RECENT HISTORY

Welcome to hell. The southeast was largely spared from the nuclear holocaust that obliterated many of America’s once great cities. While the South was largely untouched by the bombs, radiation tainted the Mississippi and much of the land surrounding it, including most of Louisiana. After a time vault dwellers began to exit their vaults and repopulate the much changed south. The rich and fertile land that their ancestors once knew was destroyed, and replaced by something else, something alien. New Orleans was turned into a veritable swamp, with nearly two thirds of the city submerged in at least several feet of irradiated sludge that had once qualified as water. Much of the flora and fauna that blanketed the land was changed into mutated versions of those in the past. Alligators that were commonly fifteen feet in length grew into massively bloated monsters, easily reaching over twenty-five feet in length. All life seemed hostile and well suited to the new environment. But, not only were there new creatures for the vault dwellers to fend off, it seemed that many pre-war peoples had fled into the swamps and devolved into something far less than human.

The vault dwellers fled their vaults and started new homes amongst the long abandoned cities of old. Large communities sprang up all over the state. Trade began to flow with the Mississippi, and everything seemed to be going so well. But all good things must come to an end. Four major factions threaten the peace and stability of the region. While they are all concentrated in the southern half of the state, the conflict will soon spread. The four major players are as follows: Caesar’s Legion, The Hub, Providence, and the Royaume.

With all the traffic flowing seamlessly up and down the Mississippi, bandits, brigands, and murderers have come to bring chaos and despair to many travelers hoping to get a stake of the rumored treasures of the Bayou State. The criminals have set up a lawless settlement in the north, in the ruined pre-war city of Shreveport. The rival bandit gangs own different parts of the city, and oftentimes fight street to street over control of one block or another. The tribals, deformed by generations of inbreeding have come out of their holes to brutally defend their territory from the invading foreigners. It seems little has changed in America. War has touched the East, War has touched the West, and soon, war will come to the South. Because war, war never changes.






LOUISIANA AND THE OUTSIDE WORLD

To the west, Hoover Dam is held by the NCR, but only just barely. Caesar and his legion are nearly ready for another assault on the Dam, and should they win, the Mojave will fall with the Dam. But for now, none of that is of any import to the lands of the Mississippi. The Legion has, however sent a full Centuria to investigate the rumors of treasures, and seed the area with the beginnings of a new campaign.

The new frontier in Louisiana was wild; there was no doubt about that. But, pockets of civilization pocket the land. Lafayette, Baton Rouge, Alexandria, and a commune in the ruins of New Orleans are bastions of safety and normalcy compared to the nightmare just beyond the safety of their walls.

Tribals lurk in the swamps, wetlands, and forests of the wastelands. They prey upon anyone foolish enough to come to close to their territory. Though, they are often too caught up in their own petty feuds they rarely get involved in any conflicts beyond their own borders. Just as the Bayous sport an exotic and wide ranging variety of fauna, so too do they have a great many tribes of different values, resources, and beliefs. There are tribes of humans so deformed by inbreeding; they are hardly human at all. Some are quite plain, seeking only to hold on to what little resources they have left. And, it’s rumored amongst the locals that a tribe of Amazons roam the wilds in search of men to prey upon. And far to the north lays a lawless town of ingrates and brigands. Shreveport is full of vile men and women, but the bloody history of the town is even worse

Somewhere in this calamity is you. Be you an adventurer, well-to-do merchant, or something far more sinister. Everyone has their own reason to come to the Child of the Mississippi, and not many are willing to share it. But, whatever your reason is, you had best choose your enemies carefully, and choose your friends with even more caution. For if you choose wrong, you will surely end up in the belly of a beast.

Q: What year is it?
A: 2280.

Q: What technology and equipment are our factions permitted?
A: The major factions (i.e. the ones outlined in the OOC) will have access to a limited amount of standard military infantry equipment and partial access to post-apocalyptic built vehicles. Minor and player-created factions will not have access to this equipment unless given explicit permission by the OP.

