran has his base somewhere in Vatgera. I have no idea where exactly but he is responsible for organizing slave raids across the Milila river. He has a very particular taste when it comes to female slaves and is know to keep a large number of those for himself. He has rejected his Christian faith and became a pagan.

Goran is a live long failure and a drug addict. He has no real skill but a total disregard for danger or death thanks to his drug addiction. He has expert knowledge of the terrain and removing him would severely damage the Syndicate's ability to kidnap people in that area.

That man is an animal. He is easy to spot. He loves foreign fashion, always has a shaved head and has a Cardulani slogan tattooed on his forehead. I have no idea what it means. I don't speak any Cardulani. Dressing in typical Cardulani fashion and having a tattoo like that clearly shows his hatred for everything Posteastanian. He lives in Pibtzy and has a job as a dock worker or something similar. He is very well known in the dockland area as he runs a network of human traffickers. To my knowledge he is responsible for moving human cargo out of Posteastan to places far away. I have no idea about his capabilities in combat and his guards or level of armament.

I know that this man makes a lot of money and that he is not keeping much of it. He is on someone else's payroll and I am not speaking of the Syndicate here. He either gets support from inside the government or he is backed by one of the oligarchs.

Thank you very much for your letter of support in these times of difficulties. You are indeed right. Our government has come under the most dangerous of difficulties. There are too many guns and not enough reason in our country. Human trafficking is a problematic thing in Posteastan at the moment. The bombing has destroyed much of our infrastructure and made ordinary life impossible in places. Many people seek to get out of the country but that is not an easy undertaking. To that end they rely on people smugglers. A lot of money is made in that sector and much of it is used to bribe officials. When acting against these people we have to tread carefully.

Humanitarian and economic aid is urgently needed. I hope that we can solve this crisis without any further bloodshed but it is good to know if our hopes fail that you will back us up. The Sakala Crime Syndicate is a structure of very well organized criminals that operates globally. They are involved in gun running out of Posteastan and in importing drugs and everything else. The relative collapse of order has worked much to their advantage. They have operated outside the law and the normal channels of import and export all the time. Now these channels are almost the only ones that are still working. They have connections to biker gangs and other criminal structures across the world.

We have severe problems paying our police forces in time so combating crime has become very difficult. Among the criminal gangs operating in Posteastan the Jomsvikingar and the so-called "Renegades" are special cases. These groups are better trained and better equipped than our national guard. The renegades are traitors and deserters who have abandoned their posts and run away from the enemy. I believe that many of those are on operatives of Nine-Day-House tasked with destabilizing our society. Reasoning with them has been futile. The Jomsvikingar are a different case. These man have been brought in by the UGF and are nothing but hired mercenaries. Those who have committed crimes have to answer for them and those who have not should just leave our country. We don't want them here.

The Jomsvikingar have several armored vehicles in their arsenal. They possess anti-air and ground artillery and hundreds of light mortars. We have no complete list of their arsenal but it is a lot better than ours. We urgently need money to pay our men and weapons to arm them.

This shipment will involve, first of all, 50 tons of food and medications, of which very little needs to be said. While all of this was ongoing, a simple black shape moved in the darkness of the Greater Prussian Ocean, hundreds of yards below the surface. Officially speaking, it did not exist, and no orders had yet been issued for its movement. It was the FKS Elitist, a nuclear submarine.

For this mission, a smaller black shape had been attached to its back – not a weapon per se, but rather a vehicle, a smaller submarine, tiny compared to the host ship that carried it.

Regardless of its small sides, the Allaneans expected to use it to do great things.

I have heard of the developing situation in Posteastan and can only imagine the suffering of her people. The Government is inclined to believe that General Nina Neacsu, of the National Guard, is still supporting the existing president however I have heard from the Foreign Clerk's contacts in Leozina that there is great support for the restoration of the Posteastan monarchy with you as King Alexandru II. I have no doubt that you too have heard the murmurings through your trade connections.

Many members of my party and indeed some of the Droughs wish that action be taken by Great Nortend to support these efforts. I myself am in favour of some sort of token gesture, such as the nominal provision of money or support but I fear that any public display of support for these people may be a great danger to your life. I do not believe that any military or naval deployment would be at all practical either. The only practical way, it would seem, to advance the royalist's cause would be to take over the National Guard. I propose, therefore, that we infiltrate the ranks.

From our intelligence sources, I have heard there is considerable simmering support for the monarchy within the National Guard, especially within the middle ranks. I can only suppose that outwards patriotism for Posteastan and its republic hides the innate sub-conscious support for his rightful king that is in every godly and decent man. Whatever is the cause, my Government believe that if we can get enough support from the National Guard, or even the Church of Posteastan, as I shall outline hereinunder, we may have a chance.

The churchmen have established their own 'faction', as it were, being dubbed the moralists. I wonder if they could be convinced to lend their support to the royalist cause? The Foreign Clerk has been unable to ascertain the Patriarch's views on the crown of Posteastan but we do suspect he may be in support.

