"Of course, but other drugs like nicotine and even caffeine can spark greater and 'harder' addictions, because there is no such thing as a gateway drug but rather primers for addiction are what exist. But if we focus on regulating marijuana, regulating providers and suppliers, and ensuring a legal age like 21 years of age when brain development is significantly less affected, this proposition can be successful. It will protect our citizens and ensure revenue to give them healthcare."

"Look trying times for all of us to tighten our belts, and cut bloated and wasteful government spending. The 2016 election showed us there is a demand for conservative ideas in this great state, and I believe that we as Republicans should serve the people their demands. =With all due respect Governor, may I have the honor of showing you the New NY plan for healthcare in our nation." "As you can see here we shall be tackling wasteful and bloated government spending. We shall have the following priorities:

Ending the silly rule that requires State contractors to have an affirmative action program, granting us a greater breadth of contractor thus making stuff cheaper

Cutting medicaid down to 100% of the poverty line, using government only as a means of last resort for the truly needy.

We are going to be recalculating COLA for Social Security to get more efficient allocation of our scarce resources

We will also need to get rid of the death tax in New York, negotiations are a non starter until we get rid of it.

We are going to cut social welfare spending by 20%, and implement more rigorous criteria

To modernize the budget and get a more accurate picture of spending, we shall switch accrual based system

Transportation by far the largest expense shall be cut back 33%

Since Head Start has been proven to be ineffective we will be ending it be using the money elsewhere

I have just described our agenda governor and I am sorry to say this, I truly am, but if you go ahead with the Democratic plan, I am afraid I will have no choice, but to shoot down the bill in the Senate."

"Those seem like rather drastic cuts. I know welfare is a bit bloated, but that might be too much. I do agree with recalculating COLAS and dumping affirmative action. Medicaid may need cut, but not so radical. How about instructing the state auditor to look for waste in government?"

Economic Growth

Lenny Lotto, as Senator, would be unyielding in pursuing the most beneficial economic deals for both New York and America. These are not empty handed words countless other politicians would simply throw out there, Lenny can be put on record in multiple times explaining his deeply beneficial economic positions. He strongly favours the complete stoppage of increasing the U.S debt, so that the American economy is self sufficient and not reaching complete bankruptcy. Along with this he thinks about the smaller picture; he thinks about small businesses which build the great backbone of both rural and urban New York: Lotto will work in the Senate for lower corporate tax rates, so that the entrepreneurs of New York can do what they always have and provide hundreds of jobs. To stimulate the economy, he campaigns for the elimination of taxes on capital gains; this way a new era of business and employment springs across our great New York State.

Border Integrity


Unlike his opponents, Lenny supports the legal immigration process and a strengthening of American border & immigration security. He believes in the American dream and a morally right and sensible way to become a member of the United States of America, this is why he supports: An Australian influenced path to residency, tougher screening for past criminal records in migrants, increasing border security and a general international respect for the rightful borders of the U.S.A. This way New York city and other surrounding cities aren't flooded with uncontrolled unskilled labour; a saddening situation where roughly 100,000+ homeless people are pushed to the street through either not finding employment or being pushed out of employment. Lenny is the only candidate in the New York Senate election that is fighting for the preserved dignity of legal migrants and Americans alike.

G.O.P Unity


Throughout the past year there has been many known conflicts between party members of the Republican party: a Republican In name only candidate campaigning running in New York, an early presidential bid by a senior member of the party, occasional name calling and an indescribable tragic event. Lenny wishes to move past party fracturing and begin cooperating with Republican law makers and senators to achieve the United States fellow Americans voted for in 2016. He believes in pushing against the Johnson backed Democrats and the Walton financial agenda through lending his hand to members of his party in the Senate. Not only this, he will work to build a lasting and people backed New York Republican party: Doing this through listening to the people of New York State and supporting legislation which helps you in everyday life.

Natural Conservation


Never before has the land, air, water and wild life, the great essence of rural New York, been threatened by unsustainable and catastrophic policies to such a degree. The land & air of our great American forefathers has been devastated by large scale poisonous gases and landfills. The land where once our grandparents walked happily throwing pebbles and playing tag has been ravaged by urban sprawl and pollution. Lenny swears to not stand by ideally ignoring the issues which face New York's nature, it has been his belief for decades that national conservation should be practised and as Senator he will practice it through supporting environment aiding legislation. In his eyes, the existence of rural New York and the planet should not be taken for granted.

Elderly Care


It has been well recorded that Lotto advocates for higher pensions for the elderly; for it is they that worked tirelessly to build up America, fought bravely for their country and risked, without looking back, for America time and time again. So it should be fair that they receive adequate care and assistance through the helping hand of the government. Progressives would have you believe that pensioners are not worthy of assistance, but they are wrong. Lotto will never falter in giving back to the great people that got America to soaring heights, he will never let down the old backbone of American society. As he is the only candidate campaigning for this, it is his firm duty to do so without error.