Q: Can we leave Louisiana?
A: You may stray beyond the borders of Louisiana, but not very far. Unless I give you express permission, it's generally best to stay within Louisiana.

Q: Is there a story?
A: Yes, but they are primarily tailored towards solo characters, but if you want something to do for your factions besides involving yourself in the southern conflict send me a telegram.

Q: Horses?
A: We’re going to be defying canon here and saying there are horses for ease of transportation.

Q: Can I apply as a member of one of the major or minor factions?
A: Yes, just not the leader. (Except for the Legion, you can apply as the Centurion or lead Frumentarii)

NPC MAJORS


The Hub

Based in the pre-war city of Lafayette, The Hub has been around nearly since the fall of America. The Louisiana 256th Infantry Brigade, being stationed in Lafayette at the time of the Great War, took charge of Lafayette. With the backing of the Louisiana Brigade, peace and order was brought to Lafayette and its surrounding area, over time transforming the city into the premier trading hub in Louisiana. Thus its name: The Hub. In the present day, however, the trade that normally flows through the Hub has been halted by a particularly vicious gang of raiders that go by the name of the Saints. They are often at odds with Providence over the disputed region between their two cities. This has created a no-man’s-land between the two powers, in which skirmishes frequently occur. This conflict has also significantly hurt trade in the region. Twenty thousand people call the Hub home.


Providence

The second largest power in Louisiana, Providence is a democracy governed by a council of individuals from the populous, and a mayor who is elected by the council. The council, however, is mainly comprised of members from the leading families of the city, and it is rare if anyone else gets a seat. The community has recently been wracked by a number of murders committed by an unknown party, a hefty bounty has been posted for anyone who can get rid of the culprit. While their homefront is terrorized by an unknown actor, their western border is awash with conflict as they fight incessantly with the Hub. The population of Providence is around twenty thousand.

From out of New Orleans comes an army; bringing order and civilization to the hellish bayous of Acadiana, for God and King! The grandeur of the Royaume's aristocrats, and the omnipresence of their Gendarmerie forces in the Big Easy gives many merchants the impression that the Royaume is a monolithic force in southern Louisiana. This is just the image the Roi of New Orleans wishes to cultivate for the Kingdom. Yet, a recent kidnapping of a Royal family member has threatened to shatter this image. The Roi has spread word all throughout Louisiana that anyone who finds his progeny will be handsomely rewarded. About sixteen thousand people are under the protection of the Roi.


Caesar's Legion

A group of Frumentarii has been in the region since before Caesar first discovered the Hoover Dam, but with New Vegas being a choicier target to conquer, the Big Easy was put on the backburner. The Frumentarii have remained, however, negotiating with various tribes in the Lake Charles area and beyond. Their objective was to ally themselves with these tribes in a bid to expand Caesar’s will upon the Louisiana wasteland. They have targeted the Kisatchie Forest clans as the most likely to join their cause. And, with the first battle of the Hoover Dam completed resources have been freed and a full Centuria has recently arrived to cement Caesar’s foothold in the area.

Bayou Clans

“Bayou tribals come in only one shape and size, inbred.”

The Bayou clans are a loose confederation of tribal clans that inhabit the Kitsatchie Forest of central Louisiana. Because of their central location, they block a great deal of traffic coming from the north. As a result, river travel along the Mississippi is the only relatively safe way for many merchants and travellers to go south. The clans also serve to isolate the Northern half of the state from the conflicts in the south. In many ways they are a boon and a con to the Bayou wasteland. In terms of temperament, the clans are mostly outwardly hostile and treacherous to deal with. In battle the clans are known to make use of the fauna of the wasteland to deal with interlopers.


