The Security Council,

Acknowledging the current system of government under which the Lyran people live to be that of a true stratocracy, though also citing that such is not a military junta.

Recognizing the Protectorate of Lyras as the progenitor of Lyran Arms; a global economics and trade powerhouse that has set the standard for custom-made military technology and weaponry worldwide.

Distinguishing Lyran Arms as one of the most successful warfare equipment manufacturers to premier upon the world in recent years; a subordinate corporation to the Executive Command Staff of the Lyran Protectorate that “aims to bring nations the choice of cutting-edge modern-tech military hardware and establish permanent harmony between nations”.

Noting the efforts of the Protectorate of Lyras to establish the aforementioned “permanent harmony between nations” whilst undertaking the promulgation of the Castlegate Declaration; a doctrine which the nation holds dear in its stout denunciation of slavery and its views of abhorrence towards the trade of human lives.

Applauding the philosophical propositions of a Lyran State, namely ones that are geared towards the mentorship of newer nations, recognizing startup nations as equals rather than as lesser peoples.

Awed at the Protectorate’s usage of the Lyran Covenant alliance, an alliance that included nations such as Imbrinium and Morrdh, and the coining of the term “peace invasion”; setting the stage for a noteworthy event for which the Lyran government used its diplomatic status as a hegemon to ensure peace be made between its two allies following the invasion of Mordent island.

Highlighting the dedication of the Protectorate of Lyras to preserve and sustain good governance in the wake of research and technology breakthroughs that further seek to aid in the defence of innocent and unarmed nations. As has been displayed via the forms of anti-slavery and anti-imperialist positionings such as:

  • The Protectorate of Lyras’ assistance in the remilitarization of Mokastana, a State that had previously been classified as a “banana republic”, which led to the nation gaining a more thorough understanding of how to properly maintain a standing army and begin to defend themselves; all lead through the example of the Lyran Protectorate and their understanding of military technology.

  • The liberation of territory that had been previously ruled with an iron fist by the Protectorate of Dukopolious, a known communist oppressor, in aggressions that constituted an end-goal of achieving stability in Greater Dienstad.

  • The Protectorate of Lyras’ centralized role in fighting against Stevid (The Holy Empire) in the “Great Dienstadi War”; a conflict that was engaged in by most of the active major powers of the day.

  • The Protectorate’s blatant refusal to engage in orderly and open export trade with the Blackhelm Confederacy; a nation condemned by the hallowed halls of this body since Security Council resolution number fifty-nine entitled "Condemn Blackhelm Confederacy”.

  • The pioneering of freedom for the slaves of Greater Tezdrian, an initiative that is validated through the passage of Security Council resolution number one-hundred entitled “Commend Lamoni”, where the forces of the Lyran State saw active combat against the tyranny of Greater Tezdrian as mentioned by Security Council resolution number twenty ("Condemn Greater Tezdrian").

Observing that the exemplary actions carried out by the Protectorate of Lyras, as described and outlined herein, are transcendent of the World Assembly’s core principles of promoting international peace, spreading universal goodwill, and maintaining healthy diplomatic discourse between nations from all walks of civilization.

Hereby Commends Lyras.




Aye there! To begin the existence of this thread in the drafting forums of the Security Council I would first like to start off by offering up a special thank you to The Macabees, Lamoni, Ghant, as well as the commended RolePlay region of Greater Dienstad and a lot of their old-timers who were around for first-hand knowledge on some of these events.

Oh, and of course I could have also not had the idea to author this in the first place had it not been for my co-author and former RolePlay mentor on-site, Milozoldyck, who once upon a time worked alongside Lyras and was able to witness his contributions to the greater NationStates world too.

I thank all of these individuals, for had it not been for them I would not have been able to call this proposal my first ever drafted resolution on the floors of the Security Council. I thank them for their time, effort, and also because they were more than willing to help me in doing my research so that this could come to be as it is now.

As always, any form of suggestions/recommendations is not only welcomed but also encouraged! I have made it my personal mission to offer something to the World Assembly that will stand the test of time going forward, and for that to happen without repeal it is my task to ensure that this draft remains the best it can possibly be. That way, we can recognize nations who truly deserve such, like Lyras does.

