2. (a) The organization shall patrol the seas against piracy and be the first responders to such threats and other laws broken.

I am here to present a proposal which will, if passed, make the member nations of the WA and the World at large a more peaceful place. That’s how I see it anyway.

I therefore propose the following:

All nations sign a pact called the 'WORLD ASSEMBLY EXTRADITION AGREEMENT' which makes it compulsory for all members to hand over terrorists wanted by other member nations hiding on their land.

This will allow all nations to benefit from each other's police & military forces & LAW & OEDER setup. It will work as if the WA itself is one big country thus making it extremely difficult for terrorists to hide. Also, this benefits a well developed large nation as well as a tiny nation equally & immensely.

A tiny nation might not be in a position to bring the wrong doers to the gallows. With the agreement in place a terrorist wanted by that tiny nation becomes a terrorist in all WA nations thus giving it access to their land & more importantly their co-operation.

For a developed nation, many a times these blood hungry monsters look towards the backward, smaller, fragile nations for support. Once this treaty is in place they will have nowhere to go as these nations can send their troops to capture the radicals in these tiny nations.

This treaty will, I am convinced, help countries fighting for peace and security of their brethren immensely.

Signing of the pact is not mandatory as long as the delegates of the World Assembly deem fit. If they hold this proposal in high esteem they may want to make it compulsory. But once signed the nation has to abide by all rules & regulations laid down in the Charter of this document.

Brief Outline:

1. The terrorist(s) is a wanted criminal across all nations of the WA.
2. Any signee found abating terror or a particular terrorist(s) will face severe sanctions from the WA.
3. The first right of refusal to try the terrorist(s) lies with the nation in which he originally committed the crime. The nation may however decide to hand over the terrorist to a stronger nation if, the stronger nation requests the original nation, to hand over the terrorist for further interrogation. However, this interrogation may continue for only 3 months.
4. If a terrorist is wanted by more than 1 country (ies) he will be tried by the WA Court of Justice in consultation with the wronged nations.

I sincerely hope that my fellow members allow this proposal to succeed and lend a helping hand in the endeavor to make this world a better and a more peaceful place.

To sum up this preposition: I would like to take down the billboards in the nations of the WA. This exposes our youth to immoral businesses. The resources used to construct these structures could be put to better use. Billboards also cause distractions to motorists that could be avoided.