Vendetta

Hailing from the once proud Shreveport, Vendetta is a lawless town of ruffians who seek only to satisfy their own perverted machinations. Vendetta is ruled by numerous gangs of varying sizes. They cater to the sick and depraved, oftentimes being slavers, bandits, and murderers, who come to sell the fruits of their work, or simply to have a good time. A vacuum has recently been created with the overthrow of the previous crime boss of the city. As such the the streets are awash with blood, but this certainly doesn’t mean Shreveport is ripe for the taking. Some five thousand live in Vendetta, and most of those people are armed and dangerous.

Personality: Anna is, to a degree, as altruistic of a person as one could have imagined, before the bombs had dropped, which has been accredited to her having been raised in a religious middle-class household in the United States. Yet, Anna is also learning that some amount of selfishness is not just helpful, but required in order to survive in the wastelands of post-apocalyptic Americana. Yet even so, as shrewd as Anna is, the challenges she would face the mere moment she steps out into the new world would seem both insurmountable, and numerous. Although she is a quick-learner, Anna will consistently hesitate, struggling with weighing-out her morals, as she faced with moral dilemmas. Hopefully, such a trait won't prove to be fatal...

Motives: To survive, first and foremost, followed by a motivation to contribute her part in the slow, gradual rebuilding of the world.

Backstory: Anna Payton Liuzza was born to a relatively modest household, yet even so had been spoiled by her doting parents as the only daughter in her immediate family. Her father was a physician, whose expertise atop of enlisting to serve in the United States military as a field surgeon had earned him a spot in the Vault program for both himself and his family, certainly a program he was willing to sign up for after witnessing first-hand how dreadful the horror of war can be, and has been. All the while, Anna's mother was content with a burgeoning career as an interior designer, spending her off-time either tending to her garden or spending time with her daughter.

As Anna grew older, she went on to attend a nearby college in Louisiana, eventually graduating with summa cum laude honors, a testament to both her hard-work and her naturally-gifted intellect, and dedicated herself to a presumably hopeful and fruitful career in aerospace engineering, hired to work for none other than ArcJet Systems on the eastern coast of the United States, in the Boston metropolitan area, immediately upon graduating at the age of 21. Yet, as Halloween approached, Anna had decided to take the preceding week off in order to spend quality time with family, a rarity for her spending much of her time those days in such a foreign territory to her, unaware to the immense consequences of having chosen to do so. Everything happened so quickly to her, as the nuclear holocaust was unraveling. Anna and her mother managed to escape to initial blasts and subsequent fallout by heading to the local vault, although the patriarch of the family had happened to still be in Alaska, serving his country as a field-surgeon. He would never be re-united with them again.

Then, in 2280, after a little over two hundred years spent in cryostasis, the local vault re-opened, and all the occupants released from their suspension, for reasons unbeknownst to them. Nobody knew what had happened, that they were frozen for any duration of time whatsoever. All they knew, Anna included, was that something, obviously, had gone terribly wrong. The state of the vault was in a state of steady decay, uninhabited (save for themselves). Things would only get worse for them from that point onward. Anna, with her family, happened to be near the front of the group of survivors as they were ambushed by a group of raiders. While she managed to escape, the same could not be said for her parents, who were killed in what was nothing short of a massacre.

Afraid, alone, and nothing but the items she managed to salvage between exiting the vault and re-entering into the world, vastly different from the last time she saw it, Anna would continue her story right back where it all began, New Orleans.

Faction Bio: The Bayou Trader's Alliance is a tiny oligarchic city with a population of 500 people.
Bordered between the bayou and tribal contested forest all around them, the Bayou Trader's Alliance mainly lives off trade with occasional raiding off some of the tribes.

The Bayou Trader's Alliance itself is mainly covered in shallow lakes and has a temperate climate, which has lead to a closely concentrated population, despite the number of people, which means most of them live in Althea, the only city in the Alliance, with some deciding to live in small villages outside the city's walls.

