7.16.4. The Democratic Republic of Cederström


Cederstrom (Yohannesian: Cederström), officially the Democratic Republic of Cederstrom (Yohannesian: Demokratische Republik Cederström), is an island country in Yohannes that is located in the Cederstromer archipelago — a group of islands that extends roughly from northeast to southwest along the northwestern coast of the Lindblum mainland. With an area of 915,317 square kilometres, Cederstrom is the fourth largest Yohannesian country by land area. With a population of roughly 25 million people, it is the continent’s fifth-most-populous country. Alongside the Unitary Republic of Molander, Cederstrom is one of Yohannes’ only two non-monarchical countries.

Home to more than 5 million people, the country’s capital city Dagmar lies just north of the Greater Halsten Region (not to be confused with the largest city in the Kingdom of Alexandria), which spreads across the Regency of Lindblum’s northwestern coastal borders with Cederstrom, and is the fourth largest city in the continent.

In 1439, the ancient Yanitarian nation state Kingdom of Canhadast invaded and occupied southern Cederstrom, constructing colossal fortification — “The Wall” — along its northern borders to guard the settlement from “The Lands of Always Winter” to its north. As the Yanitarian nation state collapsed in Greater Dienstad, thus the then nineteen associations gained their de facto independence, and the Crown Commonwealth of Yohannes was established soon thereafter.

In the late fifteenth century countless Lindblumers emigrated from war-torn northern Lindblum to the comparatively safe and prosperous archipelago to escape Alexandrian tyranny. The northern half of contemporary Cederstrom consists of territories that once made up historical West Alexandria (“The Lands of Always Winter”), which was annexed to the island country at the behest of Lindblum following the Alexandrian “Mad King” Alfred the Fourth of House Stark’s defeat and the subsequent Treaty of Loriath (1511-14).

Cederstrom’s form of government reflects its long history as a member of the medieval Frauenmundigen Trade League, an association of city states which was founded on freemen’s liberty and the Common Law (the predecessor of contemporary Unity Law in the Nineteen Countries). A majority vote kick-started in 1637 at the behest of Crescent resulted in the country’s expulsion from the League. For much of the eighteenth century, Cederstrom was the foci of the continent’s “unequal” trading rights with the foreign “Western” Occidental powers — the Republic of Bigtopia’s “Black Ships” bombarded Dagmar in 1739 to pressure the Crown Commonwealth of Yohannes to import Bigtopian and Maxtopian opium.

In contemporary Yohannes, situated just north of Lindblum’s most industrialised region, Cederstrom’s capital city Dagmar is home to the continent’s second-largest port of trade. Due in no small part to its strategic position, Dagmar remains an important metropolitan centre to this day — it is the birthplace of Yohannes’ largest general trade and shipping enterprise, Alleswerken, and it has the second highest per capita rate of foreign expatriates and residents to native born citizens in the continent after Alexandria.

7.16.5. The Unitary Republic of Molander


Molander (Yohannesian: Molander), officially the Unitary Republic of Molander (Yohannesian: einheitlichen Republik Molander), is a country in southern Yohannes, constituting the southeastern part of the Lindblum mainland and lying west to the Essthal island. It has roughly 27.3 million residents distributed over 477,951 square kilometres, making it the fourth-most populous and seventh-largest country in the continent. The capital and largest city is Obernförde, which has a population of 4.7 million.

The boundaries of contemporary Molander go back to the pre-Loriath late fourteenth century. Many people from the historical Grand Duchy of Neudorf left their homeland to escape Altbrandenburger invasion and persecution in the north. They formed an independent association of incorporated settlements with the support of the Yanitarian Kingdom of Canhadast.

By the time the ancient Yanitarian nation state collapsed in Greater Dienstad, the Molanderians had been reduced to a region that roughly matches the present boundaries of Molander. Territorially overextended and facing an increasingly expansionist Alexandria, the newly-crowned King of Altbrandenburg Eberhard the Sixth accepted a “King’s Peace” with what was left of Molander in 1457.

