New Weapon Development

The Department of War is beginning development on a lighter and shorter version of the currently fielded M16A2 Infantry Assault Rifle. The intent is to create a rifle that is easier to carry and limits the strain on the individual soldier as to increase mobility among infantry units. The Department has set aside $6,000,000 for development costs on this new weapon. A competition will be opened to firearm companies across the Confederacy to create and submit a design for this weapon, the best design will be chosen and the company will receive a contract to develop the weapon to further fit Army requirements. The requirements are as follow:


Must be chambered in 5.56x45mm
Must weigh less than 8 lbs (loaded)
Must have a barrel length of 13-16 inches.
Cannot have an overall length that surpasses 35 inches.

Lache-Occitania Armies Clash at the Border


Citizens in the quaint border towns of Occitania and Lache were rudely awakened today by the sound of gunfire and explosions as the Lache Armed Forced quickly mobilized and assaulted the Occitanian border. Thousands of rounds of ordnance and explosives were traded while Lache ground troops attempted to occupy nearby territory. From what we can gather this was nearly impossible due to the density of landmines placed in their predicted paths. Eyewitnesses estimate several hundred injured from these explosives alone. Lache airstrikes caused moderate damage to Occitanian infrastructure and killed dozens (civilian or otherwise). Both nations are currently mobilizing forces and preparing for retaliation.

The governments of Izmir, Vitolia, and Rhone, among others, have voiced their objections. Occitania has petitioned the APSIA Security Council for immediate mediation. We'll keep you posted as the situation develops.

There was a coronation ceremony, and it reportedly had several thousand attendees, and even more people watched it on their tvs, as it was broadcasted on every channel in Grandi Alberi. King Alberto di Maccheroni has requested that the Pope come and make it official in the eyes of the Lord. Alberto di Maccheroni now officially holds 3 titles: General of the Alberino Armed Forces (AAF), President of Grandi Alberi, and King of Grandi Alberi. Changes Take Place




With the change in government comes the change in laws. After a quiet period of changing no laws, the government has decided to begin a rework of the laws set in place by the tyrannical monarchy that shadowed over the nation for so long. These changes consist of economic, political, military, and more.


ECONOMIC
1. The government budget will be adjusted to 0.20 in order to assist in the provision of new social services.
1A) This will result in tax increases, but the rate for working in the oil industry, the land tax,
and the payroll tax will remain unaffected in order to incentivize growth.
2. A 15% withholding tax is levied on royalties paid to a nonresident unless the rate is reduced under a tax treaty.
3. The government grants 10-year tax incentives on investments in the following six underdeveloped provinces:
Hail, Jizan, Abha, Northern Border, Najran and Al-jouf.
Investors will be granted a tax credit against the annual tax payable in respect of certain costs incurred on Yahelian employees.
4. The corporate income tax rate is 20% on a non-Yahelian's share in a resident corporation and on income derived
by a nonresident from a PE in Saudi Arabia. The rate on taxpayers working in the exploitation of natural gas sector is 30%.
The tax rate on taxpayers engaged in the production of oil and hydrocarbons is determined on the basis of the company’s
capital investment, as follows: 85% where the capital investment is USD 60 billion or less;
75% where the capital investment is between USD 60 billion and USD 80 billion;
65% where the capital investment is between USD 80 billion and USD 100 billion;
and 50% where the capital investment exceeds USD 100 billion.

Capital investment is defined as the total cumulative value of fixed assets, whether tangible
(e.g. equipment, machinery, etc.) or intangible, including exploration, drilling and development expenses.

MILITARY
1. Funds will be redirected from infantry units in order to fund
the development of the navy, land vehicles, and the airforce.
2. Weapons will be supplied with hollow point rounds when dealing with highly dense
infantry skirmishes, regular rounds will be supplied when dealing in highly civilian dense areas.
3. The military budget will be boosted by 2Bn after the government budget laws come into effect.
4. More field medics will be assigned to infantry divisions in order to minimize as many casualties as possible.
5. The navy will be expanded to a moderate size in order to deal with the large amounts of coastal areas.

In a statement to press today Chairman Huang Xiaoming announced that 1,000 Wuxing M113 armored personnel carriers, and 1,000 Patton MBTs have been transferred to the Nation of Yahel to help them is defending the middle eastern nation from the many threats surrounding them.
The tanks were provided free of charge but Yehel was required to ship them too themselves.

In addition to this Hyundai Heavy Industries will be opening 3 munition factories one in northern, central, and southern Yahel as well as a Hyundai factory for production of parts for the APC's and Tanks localy.