His contributions are vast, and although they're mostly in the past by this point in time it serves to the reasoning that this commendation would be considered long overdue. Please make your criticisms known, it's helpful towards the overall drafting process. Thank you, and I hope this gains considerable consideration in the coming hours and days.

Minor Corrections -

1. The links to past Security Council resolutions "Condemn Greater Tezdrian" (SCR#20), "Condemn Blackhelm Confederacy" (SCR#59), and "Commend Lamoni" (SCR#100) are all broken in the current draft. Changes will be made accordingly.

Clarifications -

1. The links to nations Greater Tezdrian and Dukopolious are not broken. Rather, both of these nations have since CTE in the modern world, however their actions while in existence will not be forgotten and as such are still relevant to the clauses of this commendation.

2. As per his most recent reinstatement as a Delete-On-Sight (DOS) player to the game of NationStates, the co-authorship on this resolution has been dropped entirely. This was following a Getting Help Request (GHR) having been submitted by myself to the moderation team on-site to address the matter of his continued co-authorship mention on this proposal, and ultimately it was decided it was best that I become sole author as opposed to primary author.

Lyras joined Greater Dienstad around 2008 or so, right as the Jolt era ends and we move into the new (these) forums. Lyras made a huge difference for the region. I went inactive around late 2010 and, despite that, I come back in 2014 to see GD still thriving. It was thanks largely to Lamoni and Lyras that this was the case. And, in fact, when I returned, one player actually messages me, “It was Lyras that drew me to the region.” There’s no clearer evidence of the magnetism of their presence and the reputation they built for themselves, a reputation that extends throughout the entire community.

I’ve had my differences with Lyras, including with their RP style and worldbuilding. I feel that there is a lot of propaganda and mythology around their persona. Why do I even say this? Because despite these things, the reasons IN FAVOR of a commend are simply overwhelming and undeniable. My reflection here is honest.

First, that he is a huge figure for most RPers is undeniable. I don’t care what you think of Lyras. They command an immense respect throughout the community. He is a role model; his style of RPing has been incredibly influential. Beyond the manifestation of this fact in the shape of the dozens of nations who’ve aligned themselves to them, including as part of the Bredubart Covenant, it’s in the unspoken propagation of their technology that you see how it has influenced the community so much. Furthermore, Lyras has generally used this influence as a force for good, rewarding nations of good moral standing (in general) and punishing nations of poor conduct.

Second, they’ve used this influence as a force for stability. In GD, we’ve seen this through their intervention in the Great Dienstadi War and the Mordent War. In the prior case, this was not as part of a moral crusade. Rather, it was for the sake of stabilizing international politics in that part of the region. That intervention, so far, has led to a dramatic fall in warring between powers in that area. In the latter case, the Mordent War, the two powers previously at war have reached a power-sharing agreement, something that may not have been the case had Lyras not threatened both of them with “peace invasions.” Note, too, that in the latter case Lyras did not actually deploy or go to war, it was the mere threat that caused both powers to come to terms. That Lyras’ name comes with certain weight is, like I said, undeniable. And that Lyras has used that weight in accordance with what I call the OOC ethics of an IC superpower is clear in the evidence.

Even the mythology around Lyras is evidence of their figure. That a lot of it “sticks” goes to show the influence they have. Why is that? Because there’s a lot of truth in that mythology. Even when you strip it from the embellishments, Lyras’ role in the community is astounding and you’ll be surprised at how much of the story is left.

His military power is feared or respected by most. His political opinion is sought out by most. His example is followed my most. These aren’t opinions, these are facts.

So, yes, Lyras absolutely deserves a commend for their leadership role on NationStates, a leadership role that spills into Game Play by virtue of its influence on roleplayers who bridge both sides (such as Lamoni, United Gordonopia, and many, many others).

As someone who has been a roleplayer all throughout their tenure of NS career, I think it comes without a doubt that Lyras has shown exemplary attitude and capabilities as a roleplayer both in and out of the field. Sometimes, us roleplayers may get overencumbered with our own lore and content that we may have tuned out of what makes roleplaying in NS great, that is roleplaying together . I think Lyras has stayed true to that philosophy, guiding and aiding their fellow writers achieve the canon that they want whilst ensuring that the experience of accomplishing the desired canon was that of a fun and meaningful one. Not everyone can do that without tiring themselves out yet there are many examples of them doing just that. Their work ethic towards roleplaying is respectable and their name becoming almost akin to a household name is a testament to the impact they have on the entire roleplaying scene.

