[10000 Islands Foreign Affairs]

In the long history of the 10000 Islands we have defended many regions from outside occupations, many of those defenses consisting of User Created Regions but some consisting of Game Created Regions. We have always stood as proponents of native rights, the right to sovereignty and the right for them to run their regions the way they desire without outside interferences. From the deployment of our military to The North Pacific in 2004 to the deployment of our military to Lazarus in 2015, we have stood against the aggressive expansion of the New Pacific Order (NPO) into other Game Created Regions. The Council of Nine, in this instance, feels that a statement about current events within the Gameplay sphere is necessary to establish our stance upon the NPO and their apparent operations in other regions.

While no military deployment of TITO against the NPO is forthcoming, the Council of Nine would like to publicly denounce the NPO and their operations to undermine and destabilize other Game Created Regions throughout NS. Such actions taken against lawful governments are not to be tolerated, and is a betrayal of the trust bestowed in the NPO after their apologies for other such past operations. These egregious acts over the last couple of years not only hurt the regions the NPO targeted, but also hurt relations between their targets and regions those targets were friendly with. Due to NPO interference in Lazarus in 2017 which destabilized the region and ultimately lead to LWU couping the region for their own interests the 10000 Islands lost relations with a region we were friendly with, and that act alone is enough to poison the NPO in the eyes of the Council of Nine.

Therefore, with the utmost sincerity, the Council of Nine and the 10000 Islands condemns the New Pacific Order and their actions within TNP, Osiris, Lazarus, and TSP. While we do not have diplomatic relations with the New Pacific Order at this time, we can state that until further notice The Pacific will not have diplomatic relations with 10000 Islands nor will they have military assistance from TITO. 10000 Islands is adopting a neutral stance within the current war being waged upon both sides, as we will work with neither side to help them in their confrontation.

Why do you say? We jump into regions, endorse the Native Delegate and make sure the raider Delegate doesn't take control, or salvage control from the raider Delegate.

If you are referencing the fact that declaring offensive war is not in defender spirit, we discussed that, and determined that a raid is: "A seizure of a WA Delegacy by foreign nations for the sole purpose of decimating, and/or dominating a region." The war on NPO is not for the purpose of decimation or domination - it is for a change of governance. A change of governance in the Pacific to be more driven by the natives. Thus, we found that it does not fit into R/D at all under our understanding of it, so saw fit to declare war.

Political News

The Senate seats of Himes West and Lyonnesse East both were up for election this November.
New Ecopia ran unopposed for Himes West on a agenda of reinvigorating the 10KI Casino, while Louisistan ran unopposed for Lyonnesse East on the basis of implementing the House Shield Competition that is the responsibility of the Senate seat.
Both eventually won but New Ecopia had to immediately vacate the Senate due to his appointment to the post of Minister of Immigration because Lethoica ceased to exist. Chief Executive Woonsocket thus appointed Siuts back to the position of Himes West temporarily until the next election is held in January 2019. The Himes West seat will then be held as a special election in January with Blue Canaria North and New Republica South. Meanwhile Jabberwocky was upgraded to Senior Senator in place of Siuts since the latter's reappointment.

Believe it or not, XKI is still influential and still a powerhouse in both defending and interregional relations. Just because we don't air everything we do to GP when we do it doesn't mean we don't do anything.

Most outdated updating force with backwards rules currently in R/D - check
Population wise only slightly ahead of Europeia, Europe and The Communist Bloc.
I can only remember the TRR one, which seemed more like a formality to me because it didn't do anything majorly.
As to the one if the most influential defender regions besides TGW and TRR: not hard, since those are the only 3 defender orgs left.

I highly doubt it's as influential in interregional relations as you claim, but sure.

TRR accomplished quite a lot, if you knew about the history between our two regions. A few years ago there was a coup of TSP, called the Devonitions coup. Due to that coup XKI completely shut down relations with TRR and banned both Sedgistan and CrazyGirl, in effect destroying diplomatic relations for years. Now, we're treatied allies. The third alliance treaty XKI has ever signed.

Political News

An election was held in January for the Senate seats of Blue Canaria North and New Republica South, with a special election for the Himes West Senate seat as well. Sargon Reman ran unopposed for Blue Canaria North while Twobagger and Siuts ran in a very tight race for Himes West. Jabberwocky and the esteemed Markanite contended for the New Republica South Senate seat but Markanite withdrew after being chosen as the new Minister of Education just three days before the conclusion of the election. Sargon Reman, Jabberwocky and Twobagger are the January election winners.