The option to purchase additional tanks, APC's and aircraft form Songjiang has also been allowed, and Wuxing industries has announced interest in building automobile factories for KIA and Hyundai in the nation for local sales and employment.

The Formation of the Commonwealth Economic league

Today the Britannia government has issued a new diplomatic approach in which the Britannia will now try and tighten ties between previous commonwealth nations.
This idea has been stemmed to help increase economic growth for not only Britannia but also other past Commonwealth nations. The new pact is aimed and increasing trade and further integrating the economies of past Commonwealth nations. Furthermore, it is to bring closer ties between former Commonwealth nations and improve diplomatic relations between the states. So far reports indicate that the Britannia Government has invited Perth, New Perth and Vinala.

Spokesman for Foreign Affairs Ministry claim:

The new Commonwealth Economic League is starting off slow and therefore is trying not to be aggressive towards the international community. Furthermore, if former colonies wish to join the League they can apply at there own discretion. The Economic league aims to make all nations involved prosper and help build diplomatic bridges.

Reasons for inviting the nations on the above list is due to those states having originally close ties with the Commonwealth and still have much potential for development and to increase prosperity. Within the invitation the Britannia government has sweetened the deal by including that British companies may be given incentives for trading within the listed nations, as well as the potential for foreign direct investment from both Britannia’s Government and the private corporations.

If accepted the Britannia government is said to heavily invest within the mentioned states to grow the nations economically and with a special focus to increase productivity in regards to agriculture and raw industrial input goods.

Who knows what will come of this agreement although prominent British economists determine this will benefit all states that are involved due to the increase of trade and foreign investment to come.

As a bit of a surprise communist political activist Freyja Vandenbrock was appointed Director of the National Supervisory Commission by the the National People's Congress.

Freyja was born in Beijing, Songjiang her parents merchants from Svalbard who decided to stay permanently in the 1970's. She studied political theory in Pavlovosk. in 1989 she was arrested several times by the Qin dynasty for openly criticizing them and spreading communistic leaflets. She was serving a 10 year sentence in the Central Manchurian Work Camp when she was released by communist forces following the conclusion of the civil war. She is very tall by Songjiang standards at a height of 182.88 centimeters but outside that she doesn't come across as intimidating.

The National Supervisory Commission of the People's Republic of Songjiang is the highest anti-corruption agency of the People's Republic of Songjiang, at the same administrative ranking as Supreme People's Court and Supreme People's Procuratorate. Its operations are merged with the Central Commission for Discipline Inspection of the Communist Party of Songjiang. The National Supervision Commission was formed at the first session of the 1st National People's Congress in 1989. The Commission includes the director, deputy director, and ordinary members and the director is appointed by the National People's Congress.

The former director Yang Xiaodu had stepped down do to health concerns and the National People's Congress appointed Freyja Vandenbrock as the new director in an emergency session.

Santangel Planning for the Future
After Santangel and the GLN secured the Presidency and both houses, Ciceron resigned from the party, claiming that: "I've been with the party for decades, but I've recently brought shame upon it. It's time for me to hang my coat and retire. I'm going to live in Texas."

With Ciceron out of the way, it represents the end of years of Union Party leadership and a new horizon dawns upon Toluca. Santangel has already made some progress, despite not being inaugarated yet. Such is demonstrated in reports of Santangel's meeting with Barnetian representatives to discuss an extradition treaty between the two countries. The Department of Security has stated that, "it should reduce the level of crime passing through the two nations borders."

Other than the aforementioned Extradition Treaty, the GLN has issued a few statements summing up their plans for Toluca while it's in their hands.

Santangel is a firm believer in strengthening Toluca's navy to better protect itself from it's neighbours. He plans on directing more funds into naval production and even procuring newer naval assets from overseas.

In addition to this, other areas of the military will be improved as well, like equipping Toluca's soldiers with better equipment to ensure it's a more capable fighting force.

Moving away from the military, the GLN is planning on using some crafty economics and economic growth to aid in bringing millions of Tolucans out of poverty.


I'd argue that our nations greatest failing is that not all of us can enjoy a high quality of life, and it's truly crippling to our national spirit and economy. I hope by 1995, we have at least got the wheels turning for making Toluca a developed enough nation that the common man is middle class.

Following the Songjiang industrial expansion into Yahel through their munition factories, a few key industrial players have decided to begin integration into the Songjiangian market. The IRS (Israeli Retail Supplier) has purchased a warehouse and began moving stock into Songjiang. Qatar Automotives International has opened a factory to begin supplying luxury and supercars to Songjiang and a single Ambiance of Arabia location has been opened in order to test the waters.

