Probably because the minute he requested a war declaration from the Europeian Senate, someone would have leaked it and the spin doctors of GP would go to work framing the narrative against Europeia. Better to not be caught off guard with a leak, spun to misrepresent what you're doing.

Personally, I applaud Sopo for learning from the mistakes of the IJCC's launch and framing this exactly the way Europeia wants it framed from the start.

While that reveal obviously looks bad for NPO, especially wrt Osi, TSP, and Laz both pre and post Imki — I'm not yet willing to pass judgement, because Feux/AMOM/etc. admitted to it freely on NSGP Discord and claimed it was them having fun, not NPO sanctioned. I'm anxious to see how this develops.

When they started with that stuff Ivan was still Emperor, and that doesn't really seem like the kind of thing he'd sanction while he was rebuilding NPO's image after NLO. Total speculation on my part, but those are my 2c.

What? Ofc they claimed it was them having fun: they were caught either way, and would totally say their superirors approved, making their home region even more disliked. And even if it was just them, why the hell does the NPO still tolerate them? If the NPO truly cares for it's allies, they would all have been banned already. There is simply no possible way to make this look good anymore: either you have the NPO infiltrating fellow GCRs, or you have the NPO refuse to ban their members who are spying on fellow GCRs. In both cases, the NPO approves of the actions, or at least tolerates it.

Friends,

Since President Sopo called for a declaration of war against the New Pacific Order in November, we have seen great progress and great victories. The NPO’s rule over St Abbaddon, the impetus of the conflict, was overturned earlier this year thanks to the great diplomatic efforts of the Anti-Pacific Coalition and Pacifica. The Europeian Republican Navy deployed 19 units to help Topid secure the delegacy, returning the rightful ruler to the throne of St Abbaddon.

We’ve seen a complete turnover at the highest levels of government in The Pacific, as both the emperor and his consul stepped down. Shady characters such as Feux and A Mean Old Man, who were in part responsible for the NPO’s misguided espionage efforts against our friends and allies, were banned from the region. The new government of the New Pacific Order has stepped away from the heated rhetoric of the past and promised not to repeat the mistakes of its predecessors.

And, most importantly of all, we have seen the government of the New Pacific Order renounce and expel the hateful ideology of Francoism as their state-sponsored religion. This ideology that proclaimed death, doom, and decay to User-Created Regions like Europeia is in the grave, with the hope it will never rise again.

I am confident that Francoism has been defeated as a gameplay ideology. Its doctrine of Game Created Regions’ superiority has been tested and found wanting. We have asserted ourselves as equals on the world stage and have been gratified by the number of regions and nations who have stood up to the evils of Francoism and its needless assertion of a divide between GCRs and UCRs.

In light of these great material and ideological victories, I am requesting the Senate pass a resolution ending our war with the New Pacific Order. While we are aware that the New Pacific Order has a history of making promises it fails to keep, the enemy we declared war on has undoubtedly transformed. This reborn NPO has the potential and opportunity to close the door on countless years of subversion, deceit, and dogma.

History has taught us that endless, perpetual wars do not serve regions well. Europeia did not join even our closest allies in their half-decade conflicts with regions and organizations they had ancient arguments with, and so nor will we prolong open conflict indefinitely. We are sheathing our sword, but we will always keep it sharp.

We will remain vigilant, and any resurgence of Francoism or evidence of new misbehavior by the New Pacific Order will not be met with silence. Our war against the New Pacific Order will end, but we will continue to stand for the rights of User Created Regions and the nations who call them home.

We entered this war to serve as a beacon of hope for all regions and nations suppressed by Francoism and to take the fight to those who sought to oppress us. We leave this war confident that we have won, and we have left the world better off than when it began.