I seek, therefore, your opinion on this matter as the claimant to the throne of Posteastan and the person arguably most affected should this movement succeed, if not only by claiming back the city of Leozina. I am aware that His Majesty would be most pleased if you would be crowned King of Posteastan, as your ancestours were, but I am surely aware of the worldly difficulties such a consequence would entail. I await your reply.

In amongst the Parliament of Kenmoria, a debate was happening over the possible response of the nation to the current crisis in Posteastan. Almost all the delegates, roughly five hundred and eighty out of the total six hundred and thirty, supported humanitarian aid to the populace. This was officially out of concern and care for the people, indeed some of the representatives were voting for that reason. However, the majority realised the positive effect this would have on the PR of the nation, and thus would be willing to turn if it resulted in an unsustainable operation.

Despite the support of Kenmoria for anything that could involve ‘the people’ as a matter of ideology, it would be much more economical to send resources mostly to the government side, since they were those who had the necessary infrastructure to distribute it. Once the decision was sealed, with a narrow vote in the Upper House securing the details, a letter was sent to President Niculai Valaska, since it was official policy to always contact someone before giving their nation aid.

If anyone had been brave enough to investigate, they might have noticed a luxury sedan, sleek black polished metal with tinted windows parked out front. It was strange, really, to see such a car in such a run down area. It was even stranger to see the few people walking past at this time of the day simply look straight past it, refusing to register its existence.

Inside, the man had stopped screaming and had begun whimpering to himself through the thick hessian sack over his head. Skender Cernet paced up and down in front of the officer as the man struggled unseeing against his bindings. Yawning, he moved his neck from side to side, vertebrae creaking slightly. He waited until the whimpering died down and gestured to a heavyset man standing behind the officer. The gangster nodded at his boss and yanked the hessian hood up.

The officer shrieked slightly and shrank into the chair he was bound to. Thick layers of jumper cables and duct tape keeping him in place. His eyes followed Cernet about the room. Terrified.

Cernet coughed and spoke. His voice unnaturally high pitched for such a large man. It was this, more than anything, that had earned him the nickname elf.

"So you come here do you? You come here, with your silly little badge from your silly little government and think you can tell us how we do things huh?"

He rifled in his pockets, the captive flinching. Grabbed a piece of paper.

"Let's see here... We are what? Lawless bandits? Is that it? Is that how your silly government refers to us? We are to what now... sign a pledge? Be good little hounds?"

He leaned in, a foot away from the captive's eyes. Dried crusted blood from the prisoner's capture bubbled as he tried as hard as he could to breathe through his nose. Perhaps this officer had heard of the Elf.

"Listen to me, and be sure to tell your bosses exactly what I am saying. I will know if you don't... We are in charge here. We don't answer to you, to your government or anyone. This territory is ours. We run it, we get a cut. You don't breathe in here without our permission and our say so, understood?"

"y... yes, yes of course... I understand..."

"Good." The elf cracked his knuckles. "Now for the next order of business. I'd say that bursting into a man's home, a man's land and demanding these things of him is an insult, no?"

Behind him, a short, balding man strode in, whistling and pushing a trolley that rattled alarmingly as it rolled over the poured concrete floor. The captive's eyes widened as he took in the cloth, the rubber apron and the pliers.

"Gold plated pliers, hah! My friend here gives you better service than most dentists, no? Now, as I said, you insulted me. I can't have people insulting me now, can I? Now, my friend here will pull out your teeth, one by one before we send you back to your bosses. It is fair I think. You can live without teeth, can't you? Now, because I am a generous man, I'll do you a deal. If you can go through one tooth being pulled without screaming, my dentist friend here will stop. Isn't that right?"

Caracasusian embassy in Øhiton, Vik

The Kavverit span its engines up and climbed again into the sky. A thin sheet of snow blew in from the west, dusting the landing pad and settling on Yohan's grey wool overcoat. Kiln carried a heavy, black case. Yohan struggled to carry himself, leaning on a thin aluminium walking stick for support.

"I... I was here you know. Briefly. During the war."

It was strange to take in Vik, Yohan thought. During those last, terrible days of the war he'd walked some of its streets. It had been the first city to fully succumb to the conflict and he'd been bustled through what streets Caracasusian infantry had been able to make safe, heavy ballistic vest and helmet over a crumpled suit. He'd seen children and he'd seen adults so malnourished they looked like children. Sunken frames and distended pot bellies. Then the city had technically been under the control of Øhiton, and pockets of mercenaries and soldiers still loyal to the regime clashed with soldiers of the Northern Alliance and on occasion Caracasusian squads.

Now though? The city had been rebuilt. There was, by all accounts, only a handful of buildings structurally sound enough to repair. Everything else had been demolished, bulldozers finishing the job of artillery and fighter planes. The city was new and it was green. Where old terraced homes had been now open parks dotted the cityscape. Great glass and steel buildings and facades done in pale, anemic wood.

