I'd suggest linking Paint.net, since it's a pretty handy tool to use for pretty much any computer. Plus you can add Effects and other sorts of stuff.

Also I think Adobe has older versions (CS2) of Photoshop for free. I'll have double check for a link.

They only give out a 7 day trial for Photoshop CC. Photoshop Elements often used to come free bundled with scanners/printers and even some cameras, but I think they've moved away from that.