In 1491, the Alexandrian “Mad King” Alfred the Fourth of House Stark declared war on Lindblum before invading Treno and much of northern Burmecia. For more than ten years, the War of the Countries — which is often referred to in Yohannesian-language sources today as the “Civil War” — ravaged the entire northern and central Yohannes. Because of its location south in the Lindblum mainland, Molander was left unscathed and prospered for much of this time. Nevertheless, fearing the prospect of a complete Alexandrian hegemony in the continent, the country’s Estates General voted to send a token force to aid Lindblum’s Regent Cid the First of House Ravenclaw in 1498. Molander was not affected by the signing of the Treaty of Loriath in 1513, nor was it much affected by the encroaching influence of the foreign “Western” Occidental powers in the seventeenth and eighteenth centuries.

Conversely, due to its location in Yohannes, Molander was amongst the last countries to industrialise and “westernise” — despite its position as the fourth-most populous country in the continent, to this day, some of the country’s biggest business and industrial concerns are those which originate from the northern countries.

7.16.6. The Grand Duchy of Dali


Dali (Yohannesian: Dalien), officially the Grand Duchy of Dali (Yohannesian: Großherzogtum Dalien), is a country in southeastern Yohannes encompassing most of the southern Malte-Brun Uplands. Covering an area of 907,041 square kilometres and with a population of 13 million, it is the fifth-largest and sixth-most populous country in the continent. Dali constitutes the eastern part of the “deep south”, and together with the Kingdom of Burmecia to its north are socio-politically defined as the “bible belt countries.”

The Grand Duchy is divided into two geographically separated administrative regions: Dali and Südostburmecien. As its name implies, Südostburmecien consists of territories that once made up historical southeastern Burmecia. The capital of Dali is Mosfellshöfn, which is also its most populous city — over 60 per cent of the country’s population lives in the Großraum Mosfellshöfn metropolitan area.

In the late fourteenth century, the Lord Protector of the Dalian Men Reinhard Neckar became a Prince-Elector of the Crown Commonwealth and declared himself “Duke in Dali”, whilst grudgingly accepting his position as a vassal of House Griffin to the north. The Kingdom of Burmecia was plunged into a bloody civil war in the Succession Crisis of 1491, and soon thereafter the Alexandrian “Mad King” Alfred the Fourth of House Stark invaded his southern neighbours. Duke Reinhard the Third rebelled against his now embattled northern overlord and declared himself “Duke of Dali”, further laying claim to the Throne of Burmecia — together with the newly refounded Duchy of Donata — by way of his marriage to King Freya the First’s oldest daughter.

The Treaty of Loriath (1511-13) kept the Throne of Burmecia for House Griffin — but in return it consigned King Freya the First to cede roughly one-fourth of his kingdom to a much enlarged Duchy of Dali to resolve the kingdom’s succession crisis. In 1515 the newly-crowned Duke Frederick Augustus the Second declared himself “Grand Duke of Dali, Duke of Südostburmecien, Count of Marieland and Lord of Mosfellshöfn” to seat on the Bronze Throne.

Today, Südostburmecien is an extensive winegrowing region in the continent of Yohannes, whilst the Grand Ducal core region of Dali has been home to the continent’s most productive and popular commercial and recreational fisheries since the early nineteenth century.

7.16.7. The Grand Duchy of Donata


Donata (Yohannesian: Doyern), officially the Grand Duchy of Donata (Yohannesian: Großherzogtum Doyern), is a constituent country of Yohannes that covers much of the southwestern one-quarter of the Bible Belt region. It shares borders with the Kingdom of Burmecia to the north, Royal Realm of Cleyra and Duchy of Gizamaluke-Grotto to the northeast, and the Grand Duchy of Dali to the southeast, with the Kuja Sea to the west and the Vivi Channel to the southwest. Besides the mainland, the country is made up of more than 50 small islands, including the main outer islands of Nadin and the Wintsche.

Of the continent’s nineteen countries, Donata ranks seventh in population and sixth in total area — its 11.6 million inhabitants are spread over 898,602 square kilometres of land. The Duchy of Donata emerged as an independent monarchy in the late fourteenth century and continued to exist until 1484 when it was discontinued following the creation of the Earldom of Fratley under the suzerainty of pre-Loriath Kingdom of Burmecia, which extended across the entire heartland. The Succession Crisis of House Griffin in 1491 to the north spelled the end of the Burmecian vassalage — Earl Fratley was guillotined by Donatan loyalists and nineteen-year-old Karl Theodor, son of the head of House Donata, was named as ruler of the newly refounded Duchy.