They'd named a street after him in South Cardulan, Yohan had heard. They'd named a town after Keynes too, though that had come later.

This place had taken its toll on him, though it'd taken a far greater toll on the Caracasusian soldiers and aid workers. Snow sickness they'd called it back home. The sense that for a large number of returning personnel, they'd never really left the frozen country. It was the high point of his career, so he'd been told. The complex array of treaties and deals he'd overseen that had helped ensure that neither Øhiton nor the embryonic state of South Cardulan had fallen back into war as soon as the soldiers had left. Billions of Tiny Elephant Figurines had been poured into shoring up industry, providing jobs and replacing infrastructure obliterated by the war, and Caracasus had contributed only a percentage of the true cost.

He wasn't entirely sure he liked the fact that he'd likely be best remembered for clearing up the mess left by authoritarian dictators and jingoistic generals.

"What's in the box?" Kiln asked, breaking Yohan's concentration.

"An axe. A gift for the Thing of Øhiton."

"Oh? What kind of axe?"

Yohan thought for a second. "It's an archaeological relic. The head from a Huskarl axe initially uncovered in Koingsburg. It spent some decades in a museum before it was looted during the war. A Caracasusian anti-smuggling operation uncovered it for sale in Parsoh and... liberated it. We are returning it to its home in Øhiton. That's what it is. Now, if you're any good at all at your job, you'll be able to tell me why we're giving Øhiton this."

Kiln thought. "Well, the Anzique tribes of Caracasus used to formalize peace treaties by burying weapons, so there's that... I'd imagine the fact it was Øhitonian serves as a reminder that we were once enemies but are now... not enemies? It was originally looted from Øhiton by the old regime, so it's a reminder of how they disrespected their past... that's quite important given how some... factions in the country seem to be reminiscing fondly about the good old days... Anything else?"

Yohan nodded. "Good enough. It's also quite a nice axe head. Decorative. Half of this game we play is symbols and finding common ground and concepts."

"And we're here to convince Øhiton to work with us? Can't we just work directly with the Posteastan government?"

Yohan looked again at the brand new skyline. "Not without some degree of legitimacy. Posteastan's capitalist classes have been using our people as scapegoats for every damn thing that has ever gone wrong in their country. Their... newspapers find Caracasusians behind every pillar, behind every failure and every success they make is twisted as a victory over us. No, I'm rather afraid that we will not be able to approach them directly, so the Council Elect has decided that it's rather past time we became what they seem to think we are."

The first sign of the Allaneans' arrival would be a subtle one. It would be in the form of tin cans, which would be unloaded at the local airport. The Allaneans unloaded the cans by pallets, and handed them over to the government, but of course some of the cans would get stolen and sold on the market, this was of course something Allaneans did not mind very much, they were sending the cans to relieve hunger and if some of the cans did feed different starving people from the ones that the government wanted to feed, this was in the long-term not really much of a concern.

The cans were of two kinds. One kind were reddish, with a white sticker on one side. The white sticker contained a simple, comic-book type explanation on how to cut the can after finishing off the contents, and cut it, using a can opener or a sturdy knife to transform it into a small pocket stove. The red part of the packaging bore the image of a cow's, or a pig's, head. Inside it would be a large portion of extremely fatty meat. The fat here served the dual role of a source of additional calories, and a preservative.

The other kind were blue-and-white, smaller in size and filled with sweet condensed milk. This, beyond being sweet, served the simple role of feeding the hungry, of getting as much calories into a person's body in a single spoon as humanly possible.

A few days after the first cans, equipment began to arrive. A plane, bearing three small frontal loaders, landed one evening. Rumors began to spread about a shipment of trucks that would soon arrive. Meanhile, a group of engineers arrived also by plane. They were dressed in civilian clothing, which seemed unremarkable except that it seemed very sturdy. Some wore rugged, heavy denim jackets, others jackets of brown leather, one was dressed in a biker's outfit. But this seemed appropriate, given that the engineers everywhere carried their tools – optical levels, cameras, and so on, and everywhere took photos and measurements.

They seemed to take careful notice of potholes around the capital, took measurements of several of them, and so forth.

However, it remained also true that they relayed home several photos of various streets that they surveyed, among them Tarr-River-Martyrs Street. Hidden among the various legitimate survey data were also several photos of No. 1178.

Added to this were satellite photos of the house, taken at intervals of every two hours. Between these, the Allaneans hoped to establish if the owner of the house had any routine to speak of, and how the house was laid out.

Adeema Pula was not an enthusiast for titles and had no expectation of being unwieldily addressed as First Speaker of the Revolutionary Workers' Council With Responsibility for Foreign Affairs. Minister or simply comrade were much more useful terms, and it was "Minister" that the assembled
reporters called out as she descended the steps of the conference venue. She held up a hand in acknowledgement and approached the microphones that had been set up, noting with an inward sigh that once again they'd been positioned without regard for her 145cm. She stopped a step early and fixed her audience with a look that dared them to make something of it. There were a few preliminary questions on how productive the mornings discussions had been, then the planted one that led her on to the speech she planned to give.