The country's landscape is uninviting; gloomy forests, forgotten farmlands and murky lakes are just a sliver of the sterility the Bayou Trader's Alliance has to offer, which is why the country is dependent on trade.
The people of the Bayou Trader's Alliance are polite towards foreigners and tend to welcome them with heartiness. They feel foreigners could boost the Alliance's well being.

The Alliance has flexible laws and law enforcement, which is to be expected. The people are rather healthy for the time being due to rises in trade.

Personality: Crafty: He'll do whatever it takes to get a good deal. Good Orator: He'll make a useless piece of junk seem valuable with a nice speech. Greedy: He values money more than someone's life

Motives: Get as much money as possible as quickly as possible.

Backstory: He's crafty, manipulative and greedy. This is to be expected from somebody with his unsettling past.

He was born and grew up in a needy family in a small village in the Bayou, he lived comfortably until he was about 15 years old, but at that point everything changed.

He lost his father in a tribal raid and was kidnapped by the raiding clan and forced to work on their buildings. After escaping during another tribal raid on his captors, he had to survive in a wicked world with no experience or weapons besides a sharp stick. But with his skills and determination, he managed to train to perfection and escape hell. This has turned him into the man he is today. He soon joined a group of merchants who taught him how too get good deals, and he stayed with them for five years. Eventually, he became the leader of the leader of their group and decided that they should have a trading post in the Bayou. Soon after the founding of their trade post, wanderers came by and set up a small village by the trade post, and the village kept growing until, in five years, it had achieved a population of five hundred people. Javier then set up the Merchant Council to run the city, which they named Althea, and after being elected at thirty-three, he has been dedicated to the growth of Althea and the Bayou Trader's Alliance.

I'd recommend joining the discord, cause someone is also planning on making a mutant clan and I'm not familiar with Graven.

Personality: Described as rough around the edges by many, Gunny cares for his friends. Independent and tough, he has lived a hard life from the beginning. Respectful to others until they loose it, he is straightforward in his dealings.

Motives: Help out his home, make some caps for himself, make Louisiana a better place

Backstory: Born in Providence, his parents would die early on. He would grow up scavangeing for a living. Fending for himself, and sleeping in a leaky scrap lean-to for many years, one day he was taken in by an old Providence soldier, Seth. He would grow through his teens relatively normally, learning many lessons from his new guardian. He would continue to scavenge and work odd jobs until war broke out between Province and The Hub.

One day a soldier had come to Seth's home, with a letter. It was about how Seth had died, written by an officer of Providence's army. Gunny was hurt, and not soon after he enlisted. He would fight for Providence for a few years, killing many a Hub soldier. However, after being the sole survivor of a harsh ambush and its following skirmish, he would resign, having served in No Man's Land enough for his tastes. He would take his earnings and loot he acquired and start up a small mercenary company.

It started small, a handful of other Providence veterans and bounty hunters brought together. Gunny would effectively lead the company into fortune, taking various bounties and other contracts. Eventually he would gain the attention of influential figures in a Providence, and would earn their favor after dealing with particularly troublesome bands of tribals in the swamp. Now directly employed by Providence, Gunny is yet again serving his home in battle.

Military: 80 Soldiers using personally proveded equipment ranging from 10mm pistols to 7.62 assault rifles. Every member must own a firearm to be hired. Each mercenary has some form of armor, ranging from full leather armor to combat armor. An eight man squad forms the Vanguard, the top mercenaries hand picked by Gunny and vetted my his lieutenants for their preference. They employ heavy weapons and special tactics to complete hard hitting missions. Each mercenary is also given a company horse to ride. They have also recovered a number of willys jeeps and have restored two to working condition. The others were deemed unsalvageable and will be used for parts.

Faction Bio: A relatively new faction in Louisiana, Backwoods Company is a mercenary organization founded and lead by former Providence soldier Gunny. Initially formed of a handful of men, they have now grown to upwards of 80 men strong. The faction focuses on two points, making caps and supporting the Providence council where the council can't dispatch troops. Initially they would collect bounties and take scavenging contracts, now they preform a wide array of contracts.

