Card Population Bug

I was randomly looking at nations and their cards, and noticed a bug between the population shown on the cards and the population shown on the nations main page. I looked at multiple nations to make sure it wasn't just mine, so I know its a bug of some kind. Screenshots are in the spoilers below.

Aren't the cards "snapshots" at the time of their creation?

I liked the April Fools way better But fair enough, I get it now