"We are, of course, extremely concerned at the prospect of further violence in Posteastan, but also puzzled that it appears to come as a surprise to the international community. Posteastan has, in recent years, been made subject to absurdly punitive payments as so-called reparations and then to a sustained campaign of bombing and the assassination of its President for no greater crime than attempting to manage its own affairs without grovelling for the approval of foreign powers. In such circumstances it is little wonder that nationalist sentiments of a darker kind begin to hold sway.

We are calling today for the immediate withdrawal of the Northern Alliance and its member nations from any participation in Posteasten affairs, and the withdrawal of all demands made of the Posteastern government. We pledge our commitment to the provision of humanitarian relief, but also to supporting a process whereby a government can emerge that represents, foremost and only, the interests of the working classes of Posteasten, without regard for the imperialist demands of the neocolonialists. Do not be deceived by the suggestion that sham elections held at gunpoint can achieve this.

Our call today is important as we seek to arrest the growing tendency of many to seek to impose their will and dominance on free and sovereign nations. Those that seek to pursue a different path from that of neocolonialist subjugation must be able to do so. Such trade and economic links as Uan aa Boa has to the nations of the Northern Alliance will, from today, be suspended until this oppression has ceased. We look forward to their clear and binding commitment that this will happen."

"Alas, Gandalf! And here I was thinking that the famous Ninvoth carnival would take place in Ninvoth. But I admire you Gandalf. I really do. You have not lost your humor in this day and age. Now if you would kindly move on and hunt some orcs I would be most grateful." The young man in front of the Antena TV building giggled. He had an important job to do and he most certainly had no time for these pensioners dressed up like clowns. The Antena TV building was one of the few broadcasting stations in Posteastan not damaged or destroyed during the war. Antena was popular with the opposition and, like so much else in Posteastan, belonged to the Mirela Costin. It still did but its program had changed. It was mostly news now.

The older man took a deep breath. He too sported a polite smile. "A good day to you Sir." He began. "Smoke?" He gallantly opened a silver cigarette etui and offered one to the guard. "Wouldn't say no to this now Gandalf, wouldn't I?" He said with a laughter, greedily helping himself to the foreign cigarettes. Skillfully lightning one he asked his benefactor "What is it now that you guys want?"

"The TV station, Sir. You need to hand it over."

The eyes of the young guard widened with disbelieve. "Nice irons." He said with a grim voice, knocking his fist a few times against the old man's gun. "Dating back to the Hegemonial War?" he asked sarcastically.

"War of Independence." Said the old man with a sigh. His facial expression now clearly giving away his day job as a history teacher. "Those punch a hole the size of a fist into the target." He added.

"Why don't you take your blunderbuss and your friends climb back into your time machine and piss off to your own century?" Said the guard while raising his rifle. "I have a platoon with me, armed with real guns Gandalf. Your museum pieces won't do you any good."

The old man scratched his gray beard as if he was thinking hard. "Seven." He then said, nodding as if he had made a significant scientific discovery. "You have seven men. That's not a platoon. Valentin Vladimires, Cristian Glad, Mr Munteanu, private Kiritescu, Kovac, Ciprian, and that chubby kid? Claudiu? Where is he from? Deslav?"

The young man went a bit paler with every name the gray bearded man in the strange costume named. "How...?" he mumbled.

"Look son," said the old man "you are eight and I have an entire battalion at my disposal. I'll help you with the math. I have more men than you have ammunition. Now if one of them museum pieces as you like to call them, scores a hit on your arm terrible things will happen. The ball is heavy and travels slowly. It will drag half your sleeve into the wound, shatter your bone and finally become stuck." He made a pause, blowing some smoke rings. "Even if you kill ten of us…you will lose your arm. If someone gets you to a doctor fast enough who is willing to saw it off. No anti-biotics. No narcotics. No sedatives and no pain-killers. You are a young man. You will survive that. The girls your age fancy a man who is willing to make sacrifices for his believes, don't they? And the national guard's pension fund? A dream from what I have heard…"

The young man stopped him by raising his hand. "So, what do you want from us?"

"That's a good question." The man smiled again, re-arranging his oversized beret. "I want each of you to have two chocolate bars and a carton of cigarettes." The young man nodded in approval. Before the gray bearded man continued. "We are civilized people, we want to build a civilized society. A society as it once was. We want you to leave the TV station unharmed and return to your friends at the airport. Tell them we are coming and tell them to be ready. We don't want bloodshed but we will not bow to tyranny. If you leave your weapons and ammunition you are free to leave."

"What if Glad has already radioed for backup?" Asked the young man without much confidence.

"Than I would know." Came the reply. "There are road blocks. You will encounter them on your way to the airport. Now what do you say about my offer?"

A few minutes later the old flag of the Kingdom of Posteastan was hoisted above the Antena TV broadcasting station.

