Members of the Cartoon House, Chancellor, Attorney General, people of Cartoonia, my friends.

We have come to the point in time where we part ways from this year, and look forward to the next year to come. I will now give my annual New Year’s speech to the people.

First off, I hope everyone had a Merry Christmas or whatever holiday you celebrate. I wish that everyone was merry and bright.

Now on to the review. In our existence, we haven’t had a year quite like this one. We weren’t really busy during the first half of the year. Things were uneventful in these parts of the world. It wasn’t until the summer, we got busy. We established more embassies here and abroad, sending our first batch of new ambassadors to nations we just established relations with. We have furthered ourselves in foreign affairs and expanded our reach around the world. I have signed multiple WA proposals and signed treaties that have furthered us on to the world stage. We passed laws that protected the interests of the people at home and across our empire. We have seen our economy boom through trade and tourism like no one has ever seen before. Our people enjoyed traveling to various different nations this year. Some of our friends traveled to the United Island States of AHSCA for the Festival of the Holy Light. I traveled to the Waldenian Empire back in time for a dinner party. And our own Cartoon Marine Band traveled on tour in various nations. This is truly a year for the many Cartoon citizens around the world.

Even in light, we had our dark moments. Our Cartoon Territory of Equestria was in full revolt, and to appease the international community, we had to pull Equestria out of our empire. We have seen the injustice of Munkchester gathering slaves and selling them. We have seen friends from around the world leave this world, Stan Lee, George Bush, John McCain, Stephen Hillenburg, Kenny McCormick, and other friends as they leave to move on to the land above. We lost friends, but we endured, going about with a smile and the spirit that we always have even in hard times.

We now look on towards 2019 with new goals and events. Our Chancellor-Attorney General elections are coming about soon and as we bid farewell to Erza Scarlet & Lisa Simpson in 2020, we will welcome the new candidates whoever they might be. This is truly a new era of progress. Our goal is to maintain our position as an imperial world power not just in the Greater Dienstad region, but the entire modern world. Our goal is to reach out to nations in trouble and help in conflicts that arise for whatever reason, revolt, war, famine, even on the seas where storms can cause trouble to ships and trade, we will help keep our citizens and the world safe.

On this note friends, we bid the past adieu, and we look onwards to the future, where the cartoon government, ruled by one, ruled by tow, ruled by all, shall never again be seen as puny. As long as we are strong, we shall never perish from the earth.

Alvarez City Riots of 1983

One of Cartoonia’s major riots took place in the summer of 1983. The city of Alvarez was a small city on the tip of the Ishgar province. Founded in 1933 as a settlement for the poor, but gained fame in 1969 under leadership of Mayor Spriggan (who was actually named Zeref Dragneel, brother of Natsu, but changed his name due to political reasons) where the city “prospered”. The rich earned 3x the amount the other rich made in the entire nation, and the local city militia officers made 5x the amount regular Cartoon army officers made. This was because of economic tricks Mayor Spriggan implemented in his time in office. He taxed the poor so hard that slums formed during a time the government issued slum clearance in all major cities, he appointed twelve personal guards to clear the streets of civil unrest and assassinate those who oppose his rule named the Spriggan 12, and he built a personal army and naval fleet. So where was the Cartoon government? The answer here is that Mayor Spriggan refused the government to control his city. He took the city off of the Cartoon roster of city maintenance, which means that Alvarez won’t receive government aid nor essentials, but they are still on the map, like the Smurf Village Commune. Unlike the Commune, Alvarez was socially unequal, corrupt, and fascist.

On April of 1983, a house representative, Brian Griffin of Quahog, was on vacation in this city. He was a pro-liberal politician apart of the Anime-Cartoon Liberty Party. He notices the poverty in the city and goes up to the town hall where he sees the corruption going on. Noticing this, and how long Mayor Spriggan ruled, he decides to talk to locals about going back to the federal government rule, or what he calls Cartoon Federalism. One of the Spriggan 12 notices this and assassinates him in his bedroom on April 23. This led to a full on investigation by the Cartoon Bureau of Investigation. They unravel the behind the scenes of Mayor Spriggan and place him under federal arrest. The city was now leader less, so the rich took over, which created more tension.