The Treaty of Loriath (1511-13) kept the Throne of Burmecia for House Griffin — but in return it consigned King Freya the First to cede roughly one-fourth of his kingdom to a much enlarged Duchy of Donata to resolve the kingdom’s succession crisis. Soon thereafter, the Duke Karl the First declared himself “Grand Duke of Donata, Duke of Nordland, and Lord of Halbjerg” to seat on the Valyrian Throne. In 1871 the Second Amendment was tabled before the chambers of Reichstag, which defined the rights and privileges of the constituent countries — to this day, the Grand Duchy continues to have control of its own army, post office, and railways. It also still holds nominal rights in taxation.

The Grand Duchy represents the typical “deep south” caricature — more than one-third of its land area consists of agricultural and dairy farming concerns whilst almost a quarter is made up of lush meadows and pastureland. Its primary export to other countries in Yohannes are mainly dairy products, meat, and timber. The capital city of Donata, Halbjerg, is home to the oldest agricultural college in Yohannes, the Grand Ducal Institute of Agriculture Sciences.

Treno, officially the Noble Republic of Treno (Yohannesian: edle Republik Treno), is a country in eastern Yohannes. It has an area of 213,404 square kilometres and 10.8 million inhabitants. The Noble Republic is divided into two administrative regions: Nordtreno and metropolitanes edle Republik — the latter comprises most of the country whilst the former consists of territories that were once part of historical Southern Alexandria.

Treno has been known as the “South Gate” for many years due to its strategic position between mainland Alexandria and the Heartland. The Alexandrian “Mad King” Alfred the Fourth of House Stark chose to invade the country to control its port, which was the largest port of trade in the continent for much of the fourteenth and fifteenth centuries. The Treaty of Loriath (1511-14) consigned Alfred the Fourth to cede the historical south Alexandrian territories of the Aerbs Hills and the South Gate to Treno.

The Noble Republic’s decline in terms of commerce vis-à-vis other trading centres of the continent were attributed to the establishment of new trade routes with foreign Occidental powers for much of the seventeenth and eighteenth centuries — the Republic of Bigtopia’s “Black Ships” bombarded Cederstrom’s capital city in 1739 to pressure the Crown Commonwealth of Yohannes to import Bigtopian and Maxtopian opium. Thereafter, northern Alexandria, Lindblum and Cederstrom became the foci of Yohannesian industrialisation and “westernisation”, and other, previously competitive trading centres in the continent were left behind. By the time the country fully embraced westernisation and began to industrialise in 1851, the centres of manufacturing and trade had shifted north and west.

The nineteenth century saw Treno gradually retaking its place as one of the continent’s important centres of trade. The creation of new “trade nodes” across the continent and the gradual industrialisation of the southern countries meant the Noble Republic was once more strategically located to serve as Yohannes’ gateway to westernisation — this time from the “westernised” north to the industrialising south.

Today, the South Gate is the most popular tourist destination in the continent of Yohannes. Treno’s majestic Aerbs Hills are well-known for their tramping routes, and it shows — Treno is home to roughly one-third of Yohannes’ elite adventure and winter sports athletes.

Kradenmark, officially the Grand Duchy of Kradenmark (Yohannesian: Großherzogtum Kradenmark), is a country in the continent of Yohannes that constitutes most of the Essthal island. It covers an area of 195,064 square kilometres with 9.3 million inhabitants. Kradenmarker is one of the three still widely spoken regional languages in the continent, alongside Alexandrian and Lindblumer.

The Grand Duchy borders the Duchy of Blomgren to the east, with the Unitary Republic of Molander located west across the Essthal Strait. Its capital city, Vång, is home to the second busiest port of trade in southern Yohannes. Kradenmark’s only conurbation and major economic centres are concentrated in its western part. The East Kradenmark region is sparsely populated and is dominated mostly by farms and vineyards.

However, Vång is home to Guildford University and its prestigious medical school, which attracts students from not just southern Yohannes but also all around the continent due to its long-standing position as the second most competitive medical school in the Nineteen Countries, behind only the Royal Alexandria College of Medicine in the far north. This creates an extremely unique, if not paradoxical setting of a country with a completely “rainbow” city — which holds over 50 per cent of its population — of mostly non-locals alongside its extremely conservative and parochial rural communities of agriculturists, farmers, and winegrowers.