Exerpt from a popular Caracasusian newscast - Episode 234 - Modern Day Slavery. Global Capital hand in hand with slave traders.

Intensive investigations by Boani operatives have uncovered yet another example of how modern global capital not only relies upon but enables the slave trade, some century after almost every nation on the face of the planet swore to outlaw it. While it will not come as a surprise to our viewers that every supermarket, shop and service industry in capitalist nations is in some way linked to slavery; be it 'fair trade' coffee outsourced to slave labour plantations or brothels relying on the wholesale exploitation of men, women and in many instances children to function.

We could, of course, list statistics however as a wise man once noted one may be a tragedy whilst one million is merely a statistic. Therefore we will focus on the story of Erik Vaargsonn of Posteastan uncovered by undercover operatives and passed to our media outlets.

Erik was born in the city of Kolvce, Posteastan. For those unfamiliar with Posteastan's history, recent decades have bought war, civil unrest and economic collapse to the beleaguered nation state. With a family to support and no work to be found in his home country, Erik sought work abroad. With no recourse and no savings to allow Erik to move abroad legally, he was forced to approach a local criminal syndicate that offered to find him work abroad. As always, the laws of capitalist states work to benefit the bourgeoisie, ensuring cheap immigrant labour through criminalizing free movement for the poor.

Erik found himself onboard a freighter destined for Parphano. Once there he found himself without his passport and with no access to money. He was set to work growing and picking salad crops, backbreaking work with little access to amenities for ten hour shifts a day. When that seasonal work dried up, the employment agency that served as a front for Syndicate operations moved him to a recycling depot where he sorted rubbish for twelve hours a day.

He was given no money, instead he was told that his wages went towards his accommodation and food and the remainder would be sent home to his family. This was, of course, a lie. Unbeknownst to Erik, his son died of a lung infection whilst he was working. Erik was not told this news.

Erik had been told that his family would be able to join him in two year's time when the Syndicate had arranged for transport. It is very likely that they would have been forced into prostitution by the Syndicate should this have happened.

Erik's story was only uncovered when the farm he was working on was raided by Parphano police operatives. Erik was returned home, and aside from the arrest and trial of a handful of low level Syndicate operatives, no other justice will be seen. The farm continues to operate, the employment agency closed briefly before swiftly reopening under a new name and as usual the bourgeoisie quickly closed ranks to protect their own from any repercussions.

The broadcaster considered approaching the farm, Paraphano or the employment agency for a statement, however in the words of one viewer "we are sick of hearing post hoc justifications for the barbarism of capitalism from the mouths of these parasites."

Faramir Fletcher was a typical mountain man from Amonsul. Tall, blond and short tempered. His body covered in tattoos he looks like the archetypical member of Her Majesty's working class. He began a promising career in boxing that came to an abrupt end when the army came calling. His physical fitness and northern heritage put him under a lot of pressure to volunteer for the Guards. A serious problem for someone in opposition the state. An outspoken champion of the working class with leanings towards communism and pacifism. Unwilling to carry a gun for Queen and Country he tried to enter the army broadcasting service but ended up as a radio operator in the navy. He went to exciting and exotic places like Watersville and Balagan, learned new languages and met interesting people. Following his honourable discharge, he applied for a working permit in Balagan and began a career in journalism. His exotic appearance and language skills paved his way into the Balagan United Press and News Agency. He is now a seasoned journalist, well established and well respected in his community. His radicalism has increased over the years but he has never used his position for open propaganda. By now he has become a citizen of Balagan and holds dual citizenship.

Erdem Zaman has always been an adventurer. He is short, dark haired and heavy. Erdem would make a great career in every system. His primary interest is to survive life-threatening situations and to make money. He loves his job and has a very good sense about what is politically opportune at the moment. Even though he has some interest in the truth he has a bigger interest in telling a good story. He loves heroes and villains. Even more so if they are in canon with Balagan's official doctrine. Bribes, threats, manipulation, he has done it all for the scoop.

The rain was dripping softly against the windshield of the aging off road car as the two men drove through the streets of streets of Telinburg. On their way to the administrative centre of Posteastan they had witnessed much destruction. The Northern Alliance had messed this poor country up properly. Crime and smuggling was rampart and more often than not the National Guard turned two blind eyes. Fletcher moved among these people as if he would be home. The Soraski in his pocket added something to his confidence. To carry a SAI ES-9 was almost a matter of honour for him. The Soraski as it was often called in certain circles came with another advantage, in case of unexpected searches you could simply throw it away and buy a new one. Still opposed to imperialist wars he was not the man who would go down without defending himself. Zaman was different. He was relying on the fat rolls of Syndicated Yen in his pockets.

The two men parked their car and moved to the que in front of the administrative building. Weapons, drugs and other questionable items remained in the vehicle. It took them a while to be referred to the correct office and to be issued the correct papers. If they leaned on thing during these hours it was that bribes were the rule and not the exception. Most civil servants expected to be paid for their services. Since this was not done by the government, or at least not regularly, they expected the customers to pay. Especially those carrying foreign currency. Their endeavours to secure the right permits turned out to be difficult at times.