Following the military donation to Yahel from Songjiang, the government has decided to reach out and construct an embassy. The head of foreign affairs is quoted saying "In order to secure tighter bonds between our two nations, we must both put in the effort. It is obvious that our friends have done their part, now we must do the same."

Cordoba new governor, Naval bases, & updates!

President Gaona has officially appointed a new governor for the territory Cordoba. Earlier in the week the president announced his decision to appoint Admiral Ricardo Espina as the next Governor of Cordoba. The senate approved the Admiral with little restriction by a vote of 81-19. Espina will take office on January 4th, 1991. Shortly after, President Gaona announced the closure of the Alician naval base in Barnetia and stated a new naval base would be opened in Cordoba. He assured the press relations were well with Barnetia and training between the two Navys would persist.

10,000 able men from Lazir have traveled to Alicia to find work in the Alician mines for countless metals and minerals. The government of Alicia paid all travel expenses as well as provided housing for the men. Presidential candidate Senator Bowman called the project "Treason against one's nation" that the president offered such benefits to foreigners. President Gaona has assured the nation these jobs are harsh and Lazir citizens are willing to work hard. The project is still expected to boost production from the mines.

After much speculation and even launching an exploratory committee Secretary of State Eliza Cortez has decided not to run for president. In a short speech given outside her state department the Secretary thanked her supporters by stating the following.

"Although i have decided i will not be running for President at this time i want to thank everyone who believed i could lead this nation. I have served as Secretary of state for 6 years and my passion is representing our beautiful nation to the international community."

She ended her speech by stating she wouldn't rule out a run in the future. The secretary's approval rating stays at a high 68% while President Gaona's is just over half at 51%.

Congresswoman Andrea Tejedor from Cordoba introduced legislation to the congressional floor in the early week to allow Cordoba to vote in it's own Governor. Tejador is one of the two representatives Cordoba elects to the congress, Cordoba elects no senators. Tejador is a member of the Cordoba Nationalist Party and has been a member of congress for 12 years. With an approval rating of 60% in Cordoba she has great power with swaying public opinion on the Island. 5 years ago Tejador introduced a bill that would make Cordoba the 9th district. The bill narrowly passed the house but failed in the Senate with a vote of 54-46. 60 votes are needed to bring in an additional district. 52% of the Island support becoming a district with growing support everyday.

Santa Rosa to deploy "peacekeepers" in Europe
President Perez seeks to mediate in the Lache-Occitania conflict

SANTA ROSA - Following a Security Council meeting over the ongoing armed conflict between Lache and Occitania, President Tito Perez has pledged to deploy up to 5,000 ground personnel to enforce a ceasefire in the region.

Foreign minister Billy Marino stated he wanted to deploy the force in front of the Security Council, wanting to assert Santa Rosan values and ensure peace in Europe. The minister also stated his desire to create a ceasefire between the countries with the backing of other nations such as Pavlovsk.

"Santa Rosan troops will serve as peacekeepers to keep civilians out of harm's way," Marino said. "Santa Rosa supports a ceasefire and will pledge to enforce it."

The 5,000-man force, which was promptly ordered to be assembled, will be commanded by Colonel Jefte Bonturi, one of the youngest colonels in the Santa Rosan Armed Forces. Bonturi was previously commanding a force that was clearing out drug traffickers in the Amazon.

The move was controversial from both sides of the political spectrum. Some PSD congressmen condemned the action, accusing Perez of "warmongering" and "not sticking true to his campaign promises." Perez promised limited intervention abroad and focusing on internal matters.

Former presidential candidate Plutarco Dijker condemned the act due to it's diversion from the war on drugs. "The army and good men like Colonel Bonturi should be slaughtering cocaine lords, not wearing blue buckets on their heads in Vichy."

New Kaaplandic Rand Enters Circulation

Just today released by the Kaaplandic National Bank, the brand new banknotes of the Kaaplandic Rand have entered circulation. These new banknotes, pictured above, are made of the recently released polymer material used in newer banknotes around the world.

These new banknotes will be deemed the Carnation Series, after the flowers pictured on the front of the notes. The Carnation Series features several ideals close to the hearts of all Kaaplandic citizens. The carnation, representing democracy, is featured several times on the obverse of the notes. Great Kaap philosophers are featured on banknotes, along with one of their respective quotes, representing the ever present democratic technocracy in the Kaaplandic government.

