N-day

Does anyone know how to make an N-day Faction?
Some context:
I am the founder and probably most experienced player in my region, and last N-day I wanted to make my region its own faction. However, I couldn't work out how to do so. My region has since drastically increased in size and many other members are wondering the same thing.
Can anyone help me?