The historical Grand Duchy covered the entire Essthal island. The last descendant of House Lannister died without an heir in 1815. The ensuing succession crisis between House Stark (which ruled the Kingdom of Alexandria) and House Frey (which ruled the Grand Duchy of Dali) resulted in a compromise brokered by the third Yohannesian Emperor Wiremu the Second of Donata’s House Baratheon — House Frey acquired Kradenmark with the condition that it would not be annexed into the Bronze Throne. To compensate House Stark, Wiremu the Second made the Alexandrian King Steiner the First’s younger brother, Duke Garland, the head of a new House of Yohannes — House Blomgren — and gave him the territories of contemporary Duchy of Blomgren.

Just like Molander, Kradenmark was not affected by the signing of the Treaty of Loriath in 1513, nor was it much affected by the encroaching influence of the foreign “Western” Occidental powers in the seventeenth and eighteenth centuries. Conversely, due to its location in Yohannes, the Grand Duchy was the last country to industrialise and “westernise.” To this day, many of Kradenmark’s biggest business and industrial concerns are those which originate from the northland and heartland countries — for instance, with the exception of two relatively small local banks, all of the Grand Duchy’s banks are those headquartered or founded outside the country.

Crescent (Yohannesian: Halbmond), officially the Free and Frauenmundigen City of Crescent (Yohannesian: Freie und Frauenmundistadt Halbmond), is one of Yohannes’ 19 constituent countries. It is a city-state enclaved within the Greater Crescent Metropolitan Region, which spreads across three constituent countries in central Yohannes.

Home to roughly 10 million people, Greater Crescent is the largest city on the continent—its local and regional government authorities consist of 16 incorporated urban boroughs in the Kingdom of Alexandria and twelve reichsgrafschaften as well as three regional councils in the Regency of Lindblum along with the Crescent city proper itself, which has a population of 1.18 million. Greater Crescent covers an area of roughly 150,000 square kilometres under the shared jurisdiction of Alexandria, Lindblum, and the Crescent city proper.

Crescent’s official name represents the city-state’s historical position as the leading member of the medieval Frauenmundigen Trade League, an association of city-states founded on freemen’s liberty and the Common Law (the predecessor of contemporary Unity Law in the Nineteen Countries). As the Trade League’s leading member, Crescent was responsible for the expulsion of the Democratic Republic of Cederstrom, which had embargoed the city-state of Coral to leverage its trade power in the northern trade nodes.

Along with Cederstrom, in the 18th and early 19th centuries Crescent was the foci of the continent’s “unequal” trading rights with foreign “Western” Occidental powers due to its small size—the Republic of Bigtopia and the Empire of Maxtopia’s “Black Ships” had compelled the Crown Commonwealth of Yohannes to sign the Treaty of Marjing, which established that Maxtopians and other citizens of Occidental nations in Crescent were to be punished according to Maxtopian and Bigtopian laws due to the “backward, uncivilised, and unrealistically incompetent state of Yohannesian domestic administration and nation-building.”

Throughout the late 19th and early 20th centuries, the “westernised” and industrialising Nineteen Countries managed to convince the Occidental powers that its nation-state administration had “reached acceptable modernity,” and that it had adopted the rule of law of the civilised community of nation-states. Thus, extraterritorial rights were removed entirely from the Realm of Yohannes—it had avoided the fate of other less fortunate non-English speaking nations outside the Occidental community.

As the largest city in Yohannes, Crescent is home to the headquarters of the Yohannesian World Assembly Mission and other local World Assembly inspection branches which help ensure that the Nineteen Countries will comply with the World Assembly’s many important resolutions. Crescent city proper is also known for its cultural heritage and historic buildings—for instance, the Cathedral of the Blessed Virgin Mary, which is the largest cathedral in the Nineteen Countries.

1. The Yohannesian Model

Almost ten years have passed since the decisive years of 2008 to 2010, when the Realm of Yohannes first became acquainted with the Lyran Protectorate, during a particular period of greater multiregional integration — where iconic, ancient symbols of slavery such as the Blackhelm Confederacy and Nova’s Smoke on the Water to the multilateral crises of Angels of Agony and the region of Mediterranica, Waldenburg 2 and Gholgoth, Ralkovia to The Scandinvans and the old Allanea, Preston Bears All to the Stoklomolvi Wire Service were once the dominant International Incidents news; during a period of international activities very much unlike today. The period culminated in the repeated attempts by multilateral representatives to create a single, “universal world map” — and anyone who believed and proclaimed then that ten years later the international community would be a very much different place would be met with laughter from the powers that be.

