Is gay marriage legal in any parts of your country, or has legislation on it not been passed yet? Gay marriage is not legal on the federal level.
If no, why not? A mixture of cultural and religious reasons. The rather secular Storfylke of Taranger, and the Alfartru Storfylke of Alfheim, allow gay marriage, while the Christian storfylke of Vestøy and the Norse storfylker of Fjordland and Nordbreheim does not.
Are there any regions, states, provinces, etc. in your country that gay marriage is illegal? Yes. It is illegal in the Storfylker of Vestøy, Nordbreheim and Fjordland, although the latter two allow civil partnership.
What percentage of your population is homosexual? Somewhere between 1-2%.
Have religious or atheistic beliefs influenced your decision to make gay marriage legal or illegal? Yes.
Are schools allowed to refuse LGBT people? No.
Are jobs allowed to refuse LGBT people? No.

The ruling parties coalition plan to have a gay marriage legislation this legislature. It has been ammended the legal unions law to include homosexuals, with a rang lower than marriage.
If no, why not? A mix of cultural and religious reasons.
Are there any regions, states, provinces, etc. in your country that gay marriage is illegal? Is not legal. 2 homosexuals can legally live together but they are not considered legally yet as married people.
What percentage of your population is homosexual? unknown around 2%

Are schools allowed to refuse LGBT people? No, they aren't.
Are jobs allowed to refuse LGBT people? No, they aren't.

Are LGBT people allowed to adopt? No, currently homosexuals can adopt as single parents. The now law would allow to let homosexuals couple to adopt.

If no, why not?

Are restaurants and other services allowed to refuse service to LGBT people? No. It's illegal.

Given the fact that a vast majority of the population is LGBT+, and the prevailing religious opinion is that homosexuality, transgenderism, etc... is an amoral issue, the whole anti-LGBT argument is considered relatively moot. Even during the previous Christian leadership, the LGBT+ community was oftentimes swept under the carpet, and generally ignored. In mid-2018, there was a proposal made by the government that would have required all LGBT+ citizens to undergo conversion therapy, luckily, it never passed the proposal stage.
Are schools allowed to refuse LGBT people? Educational discrimination on the basis of sexuality or gender identity is strictly prohibited.
Are jobs allowed to refuse LGBT people? Workplace discrimination on the basis of sexuality or gender identity is strictly prohibited.
Are restaurants and other services allowed to refuse service to LGBT people? There are currently no laws prohibiting refusal of service to anybody. However, such a case has only occurred very recently, and sporadic and extremely rare in occurrence.

Have religious or atheistic beliefs influenced your decision to make gay marriage legal or illegal? Neither religion nor atheism have influenced Da Kapa's LGBT rights.
Are schools allowed to refuse LGBT people? No. Everyone is welcome in Da Kapa, unless they have "treacherous" political beliefs or have committed serious crimes (like treason or murder).

Other LGBT policies
Although homosexuality is widely accepted in Fort Da Kapa, many other categories of LGBT are not as well-known and therefore considered strange. Transgenders and other non-traditional gender identities are something Kapans know little to nothing about, and therefore they will be easily misunderstood or misgendered, although they are still seen as worthy and welcome citizens. (Androgynous hairstyles and ways of dressing, on the other hand, are considered quite normal.) The attitude towards bisexuality is somewhere in between and also depends on the subculture you are in: some native Kapans think people are either gay or straight (not believing that it can be more flexible than this and that bisexuality is possible), whereas one of the minority subcultures believes everyone is actually bi (not believing that completely straight or gay people exist).

So even though Da Kapa is an accepting community where most kinds of people are welcome, ignorance about certain minority groups is common.

Is gay marriage legal in any parts of your country, or has legislation on it not been passed yet? Gay Marriage has been legal in the entirety of the Grand Theocratic Empire for 5,000 years.
If no, why not?

Have religious or atheistic beliefs influenced your decision to make gay marriage legal or illegal? Yes. Marshism enshrines it as a right and has for 5,000 years. It views religions, or more likely states using religion as a shield, that disagree as being backwards and weak.
Are schools allowed to refuse LGBT people? No, and it has never come up. We view schools that do so as intellectually puny and incapable of handling themselves in any serious matters of discourse and hold their academia cheap.
Are jobs allowed to refuse LGBT people? No, and it has never come up. We view places that do so as incompetent and foolish, and are unlikely to use their services- discriminating against gainful employees based on such a silly consideration marks them poorly.
Are restaurants and other services allowed to refuse service to LGBT people? No, and it has never come up. We view restaurants and such that do so the same as jobs above.
Are LGBT people allowed to adopt? Yes, for over 5,000 years. We are flabbergasted and puzzled this is in some way an issue in other nations. Points to their cultural, familial, state, and religious weakness and fragility if they are concerned over such matters.

Gay Marriage and Civil Unions is officially outlawed in the Praetorian Prefecture of Italy.

A few of the Provinces with a liberal leaning population have protested and tried to have Gay Marriage
kept legal. But the Emperor and the Roman Senate has ensured their efforts are in vain.
What percentage of your population is homosexual? 0.36%
Have religious or atheistic beliefs influenced your decision to make gay marriage legal or illegal?
The stance of the Roman Catholic Church, our state religion is that being homosexual, transgender, etc is
a sin against the Lord and should not be encouraged. The Emperor, the Roman Senate and the majority of
the People support Gay Marriage being outlawed.

Yes, if the LGBTs offend their faith.
Are jobs allowed to refuse LGBT people?
Yes, if the LGBTs offend their faith.

Yes, if serving them violates their religion.
Are LGBT people allowed to adopt?
Yes, but they are discouraged to convince their adopted sons or daughters to become LGBTQs, if so,
they will be executed on the charge of damaging Public Morals, making a person mentally ill and
perhaps potentially damning a person to hell even though that isn't officially illegal.
