The problem is two Consuls and a system of fasces. Though typically a certain Consul would be more prominent and for CK2 a system of Prestige>Prestige for leading Consul would work.
The main problem is the lack of lineage tied to a major title. Basically it'd be very chaotic and i'm against Rome 2's every player leader is Dictator for life.