However, ten years later: the “universal world map” is no more, regional activities have been decentralised almost completely, and Mediterranica and Ralkovia’s crises and slavery have been replaced with such new iconic names as Khataiy’s brand of religious turmoil and the twenty-first century neo-colonial adventures of a new, dangerous Royal Allanea. The gigantic community of The Western Isles has sprung up seemingly overnight to claim an active role in NationStates international activities and International Incidents: TWI activities stretch as far as the eye can see. Meanwhile, Halcyon Arms by the new arms manufacturing symbol Pharthan has competed very well with the arms manufacturing symbol of the old world order, Lyran Arms. There have also been produced the contemporary bastions of transnational imperialism masquerading as ideological struggle represented by such names as Santiago Anti-Communist Treaty Organisation, International Freedom Coalition, and the Democratic Economic Union of Nations. Ten years have passed since 2008, and 2018 has proven that things do not stay the same forever. The successive governments of Yohannes have since 2010 looked up to the ancient Lyran Protectorate, or Lyras, as their source of inspiration. But if the stratocratic Lyran Model of 2010 was to be known for its military, the Yohannesian Model of 2018 must make its mark somewhere else; something more enduring — the economy.

The aim of this chapter is to aggregate and link such articles as The Importance of Policy Cycles, Nation State Body Corporates and Enterprises, and A tale of Two Realities — the Rainbow Future and the Bible Belt together with the story of the Yohannesian Model economy as a whole.

I call this chapter Rhyme Social Capitalism — named for the Yohannesian river and some of the nation’s largest financial and industrial conurbations it traverses.

    Heidemarie Genoveva Vogelweide (born 19 May, 1950), Emperor’s Counsel, is a Yohannesian Professor of Economics and Business Law who is the 31st and current Chairperson of the Board of Governors of the Economic Palace, serving as the nation’s leading central banker since her nomination to the office by the 47th and current Chancellor of the Nineteen Countries and her subsequent confirmation by the 115th Realm Parliament in March 2015. Presiding over the Board of Nineteen Governors as the most senior civil servant in the Economic Palace, Vogelweide is also responsible for the formulation and adjustment of the Monetary Target Consensus and the Imperial Cash Rate. Therefore, she has a major role in guiding realm-wide economic and monetary policy, making her arguably the most important civil servant in Yohannes the continent.

    Vogelweide was born and raised in Seterhelle, the fifth largest city in the Regency of Lindblum. She attended the state-integrated secondary school Augusta College as boarder on a scholarship. Having learnt to speak Spanish at Augusta, Vogelweide was able to go to the University of Patagonia in the Republic of Argentinstan where she graduated with Conjoint Bachelor of Economics and Bachelor of Laws. Vogelweide continued her postgraduate study in economics at the University of Yohannes, receiving her master’s degree in 1973 for a thesis arguing that the combination of conservatism with environmentalism in the Nineteen Countries would be good for the nation’s economic development. She went to Royal Alexandria in 1976 to work as an economist for the Bank of Yohannes, slowly rising through the ranks until she became the bank’s Chief Economist in 1985.

    In 1987 Vogelweide was voted to become Head of Commercial and Business Law of the Nineteen Countries Law Society — the regulatory body for all lawyers in Yohannes the continent. In 1995 she was appointed as an adjunct lecturer in the School of Economics and Finance at Halsten University. Following the Realm Parliamentary Election of 2014, the newly-elected Thirty-sixth Christian Democratic Executive Council of Chancellor Annabelle Thorndon-Stevensonn nominated Vogelweide to succeed Dr Alice Ackner as Chairperson of the Board of Governors of the Economic Palace.