On Sunday, February 17th 2019, Chief Executive Woonsocket of 10000 Islands declared his intent to resign from his position after two years of running the region. As his successor he has chosen Markanite, three time WA Delegate and Heart of the Islands recipient. Both Woonsocket and Markanite are highly well like among the community of XKI, and while many of us are sad to see Woonsocket step down after doing such a good job we know that he couldn't have made a better choice for the person to replace him.

In his statement of resignation Woonsocket had much to say about his successor, and much to say about his time as Chief Executive. To the delight of many, he has also declared his intent to stick around and not leave the community entirely.

Woonsocket resignation letter:

After several years of having the honor of being your Chief Executive, I am stepping down from the position. I have chosen Markanite as my successor as Chief Executive. This is a good choice - Mark has unquestioned seniority, has served in the government in a variety of positions, is a Heart of the Islands recipient, is a TITO knight, participates in the election process as a contributing member of The Islands Party (TIP), and is a person that people look up to here as a steady and solid contributor. He will expertly lead us into the future.

Thanks to you all for letting me serve you for the last couple of years; this is an amazing region with amazing people in it and I am blessed to have had a chance to be a part of it! I am not leaving the Islands though, I will be staying around and continuing to participate in our fine region! The transition will happen over the next couple of days as I continue to work with Mark to make this a smooth transfer of power.

Please give Markanite your full support, as you have me these last several years. VIVA Markanite! VIVA 1000 Islands!

NS 181-1: Respect Our Vote Act

Preamble: The piece of legislation titled Respect Our Vote Act was originally passed in March 2013. It's intention was to cut down the number of campaign telegrams being sent to the 10000 Islands, as well as inform the general public of impending consequences for doing so.

Record Number: NS 181-1

AWARE that elected delegates in 10000 Islands are free to vote however they wish on WA resolutions,

NEVERTHELESS, OBSERVING that delegates have traditionally based their votes on forum poll results,

AGREEING that the regional vote should be determined by the region with no undue influence from forces external to 10000 Islands,

NOTING that "mass telegrams" will enable resolution authors (or their supporters) to campaign directly to the region's WA members, instead of to the Delegate or through the forum as had traditionally been the case,

ALARMED that this shortcut presents a cheap and easy way to sway the WA vote of 10000 Islands, directly presenting a threat to the sovereignty of 10000 Islands,


Hereby:

DEFINES "WA campaigning" as campaigning related to WA resolutions, proposals, or drafts through the use of "mass telegrams."

ENACTS the 'Respect Our Vote Act' (ROVA) with the following provisions:

1. Maintains that WA campaigning from resolution authors (or their supporters) may be conducted in the regional forum's WA thread and/or via telegram to the WA delegate only;
2. Forbids WA campaigning by "mass telegrams" to islanders unless prior permission had been given by the Delegate;
3. Empowers the delegate to take whatever action deemed appropriate if provisions (1) or (2) are broken, including but not limited to:
   
   • Automatically voting in a way opposite to the propaganda;
   • Banning the offender from 10000 islands and its forum;
   • Black-listing the offender for future delegates' reference and continued punishment;
   • Launching a counter "mass-telegram" campaign in 10KI and/or NationStates to oppose the propaganda that was received.

ALLOWS limited WA campaigning by native WA nations through the use of "mass telegrams" if that nation had been in 10000 Islands and the WA for at least 3 months. If the minimum residency period was not met, provisions (1), (2) and (3) stated above shall apply.

CLARIFIES that the intent of this Act is to provide greater flexibility to delegates to take action against "mass telegram" propaganda without needing Co9 approval. Delegates may, at their discretion, allow certain forms of WA campaigning not specified above, so long as doing so will not affect our voting independence.

MANDATES that this Act shall be posted into a Factbook dispatch, and that that Factbook dispatch must be pinned to the World Factbook Entry on the regions main page. Additionally, this law shall be posted in its current form within the 10000 Islands Game Play thread on the NS forums, and a link to the laws post shall be maintained in the Opening Post of the thread.

Having Islanders block WA telegrams is counter-productive to the office of the delegacy in XKI. In order to gain endorsements we must telegram new nations, but due to NS rules they need to be marked as campaign. The more nations that have them blocked means the less endorsements our delegate may gain by asking for nations endorsements, which in turn reduces our overall voting power in the WA. Each region has the right to vote according to their laws, and campaigning to sway the vote one way or another is counter-productive becayse we want Islanders to vote the way their conscience tells them to and not how someone else tells them to vote.