Electricity faild the exact moment when the two entered the office of the person in charge. The man sight, turned on some camping lights and straightened is immaculate suit.

"How can I be of assistance?" He asked.

"We need travel permits, press cards and fuel cards." Said Fletcher.

"And we need gun permits." Added Zaman.

"You won't get any." Said the clerk. "If you are afraid hire, some licensed guards."

Zaman rubbed his chin. "Your superior told me otherwise. He told me you'd be cooperative."

"And which superior would that be?" Asked the clerk with suspicion in his voice. "What was his name? "

"Ah!" Zaman smiled. "Good that you ask. I have written down his name on a piece of paper." He shuffled through a hand full of Syndicated Yen notes. "I can't find it at the moment. Would you mind taking a look at these papers for me? "

“Who the fuck fixes potholes around here?”

Elf spoke softly, the cigarette clenched in his teeth scattering ash across the carpet. A couple of people turned their heads to look in his direction. Elf had that affect on people, in spite of his quiet voice. If you didn't listen to what Elf said, you were liable to find yourself in very deep trouble indeed.

“Dunno boss. They've been at it a while. Up and down they go.” A heavyset man in leathers replied.

“Local lads?”

“Nah. Contractors I reckon.”

Elf sat and thought. Nodded to himself and pushed his chair backwards slightly. He drained his pint and stood up, heading to the bar. His path took him past the heavyset man. He motioned to the bartender, who poured him out another drink in a thick bottomed pint glass. No money changed hands.

On his way back, Elf bought the glass down hard across the back of the heavyset man's head. The thick glass did not crack, however the man's head did. Bright red blood splattered the table as his head hit it, his hands scrabbling desperately for purchase. Elf was too quick. He dropped the empty glass and grabbed the man's head, bringing it down again and again onto the table. The first blow broke the man's nose, the second his jaw.

“Did you fucking reckon that would happen, did you? Did you? How's your reckoning skills now mate?”

The heavyset man did not, could not respond other than holding his hands up in front of him. Elf dropped him to the floor and turned to look at the rest of the patrons.

“What the fuck are you lot gawking at? Get out there, and find out who the hell is fixing potholes while the rest of the country goes to shit. Do it quiet, discrete like mind. Or you'll wind up like this bastard here.”

The barman wordlessly strode over to the heavyset man sprawled on the floor. Not unkindly, he carried him to the back room of the pub, and searched about for the first aid kit.

With the message sent, and the Parliament not truly caring for the fact that the missive was not something to which there had been a reply, the air transport for the humanitarian aid were placed into the air. Starting at the Mensun airport in Kenmoria, the day-long journey would end at the only working airport of Posteastan. Problematically, that area was controlled by the forces of Allanea who, although being on the same side - that of the offical government, were suspected to most likely have some type of agenda.

This was a suspicion not based on actual fact or even rumours, just the idea that a country involved in what would soon become an all-out war most likely has some kind of hidden motive for being embroiled in the conflict. With Kennoria, this was a simple one of PR and wanting some kind of influence on the region in the future. However, the ulterior reasons behind the actions of Allaenea were unclear.

To this aim, a correspondence was sent to the nation, with the aim of not only gaining access to the area on which the aeroplanes would land but also to hopefully create a possible cooperation in terms of supporting the region.

Of course, the aid can only be sent by sea and air and, with air having been chosen as the preferred medium, an airport is required for this to happen. Journalists at the area and some local knowledge have stated that the nation you represent is currently in control of this area, which would make landing there rather difficult without your consent. The food and medicine are urgently needed. We also need money to pay the construction workers as our own money is basically worthless. We need to build a working airfield for smaller aircrafts in Telinburg as soon as possible. Leozina is not safe at the moment.

Captain Dolf Vlasenko will be given an honorary rank of Lt. General in the National Guard. As a fail safe he will also have full diplomatic immunity in his position as attaché for culture and sports.

While I really appreciate your help I think some clarifications are necessary. There are no 'Slavers' in Posteastan. We don't have a problem with slavery as such. There is human trafficking and there is lawlessness, murder, kidnapping and worse. But there is not open trade in slaves. There is a problem with forced prostitution, similar to those in any other nation. And there is a problem with migrant workers from Posteastan being kept under very questionable conditions but there is no buying or selling of salves in our society. After two thousand years of Christianity our nation is too civilized for that.

Using the word 'slavery' to address the said problems might do us more harm than good. It could appear as if not only law and order where on the brink of collapse but civilization and human dignity as well. Appearing weak or unable to even enforce the minimum standards of civilization is something we should avoid at this time.

The problem posed by the various armed gangs shall nonetheless not be underestimated. They still terrorize civilians and murder state officials. With your help we will be able to form an armed police group paralleled to the national guard that will assist you in the quest of destroying the bandit threat.

