Grand Duke Stefan stands up and begins to speak:
"In my opinion, we should strive to improve our relations with other alliances, or at least one of them. Having only neutral or hostile relations with them is dangerous. Varsovian Armed Forces are definitely sufficiently armed and well-trained, but our economy still hasn't recovered. However, it is improving steadily, so in a year Warsaw-Halicz will be ready to engage in wars with all of its strength."

The COAMICO, Admiral Robert Castaneda now spoke.
"Ladies and gentlemen, I am a soldier. I do not have much knowledge of statesmanship. But I know this: respect is earned. These alliances, those who think that OSEAN is not strong enough or not capable enough has no respect for OSEAN. We need to show them, and other new nations that attain civilisation everyday, that OSEAN is silent not by incapability but by choice. We choose to be silent. And at times, we need to choose to be noisy. This is one of those times. We need to deploy the OSEAN military, which I may add, is in bad shape with zero cohesion. Such deployment will increase cohesion among the various militaries that make up OSEAN Military Command. If it is possible, we can do it now, with piracy at an all time high. We can deploy against the pirates, taking almost zero casualties and full international credit. But, we will need to act quickly.

Marshall Williamson, after talking with his head military advisor, nods, and stands up, beginning to speak.
“Personally, and I think the Minudian delegation may agree, we need some sort of coalition defensive measures in Anea. These are only to ensure that, if a time comes where the Anean OSEAN is blockaded, we will have some sort of guarantee as to the extent of our protection.
Now, I’ve thought long and hard about this issue, and, a meager defense Corp of 5,000 men should suffice. After all, I just want these to guarantee an alliance backing should we be continuously cut off from our Osea brothers, and they only foreseeable problem I can come up with, is that the WP blockade will not allow most, if any, transit through the Bay.
Now on the topic of how other alliances look at us, I accept the blame. Montarc has been a notorious hot-spot for strife. However, as in accordance of my new reign, I will not start a war unless OSEAN demands it, and I’ve already turned the Militia into a more defensive form of protection...”
The King sits, awaiting some sort of rebuttal or response from the other delegations.

Luong brushed down her suit skirt as she stood, removing the creases accumulated from sitting down crosslegged. There were no prepared notes in her hand, and she did not move to the podium at front. She simply tapped the microphone and began to speak in a calm, clear voice.

"OSEAN's predecessor, the Osean League, was met with its demise precisely because it alienated and brought together the other alliance blocs. If we're going to prevent catastrophy falling upon this alliance, it's vital to improve relations with the others. Any action which can help us do so should be encouraged and fostered- I welcome suggestions from other members."

Luong turned to face the Antiyard delegate now.

"With all due respect Admiral Castaneda, that is why I oppose any offensive military actions in the near future. Our prestige musn't come from provocation. It's true that nations hostile to us, such as those of the former LUN who have now rebranded as the Pact of Steel, probably don't have the highest respect for us. But I genuinely believe saber rattling will only lead to drawn swords and spilled blood.

In any case, how much respect can we earn by overpowering a motley collection of pirates? The OSEAN armed forces are well-prepared for any conflict- as I understand, its 24 carriers, hundreds of warships and thousands of marines stand guard ready for deployment at any time. We showed the world this during the LUN Civil War. Using this formidable force against militants who have shown no interest in attacking our trade seems rather overkill. Practically speaking, it's a costly operation with little return which would require an increase in funding from OSEAN members for our next budget. And I'm sure no one wants that.

Instead, we should be focusing on the most practical way of improving our politico-military position, so that our long term economic prosperity is not disrupted. The OSEAN armed forces serve to bolster the defences of members without the manpower for large militaries but who can help offer the funding for one, but they shouldn't be a crutch for those nations to rely on either. Chilokver can offer its military expertise to other members at no extra cost. My military advisors believe that with technology such as surface to air missile systems for air defence and anti-ship missiles for naval defence, even members with smaller armies could make invasions so costly that enemies would be deterred. Marshall Williamson, I think you'll be interested.

The Montarcian Delegation claps, but not in simplicity, they clap giving a sort of standing ovation, trying to show their approval without incivility. After what feels like a short break, the Montarcian delegation sits; the Grand Marshall taking a drink of water, doing a sort of toasting gesture, then turning to his advisor. They begin talking, waiting for the next demonstration. (For those who sit next to the Montarcians, you can semi-hear a joke over the rival of Montarc, Guyomartand).