Along with the obvious addition of polymer substrate materials in the minting of the banknotes, the Carnation Series features several security features not used in older versions of the Rand. The most obvious features include raised text, rolling color on the metallic strip, and microprint in the carnation flowers on the left hand side. Less obvious features can be revealed with ultraviolet light, which when shined on the note reveals that all text is outlines in glowing green, and imagery in blue.

The Carnation Series has already been put into circulation, and minting has begun. Minting of all older series Rand notes will cease as of the new year, and by 1992 the old notes will become obsolete entirely. Old notes can be exchanged at Kaaplandic National Bank locations across the country.

APSIA Organization votes in favor of a ceasefire in France





The APSIA Organization's Security Council adjourned from an emergency meeting on the Lache-Occitania conflict on December 15th, and announced on the 16th that a resolution was agreed upon during the meeting. The resolution states that "the Security Council of the APSIA will unilaterally pursue a policy of peace in Lache and Occitania, demanding a ceasefire; and that the member nations of the Security Council will provide to it the necessary resources to ensure that such a ceasefire is enforced." The Security Council has made a direct request to the governments of Lache and Occitania to agree to a ceasefire and allow the Security Council to mediate negotiations for peace between them.

If the states agree, the Security Council plans to send APSIA peacekeeping forces into their borders to protect civilians and enforce said ceasefire until a full solution to the situation is reached. If the states disagree, the Security Council stated it will discuss further action.

Martial Law in American Federation


After a recent discovery of a very substantial influx of weapons and fully blown tanks into the already rowdy center-east region, the American Federation has deployed 29,000 military personnel to tear the "Heartland" states upside down until the ring leader(s) of this weapons shipment get apprehended and presumably executed.

This surprisingly surprised no one as the fascist state is prone to gross overreactions and a total disregard of civil liberties. From what our reporters can gather, at least two hundred arrests have taken place in the past several days. This trend will likely continue until enough people give shaky confessions under whatever torture techniques are currently in fashion.

The Federation has claimed that it is taking reasonable steps to contain a high level terrorist threat, and unfortunately for the international community, the current evidence on the Federation's side would make its actions entirely justifiable. We encourage citizens of the Federation to report the truth to us so that we can expose the last standing Tyrant of the Americas.

Santa Rosa Bluehelmets Arrive in Europe

Quiet optimism would best describe the mood in Occitania following the deployment of 5,000 APSIA Security Council forces by the Santa Rosan government. In a bold move the relatively smaller military and economic power took the initiative by rapidly organizing and mobilizing the force, effectively forming the spearhead of the APSIA Security Council's response to the Lache-Occitania conflict. These troops have been mainly relegated to humanitarian support, though on paper they are authorized to engage either side with "sufficient force to guarantee an end to hostilities."

Santa Rosa is a budding global power and in recent times it has shown a greater initiative to be a global leader and to assert its place as a member of APSIA's upper echelon. Europe will not be quick to forget that Latin America can and will maintain the ability to rapidly deploy to its front lines in future conflicts.

Presidential Campaigns Begin

The campaigns for the upcoming presidential election have recently began, we here at the Dallas Chronicle will be publishing a break down of each candidate and what their stances are.

David Eisenhower- Eisenhower is a member of the National Party and a former military officer. He is an avid nationalist that believes in expanding the military and putting Texas first above all other countries. He has also been known in the past to claim West Virginia as rightful land of the Texan Confederacy and not Gettysburg, citing pre-war boundaries. Eisenhower has no major problems with most foreign countries, he does however highly dislike Gettysburg. As he believes they are responsible for the atrocities committed against Texan civilians during the war. He is known to support the New Minutemen Movement currently brewing in the American Federation.

Charles Burnett- Burnett is a member of the Democratic Party. He is in favor of keeping the military spending at a minimum and is also in favor of focusing on the Confederacy before helping other nations. Burnett is an advocate of peace and does not believe aggression and strained relations will help the situation with Gettysburg.

John Kershaw- Kershaw is a member of the Libertarian Party. He advocates for the military budget to be shrunk even more than it already is and wishes to shrink the federal governments power even more. He also believes that a peaceful solution is the better way to handle the rivalry with Gettysburg rather than war. Kershaw served a brief 4 year enlistment in the Texan Navy but was discharged because of a leg injury. He is a supporter of the New Minutemen Movement as well.

