Earning banners

On all 3 of my nations, it's been quite awhile since I earned new banners. Do they get harder to earn as a nation matures?

Yes and no. As your nation get older presumably you have unlocked more of the banners, and gotten all the easy ones meaning the ones remaining are ones harder to get anyway. But the requirements to unlock a specific banner do not change based on your nation age.

On the bright side you keep all of the banners that you've gained -- unlike badges -- even if your nation stops qualifying for any of them...
