If you observed Standard Time year-round, you'd experience exactly the same in the winter as if you didn't, since DST applies to the summer. If you saw the effect line after choosing an option on the issue, then the URL should have the issue number in it, as well as the newspaper clippings (which say, for example, VOL. 30 NO. 123 where 123 is the issue number)
If you saw it on the National Happenings thing, though, I don't think there's any way to check the issue number.