On June 12, he courts, thanks to bribes from the Spriggan 12, found the mayor, not guilty. Which angered the citizens of Alvarez which lead from one thing to another, leading to a full-scale riot. At first, it was simple looting of stores, the poor citizens looted local bakeries & food markets, whose prices were controlled by Mayor Spriggan & the city elite, but it then turned to murder, pillaging, & other more harmful crimes. Police authorities tried to take control of the situation, but failed and they themselves got looted. Once the police failed, Spriggan’s personal army and guards went in to take the rioters out, but due to lack of experience and leadership, the army was defeated by the rebels. The riots spreaded out more to the neighboring cities of Ishgar, in the town of Akane Beach, rioters looted local businesses. By that time, local city militia and Cartoon National Guard regiments came in to squash rebellion in the towns and were advancing towards Alverez, but were in need of reinforcements, for they have outdated weapons, the rioters had more advanced weapons from looting the personal army armory.

Army Gran-General at the time, General Abraham Simpson, issued the 2nd Army, 8th Armored Car Division, and the 6th Histeria Rifle Regiment Division into a joint task force to force down the riot and return peace and order from what once was a rouge city. General Justin Cavallero was placed in charge of the force and on July 21, 1983, the force arrived in Alvarez and shot down the riot faster than it started. One the city was in control, The government placed General Cavallero as Mayor-Tempore of Alvarez and did what he can to clean up unrest. He tasked the force on controlling city borders and who can enter or exit. He ordered a city-wide curfew, and a redo of the trial of Mayor Spriggan. He also ordered the execution of the remaining Spriggan 12 members. Only 3 were executed, the 2 fled in secrecy, never to be heard of again, yet still wanted, and 1 was pardoned

Justin also brought back the federal government into the city’s jurisdiction. They did some aid, redistribution of wealth, and slum clearance. There was heavy city border patrol by the 6th Histeria Rifle Regiment Division in order to keep order in between entries and exits. There was once incident there when a guy tried to get through the checkpoint to smuggle in girls to become his furniture. The patrol captured him, freed the girls, and executed the guy on the spot. After that incident, the whole city came back to normal by January of 1984, this time, a proper election was held that elected, Ajeel Ramal, the Spriggan 12 member that was pardoned, as mayor of Alvarez city. He agrees to bring the city back in the jurisdiction of the Cartoon Federal government. The city is now back to normal, but aftershocks are still felt however even, after the riots, distrust between rich and poor continues in the city and today, it is considered the worst case of civil unrest in Cartoonia ever since the Liore Riots of 1963. Legislation has passed to protect city poor and to keep corruption in city governments from ever happening.

John Philip Sousa in Cartoonia

John Philip Sousa was an American composer in the late 19th and early 20th Century. He was nicknamed “The March King” because he wrote many military marches including “Washington Post”, “Semper Fidelis”, and “The Stars and Stripes Forever” named the official march of The United States in 1987. He was the leader of the United States Marine Band from 1880 to 1892 serving five presidents. In the following years, he would form his own band, taking in various high-level musicians and transcribing various orchestra pieces and performing world wide. He was even the man behind the modern Sousaphone, a tuba sounding instrument used by various military bands.