From a roleplayer to another, I'm definitely in favour of his commendation.

I fully support this commend.

Years ago, I was invited to join Greater Dienstad, and Lyras was a major reason that I did so. I have learned much from Lyras, and without him, many of the positive things that I have done on NS might not have come to be. Lyras will take new RPers under his wing, and guide them toward great things. In my opinion, this commendation is long overdue, and well deserved.

I intend to submit this proposal before the consideration of the Security Council at some point later tonight. It’s been on-site drafting for a period exceeding forty-eight hours by this point, and even with the holidays I’ve conversed with several individuals off-site who were active and expressed nothing but support for it in its current form.

Before I do submit it though, I’ll still need to fix the links to past proposals. Aside from that, it should only be a matter of gathering approvals from Delegates, so hopefully this’ll reach quorum quite quickly if all goes well.

Additionally, co-authorship on this proposal has been dropped.

This is a very well-deserved commendation of someone/a Rped nation who was a very influential member of the National and International Roleplaying forums' community especially from 2010 to 2013 [ Edit: I could also say since 2008, but it was only in 2010/late 2009 that Lyras' out-of-character/in-character influence was esp. noticeable forum wise]. Wishing you the very best of luck with this commendation documentation/effort, and hope that you'll make it an esp. good one for arguably the forums community's stratocratic superpower for much of 2010-2012!

Having read the dispatch, I can personally vouch the following statement: "... such as being a RolePlay Mentor and also widely regarded as being somewhat of a military design expert, the Lyran State has enshrined itself as not only a promoter of international peace but also an advocate of universal harmony and positive discourse between the nations."

I may disagree (today) with certain things associated with NationStates Modern Technology and some things that accompanied the Lyran hegemony/dominance years of 2009/2010-2012 (not an overstatement by the way!), but as The Macabees said, that doesn't mean that I'll forget the many positive things Lyras did

When I first visited NationStates (the website, and then the National and International Roleplaying/the old name for the N&I RP forums then), I was such a huge noob. I needed a well-established fictional NationStates roleplayer to guide me along the way. Allanea and Stoklomolvi were two of them, but the person that did help me the most was Lyras. From the first time I did start posting regularly in the RPing forums up to the point when I was (looking back, I now realise that this was a mistake and I was a bad choice) chosen to become a II Roleplay Mentor (to volunteer alongside Lyras, Lamoni, Milograd and the early institution starters), Lyras had guided me patiently. He could've tried to influence me and fictionally "dominated" my nation, but no - as The Macabees said, Lyras instead followed the "OOC ethics of an IC superpower" guide (although the guide itself wasn't written as The Macabees was pretty much non-existent/he was not influential at all in 2010-2012 (my apologies to The Macabees, just being honest here :p )

This will be my last post in this thread (a good one for my posting history and one that I will look to in future to remember the wonderful 2009/2010-2012 years). Once again, wishing you the best of luck with this thread and I'm looking forward to see a (hopefully) semi-active Lyras in 2019!

I wouldn’t be so quick to say that, if anything, I believe it to be reflective of just how overdo this commendation really is. It’s long-awaited, on the part of Lyras, really. The fact remains that even while (two?) a couple of these nations have since ceased to exist we’re still here talking about them in this very thread, and at the time of carrying out said actions the Protectorate was acting as the World Assembly would admire it to act in the face of oppressors and slave-trading nations.

I see no reason we can’t immortalize these actions for all to observe and aspire towards, as it’s not about the time frame but more about the lasting legacy and how such actions have impacted others on-site and the way things are today.

Sorry, I don’t commend arms manufacturers and militaristic nations. No offense but having horrible civil rights and political freedoms status is a gigantic red flag to me!

I vehemently oppose this resolution. While it may be true that Lyras has helped stabilise its region, its human rights offences are too many to count. Such a vile and tyrannical nation should not be commended by the World Assembly.

Lyras does not participate in human rights offenses, either ICly or OOCly. I would recommend that you at least familiarize yourself with the subject of the commendation before you comment on them.