I am well aware that you know that, my friend, but I am an old man. There is not much to do for me than writing letters and reading books these days. The hunt has become exhausting and I rarely travel anymore. So please excuse an old man's habit of not getting straight to business, but now let us turn towards our task.

Our, let's just call them 'Spies' for the thrills it gives an old man, have come to the very same conclusion. Posteastan has embraced modernity too fast, too soon and too violently. Often against her will. I know of General Neacsu. A pretty girl. A mere child. She has been given that position for two reasons and for two reasons alone. To appease the foreign powers that control the current government and to humiliate their armed forces. The national guard is about to collapse and I have no idea what Neascu will do about that. The men are not paid and few of them have any motivation to fight against bandits better armed, more respected and better trained than the guards.

For the same reasons you have so wisely pointed out I think that no direct involvement is advisable. I do not wish to risk the life of a single Nortan grenadier in this undertaking. I think removing certain obstacles within the national guard would be very helpful and I agree with you on the situation. The moralists are a dangerous lot. Perhaps the most dangerous in all of Posteastan. They are religious fanatics, thieves who have stolen the Holy Scripture. Most of their followers are good and decent people but the men in charge are deviants who use religion as an excuse for their abuse of fellow human beings. I suggest a temporal alliance but I can assure you they will never accept our lead in that coalition. We must also at any time be able to distance ourselves from their atrocities. Even if we cover a short distance of our way together we will not be dragged down by their crimes.

I strongly advise against any mingling with these forces too openly. If it is manpower we are looking for, there is a formidable fighting force in Posteastan, available to everybody willing to pay. The Cossack Legion is to my knowledge a well disciplined and well-armed group that will provide their services for money. With sufficient funding our agents could approach these men. Dear friend, let me be clear about this. If it is his Majesty's will I am going to invest my fortune in this undertaking.

I would not deserve the honour of being a Companion of the Order of Saint Edmund if I would refuse my people's call. If the people of Posteastan wish for the return of the King I am ready.

Faramir watched as the official leafed through the banknotes.

“Yes, excellent. I can see that your recommendations are in order. Let's see... here's your permit to own a firearm... oh and here's your fuelcard. I've taken the liberty to record you as having three dependants so you should be able to get a few extra gallons. A word of advice – you might have to er.... show your recommendation letter a few times at the petrol stations if you want to be sure of getting the fuel you need. Now, here's your permit to travel of course, except for the northern provinces!”

Faramir sighed, sliding a few more notes across the desk. “You know, I do have some more papers I had quite forgotten about! Would you mind taking care of these for me while you fill out my travel permit to include the northern provinces?”

Faramir watched the man's face contort. He'd spent his entire career learning to read people. The clerk was genuinely terrified. He'd bet his Journalistic Integrity award on it.

“I... uh... Look, I'll be straight with you... There's really nothing you can offer me that'll get you that permit. I'm sorry... I mean I've got a wife and kids to feed but... but there's no pockets in a shroud are there?”

You could still see it, if you looked close enough. The nation had never been rich as such, however it'd had a strong enough economy to support a burgeoning middle class. It was in the suburbs of Tabalov that they had bought their new homes. There were to be no more cramped mining terraces or apartment complexes for them, not for the new professionals of Tabalov and they had shown it.
Parks still could be made out, although the almost total collapse of the local government meant they were more weed and bramble. Here and there a rusty child's swing poked out through a thicket.
The houses too. The faux wooden facades had largely peeled and crumbled on all but a handful of properties. Though their original inhabitants had long fled or died, leaving warnings against trespassing bolted to doors, for the orphaned children of Tabalov's inner cities they were palaces.
A few church groups provided what schooling and parenting they could, though for the most part the kids were more or less left to their own devices. A student of humanity might have taken comfort in how they more often than not worked together rather than fought. Even here there was a desire to not just survive, but thrive. Painted and chalked murals decorated the houses they squatted in.
Then came the aid distribution. The first couple of forays were met with caution. It wasn't unusual for police or semi legitimate paramilitary groups to occasionally raid the empty homes on some pretext or another, snatching away children. The aid workers were met with eyes peering from trees and hedgerows. Letterboxes and windows.
The second day, after some had tasted the food and found it to be delicious and not poisoned a gaggle of the older children followed the aid workers. The third day the aidworkers found themselves surrounded by crowds of children, begging for condensed milk, sweets and so forth. The older children attempted to pickpocket a few of the aid workers, looking for the telltale bulge of cigarette packets that had become the unofficial second currency of the nation. The aid workers found themselves quickly surrounded, pressed on all sides.