In 1900, he had planned to tour with his band in the newly made American provinces of Cartoonia, but because of what happened in The Great Magnolian Christmas Fire of 1899, the governor canceled Sousa’s tour of Cartoonia for his safety. Sousa, however, took that as bluff and secretly traveled there without anyone knowing. His surprise performance from the docks of Port Gallagher to Hotel Carmel was a big shock for many, but was still a joy all the same. The governor decided to let Sousa conduct the tour. His band traveled all across the colonies, even stopping by the ruins of Magnolia, where he conducted a requiem. He even conducted a joint concert with his band and the Marine Band of the 8th Province Division. His band has seen so much success in the provinces by the end of his tour on July 21. Raking in over $50,000 in concert revenue, Sousa would come back to the islands in 1905 for another tour around Cartoonia, even going to the Great Magic Exhibition of Reborn Magnolia. He was a popular figure amongst the colonists in Cartoonia and his music can be heard everywhere. Governor Benson Dunwoody, who have previously cancelled then decided to bring his tour back, would give him the American Colonial Medal of Glory on August 4 after the 1905 tour. He would go on to continue tours in Europe and America, going on until his death on March 6, 1932.

The march genre of music has remained a popular genre in Cartoonia ever since, with some local regiments adopting his marches and the other various marches as official march pasts. The Histeria Rifle Regiment adopted Sousa’s “Rifle Regiment”, The KND Corps adopted Sousa’s “Boy Scouts of America”, The Cartoon Navy adopted Sousa’s “Hands Across The Sea” The Cartoon Air Force adopted Alford’s “Eagle Squadron”, The Cartoon Army adopted Bagley’s “Front Section”, and importantly, Cartoonia adopted Duble’s “Bravura” as the official march of Cartoonia. Sousa’s influence had such a large effect, that a statue of him was erected in Gallagher Square in 1957. The military band has been a staple in all of Cartoonia’s towns and villages. Cartoonia’s culture policy is based off of the preservation of the military band. Musicians make up 35% of the workforce, being paid $25,000 a year. His legacy also continues with the formation of “The Supreme Leader’s Own” Cartoon Marine Band from the Marine Band of the 8th Province Division in 1955, playing music for The Supreme Leader and Cartoonia ever since.

Cartoonia and the Dona Paz Incident of 1987

It was eight years since the Philippine Islands have been officially annexed as a territory of Cartoonia durning Cartoonia’s new imperial era. It was 1987, the year of economic change and rapid technological progress in Cartoonia. Homer Simpson was serving as Chancellor for Cartoon House alongside Attorney General Loud Kiddington. Rachel Moore, the former Secretary of Child Safety was serving as the Governor General of the Cartoon colony of the Philippine Islands. It was Cartoonia’s era of prosperity, especially for the other imperial territories it had acquired in the past three decades since independence. For the Philippines however, things were about to change.

Under Cartoon Imperial rule, the companies of the Philippine Islands we’re still allowed to operate with little or no Government interference. With rising Cartoon trade and tourism, they were doing fairly well, especially the Sulpicio Lines company, who have been seeing a profit from growing tourism. A now Cartoon owned shipping company, but this was not under Cartoon federal jurisdiction. They were free to operate as they please. Boy! Was this a mistake on Cartoonia’s part. This under regulation led to the incident that is known as the Dona Paz, or the incident that broke Cartoonia’s trust with the current Co-rule of The imperial government and the local government all together.

The Dona Paz was a Japanese ferry originally the Himeyuri Maru in the 1960s. In 1975, Sulpicio Lines purchased the ferry, amidst the Cartoon-Filipino War, naming her the Don Sulpicio. After the war, it was allowed to operate on it’s own around the island. Cartoonia May not have interfered in business practices, but it kept a close eye on the waters with the Cartoon Navy and The Cartoon Imperial Coast Guard. This ferry has traveled safely and reliably around the island, granted one incident when it caught on fire in 1979, but that was a minor mishap on it’s record, she was later renamed the The Dona Paz, and became one of the finest ferries on the line connecting the many islands of the archipelago, transporting big names onboard, including Supreme Leader Chad Dickson and his sons, Jimmy Kudo and Shô on an expedition in 1981, Energy tycoonist Charles Montgomery Burns, and Jones-Williams Ocean Liner President Alfred F Jones. Even Governor General Rachel Moore traveled on this ship. It was the traveling hotel for many visiting Cartoonians

