Why is the nation with the lowest ideological radicality not also the one with the highest averagness?

It is. The rankings are live, so it's often difficult to actually find where the end is as different bits update at different times. When I went to the end of the ideological radicality ranking, there were 16870 pages, but 169304 nations, so the bottom 604 weren't shown unless you changed the URL.

Actually it doesn’t seem to work
The highest in the world for averagness owos and uwus shows in the middle of a bunch of puppets near the bottom even if you change the url it seems

If a number off nations are tied for last place, or first, then I think that it might sort them in the order that their regions updated (and if they're in the same region, then by length of continuous presence there).

Ties are sorted by the nations' ID numbers. But this isn't the issue here anyway.