Korsgaard wins the elections, calls for European mobilization
It's official. After a savage electoral campaign between the two right-wing candidates, conservative Marc Korsgaard seems to won over his coalition partner Mikel Kimmel, representative of the more reformist fringe of Det Konservative Folkeparti. Contrary to what was shown by the polls of the various statistical agencies of the nation, the difference between the two candidates was tight, with the candidate from Bavaria who won only 2% of the vote compared to the countryman. The young reformist candidate has managed to gain the confidence of the middle class, concentrated especially in the Danish part of the nation. The most noteworthy figure that seems to emerge from the statistics is a true change in the inclination of voters belonging to the younger portion of the population; with an absolute result of 9%, the social-democratic party of Hulm has obtained an impressive 19% among the twenty-five and younger voters. That the nation, historically a bastion of the socially conservative right in Europe, was undergoing a reformist push by the younger population is certainly not new, even if before this election such a striking result seemed only a mirage for the party of Lasse Svendsen.
Waiting for the official settlement, Rasmussen wasted no time and commented on the recent events concerning the two countries of the old French bloc, in particular about the troops of Santa Rosa who had just landed on the continent on a peace mission.


I and the future defense minister have been discussing for a long time and the most serious decision is to try to resolve the matter without the intervention of forces outside the continent; we have sent an invitation to the major European countries with the aim to form a force that can maintain the peace of the continent, together with the request to the Apsia general council to intervene in the place of the troops of the South American country. Without meaning any insult to the Apsia Council, we believe that the European countries, directly influenced by the conflict, are the best actors in administer the conflict and aim for a lasting peace in a choral manner.

Volunteer Militias in Ohio Harass Antes Fishermen


As the political parties in Ohio become more hysterical, interesting new developments have occured along the shared lakes of Ohio and Antes. Right wing militia groups have taken to "patrolling" the water boundaries and performing small scale incursions into Antes fishing waters. These militias typically scare off fishermen and the local wildlife by firing warning shots and occasionally ramming stubborn Antes ships. Antes patrol boats seem to be unable to respond to most cases due to the scattered nature of these attacks.

The Miller campaign has taken a bit of a hit lately as his boomer followers reel away from the violence associated with him. Despite this, Steinburg currently only stands a 30% chance of winning. Independent candidate Omar Cambre, who previously polled at 0.03% during the conservative primaries, now polls at 2.7%. He may very well be the key factor in a potential upset victory.

Government sponsors foreign exchange program with Santa Rosa for college students; introduces literacy programs in Lasir.
Investment firms applaud idea as a way to make Lasir a better country to do business and a way to open up more technical jobs.

The government has recently announced a program that would have young adults within the age range of 18-30 to be eligible to a state-funded college experience at various colleges in Santa Rosa. Citizens will take a test in order to test their eligibility for the program, as Premier Rochefort has explained it will be much like a scholarship. $250Mn will be put into the project up front, with an addition $10Mn of taxpayer money going every month to help fund the program. Premier Rochefort said in a statement earlier today,

The sad truth is is that many Lasirian's today are illiterate and are unable to read the labeling upon their food or the letters on street signs. This plans to change all that by lifting the new generation to a level of higher learning, so our descendants will learn from them. I know it is a long term project, and the fruits will not bear quite as quick, but it will be something that you can be proud of when your grandchildren ask you what you did.

Meanwhile, back in Lasir, the government has issued Literacy Programs where adults of all ages can come to designated local centers to learn to read and write. This is a more short term solution that has been deemed appropriate as a stepping stone before college becomes the mainstream in Lasir. The new government has not been in power long, but has already begun introducing new legislation important to the Lasirian people.

Introducing Operation Sparta. AREI (Agencia de Espionaje, Reconocimiento e Inteligencia) agents, numbering in the hundreds, will infiltrate the major drug cartels, rise through the ranks, acquire intelligence and eventually give the Policía Secreta and the Military sufficient data to perform nation-wide take downs and control the supply of drugs in Toluca.

This, combined with more harsh and determined policing efforts, should help the drug-related and violent crime rates to decrease overtime.

The Alician Education Department has announced there plans to grant fashion graduates art grants to jump start there ideas and supports the designers 100%. The Alician based high end fashion company Bair Jolsonaro is due to hold its new year line up January 3rd with Ms.Alicia head lining the event in Madrid but just 5 days later will jump start there national tour around the globe. Just a few stops consist of Britannia, SongJiang, Japan, Paris, Hulm, Vitolia, Sundsvall, and The United Pacific just to name a few. The goal is to present the luxury brand and encourage tourism to Alicia's finest cities.

The Alician Department of Agriculture growth and development have successfully swayed the government to cut taxes on Olive Oil and Tea farmers across Alicia. Although the President only came down a few percentage points the farmers are expected to save thousands on the tax breaks and use the money to boost production and marketing. The district of Sinhala is the main producer of tea in the nation and tea exports from the district should rise to the Asian and African nations that purchase.