1.2. Public-Private Economic Partnership


Yohannes’ industrial revolution began to kick-start in the early nineteenth century. Railroad building both produced and concretely symbolised a more visible pattern of rapid industrial growth. The history of early railroad development on the continent of Yohannes showcases some of the patterns involved in larger industrialisation of other historical nation-states beyond the Terra incognita, such as the German Realm (otherwise known as German Reich; 1871-1945) and the Empire of Japan (1868-1945), including the immense constraints of early industrialisation initiatives. Therefore, it can be said that many of the historical characteristics of the Yohannesian Model and Yohannesian economic development resembled more the characteristics of the late industrialising economies beyond the Terra incognita (e.g. German Realm/Reich, Meiji Japan) — and not those of the early industrialising nation-states (e.g. Victorian Britain, Imperial France). For instance, the traditional absence in the Yohannesian nation-state of a clear separation between “public” and “private” (which differentiates the Yohannesian Model greatly from other Occidental nation-states with their commonplace Anglo-Saxon “mixed market economy”) has resulted in the historical creation of a large grey zone between government and citizen sector activities (see 7.6. The Yohannesian Model: Nation State Body Corporates and Enterprises for a brief introduction).

In such industrial activities as communication, housing, transportation, and the finance, public enterprises have historically contributed significantly to the Yohannesian Model economy; the modern-day Bank of Yohannes and the heavy government control of its overseas assets beyond the International Incidents, for instance. In the creation of strategic public policy, many historical extempore committees have provided inputs to the decision-making process of successive executive councils since the Second Amendment period (1786-1871). In this short compendium, we will further expand on the Yohannesian Model’s quasi public-private institutions.

The historical importance of public bodies corporate in directing productive activities for a nation-state’s economy was one of the salient characteristics of a Yohannesian Model economy. For instance, of the estimated 16.8 million public employees (based on 2018 census of population; a population of 379 million), about 39 per cent are employees of public bodies corporate. At the national level (e.g. Government of the Kingdom of Alexandria, Royal Government of Burmecia) of governance, just above 40 per cent of employees are employed by public enterprises. And although the Executive Council and local and regional governments’ public bodies corporate combined employ only about 3.7 per cent of the nation’s labour force, their role in the Nineteen Countries’ social, political and economic life is far more important than their numbers and statistics suggest. This is because of the nature of their activities — they provide such important services as communication, transportation and finance. Historically, when the 2012 financial crisis dealt a serious blow to public corporations and nation-state enterprises, the economy languished and recovery did not start until the Thirty-sixth Christian Democratic Executive Council was elected into office in 2014.

The Realm of Yohannes is not an English-speaking nation. Although the term “public body corporate” (Körperschaft des öffentlichen Rechts) is used commonly by people and newspapers in the Nineteen Countries, it lacks a distinct, specific definition when translated to English. The term is nowhere found in the English translation of Yohannesian statutes; therefore, it can be said that it lacks legal content. Normally, however, it makes reference to a perplexing range of commercial enterprises and economic activities that are connected with Yohannesian public organisations. Following this explanation, we must include those mixed enterprises (e.g. Bank of Yohannes, VMK) that were historically established by the executive council but are now heavily controlled and influenced by the citizen sector. These mixed enterprises can be divided into two types: quasi public enterprises and amalgamated citizen corporations. Quasi public enterprises are created by Acts of the Realm (e.g. Passive Component Corporation Amendment Act 2017), while amalgamated citizen corporations are created by statutes at the national level of governance (i.e. state level). Quasi public enterprises have corporate characteristics, but are not managed with joint-stock ownership in mind. In contrast, amalgamated citizen corporations are essentially joint-stock cooperatives like those found in the citizen sector. Brought into existence and expanded through government resources and legalised by statutes of the realm, quasi public enterprises and amalgamated citizen corporations enjoy special privileges but are, in return, subjected to close state supervision because they must be held accountable to the taxpayers of the realm.

With the exception of the Bank of Yohannes and VMK, of the 317 contemporary public bodies corporate, only three — Schneider Infrastructure; Von Schönfisch Scholarship; and Royal Lindblum Railways, later reformed as Realm (Reich) Rapid Transit Corporation — originally date back from the late nineteenth century. Especially since the Third Industrial Growth period (1933-1945), their rapid growth in number can be ascribed to several factors. First, stricter World Assembly (and before it, United Nations) resolutions encouraged the creation of quasi-autonomous public entities so as to “comply” with increasingly “stricter” WA compliance requirements without impacting the growth rate of the Yohannesian economy (with its idiosyncratic economic system). Consequently, many “public-private” corporations were simply created out of the existing nation-state owned enterprises (e.g. Royal Beaufort Shipwrights Guild).