Times have changed however, and the state of the Dona Paz deteriorated and the once symbol of Cartoon-Filipino unity, became a symbol of the stubbornness of the Filipino people. The ship was now only used as ferry services between the islands and would usually be overcrowded. Unlike the ferries and liners of mainland Cartoonia, there were no safety regulations stated by the shipping companies. Their reputation in the Cartoon Imperial economy was set as one of the most dangerous investment to make. Before the Dona Paz, two other incidents occurred that made Cartoon investors iffy on investing. Eventually Cartoon tourists stopped going on these ferries altogether, preferring Cartoon ran airplanes that traveled around the islands. This led to December 20 of 1987.

The Christmas season was a busy time for the Transportation industry. Cartoonians were flying home for the holiday season, and so were the Filipinos. The Dona Paz was scheduled en route from Tacloban to Manila, and again, the ship overcrowded itself with non registered passengers. The Cartoon Imperial Coast Guard had set up communication lines to make sure that Coast Guard ships are alerted of disasters and shipwrecks. However, the Dona Paz lost, or probably turned off radio connections leaving the CICG completely in the dark. At around 10:30, tragedy strikes when an oil tanker, the MT Vector, collided with the Dona Paz which ignited the tanker’s 1,050,000 litres of oil products causing a sea fire spreading to both ships. The crew of both ships were already dead when the ships collided. The passengers of the Dona Paz were now trapped in fire and shark infested waters. The CICG were still in the dark on what’s going on with a blip representing the Vector just disappears from their radar in the dark, which led to concern with the then current commander of the Filipino CICG, Commodore Melty Q Melromarc.

The sea caught on fire which got the attention of a passing merchant freighter, from the Imperial Shipping Company. The Imperial Sousa under the command of Captain Seymour Skinner, a member of the naval reserve. He spotted a light and immediately started to chart a course to the light. By then, the ship capsized and all of her passengers have already died or are trying to stay alive. The Imperial Sousa stopped so that they won’t get caught on fire. At this time, Cartoon merchant mariners started to carry booms on ships to answer emergencies of oil spills across the empire. Lifeboats have launched to deploy these booms before they can use anti-oil techniques, while Captain Skinner radios the CICG.

Here is a transcript of the radio, declassified by the CICG Radio And Communications Commission.

SKINNER: This is The Imperial Sousa. This is The Imperial Sousa. Do I have an interception around here… Hello!... Hello!

MELROMARC: This is Commodore Melromarc of The Cartoon Imperial Coast Guard. We hear you loud and clear captain.

SKINNER: Commodore. There appears to be a situation going on in the middle of Tablas Strait. There is a ring of fire, I repeat a ring of fire.

MELROMARC: Ring of fire?

SKINNER: That’s right. From our findings, an oil tanker has collided with a passenger ferry. Many passengers are moaning in pain. We are doing the best we can to help.

MELROMARC: Send us your coordinates.

SKINNER: About 12°24′54″N/121°43′32″E.

MELROMARC: I have sent ships to the area. Help will be on the way. Just continue to help those people.

SKINNER: Will do.


By 2:30 in the morning, the ship went completely under. Many of her passengers were clinging on to suitcases. Many were already dead, their charred bodies floating on the waters. The Imperial Sousa had water hoses on board for fire emergencies like this and started to fight the fire. The crew went on to lifeboats and tried to rescue as many people as they could, but the fire was overwhelming for the crew, they could only get two at a time. In total, only 24 of the 3000 to 4000 passengers survived, while the rest perished. The CICG arrived but it was too late. By daylight, the sea layer silent, with floating dead bodies everywhere. CICG ships, passing ferries and cargo ships, as well as village fishing boats retrieved the dead bodies for the rest of the day.