Elf walked towards the car, having spent a few minutes in the pub's bathroom hosing the blood from his hands and clothes under the freezing water. He passed his thumb briefly over the passenger door and looked squarely at a small camera almost unseen, flush as it was with the frame. It flickered green, once. He opened the door.
Had the camera not recognised his iris pattern, or had the thumbprint not been authorized such an action would have sent approximately forty thousand volts through him. A couple of people had tried to steel his vehicle in the past, and at least one rival had attempted to access it, probably wanting to plant a bomb inside or something. All of them were recovered by his security detail and found the rest of their very short lives filled with quite unimaginable amounts of pain.
“Drive.”
The driver pulled away from the pub and consulted his directions. Elf was one of the most dangerous members of the Syndicate and he'd managed to stay on top by ruthless application of extreme violence towards anyone who got in his way and a very large amount of paranoia. Out of necessity, every journey he took was randomized. In theory, given where his work and pleasure took him, it was entirely possible he'd only use the same route one or two times a year.
His paranoia was what had driven him to hire his own security detail. Unlike the muscle bound and borderline psychotic thugs under his command, these people were loyal to only one thing. Money. He could trust people like that.
Their commander sat next to him in the left facing passenger seat. He always occupied the right hand side and always carried a gun, should the driver take it upon themselves to betray him.
“I saw what you did in the pub. I take it I don't have to remind you that if you ever try anything like that with my soldiers, our deal – all our deals are off the table.”
“Course not. Don't you worry about that. Look, I've got to head to my country home tonight, so I'll drop you off on the way. That OK? Your lads ready?”
“We're going to oversee the transaction.”
Elf laughed. “Mate, you can talk freely here. Unless you don't trust your own antisurveilance getup?” A slight edge of menace in his voice.
“Force of habit. Yes, the national guard quartermaster has arranged for the weapons to be delivered. He's got the forged invoices ready to go. Should be a simple handover.”
“Good. Good. Something tells me we're gonna need a bit more firepower soon.” Elf reached into his pocket and withdrew a small silver case. Flipping it open, he carefully cut himself a line of the white powder, using a cunningly constructed collapsible steel straw to snort.
“That'll make you paranoid.”
“Good. Paranoia's kept me alive that long. Listen, that reminds me. Could you lot arrange a little espionage for me? Usual rates of course. Need some plans pulled. Careful like.”
“Usual rates. Of course.”
The black car sped into the night.



Leozina – Airport

The Lion will Return! Royalists blockading the Leozina Airport
....We stand under our King, as he stands under god on high. We march in his name, under his perfect skies.
As the long discarded national anthem drew to a close, not everyone was happy to see forein aid arrive in Posteastan.
Those with some experience in insurgencies could easily tell that there were some enormous leaks in the President's communication system. Their welcoming party had obviously been informed about their arrival. While the guests were perfectly save inside the terminal the presence of the royalists was clearly audible. And then the lights went dark. It took four full minutes before the backup generators kicked in.
Outside the riot continued. A large mass of royalists had gathered outside the terminal, singing the anthem at the top of their lungs. Some distance away, safely out of reach of a few thrown cobblestones and – or so the officers hoped – the accurate firing range of a pan fired rifle, sixty or so armored police officers were busy looking like they had some control over the situation.
Backup, they were assured, would be on its way. Another bottle arced through the air, crashing and splintering against the plexiglass windscreen of the police van.

LENDERT—The Duke of Limmes read the letter thoughtfully in his study. Sir Alexander's response had been reassuring. The King of Posteastan would return if his subjects needed him, and surely they did. The Government's secret cause needed some passionate men on the ground and whilst His Grace was indeed passionate about the Royalist cause in Posteastan, he certainly was not 'on the ground', as it were. He would have to consult the King surely, about this matter.

“George, call the Palace and see if His Majesty is available, would you? I need to see him urgently.”

The Palace was a short 1½ mile drive away from his townhouse in Palsham. As they rode, the Duke shewed the letter from Sir Alexander to his Private Secretary, Sir George Somerham.

“Right before we left, My Lord, I heard from the Permanent Secretary of the Foreign Office that there is or was a disturbance at Leozina Airport. It seems a grouping of Royalists have blocked the exit of the airport and are chanting and effectively rioting in the name of Sir Alexander. I believe also, there have been a number of sightings of the old flag of the Kingdom of Posteastan around the city. Sir Leslie believes that this increase in tension may be dangerous in such an embattled place for individual lives, but for the greater good not altogether undesirable.”

“How do you mean?”

“Well, to put it plainly, Sir Leslie said that he feels that if there is a very visible and not altogether pitiful or minimalist Royalist presence within the bounds or limitations of the city of Leozina, it would likely result in the manifestation of a certain and most certainly desirable increase amongst the hitherto less politically motivated citizens in enthusiasm in and eagerness towards joining the movement of the monarchist cause. Reminiscing about the 'olden days of yore' when the Kingdom of Posteastan was prosperous wouldn't not help either.”

“Yes, I see George. Were those his words?”

“I believe so, My Lord”.



The clarence carriage drew up against the main door within the inner courtyard of the Palace. A footman opened the door, bowed, and shewed the Duke and Sir George up the flight of stairs where they were met by the butler.

“His Majesty will see you now in the Red Drawing Room, My Lord.”

I have, covertly of course, informed the corporations of my nation of the possibility of this enterprise, and an affirmative reply was received by me from several.