Initially brought into the spotlight a year ago when they fought a number of tribal bands that were threatening Providence's interests, they gained plenty of loot and saw a boost of recruitment. The Council has seen to contracting them when they're short troops or supplies to deal with a particular threat to Providence. Fair in their dealings, and only taking contracts that are respectable has gained them a positive reputation amongst Providence.

Taking pride in their ability to rapidly deploy mercenaries into combat has lead them to invest in purchasing horses and other logistical equipment. Each mercenary gets two weeks training, where they learn the standard for Backwoods Company combat and teamwork. Then they go on a month of recruit (sometimes referred to as Private) status, where they serve in low-risk missions like caravan guarding and scavenger jobs. After this, they become normal mercenaries of the line, and serve as full fighters. If one shows particular skill and loyalty to the company, they gain the rank Corporal where they serve as a minor leader. Corporals who have served for long periods of time well get promoted to sergeant, who oversee the deployment of multiple teams of troops. Lieutenants oversee multiple sergeants, and are appointed by Gunny himself.

Faction name: The Children of Baldr, known to most others in the big Easy as Reavers

Faction Leader: The man simply known as Afkarr, who is crowned with the steel of a Mark-51 Power Armor helmet.

Population: 860

Military: 400ish active fighters. Due to the nature of the land that the Children occupy, their primary source of income is Raiding the other factions of the area and thus require large parts of their population to be militarized.
Equipment-
Spears, Axes, and Shields make up most of the soldiers weapons
Captains of ships wield pipe guns, and other such ballistic weaponary. There are a few crack squads who are all outfitted with pipeguns, but they typically raid closer to the major powers

Ship tech-
Most Baldr ships follow a simple design based on old river barges that have a simple sail and are more often powered by rowing, similar to a smaller ancient greek Trireme. This is with the exception of the Fenrir, a pre war steamship seized by Baldr that has been restored by Afkarr.

Faction Bio: The history of the Children of Baldr begins roughly 50 or so years after the great war. It was at this time that legends of the prophetic characters Babet and Harald first appear in the sagas. Babet and Harald were the prophets of two different pantheons of gods, who fell in love and helped broker a union between their divines. Their stories take them up and down the Mississippi, and around the Gulf Coast, before eventually setteling down on the land once known as Marsh Island. The religion they founded would come to be known as Vastaru.

Their son Baldr is another mythical figure along the rivers and bayous. He rose out of Marsh Island, still before the Vault dwellers and other more civilized folk brought order back to the Big Easy, and brought hell to the various scattered survivors of the mainland, raiding and bringing much wealth back to Marsh island and building up much of the now multi story stilt town that covers much of the island. Several of his liutenants founded the various clans that make up the intrest groups in the government.

Following the death of Baldr, who according to legend perished fighting a Deathclaw with only his axe in order to save his men, the Children adopted an aristocratical form of government, with each clan leader getting a say in the official stances of the group. Brutal and quick wars between the clans, as well as the return of more civilized people to the area greatly reduced the power of the Children during this time. By the end of the infighting, the Children had lost about half their precious population and held only Marsh Island, now named Torland.

Though the Children were beggining to recover, the bitterness from the clan wars had reduced the council of clans to a highly ineffective and pratically useless form of government. The High Witch herself prayed to the gods for an answer to the problems faced by the Children, and so from lands far west came Afkarr. Wearing the helmet of a suit of power armor and a cloak of furs, he landed on Torland and claimed right of supremacy over the clans as the descendant of Baldr. The clan leaders laughed at him, but he demanded to show proof of his prowess through right of combat. After easily defeating each champion the clans put forward, Afkarr seized control of Torland and began to inspire a new wave of Raiders, who have enabled Afkarr to build a great house on this highest levels of Torland, and restore the Frey

Territory: Torland, or Marsh Island that has had a sprawling multi story stilt town on the Vermillon bay coast of it.