This incident sparked outrage among both the Filipinos and Cartoonians. Filipinos because of the lives lost and Cartoonians because of how disorganized and ineffective the rescue was. An investigation was to be held on Sulpicio Lines. Before that, on December 28, 1987, Governor General Rachel Moore awarded Captain Skinner and the rest of the crew of the Imperial Sousa the coveted Imperial Sakura for bravery for his actions that night. She then asked Supreme Leader Chad Dickson, who put her in office, to resign her position, Commodore Melty Q Melromarc did the same after being handed the Imperial Sakura as well. Following that, Chad installed Stan Smith as the Governor General who took heed and charge of the Inquiry.

On January 3, 1988, the official Dona Paz inquiry began. Governor General Stan Smith, along with three other prominent politicians conducted moderation during the inquiry. They were Matthew Williams, the president of Jones-Williams Ocean Liner company, Charity Bazaar, the Gran-Admiral of The Cartoon Navy, and Kagura Mikazuchi, the director of the Imperial Board of Maritime and Oceanography Regulations. Both representatives of Sulpico Lines and the owners of the Vector, Caltex Philippines, were both present. To cut short, it has been revealed that the Dona Paz was overbooked and severely crowded. Both captains of the ships were away from duty, but the crew of the Dona Paz were partying, only leaving an apprentice member on the bridge. The Vector in a later inquiry was found to be operating without a proper license.

In the end, the inquiry found both the Sulpico lines and Caltex Philippines responsible for the incident and were charged with up to $3,000,000 in reparations. Since these companies were not under Cartoon Imperial jurisdiction, further punishment would be handled by the companies themselves which ended up not doing anything. In March of 1988, Cartoon House passed legislation nationalizing all companies across her territories in an act called the Dona Paz Resolution of 1988. All companies are now under the jurisdiction of the Cartoon government, meaning that harsh rules and regulations would be placed. Free market trade was always on top of Cartoonia’s imperial priorities, but ever since that fateful night that doesn’t seem to be the case anymore. Cartoonia would start to look at the faults of this system and create legislation to regulate and secure people’s safety so this would never happen again.

The Sulpico Lines could not keep up with these regulations and in 1991, sold off their assets and went bankrupt. The Jones-Williams Ocean Liners would purchase them and would operate ferries that are well maintained and regulated.

Members of Cartoon House, Dear Chancellor, Attorney General, friends, people of Cartoonia.

We once again come to the time where we part ways from this year and march forward to the new year with hearts of iron. And let me be the first to tell you that this has been quite one hell of a year.

We have seen the resurrection of the Tower of Heaven, casted upon by one of our own citizens, a piece of antiquated magic history that dared not to be repeated, only a half century ago. A four month war where victory was not possible without our hands across the sea. Also in the beginning, the Vic Mignogna controversy, started by the liberal media, began detering relations with our greatest ally the United States of America. We have since had our companies cease partnerships with Funimation and raised Tariffs and export bans on American anime products. Notre Dame Cathedral was almost destroyed during spring. Toy Story completed it’s saga, and small terrorists groups are forming in our colonies in the Philippines and North Korea, led by two notorious leaders, The Filipino rebels being lead by Rodrigo Duterte and the Korean People’s Group led by Kim Jong Un, almost causing war.

But fear not, we had some of our highlights. We began to push for cultural preservation with our Library of Cartoon House being open to applications of historical accounts and stories. We opened up more embassies with other nations and began to increase relations with our other nations. I once again signed more WA proposals and treaties to help in the fight against child abuse and slavery around the world. Our military is expanding to help in this fight. This year we honored the historical voyage of Kuronami’s RMS Caloris that took place in 1888. We are happy for our friend Bartholomew J. Simpson as he was chosen to help rebuild Notre Dame by His Most Christan Majesty, King Louis XXI of France et Navarre. Our citizens have travelled far and wide, we have seen our friends traveled once again to the United Island States of AHSCA for The Festival of the Holy Light. Our chancellor just got back from a trip to Nouveau Quebecois for the Montreal Winter Ball. This year was the year we went online, as many of our citizens, including myself, went on to PiffleNet to contact the rest of the world. And finally, our own Cartoon Marine Band accepted more gigs around the world to represent us and our musical heritage.