Second, during periods of strong, sustained growth of the Yohannesian economy in the first 20 years of the Economic Miracle period (1946-1971), many social and economic needs came to a head that required decisive government-influenced activities. Due to deeply embedded cultural reasons, however, the traditional separation of “public” and “private” seen in most overseas nations, with their Anglo-Saxon mixed market economies, seemed ill-suited for meeting these needs as compared to the financial and managerial instruments of the Yohannesian Model corporations. To keep and implement further reforms on the Yohannesian Model economy, it was believed, could assure freedom of management while avoiding nation-state administrative machinery overloading as seen in nearly all socialist nation-states. Conversely, the nature of the economic and social services needed for the Yohannesian nation-state was such that profit-driven private enterprises would find it too risky to be involved — as they would require too much capital, and they were often associated with longer than acceptable payoff capital investment period.

Third, to complement the quango political system created out of historical necessities, many of the smaller public bodies corporate were in fact created for the hidden political purpose of providing “safe” post-retirement employment opportunities for “distinguished” civil servants. For instance, almost half of all contemporary positions in “public-private” enterprises are held by retired civil servants and, on some occasions, outright political appointees.

Historically, public bodies corporate have varied considerably in size and stature. With the more internationalised enterprises excluded (e.g. Alleswerken Import-Export, Bank of Yohannes) for obvious reasons, the two contemporary private-public giants are the Realm Rapid Transit Corporation and the Yohannesian Telephone and Telegraph Company. With 1,463,164 and 1,078,206 employees in 2018 respectively, they are two of the Nineteen Countries’ largest employers. They are followed by the Halstenmetall Company (139,196 non-contractor employees), the Halsten And Treno Soda Factory (55,685), and the Realm Broadcasting Corporation (34,325). Over 50 others employ between 1,000 and 5,000 people, while 271 small and medium-sized public-private cooperatives employ less than 250 people.

The next page lists some different types of modern-day public bodies corporate in the Nineteen Countries.

Realm Utility Company

After the Nation State Companies Act 1943 was successfully tabled with the support of the First Social Democratic Executive Council, some of the most important economic activities of the Yohannesian government were removed from state-owned bodies to a new type of quasi-autonomous corporations: realm utility companies. In 1949, the Imperial Trust was sold to the Bank of Yohannes out of the Trust agency of the Ministry of Economy, Industry and Trade. The year after that, Realm Urban Railways — the predecessor of the Realm Rapid Transit Corporation — was separated from the Office of the Parliamentary Under-Secretary of Post, Railway, and Telecommunications. By the sixties, such manufacturing concerns as the Halstenmetall Company had acquired their independence from VMK Steel Works.

Of the different quasi-autonomous bodies corporate, the realm utility companies — for instance, the Realm Broadcasting Corporation, or Reichs-Rundfunk-Gesellschaft — are the closest in structure to an executive council organisation. RRG and other realm utility companies are partially owned by the taxpayers of the nation, and they enjoy market power in their respective markets. Unlike nation state corporations, however, realm utility companies are on a profit and loss basis; that is, just like normal nation state owned enterprises they must be able to afford what they have.

A realm utility company’s budget must be approved by Parliament’s Select Committee on Ways and Means, and their operational plans are deliberated in parliamentary debates along with their budget proposals. Their net earnings must be accumulated as funds that remain available to finance their continuing operations without any fiscal year limitation. Their managing directors are appointed by the Executive Council, with the Office of the Yohannesian Emperor having the power to veto their appointments. They must obtain the approval of Parliament’s Select Committee on Domestic Commerce or the Office of the Yohannesian Emperor before they can significantly change their prices or rates. Borrowing of money in any form — short-term, long-term, or issuance of bonds — requires the approval of the Yohannesian Emperor and must be done only with the Bank of Yohannes.

Growth Credit Institute

Kreditanstalt für Wachstum (English: Growth Credit Institute) is a government-sanctioned body corporate which supplies supplementary credit to specific areas of economic activity where private financing is inadequate. The executive council subscribed for its capital, and the rates it gives on its lending operations are politically decided (either by Parliament or by the Office of the Chancellor). Just like a realm utility company, the Select Committee on Ways and Means reviews the budget of a growth credit institute every two years. With a majority vote of the Select Committee on Ways and Means, it can raise funds by issuing bonds. Unlike a realm utility company, however, any excess assets of a growth credit institute — including income, profits, capital, and goods — must be transferred to the Bank of Yohannes.