Goals: Most commoners just wish to see the children restored to their former glory and wealth brought back to Torland. Afkarr would see nothing less than all of Louisiana brought to it's knees and worshipping him as a demigod, the way his ancestor was. Afkarr also wishes to see the recivilizing of the Children and has sent out emissaries to learn from the major factions.

Personality: Henry has struggled with insecurity due to poor health as a youth and continuing poor health now, but has managed to acquire a sense of confidence from being good at his mercantile and espionage jobs. From an upbringing that did not lend itself to combat, he has learned to be fan of cloak-and-dagger heroes, court and business intrigue, and using the right words to gain a victory a thousand gunshots could not secure. But despite this, Henry is slightly jealous of those who can fight, although not to the point where it would hamper a friendship with a sufficently affable soldier/warrior/mercenary.

And finally, Henry is proud of having talked, traded, and even bribed his way through Legion territory to Louisiana, a feat that more conventional NCR fighters could not have done.

Motives: Gather information about the nations of Louisiana in the hopes of threatening the Legion's rear.

Backstory: Henry was a sickly child, born in the other Hub, the one in the West Coast. Nevertheless, his quick mind made sure that it was worth it for his merchant parents to give him an education, where he proved himself well-spoken as well as smart. And thus, he was included in the family business as early as the age of eighteen, when it was clear that his frailty would not go away no matter how much physical education he received. The very next year, his parents went to the Mojave Wasteland and New Vegas to seek further trade opportunities alongside a stream of other NCR immigrants, some of which included members of NCR Intelligence sent to spy on the Mojave and prepare it for annexation. At the same time, the Legion was raiding in earnest.

After a detachment of Legion Frumentarii attacked his family's new trading post, ruining several thousand NCR Dollars' worth of goods, Henry sought out the members of NCR Intelligence in order to join their fight against the enemy. After finding them, stopping them from killing him, and proving his worth, Henry was then given a new identity: Harry Port, a merchant from the Mojave who was willing to trade with anyone, even the Legion. In this identity, Henry found out much about the eastern Mojave, even managing to make friends with a trader named Hal Goldenhair, a merchant who came eastward with the Legion from Arizona. From Hal, he found out more about the Legion's homelands and their ways, and with his handlers' help, he conceived a project: He would convince the easterner to take him to the Legion's homelands and beyond.

And so he did; by trading, talking, and expressing genuine curiosity and wonder, Henry managed to get Hal to take him through Legion territory beyond The Fort. This achievement boosted his already high self-confidence, especially as he managed to cross through Legion territory and into The Hub (Louisiana's) with only minimal hassle. Then, a band of bandits from Vendetta attacked his' and Hal's wagon, and he stood by as the raiders killed Hal; thanking God that he didn't have to kill his friend himself. But as he was prepared to surrender or talk his way out, a group of Hub soldiers came up and drove off the bandits, leaving him with control of Hal's wares and a someehat positive impression of that city.

Now, after having exchanged his Legion Aureus for the local caps, Henry has found himself with money, a place to stay, and the means to gather more information about the region. And not just that, but he still has a good reputation with the Legion Centurion sent to Louisiana, thus rendering them blind to his antipathy to them...

Your SPECIAL stats equal 41, which is one over the limit. Next, I don't really get the whole Hal Goldenhair thing, if he met the real Hal why wouldn't he kill him and assume his identity rather than travel with Hal? Because if Henry was known in Legion territory as Hal Goldenhair, then how would the real Hal not find that out? And lastly, I doubt the Legion Aureaus would be worth 6k in caps considering the Legion has only just made itself known to Louisiana. I guess you could say that he took the real Hal's money and sold some of his goods, but I doubt that would still get you to six thousand.