We now look beyond this year. With the Chancellor elections going around, we will be seeing new faces in Cartoon House real soon. We will continue our peace keeping operations around the world and across our empire. I will go over to the US and talk with President Trump and negotiate terms to annex Texas into our empire to end this Funimation debuckle. We will initiate more government transparency for the general and international public. Our Cartoon Marine Band will represent us in the Port Serenity Music Festival in Kuronami coming up. We plan to increase our industrial capacity and commercial influence, and establish new acts to help enrich the lives of our citizens. And on a final note, I know that we will be ready for anything that pops up, whether good or bad, because we Cartoonians are always ready.

On a good note, we say goodbye to the bad this year, remember the good, and march onwards towards tomorrow, as we remain strong against the face of tyranny and build our status as a great power.

Members of Cartoon House, Dear Chancellor, Attorney General, friends, people of Cartoonia.

I do not have to tell you of what a year this was, since I am recording this from my home and not in Cartoon House. 2020 will go down as the most pomptuously agreed upon, worst year in modern history.

First, I must address the success I had with the sitting president of the United States of America in securing the future of English dubs around the world with the acquisition of the territory of Texas. We believe in the best for humanity and this decision will bolster the idea of Cartoonia’s need of imperialism around the world. We have condured more treaties with other nationstates that have appeared on our radar. And of course, some of our citizens have reappeared in the limelight of television. We had our chancellor Nigel Uno elected into the office this year and has begun to continue long standing relationships that we have established throughout the years, including our closest ally, AHSCA, whom he invited the two candidates for their congress speaker earlier this month.

Now, it pains me to review the past months. The world was close to a third world war with the passing of an Iranian general. We of course are prepared for prolonged conflicts to support our allies across the sea, but it could have escalated much worse if it weren’t for the most disastrous event of this year. The Coronavirus pandemic has ravaged through the earth causing death and despair in the words major powers. We Cartoonians thank God that we were supremely fortunate that it has not reached our shores, but we had to close our borders to keep the virus at bay. But we too were close when our supposed acquaintance has decided to go awol and destable. The current conflict with The Imagination Animals who has caused havoc and chaos on the worlds’ youth. We did not fight them once, but twice. TWICE! Of course we have carefully crafted a plan to stop this once and for all. But that plan is confidential. But this year has been a series of trials and tribulation with both enemies and allies. The United States has become a hot bed for political social activism, and is never in a fun or festive mood. We have redacted long serving ambassador Kyoya Ootori. This too have caused our political left to split with one of the factions becoming more and more radical, as I have seen on social media where our radicals have praised their decision to mess with Cartoon House regulation and policy by trying to ban the sport of tankery, which thankfully only ended with a school closure, which has been overturned. It has been one of the most turmoil we have ever seen.

But even when push comes to shove, Cartoonia still stands strong. It is true that our economy hit hard with tourism and material export went down, we pushed through. With our combined military and industrial strength, we were able to commandeer our industries to help provide aid and help around the world in our supposedly unplanned, second Great White Fleet. We have overcome the enemy with defensive attack after defensive attack to bring peace to children aorund the world as we plan to march on to The Imagination Animals’ capitol. We will defeat the virus, both literally and politically. We will get through these tough times. And we will ensure our policies stand against tyranny.

I also would like to announce plans for an international organization that will provide safety and protection to the worlds’ children both through military force and economic unionization. For now, we march. We march towards a better tomorrow, towards brighter days ahead. We look forward to Chancellor Uno’s continued service to Cartoon House, and we will find more ways to continue the fight against child abuse and poverty. And as for culture, you all can be rest assured that music and art will prevail once more, in these here Cartune Isles.

In short, I wish all of you all the best new year, God bless all of us, and as always, Cartoons Above All!