Yohannesian Investment Corporation

As of 2018, there are 57 Yohannesische Investitions- und Entwicklungsgesellschaften (YIE), or Yohannesian Investment Corporations. They are commonly called “realm corporations” in the Nineteen Countries, with the exception of the Halsten And Treno Soda Factory, which trades under its archaic designation of Halsten Aniline and Soda Factory (HASF), or “Halsten Anilin und Soda Fabrik.” Of the 57 enterprises, the six largest with more than 10,000 employees are: Halsten And Treno Soda Factory, Realm Road and Bridge Corporation, Realm Railroad Construction and Maintenance Cooperative, Industrial Plants and Water Treatment Corporation, Yohannesian Mine Construction Company, and Housing Yohannes.

The functions of Yohannesian investment corporations are mainly in the fields of infrastructure development and regional economic activity. They make wide-reaching investments in such areas as the forestry industry, water resources and irrigation projects and public housing developments, among others. Unlike realm utility companies, which operate across the realm with government-sanctioned market power, most YIE focus their operations below the imperial level. In their early years, the executive council partially subscribed their capital. As most Yohannesian investment corporations grew over the years, however, they began to receive financial support from governments at the national level instead. Some of their activities which require approvals from Parliament’s Select Committee on Ways and Means are: their asset disposition; budget, debt and borrowing management plans; and yearly operational planning and price changes.

National Banking Institution

A national banking institution is a bank which was founded and supported by successive executive councils and with the full sanction and expressed approval of Parliament for special nation-state purposes and which does not take the traditional joint-stock identity. There are 17 such institutions on the Yohannesian continent, with Alleswerken Import-Export being the most dependent on the executive council. Although formally the Bank of Yohannes — the largest bank in the Nineteen Countries — is not registered as a national banking institution because of its modern-day private and multinational attributes, it may very well be considered as a national banking institution because of the very important national role it has played for the Yohannesian economy since 1990. In a way that cannot be disputed, it is more tightly supervised by the executive council of the day than even some other de jure quasi-public corporations such as the Realm Rapid Transit Corporation.

As well as the four types of public bodies corporate discussed above, there are 156 government Partnergesellschaften (English: Partner Companies) that resemble the characteristics of a Yohannesian Model Economy public bodies corporate. The largest five such commercial enterprises which employ more than 10,000 employees are Medicaid Services Corporation, General Atomics Contractor, Von Willebrand Institute of Chemistry Research and Material Production, and Food, Fibre and Pharmaceutical Technologies Limited Liability Entrepreneurial Company. At one point in time, these enterprises were created by the special authority of an Act of Parliament and Statute of the Realm on behalf of the Office of the Minister of Economy, Industry and Trade; and therefore, the extent to which the government can intervene into their daily operations is decided by their respective constitutional requirements (i.e. constitutional documents).

Most Mittelstand und Familienunternehmen (English: Small and medium-sized enterprises and family businesses) are special joint-stock enterprises protected by these government partnership company laws. Government partnership companies support their day-to-day operations by sponsoring their capital subscription. Government inspectors also ensure that they achieve their objectives without breaking the Company Law of the Yohannesian country in which they operate. These small-scale businesses are created in a niche in the market where private capital is disinclined to participate in—for instance, a chemical engineering firm introducing a new material for a niche product. The government steps in to provide the additional guarantee for new market participants. They also ensure easier access to international trade instruments and loans from major market players such as the Bank of Yohannes if necessary.

Government-sponsored Mittelstand und Familienunternehmen are small enterprises even by normal Mittelstand standard; the employees on their payroll typically ranged from 20 to 100.

[ Out-of-character information: It has been brought to my attention that editors of certain politics and government articles on Wikipedia (mostly UK related) have copied the format and style (e.g. wordings) or information used on this thread by me. While I'm flattered that editors outside NationStates would use my politics and government threads on NationStates as inspiration, I took many things in this thread from my real life work, i.e. this partly counts as my academic work in real life, as well as the academic work of other authors cited in my real life work. Therefore, any unauthorised infringement will be treated seriously.

I'm happy with other writers on NationStates and other roleplaying/storytelling websites copying my things, but not writers and editors on real life websites, especially not editors on real life websites like Wikipedia, because it undermines the integrity of my work. Thank you. ]