Clean New York


New York state is facing a serious opioid crisis, and education campaigns aren't cutting it. Active investigations need to happen in major New York cities to locate and eradicate stashes of illegal drug supply, along with outreach measures to those affected by strong drug addiction. Suppliers of these perception altering chemicals should be found as to end the onslaught of addiction and helplessness in our communities. Lenny is determined to bring about reforms which address these issues as he has fundraised for charities helping the affected before. He believes a strong NO to drugs should be the answer, including the proposed legalisation of Marijuana.

Gun Rights


On the topic of the right to bear arms, Lenny Lotto is strongly in favour of preserving this fundamental American right. It is that of his belief that no tyranny shall reign unchecked in the U.S by the American people, that the citizens of this country are self-determined in what they do and that no force takes that away from us. He is dedicated in preserving the rights of all Americans, that including the right to bear arms. Lenny Lotto has stated before that gun control simply dose not work to it's aims and instead violates the Second Amendment which is an unacceptable loss of rights. Furthermore it should be of note that he only supports the usage of guns when necessary, that is hunting and the right to self defence.

When I was considering announcing for governor I went to him for advice, we spoke a few times since then his support has been treasured. Sydney patiently listened, taking in both Irvine and Scotty's comments before responding. Her demeanor had by now shifted from hostile to wary to agreeable: this was certainly a much more positive conversation than what she expected. They were speaking in the language of policy -a language in which she was well-versed- which had fascinated her ever since her studies at USC. In fact, her interest in policy started even before college, back when she lived in Hong Kong and worked as a librarian alongside her brother.

"Conservation of wildlife is certainly not the sole issue we face concerning the environment, I am in full agreement with both of you on that. Chemical contamination of our water, soil, and air must be eliminated as much as possible, and greenhouse gases pose a clear threat to the well-being of the planet. Consider though, that these issues have a common solution, that is to say a technical one. Technology is what will ultimately do the work of reducing chemical contamination or emissions. And a technical solution to a technical problem calls for technical standards."

I hope my repeated use of the word "technical" did not irritate them. Best to find another word as I continue...

"I acknowledge that the ozone matter required not one, but two international agreements; ozone-depleting substances would be phased out and that drew the ire of Dupont and other chemical firms. But that's not the whole story. If you look closely at the Montreal Protocol, you'll find that there was an exception for essential uses- a recognition that technological progress takes time. The restrictions were gradually introduced, rather than being put in place immediately. There was a technical problem: chlorofluorocarbons were damaging the ozone layer. There was a technical solution: hydrochlorofluorocarbons, which caused much less damage."

She paused, letting herself catch her breath.

"The use of hydrochlorofluorocarbons was directly tied to the restrictions on CFCs. HCFCs were better than what came before, but still caused damage. When there are technical standards without a prescribed solution, there is space for innovation. In this case, innovation came from Greenpeace working with a German company to develop and produce an environmentally friendly refrigerator called Greenfreeze that did not use ozone-depleting substances. Greenpeace shared the technology freely, and when this one company brought this product to market, others in the industry followed suit. The German government, for its part, helped things along by changing the relevant standard to keep up with this change in technology. That was just four years ago. Now, Greenfreeze is available in many European countries, but not the United States- Dupont and others are standing in the way. They are afraid of the competition, afraid of the superior product Greenpeace has developed."

She smiled for a moment. It was hard to imagine Greenpeace acting like a profit-seeking firm in any way, and yet it was.

She paused yet again- she didn't want Scotty and Irvine to miss her main points because they (the points, not the two people) were lost in a sea of words.

"When it comes to the environment, I've noticed that there really only two choices that policymakers have. One is the proscriptive approach- do not pollute the river, do not build houses along the coast, etc., or there will be consequences. The other is the prescriptive approach, which identifies what can and should be done. I am not saying the proscriptive approach should never be used- but there is a time and a place for it. Creating a rule which says, if the river is polluted, companies will be fined x amount of dollars will inevitably reduce pollution: but companies will be doing so primarily out of a desire to avoid fines rather than being environmentally conscious. The prescriptive approach ought to be used for most issues, with government, industry, academica, and other stakeholders working together. I think technical standards would be a practical application of this. The proscriptive approach should be reserved for cases where actors have no intention of making any positive effort even if the necessary steps are both feasible and in line with their self-interest.”

She took in another breath, before finishing up what she had to say.

“Now that there is a single agency dedicated to the environment, the state can more effectively do its part to protect it. We should have, as you put it, overarching policies- but proceed with caution. Taking the prescriptive approach rather than the proscriptive approach will create a virtuous cycle. Government sets clear and achievable standards, industry responds to said standards by changing or replacing their products, and academia produces the basic research needed for companies to do so. California has the some of the best universities in the world, public or private, and companies that are innovative across a variety of sectors. All that is needed is a government is willing to facilitate this process by supporting basic research, setting reasonable standards, and most importantly- creating a favorable business climate.”

We need to turn away from that and look at other methods, such as rehabilitation, especially for drug offences. We also need to pardon all non-violent pot users who are currently crowding our state prisons.
